Paraguay will be in charge of drawing schematics, producing, outfitting, testing and researching new Aircraft to form the United Bolivia Airforce. Currently there are no aircraft in service in the United Bolivia arsenal with which we would ask Paraguay to produce for us cutting edge light attack aircraft, multirole jet fighters, bombers, cargo personnel planes, a main jet fighter and all the weaponry needed for such aircraft. We also have a few ideas we will share with you on specs of certain aircraft or weaponry but otherwise we are giving you free reign to produce potent aircraft for United Bolivia. Nothing should be of lesser quality than an F-35 or its equivalents. We will offer 200M Boliviars for the beginning acquisition of workers facilities and logistics, but after which we ask you to cover any costs to the production of such aircraft. In return we will offer when and if able to, one Freeport city and one naval bases on the Bolivian Coast, should we expand outward. For more immediate payouts to Paraguay we will transport 500M Boliviars to the Paraguayan Treasury. As to our ideas, we would like to know the possibility of creating a heavy transport that could act as a MOAT, a mobile outfit armory transport, we would be using this as a what its name implies, a flying armory. We'd want it to have a sizeable amount of defensive weaponry to protect it and still have it be able to outfit up to one tank and two light vehicles in its bay. We'd also like to inquire on the possibility of creating a rapid insertion stealth helicopter capable of carrying two fully outfitted squads. Lastly we would like to inquire about drones, and the types of air-to-air/air-to-surface missiles you can provide. As to our standards, when you have prototypes built that can be tested we will be able to confirm if you've completed the task. We hope you are pleased with the product. We were able to finish these quickly because of several being already finished for our air force, however were put on hold since we no longer needed the amount. In addition, with your 200 million bolivars, we were able to open 2 additional manufacturing factories for several other products to increase the delivery time. Live tests could be conducted, however through past ones we have come to understand that the MQ-9 has the same/close to radar signature regardless of altitude.
