Alyona Orlov, a widely known politician in the protectorate of Vaule begins to campaign for independance of the Southern Kamchatka region. After raising enough awareness, talks begin between Vaule and the pre-Indepedant state of Sarana for independance. After talks an agreement was reached, and coinsides as follows:

[u]Article 1: Independence [/u]
Henceforth, the government of the Serene Republic of Vaule recognizes the sovereignty and territorial integrity of Sarana within the confines of the borders established by the Kamchatka regional protectorate.

[u]Article 2: Peacekeeping Forces[/u]
Pursuant to this accord, the Vaulian Peacekeeping forces deployed to Sarana will be withdrawn over a period of 60 days as the government of Sarana becomes able to field its own security and police forces.

[u]Article 3: Territorial Waters and border policy[/u]
The governments of the Serene Republic and Sarana agree to hold bilateral discussions to agree to border policy and to demarcate the limits of Sarana's territorial waters.

[u]Article 4: Development Assistance[/u]
The government of the Serene Republic offers a development grant of B$1.3 billion to help the government of Sarana set up governing institutions.

[u]Article 5: Zhukov Doctrine[/u]
The Zhukov Doctrine applies to the territory formerly constituting the Kamchatka protectorate.

"On this most glorious day of October 13, 2012, The United Regions of Sarana hereby declare our existance." preaches Alyona to the press conference outside of the new Government HQ in Petropavlovsk-Kamchatsky.

She proceeds to give a small conference to the crowd gathering outside the HQ, and Sarana begins to become an official sovereign state as she concludes her conference. Immediatly, links around the internet begin circulating describing the new government. The official Sarana HQ of Politics releasing a press statement on the government website detailing the new laws and policies adopted by the Government of Sarana as well as listing the government line up.

Soon after, the flags begin flying and the Sarana Political machine and Press begin firing up a new large campaign to spread awareness of their independance and to also allow the people to get to know their new government.
