An Invitation to South American Nations

 To the respected leaders of the nations of South America,

The Imperio Republica invites you to Rio de Janeiro, the capital of our wonderful country, for a political ball. The leaders of the Republica will be there, including Chancellor Leonardo Delgado, Director of the Military Clark Johnson, and Director of Foreign Affairs Garret Flores, hosting the party and entertaining guests. As well as many other leaders holding more minor offices in our nation.

We wish to improve relations among our newly founded nations here in South America. Perhaps quell some of the fears that these nations will be repeats of previous attempts. We hope that cooperation between South American nations can bring more stability to the region, as well as increase communications between us all.

OOC: I'm going to go ahead and set up the scene so you can just arrive and get right into it. I'll come to you for private meetings to discuss relations, you can come to one of my officials if they are currently in the ballroom if you wish to expedite this, as well as talk to any mayor of any city or governor of any region (easy enough to look up on a map the names) if you're really bored.

The ballroom was ready, many minor officials had already arrived and were mingling on the ballroom floor. Tables had been set up along the sides with refreshments and waiters walked among the crowd passing out finger foods. Additional tables had been set up in the back of the hall for party goers to rest and perhaps order a larger meal if they so desired. At the front of the room a long table had been set up for the upper members of Republica government. For now those chairs were empty as Leonardo and the others talked with the various mayors and governors of the country.

 

The ballroom itself was fairly large, large enough to accommodate all the representatives expected. With a glass chandelier hanging from the middle of the roof about ten meters off the ground. It was well lit, and had a golden shine to it due to the pillars on the sides of the room and edges of the ceiling being painted in gold. The carpet was red with spectacular designs of assorted lines of different colors across it. The main entrance sat in the middle of the ballroom on the left from the front where Leonardo was currently talking. A private room had been set up behind the front of the ballroom for private meetings. The only thing missing was the invited guests from other nations.

As the President of Paraguay was extremely busy with government affairs, he sends his regards and has dispatched Vice President Melosa Navar to Rio de Janeiro.

As the Vice President enters the beautiful ballroom she looks for Chancellor Leonardo Delgado.

Leonardo spots his first guest arriving and immediately goes to greet her.

 

"Ah Vice President Navar. So nice to meet you." Glancing behind her he noticed the president was missing from her entourage. "I take it the President wont be joining us today? What a shame. Ah but you are here, and that is what matters now. Please feel free to walk around and engage in conversation."

Mendez Barbosa left the affairs of the state to loyal Alexi Django in order to attend the event. He wore a black suit custom made by his own tailor, he attempted to enter the building but was told by a guard to put out his cigarette. He rather bluntly and carelessly flicked it to the side not knowing where it went before entering and blowing out the last drag, he scanned the room and noticed the Vice President of Paraguay and Chancellor Leonardo, "they look busy shouldn't interrupt them" he then eyed one of the waitresses rather hard as she handed out refreshments "think i'll get a drink". 

 

Barbosa made his way through the room grabbing a glass of champagne while giving the waitress a rather inappropriate nod before heading to the back table.

 

As he glanced at the food he only muttered one phrase "gracas a dues"

President Robles and Katalina, arrived to the ballroom in extravagant attire, however Commander Cassio had only been coaxed to dress in slacks and a tie, as his discomfort was clearly showing. The ultramarine blue suit with tailcoat was Miguels' choice, while Katalina chose a fiery red dress with plumes in contrast.

 

President Robles looked for Chancellor Delgado, and upon spotting him weaved his way through the mingling crowds. Katalina, preoccupied with a conversation had been unaware of Miguels' departure only to turn around and be hit with displeasure at being left. She'd never really get used to that facet of her relations with the President. As the President reached Chancellor Delgado he outstretched a friendly hand shake. First impressions were what stuck.. He thought to himself as he put on a beaming smile to the Imperio Republica Chancellor. When he reached the Chancellor he saw him in conversation so turning to wait for the Paraguayan Vice President to finish conversing he returned to Katalina, who is Ms. Bolivia for the last two years running, and took her to the ball floor to dance.

 

"Sorry my dear, politics." he said as he fleeted her away to the floor, dancing like fire against a wind.

Vice President Navar thanks Chancellor Leonardo for hosting such an amazing event and replies, "I do hope that we may have a private meeting soon, there are several pressing issues that I personally would like to discuss with you."

"I believe I have time for the first meeting now. Come." Leonardo lead the vice-president to one of the private rooms. He closed the door behind her and sat down in a chair with a twin opposing it for his guest. He poured himself a drink of water and offered some to her. "So what are these pressing matters you'd like to discuss?"

