Ladies and Gentlemen,

the province of Alberta has long existed as a protectorate of various North American powers. And under such powers our people have prospered. However, as time has progressed so has our attitude. We no longer wish to be merely a protectorate of another nation, but rather a full fledging independent state.

And that is why we, the people of the province of Alberta, along with citizens of the province of British Columbia (what's left of it), have come together and decided to unite under one banner. We believe it to be the best course of action to create one state, to protect ourselves and our peoples. To combine our resources and skills in order to create a bastion of stability in the North American sub-continent.

We sincerely thank the American Commonwealth and California for granting us the right to govern ourselves and to be no longer bound to anyone under a protectorate. It is thus that I declare our intention to formally create a federation between British Columbia and Alberta.

And now, in the city of Calgary, I hereby proclaim the formation of the Calgarian Federation.

Thank you, and may fortune favor us.

The American Commonwealth recognizes and congratulates the people of the Calgarian Federation on being able to form an effective government this quickly and wish them the best.  Commonwealth troops will begin withdrawal from the area, to be shifted to other parts of the Canadian protectorate.
