Either a Wonder or a Military purchase 50 mil (costly) one time purchase. Call it what you want Seal Team (mil) or FBI (wonder), a one time use to reset a single nation to 0 infrust, 0 tech, wonders and WC. It must be a grave expense and have only one time use by a nation 50/50 roll success/failure. This forced re-roll would make a great change to the game. Targets would obviously be greater NS nations.
