Ships from nations with whom Tianxia has poor relations will be treated as hostile. Ships who Tianxia has cordial relations with will be treated as friendly.  Flags do not matter.  The exception remains submarines, as non may enter without our expressed consent.

So does this mean that Tianxia will not permit warships providing support for say, a humanitarian crisis in the South Pacific to enter the Indian? Hypothetically of course?

 

If this is the case, then surely this policy has the capacity to hinder the UN more than it assists it?

As it stands, the Dai-Tōhoku Rikugun is stationed in Bolivia in order for pacification and reconstruction, a mission that precedes the UN and which has been approved by the UNSC at a later date. If the Republica wants to lay claim on rightfully Bolivian soil and move troops into Bolivia without consent by the occupation authorities, we will not look idly while the Republica integrates into itself territory and people that we have been entrusted with."

The Empire shall hear no more complaints about its maritime policies, they have been explained, and can only be repealed by a resolution of this council or the Imperial Government.  Until such time further debate is pointless.

 

In regards to Republica, the idea it can unilaterally add a continent to its protectorate with no resolution of the council backing it and simultanously enjoy council support and international legitimacy to us strains credibility.

Then the Norse Kingdom puts a request forward to the UNSC that Tianxia's maritime policy regarding the Indian Ocean be reviewed and altered.

Changed to allow any surface warship flying UN colours and flags and operating under a mandate set forth by this council, entrance to the Indian Ocean.

 

This means that any navy wishing to traverse the Indian, must either be, as you say, friendly to the Empire, or operating as part of a multinational UN mission.

Tianxia alone does not represent the entire United Nations, and it should not be required of Tianxia or Dai-Tōhoku Renpō to shoulder the burden of all UN operations as and when they arise, east of Cape Town or West of the Philippines.

 

I am also not suggesting that all countries use the flag as an excuse. Transition rights would only be permitted, if it was flying UN colours on an actual UNSC mandated operation. That way, the Empires maritime security policy is kept intact, as it would also be a safe assumption that any deviation from a UN mandated mission when within the Indian Ocean could be countered with ease by Imperial military forces stationed at its many garrisons and other military installations.

 

No flag, no mandate, no passage.

Then the United Nations may very well not exist and the former global hegemony should return. You cannot create a pan global organization, and then brush member states concerns under the carpet as if they do not exist. At least beforehand, we had no choice but to follow that Imperial policy, as we never had a voice to oppose it without the threat of violence against our states.

 

This is not a request to allow the placement of a battle group in the South China Sea, this is about allowing force appropriate naval and marine assets into the Indian Ocean when operating as part of the United Nations, under a sanctioned mandate.

 

This is a globalized society a change in policy under very specific circumstances might very well work out better for everyone because it allows trust to begin developing. It is certainly less of a security risk than flying formations of aircraft over other countries filled to the ramp with soldiers and military gear.

 

Even a specified set of UN naval shipping corridors could be put in place to ensure no rogue state uses a UN mandate as a ploy to strike any Imperial regions as they could be monitored at all times, and it is a very safe assumption that the vast military infrastructure of The Empire is very capable of such a task without reducing its intelligence gathering elsewhere.

Resolutions need to be put forth by members of the council, not the General Assembly.  Never the less Tianxia will block any such measure should a council resolution be put forward as such.

Then why bother putting forward the option that it can be altered by a resolution, if you are going to veto any attempt at change?

A continent that was largely already under our control? We've spend billions of Credits in resources backing the SAO and our own operations across South America. I've come to you to stop a war from happening between the Republica and the Dai Tohoku, but from your recent movements it seems I was mistaken in your judgement. You'd rather start a war over something that could easily be resolved in a diplomatic discussion between two sane nations. I hope the other members of the Security Council have less clouded eyes for the situation.

You currently occupy territory formerly owned by Argentina, territory that the Republica had claimed as part of its protectorate. If you wished to annex this territory to secure a passage to the sea, as if we'd block you from doing that by preventing your from crossing our protectorate, you could have simply asked for the territory in the South American Forum. The Republica would have gladly helped as it has tried to help for a while now.

Bolivia was annexed as a matter of practicality, in order to provide more effective assistance to Bolivians via a civil administration, than via military occupation and as the state of United Bolivia has ceased to exist due to debellatio, there were no existing structures that were deemed strong enough to carry a Bolivian state. additionally, the continued threat of war, claim to rightfully Bolivian land and fearmongering coming from the Republica only proves us right in our assumption that the Bolivian people, who, due to their most recent defeat at the hands of international intervention, cannot defend themselves, must be defended by Imperial resolve against potentially hostile external forces.

 

If the Republica would really want to help, it would stop laying claim to Bolivian territory in the Bolivian Littoral and stop its attempts to undermine our new neighbourly relations. We see no need how this is a matter that needs to be here, unless Republica forces attempt to cross the border of Minami-Kechua or take otherwise hostile action, which however we would not let go unsanctioned."

Dai-Tōhoku sees the term Bolivia defined as a historical territorial entity, encompassing also the Bolivian Littoral which was under threat of becoming annexed into the Republica. As to calm the minds of the Republica, Dai-Tōhoku will draw down the number of troops stationed at the border, to end the immediate stand-down. This does however not mean that we recognise any outside claim on Bolivian territory. With this, Dai-Tōhoku sees this matter as settled, with no further threat to world peace, unless the Republica, Paraguay or Athens make it one. We find these statements of yours distrustful, aggressive and provocative in their own right and we see not how the Republica could claim to seek a peaceful solution when it is her territorial ambitions and designs on the Bolivian people that were put under Imperial protection, that keeps this conflict going. Dai-Tōhoku has not harboured any ill-will and has not expanded beyond Bolivia, which had been occupied since before the UN existed, an action which had been legitimised by the UN and which we formalised to facilitate a more efficient reconstruction and pacification of the area. We would ask the UNSC to refrain from slandering the name of the Japanese people and the Emperor, who have been among the troops leading the charge to liberate these people in the first place, while the Republica and Paraguay did nothing but sit idly, partially even supporting the Bolivian regime.

 

Similarly, we refute the notion that the Republica and Paraguay in an alliance of two nations that have in the most recent past shown quite clearly that their territorial ambitions include all the territory currently administered by Imperial authorities, constitute a 'regional arrangement' with more legitimacy and claim to Bolivia than the Imperial authority that not only posesses assets in the area, but has a long-standing presence in Latin America of its own."

"Unlike Dai-Tohoku the Republica has shown no intentions of annexing the disputed territory, in its doctrine it has clearly stated these territories are to be administered as a protectorate where every part is encouraged to achieve independence. Not the empire you claim. Dai-Tohoku's definitions may see it as the historical territory of Bolivia but this is not established as fact by the United Nations that establish the disputed territory as Argentinian. We must also note that there seemed to be no dispute when the territory was still part of the Argentinian state and both Bolivia and Argentina were even allied. We do not care for a war three centuries ago, by that argument your people still have a claim on most Tianxian territory and Prussia should invade Austria for the German lands. 

 

The United Nations never ceased to exist, the entire invasion of Bolivia was based on laws established under the UN, Dai-Tohoku through its unlawful annexation of territory it was charged to protect is the aggressive party here. One cannot blame the Republica and other South American parties for objecting.

 

The regional powers have submitted to the United Nations, its Security Council and the resolutions. They are full parts of it and as such deserve the full rights granted to all members."