Clark Johnson wasn't a huge fan of parties, but he did want to talk to some of the newer nations about business proposals. It seemed that the Chancellor took the first one, so Johnson went after the second. "Mendez Barbosa was it?" he said, extending a hand. "Clark Johnson, Director of Military Affairs. I'm curious as to if you nation would be interested in purchasing weapons from us. I can't offer you anything nearly as advanced as what we have, but my company has manufactured improved versions of USA gear for years now. Many a young nation has taken advantage of them over the years to great success."

"A marvelous performance Mr Robles, and you Katalina I believe? I recognize you from the Ms Bolivia competition. You are a lucky man for sure to dance with a women of such beauty." He gave a seductive grin to Katalina before returning to the President and extending his hand. "Oh dear how rude of me, Garret Flores. I am the Director of Foreign Affairs for the Republica."

Barbosa finished downing his champagne before turning to Mr. Johnson, he shook his hand showing a look of content after hitting the refreshments table. "Mr. Johnson, well met. I do believe the people of Central Brazil could use the additional firepower, I think we can arrange some kind of....deal." Barbosa looked around as the other guests danced, engaged in conversation and enjoyed the party. "Forgive me Mr. Johnson, I am not one for...these...gatherings." He poured another glass brimming to the edge with champagne drinking it halfway before stopping, "apologies, have a drink with a rude Head of State and let's talk business no?"

 

Barbosa poured champagne into a nearby empty glass and handed it out to Johnson.

Isabel Vieira was not generally one for parties.

 

Okay, granted, it was a ball, but really, what was a ball except for a particularly fancy party that also led to some pretty hilarious misunderstandings when referred to in the plural? Either way, large gatherings of people were not her forte-- never had been. At best, they tested her calm and implacable facade with the sort of cursed social anxiety that had dogged her all her life. At worst, they were wastes of time. And in any case, her own baseline figuring was that whether you called it a ball, a get-together, a banquet, or a goddamn pow-wow, it was probably more trouble than it was worth to attend.

 

But if there was gonna be a convocation of South America's leaders, then a representative of the continent's most senior nation neglecting to be present was inexcusable. And of course, 'a representative' was always going to be the premier, as she was loathe to entrust the vital business of intercontinental relations to anyone but herself. Delegating? Also another thing she wasn't too fond of.

 

The towering ex-marine entered the vastness of the ballroom and immediately felt something like a sensation of dizziness at the sheer scale of it. 'Like a fish outta water' would have been all too appropriate a metaphor for the old soldier-turned-baffled-head-of-state who found herself almost daunted by the spectacle. [I]How very grandiose,[/I] she mused mordantly, reminded in a way of the incredibly pomp-and-circumstance functions often held back in the old Holy American Empire. It was all very majestic, very ornate-- a little garish, if she had to be entirely honest with herself, but what fun would life have been if all things were simply practical? Would sure as hell have been a lot more efficient, sure, but it wouldn't have been exciting worth a shit.

 

Realising she was rambling purely for the sake of keeping up a facade of calm in an uncertain setting, Isabel ran a hand through the short black bristles of her hair as if doing so would brush away the unease, an old habit, and then shoved her hands into the pockets of her trousers, heterochromatic eyes-- one a shade of forest green, the other a mottled brown-- scanning over the ballroom. Delegates from various nations, officials of the Imperio Republica itself, swarming amidst the thickets of dancing attendees whose picture perfect tuxedos and comically spectacular dresses made the premier feel very comfortably under-dressed. All co-existing on the dance floor that Isabel was fairly certain she was gonna avoid like the plague if she didn't wanna start an international incident through the sheer hilarity of her attempting to dance.

Grasping the hand of Mr. Flores with one palm, President Robles smiled softly, placing his other hand on the small of Katalina's back, as he drew her close. "Evening Mr. Flores, I see you've noticed my date! She's a gem aye? Beyond that how may I be of service?" said the United Bolivia President as his face played into a hearty smile. Katalina whispered something into Robles' ear and curtsied the Director of Foreign Affairs before walking away with a teasing face aimed at Mr. Flores. Within moments she had shifted into the crowd to mingle however she was easily spotted, her luscious strands of hair and her voluptuous figure seeming to draw attention to her as she talked amongst the party guests.

The are several, Chancellor, that particularly concern my government. The first of which is the rights of indigenous people. We currently have a very large indigenous population and are struggling to meet their needs, as well as the needs of the general population. Where does your government stand on this?

 

Secondly, as you may know, we have currently had violent unrest along our northern border due to LCRL occupation and terrorism. This of which has been settled, however the region of the conflict was home to about 55% of the indigenous population in Paraguay. I am personally from that region and understand the difficulties already present without the affects of an armed conflict. Several humanitarian agencies, including the Paraguayan Agency for International Development, have contributed assistance to the population in an effort to get things "back to normal". There have been results, however there is still much to be done. Parents cannot send their children back to school either because they were destroyed or rigged with a mine. Most teachers have fled or took another teaching position in a developed city. We are in great need for educational resources and teachers for the indigenous people.

