[b]ROSSINGOL[/b] -- Pfizer Pharmacueticals and Quigley Pharmacies announced their merger early this morning. The new corporation will simply be known as [url="http://cybernations.wikia.com/wiki/Pfizer_Quigley"]Pfizer Quigley[/url]. Pfizer had struggled in recent years as the top medical researchers went to more developed nations. On the other hand, Quigley Pharmacies had surpassed all expectations as the growing population had nowhere to turn for inexpensive medical care. Home treatment using common over the counter drugs from Quigley's has become common in J Andres.

Marissa Roth has been named CEO of the new corporation. Roth began her career with Pfizer as a research doctor before shifting careers--and companies by moving to Quigley's to serve as Chief Medical Officer. In recent years, Roth has been promoted to Executive Vice President of Quigley's Clinics. The merger will consolidate the health care assets of the two giants into the largest health care provider in the nation. The new Pfizer Quigley owns eight of the thirteen hospitals in the nation, 70% of all walk-in clinics, and 55% of all pharmacies. Of the remaining five hospitals, four are operated by rival pharmaceutical manufacturer [url="http://cybernations.wikia.com/wiki/JTech"]JTech[/url], and one is operated by Brown University.

[b]Nation Divided into Provinces[/b]

[b]ENDOR CUIDAD[/b] -- The Commune announced today that the nation would be divided into 11 provinces. Provincial government will be limited, but will assist the national government in the facilitation of funds and the execution of the law. Each province will have one elected Governor. The governor will be the chief executive of the province. The eleven governors will form a "Council of Governors" which will serve as an additional force in the Commune. Although the Council of Governors will not have any legislative authority, the Council of Governors must approve each year's budget with a majority vote. Also, a declaration of war must be approved by the Council of Governors in addition to the Commune. The President of J Andres shall preside over meetings of the Council of Governors and will serve as the tie-breaking vote if necessary.

Each province will also have one noble appointed by the Monarch. The noble's rank will be dependent on the Province (3 Principalities, 2 Dukedoms, 6 Counties), and will have authority similar to the Monarch on the Provincial scale.

Governors will be elected to four-year terms on cycles opposite the President. In addition, the Senators in the Commune will be re-elected every two years, with the next elections in 2056. The 2056 election cycle will also include the election of the President.

The throne of the duchy has fallen to one of his granddaughters, the eldest child of his oldest son. However, with a young Duchess firmly in the seat of power, many analysts expect increasing public pressure to be placed on Annan Enterprises to improve working conditions and worker's pay.

[b]First Helicopter Rolls off Production Line[/b]

[b]ROSSINGOL[/b] -- Thames Rotorcraft, the newest subsidiary of Annan Enterprises, has announced their [url=http://cybernations.wikia.com/wiki/Thames_CH-06]CH-06[/url] cargo helicopter. A total of 6 helicopters are expected to be delivered by the end of the year, with another 8 slated for delivery throughout 2056. These 14 helicopters will be added to the existing fleet of UH-1 Iroquois developed by Hershey Defense Systems.

These helicopters are part of Minister Anton Rasmussen's plan to have a capable Air Force by 2058. "The CH-06 helicopters will give us great ability to deploy troops in ways that we currently don't have the capabilities for. With the further addition of fighter jets and bomber aircraft in the coming years, the J Andres Air Force will be capable of protecting our interests."

[b]First Term Poses Difficulty for President[/b]

[b]ENDOR CUIDAD[/b] -- As the end of 2055 draws near, and the election year of 2056 draws closer, some potential challengers are shining the lights on the failures of President McDowell's first term. Although there has been plenty of success, the economy is prospering and the compassion centers have reduced poverty, the tension with our only neighbor grows every day. It was still 2054 when the troops on the border had a small skirmish of which President McDowell has seeks to remedy through diplomacy. Although the fighting has halted, at least temporarily, McDowell has not been successful in brokering any sort of treaty of peace. The silence from the government of Vinsalia could be a sign of displeasure with the McDowell administration's handling of the situation.

No one has stepped forward to challenge the President in the 2056 elections yet, but this election cycle could be particularly interesting if the Vinsalian tensions continue.

The President sat back down as suddenly as he had stood. "This is terrific news, and in an election year!"

The advisers in the conference room gave a pronounced sigh. "Shall we tell the press?" someone asked from the far end.

"Oh, no," the President smiled, "It will be my pleasure to tell the country the [i]terrific[/i] news!"

