The King also serves as the newly created rank of Grand Marshal of the Armed Forces, which holds absolute power over all military operations. The Parliament & Military Governors[/b] Candidates for the Parliament are chosen by popular referendum and appointed by the King. They serve as advisers to the King, telling him the thoughts of the people and suggesting which Operational Department plans to approve. Military Governors handle the security of the Governorates, as well as collect taxes from the Duchies. They are appointed via the King from the ranks of Marshal and above. The Military Governors also run the police, which are an arm of the Legio Vigilum and thus hold military rank.[/center] [center][b]3. The Duchies[/b][/center] [center]The Governates are split into Duchies, ruled by the Duca. All land that does not directly fall under the King's Office fall into the Duchies. The Duca collect taxes, manage the day-to-day operations of their land, and may enact policy as if they were a sovereign state [i]unless[/i] these policies contradict a royal Decree or law. The Courts shall be run by the Legio Vigilum, with all citizens being afforded the privacy of a closed court, the freedom of self-representation, and the honor of His Majesty's intervention. The City of Urbem Rex is to be divided into three portions separated by walls, starting with the Palace, Parliamentary housing, and high ranking officer quarters in the center. Then there is to be the government offices, major corporate headquarters, and foreign embassies. Lastly there is to be the industrial sectors and commoner housing and commercial zones. All cities established in Terre Regius are to follow this model when possible. [b]7[/b]. All firearms are banned, with the exception of those in ownership of military personnel. Should a citizen be found with a firearm of any kind and no military identification, they are to be flogged in public for threatening the general safety, and then put to work in the Uranium mines. [b]8[/b]. All races and ethnicity are to be treated equally under the laws of Terre Regius, and all citizens shall be referred too as Terrans first. [b]9[/b]. All genders, sexes, and LGBT shall be treated equally under the laws of Terre Regius. All other sexual deviants, such as pedophiles, are to be publicly hung should their thoughts turn to action. [b]10[/b]. There shall be three tiers of state funded schooling. The first is the Commoner's School; where trades and basic literacy will be learned. Then there is the Officer's School; where the sons and daughters of military families will learn the art of leadership and combat. Finally, there is the King's School, where the royal bloodline and the sons and daughters of the nobles shall be taught to be Polymaths, men and women of reason and command. Privately funded tutoring is allowed, but all must attend a state funded school until the age of 21. [b]11[/b]. All male commoners are drafted for a period of 1 year at the age of 21. All males of noble blood must attend officer's basic training for a period of 1 year at the age of 21. Continuation of service via the signing of the Life Contract is allowed at any time. [b]12[/b]. Marking the official creation of the Legio Munitor; which shall be a state-run institution which shall operate industrial and construction needs of the nation which are a matter of national security. All healthcare industries must report to and be regulated by the Legio Altrix. Healthcare is to be provided free of charge for all necessary treatments if it will allow the patient to continue working at near full capacity. [b]14[/b]. All men and women of the age of 21 must be employed at least part-time at a living wage.