Major General Benito Chavez of the Amazon Republic Defense Force tried to look pleasant, he really did. However, his suspicion that this ball was nothing more than a haven for suck ups, craven low life degenerates, and whores more or less confirmed itself as soon as he stepped through the door. Despite a face painted with a stoic mask and the adonishments of Epictetus to show respect to the host, he had a distinct urge to call in an airstrike to cover his retreat from a situation possibly more dangerous than what he faced when leading half of the Chilean Marines against a band of rebels in Arica. While he has more or less contented himself to be the human meatsuit properly adorned with a Class A uniform and medals his wife on the other hand ripped out a broad smile and exclaimed to her husband, "What a lovely party, and look no one it is trying to kill us like the last one we went to," as she leads her straight faced significant other through the doors and into the ballroom.

 

'Kill me yet, but what if I want to KILL THEM ALL NOW and raze this infernal den of whores and sinners to the ground with the holy cleansing fire of napalm?' Chavez thought to himself as he rapidly does a mental threat assesment on the attendees and scanning the room for routes of attack.

 

 

ooc- I'm still on vaction, don't expect fast responses for another few days, I'm heading home tomorrow due to a bout of bronchitis which means I'm going to be on a train for awhile.

Shaking his hand firmly President Robles introduced Katalina to talk to Mr. Flores as he walked over to the drink buffet grabbing up two glasses of wine. As he returned to Katalina sipping on the wine, he looked for Mr. Flores who had gone off to mingle with other party guests. Spotting Mr. Flores, he extended a glass to him, gesturing at the extravagance of the ballroom as they stood together making smallchat on various topics. None of which were ultimately important however until one idea that had sat inside Miguels' mind nagging him finally was at the tip of his tongue. Interrupting Mr. Flores who was going on about the architecture he laid out his request as he sat down his wine glass on a table.

 

"Mr. Flores is there a private room where we may discuss some pressing issues I have?"

Johnson took the glass and drank a bit himself before resuming conversation, "The party was Flores's idea anyway, we've got rooms set up to talk in private. Business would better be held in there anyway." He downed the rest of the champagne and lead Barbosa to one of the private rooms. "To get formalities out of the way I'm sure you don't mind an exchange of embassies? Flores would be angry with me if I didn't get that out of the way. It would also make our deals go a bit smoother. Now in terms of weaponry, what does your country need right off the bat? We can ship guns and ammo right away, tanks and vehicles will have to be manufactured. Training can also be bought, we'll send a few groups of our soldiers to train yours with the American weaponry." He handed Barbosa a catalog of weaponry (any American made weapon, I've had his company making them for years now, even before the IR.)

"Of course, right this way." Garret led the president to one of the private rooms. "Now pardon my rudeness, but before we get to your pressing issues, I must ask you. Would you mind an exchange of embassies with the Republica? It is my goal tonight to establish one with each of the South American countries."

"As for you second concern you are in good hands. The Republica has it's own independent charity organization that has much experience helping nations in a position such as yourselves. I do believe their leader is here tonight, but since you are here with me now I would gladly recommend they set up an operation in your nation. As for help from the Republica itself we can send in teams to disable mined areas, as well as provide funding for new facilities to replace destroyed ones. Once those are built and safety can be assured I'm sure teachers and staff will trickle back into them. If you need a more advanced military force to help assure that safety my associate Mr Clark Johnson owns a private military organization that manufactures weapons. Indeed most of the Republica's own weapons come from him. If you would like to inquire into this he should have a representative at our embassy in your nation."

Not unexpectedly, Isabel was finding the 'ball' to be anything but the most eventful of affairs.

 

The premier found herself for the most part wandering along, occasionally indulging in some of the little snack foods borne upon platters held aloft by servers in immaculate formal clothing that rivalled the most gaudy accoutrements of the attendees themselves. Many of them-- the attendees, as it were-- were lower level dignitaries and diplomats and therefore unrecognisable to Isabel. Thus, for the initial interval of the conclave, Isabel condemned herself to a bit of listless to-and-fro, content to bide her time and wait until a familiar face, perhaps, made itself known to her.

 

It was not a long wait. Shortly thereafter, Isabel discerned, weaving through the crowd with another person whom Isabel did not recognise, the face of one Benito Chavez-- an Amazonian officer whom she recognised from the meeting in Treefort during the debacle with Paraguay. Etched into the hard lines of his countenance, Isabel perceived a hint of artifice-- the mien of someone doing a very good job of pretending they want to be there. A bare hint of a smirk touched at the thin lips of the old ex-soldier-- that was an expression all too familiar to her.