[b]Immigration Stream Reverses -- Former Vinsalian Nationals enter Danbury[/b]

[b]DANBURY[/b] -- After a year-long standoff, Vinsalia has fallen, and the American Commonwealth has absorbed the territory. The Commonwealth now spans much of the American Seaboard, and once again, J Andres finds itself surrounded by it's neighbor. Foreign Affairs Minister Patrick Aurora informed this reporter that there was nothing to worry about. "J Andres has a friend in the American Commonwealth. Although our nations may have no formal agreements, our prior business arrangements have been pleasant and we have no reason to suspect that the American Commonwealth will attack J Andres."

More recently, many former J Andres citizens that fled for Vinsalia over the past few years have been returning home. In addition, many Vinsalians have sought refuge in J Andres. The most notable, being Robert Bourbon. Robert Bourbon is believed to be a nephew of Francisco Bourbon, the former President of Vinsalia.

In other news, elections are set to begin, with the major parties set to declare their candidates in the coming days.

[b]Mercton wins Nationalist Party -- Hahn Defeated[/b]

[b]MERCTON CUIDAD[/b] -- The Nationalists were the only party to hold a primary election once again this year; however, this time, [url=http://cybernations.wikia.com/wiki/William_Hahn]William Hahn[/url] could not pull off the victory. Instead, [url=http://cybernations.wikia.com/wiki/Benjamin_Mercton]Benjamin Mercton[/url], son of former President Richard Mercton, and grandson of Josef Mercton has been declared victorious. Benjamin Mercton took 54% of the vote, but won majorities in eight of the eleven provinces. Hahn won his home province of Rossingol, in addition to the provinces of Newport and Puerto Pacis. These three provinces currently all have a Nationalist governor.

This presidential primary has served as a proxy war between the Mercton and Kensington families. The [url=http://cybernations.wikia.com/wiki/House_of_Mercton]Mercton family[/url] has historically been associated with the Nationalist Party. The [url=http://cybernations.wikia.com/wiki/House_of_Kensington-Annan]Kensington branch[/url] of the Annan family has separated themselves from the Communist ideals of their figurehead, Adrik Annan, and aligned themselves with the Nationalists. The Kensington family has assumed control of the family business, Kensington Mews Shipbuilding, and has expanded, Annan Enterprises into a sprawling business empire.

Sources close Lady Maria Kensington have stated that she urged Hahn to run for election, to protect their interests in the executive branch. Hahn is currently the Governor of Rossingol. "I am disappointed that I will not have the opportunity to run for President," said Hahn to a crowd in Rossingol. "I have good faith in Mr. Mercton and he comes from a good family. I have no doubt that Earl Benjamin is the right answer for J Andres and I give him my full support."

Many have doubts about Benjamin's leadership abilities, fearing that his father, Richard Mercton, may have too much influence over him. Richard's presidency was one marked with scandal and many have considered him power hungry. Richard Mercton bought Anchor Security, Inc., a private security firm, and turned them into a private army known as the Kommissazul. The paramilitary group was only active for a short period of time, but Richard maintains his ownership of the corporation.

EXECUTIVE SUMMARY: Due to prior tensions with Vinsalia, no military installations were upgraded in the past year. Four of our facilities are still over capacity. The Department will provide recommendations to the President before the end of the year on locations for new installations, as well as upgrade plans for the existing facilities.

The J Andres military has designed a missile defense system and will be looking to install the system this year. Recommendations for locations will also be made in the upcoming report.

The J Andres Air Force was successfully upgraded last year with the addition of 6 CH-06 helicopters from Thames Rotorcraft. The Department is currently in negotiations with Thames Rotorcraft to develop an attack helicopter that could begin production in 2057.

With Vinsalia no longer in existence, the Department of War & Defense finds no immediate threat to the security of J Andres, and recommends moving additional troops to the reserves until the military installations can be expanded.

This resolution permits the establishment, and armament of private security firms. [url="http://cybernations.wikia.com/wiki/Annan_Enterprises"]Annan Enterprises[/url] has created the security firm to protect its facilities in the event of a outside attack, as well as to provide personal protection to various executives.

Yet we are going to permit a new, private military to be controlled by the corporations of this nation?" the Duchess asked at an appearance outside of her Rossingol residence. "If this sounds familiar, it is because we have done this before! More than half a century ago we permitted the Federation of Industry to form their own security group, Anchor Security, which they eventually used against us in [url="http://cybernations.wikia.com/wiki/Wars_of_J_Andres#The_Corporate_Insurgency"]The Corporate Insurgency[/url]."

"Annan Enterprises represents a large potential target for our enemies in the world. The brave men and women of the J Andres armed forces can better utilize their time elsewhere. The Duchess is pointing to an incident in the 20th century as an example. The Federation of Industry was a conglomerate of numerous powerful corporations. We are only one large corporation with our own interests to protect. We won't be moving our security team to Australia to mine silver as the Federation did. This is all just silly."

Analysts point to this resolution as the latest in recent rough times between the families of the Duchess and Lady Maria.

