I just bought some infra and my citizens jumped up to about 11,090 people. I bought 200 soldiers and it dropped down to 11,080 people. If you want to keep them sure, it's your nation so you can run it as you wish. I was merely stating the minimum amount of soldiers your nation needs atm. It actually is the maximum to self anarchy by decomming all your soldiers, then purchase until you have over 20% soldier efficiency, which removes all negative benefits. This will leave you with fewer actual soldiers and open you up to be almost immediately anarchied should someone declare war, but it does have the maximum economy.