 

The premier approached the major general as he gazed through the ballroom vigilantly. "I'm guessing you drew the short straw?" she said astutely by way of greeting with a shrewd smile.

Vice President Melosa Navar shakes the Chancellor's hand and leaves the room to seek other dignitaries to speak with.

Barbosa followed Johnson into the private room as he looked through the catalog eagerly, he eyed a few pages and turned to one in particular. "Yes right here, the M4, my men still use M16A2s. Old left overs from our days as a international territory of South America." 

He then turned a few more pages and found something that cause a smile to escape from him, "Mr. Johnson, if you sell me this i'll rain Reals into your country" he showed a page featuring the A-10 Warthog ground support fighter jet.

The premier found herself for the most part wandering along, occasionally indulging in some of the little snack foods borne upon platters held aloft by servers in immaculate formal clothing that rivalled the most gaudy accoutrements of the attendees themselves. Many of them-- the attendees, as it were-- were lower level dignitaries and diplomats and therefore unrecognisable to Isabel. Thus, for the initial interval of the conclave, Isabel condemned herself to a bit of listless to-and-fro, content to bide her time and wait until a familiar face, perhaps, made itself known to her.

 

It was not a long wait. Shortly thereafter, Isabel discerned, weaving through the crowd with another person whom Isabel did not recognise, the face of one Benito Chavez-- an Amazonian officer whom she recognised from the meeting in Treefort during the debacle with Paraguay. Etched into the hard lines of his countenance, Isabel perceived a hint of artifice-- the mien of someone doing a very good job of pretending they want to be there. A bare hint of a smirk touched at the thin lips of the old ex-soldier-- that was an expression all too familiar to her.

 

The premier approached the major general as he gazed through the ballroom vigilantly. "I'm guessing you drew the short straw?" she said astutely by way of greeting with a shrewd smile.

 

"Administrator Del Fina pointed out to me that service to the nation calls for sacrifice on the highest of levels," he grumbled and was promptly rewarded with an elbow to his kidney from his wife.

 

"Behave dear."

 

"Yes sweetheart."

Barbosa followed Johnson into the private room as he looked through the catalog eagerly, he eyed a few pages and turned to one in particular. "Yes right here, the M4, my men still use M16A2s. Old left overs from our days as a international territory of South America." 

He then turned a few more pages and found something that cause a smile to escape from him, "Mr. Johnson, if you sell me this i'll rain Reals into your country" he showed a page featuring the A-10 Warthog ground support fighter jet. 

 

"The M4 continues to be a solid weapon which we have in abundance as well as the 5.56 ammo to go with it. The warthog would have to be manufactured of course, at our current capacities we could produce about 1 squadron of twelve fighters a month. I myself never really liked air to ground fighters. Too specialized for a role that's increasingly rare in modern combat. Anyway if you give me exact numbers I can fill your order after the party. Feel free to keep the catalog as well in case you want to buy anything else."

"In a nation like mine, sheer firepower sometimes overrides the need for technology. The warthog would be instrumental in giving the red army a keen edge against the enemies of the republic, thankfully it is only for a pre-caution." Barbosa coiled the catalog and stuffed it into his jacket pocket, "i'll give you the order form after the party amigo, as for now, I am feeling a need to try some of that famous whine I've been hearing near the bar."

 

Barbosa shook Mr. Johnson's hand, and left making for the bar his eyes drifting around the ballroom as he left the private room.

"Of course, right this way." Garret led the president to one of the private rooms. "Now pardon my rudeness, but before we get to your pressing issues, I must ask you. Would you mind an exchange of embassies with the Republica? It is my goal tonight to establish one with each of the South American countries."

 

"Now what issues did you want to discuss?"

 

Smiling casually, President Robles took a seat in the private room pouring a glass of water for himself and downing it in one go. "Ah.. yes an Embassy, we'd love to send a team at your earliest convenience. We'd also invite the Republica to establish an embassy in La Paz. We have a specific form and whatnot we require you to fill out but other than that I'd love it!" the cheerful demeanor of Robles seemed to emanate from him. "As to the pressing issues, mostly I'd like to work out a deal between our governments that'd be an investment on your part to help the industry boom in Chuquisaca reach its potential and in return we'd offer trades with minimum to no export taxes with reduced prices. We'd also like to know if you have any profiles for contractors available to help speed along the growth of United Bolivia's westernization process."

"The Republica would be glad to help out the industry of an upcoming nation. I would go so far as to establish a free trade agreement between our nations if you wished. As for contractors there are plenty of businesses within the Republica that would love to take on contracts. Depending on the kind of contract I could recommend companies for you."