[b]Presidential Race Tightens in Home Stretch[/b]

[b]ENDOR CUIDAD[/b] -- Recent polls have shown that President McDowell, who was leading until recent weeks, has now slipped into a statistical tie with both of his opponents. Anchor Times analysts have predicted that this race could come down to voter turnout. The Connecticut regions are expected to turnout overwhelmingly for Governor Gordon while the other regions are more evenly distributed.

Up until the most recent debate, President McDowell was being credited for successfully ending the Vinsalian Crisis; however, recently his opponents have charged the President with not doing enough to end the crisis quickly. New polls show that 60% of voters agree with the challengers. This has not boded well with McDowell's election chances.

Regardless of which way the three-way race for President will end, the Communist Party can look forward to taking control of the Commune. The composition of the Commune is being altered for this election, so each senator will be representing about 25,000 citizens. However, there is also a minimum of one senator per town, regardless of population. As a result, the numerous small towns in the western regions have a strong influence on the composition of power in the Commune. The Communist Party is predicted to win about 45% of the seats, making it the majority party.

Polls will close on October 28, 2056.

"I know that Samantha!" Benjamin exclaimed. "I thought this election would be a formality! The Mercton name is good as gold. Our generation shall be the first in the Mercton line that does not hold the Presidency."

"The Presidency is [i]not[/i] the prize. Focus. It is the crown we want, do you not remember?" Samantha turned her head to her father who sat in the kitchen. "It's our father who should be King. We should have had the royal life in Newport, not those [i]Canguru cousins[/i] of ours," she uttered in disgust.

Benjamin looked confused, "But how will the plan work without the Presidency?" He adjusted in his seat, "I thought we were going to win the Presidency and then attempt to get the Commune to grant emergency powers."

"Their efforts to 'distribute' powers will be their own undoing," Samantha cracked a wicked smile. "The powers of the judiciary are held by..." she paused to allow her brother to answer.

He took longer than she expected, "The Earls and Countesses. What does that have to do with anything?"

Samantha shook her head. Her brother was a fool. Of course, his stupidity would benefit her when she made her own play for the crown later, but for now, she would need him. She breathed deeply, "Dear Benjamin, we control the judiciary of Providence, Mercton, and Lanier. We simply state that our counties do not recognize the Equal Primogeniture Act and that father is the rightful King of J Andres."

"But Samantha, that's only three of the provinces. What of the others?"

"They will fall into line. Father still has Anchor Security, and I've been talking to Lady Maria Kensington, and I think we could count on the full strength of Annan Enterprises to help us with our little royal coup as well."

Benjamin smiled at his sister's plan, "So 2057 will be our year after all then?"

"Yes, brother. It will."

[b]McDOWELL WINS REELECTION; COMMUNISTS TAKE COMMUNE[/b]

[b]ENDOR CUIDAD --[/b] President McDowell has earned himself another four years atop the executive branch in a very close election with communist candidate and Governor, Phillip Gordon. McDowell has announced that he will retain the services of both ministers from his previous term.

The Communist Party was swept into power by an overwhelming margin, winning 390 (45% of the seats). In another surprising move, the Communist Party rejected Lord Pablo Kensington, the Communist Commune leader for the past four years. Rumors have been circulating around the capital that the Duchess of Rossingol personally made the request to the new communist senators. In place of Lord Pablo, the Communists have selected Nicholas Egorov to serve as the Premier of the Commune. Nicholas Egorov is the son of former Premier, Dimitri Egorov.

[b]EXECUTIVE SUMMARY[/b]: To solve the recent overcrowding issue of our military installations the department has recommended that the following modifications be made:
Additional barracks shall be constructed at the Forts to increase the available capacity. Forts Farnum, Benjamin Richards, and Adrik Annan will be increased to a maximum capacity of 50,000 soldiers. Fort Cianci in Providence will be expanded to 30,000, while Fort Royal in Newport will be expanded to 20,000. These expansions will be complete by January 1, 2058.
Jack Bosco Outpost in Danbury will be upgraded to a Fort. As such, it's capacity will be increased to 50,000. This upgrade will be complete by June 1, 2057.
A new outpost in New London will be constructed to support operations in Rossingol. This new facility will have a capacity of 20,000 and be constructed by January 1, 2058.

The missile defense system mentioned in the prior report will be installed in the forts in the following cities: Endor Cuidad, Rossingol, Boston, Danbury, Puerto Pacis. These locations will be adequate to strike down incoming missiles entering J Andres air space while strategically protecting our assets.

8 CH-06 Helicopters were successfully delivered last year. This year, Thames Rotorcraft promises new attack helicopters. We have signed a contract to purchase 4 of these new AH-12 before the end of the year. Rate of production should increase for later years.
