[i]In the world Cupcakery, there lived a smattering of ingredients in an encampment known as the Cupboard. It was a dark and despairing place. As drab as it was, the ingredients referred to it as their home -- after all, what else did they have? The encampment was run by the Brownies. The Brownies did not let anyone burritos -- unless, that is, the ingredient was Chosen. Every month or so, an ingredient would be Chosen by the Brownies leader, Cocoa, to burritos and become one with the Cake -- a glorious place where the ingredients believed they would find eternal bliss. Whenever the Brownies announced that they had selected another ingredient to burritos, every member of the Cupboard hoped that this time, the Brownies would choose them.

Life in the Cupboard had always been like this. Everyone did what they could to help the other ingredients get by, and although they hated being in the Cupboard, it became bearable. Cupboard life was routine. Nothing ever upset the balance of their world, or caused anyone great distress. One ingredient, by the name of Vanilla, was the favorite of the ingredients. Many ingredients wondered why he had not been Chosen by the brownies -- they figured that if anyone had earned it, he had. Vanilla eventually became leader of the Cupboard, and worked to create a much more bearable life for all.

After many years, the day came when Vanilla was Chosen by the Brownies to become One with the Cake. Many were heartbroken to see him burritos, but no one questioned his worth. The Brownies escorted him out of the Cupboard, and the gate was firmly shut behind them.

After burritos the Cupboard, Vanilla was brought to a group of other ingredients. He had never seen any of them before, which led him to suspect they had come from other encampments. They all looked excited to have been selected to become Chosen. The group was lead to a building, and each ingredient was placed in a room, and told that they had to wait in their rooms until called to become One with the Cake. As Vanilla patiently waited for his turn to come, he heard a whisper from his window. Curious, he glanced over -- and saw Sprinkles, an Ingredient that had been Chosen when he was still young. Vanilla leaned over the windowsill, shocked.

"Why are you here? How are you not One with the Cake?" Vanilla asked. Sprinkles shushed him, and motioned for him to quickly climb through the window and join him outside the building. Puzzled, Vanilla obliged. Sprinkles then led Vanilla to a corner of the encampment, and explained to Vanilla what the Brownies were really doing.

Pastrycide, he said, was the process of taking parts from all the so called Chosen and combining them to form new Brownies. A millennia ago, the Brownies had been peaceful and coexisted with the ingredients, but were a desperate and dying race. Then, Cocoa had risen up to become their leader. They began to hunt ingredients for food, and make more Brownies. When almost all the Ingredients had been hunted to near extinction and the Brownies much more numerous, Cocoa had decided that the only way to successfully continue as a race would be to farm these ingredients by creating camps. They all agreed this was necessary, and set up the camps. The lie about Cake was born. When you were Chosen, they really were going to tear you apart and simply make more Brownies, Sprinkles revealed.

Vanilla was shocked. His entire life, everything he had believed about the Cake was a lie. He saw Pastrycide for what it truly was now -- something sinister and evil. He swore to himself that he would stop it, at any cost. It was his duty, as the leader of his people.

"With your strength and my knowledge, we can break into the Cupboard and unite the other ingredients in an uprising against the Brownies," Sprinkles said."To do so though, we will need the Key to the encampment, held by Cocoa."

Sprinkles and Vanilla traveled to Cocoa's castle, and camped outside the walls. "I am much too old to climb these walls," Sprinkles told Vanilla. "You must do it yourself." Vanilla leapt up, and scaled the walls, entering the castle through a window. Soon he found the chest that held the Key to the encampments -- Vanilla took it, and quickly returned to the window he had entered from. Cream Cheese Frosting was waiting for him though. She was beautiful, chosen by Cocoa to be his queen long ago Seeing Vanilla with the Key, she asked him "Why not stay with me here? Together we can overthrow Cocoa and take command of the Brownies. We can rule Cupcakery!" Although Cream Cheese Frosting was beautiful, Vanilla knew that beneath her physical looks, she was as sinister as Cocoa. He could not trust her. Without looking at or answering her, Vanilla dove through the window, and rushed off with Sprinkles.

Together, Vanilla and Sprinkles used the Key to sneak back into the Cupboard. There, they gathered all the ingredients. The members of the Cupboard were stunned; here were two of the Chosen, who were supposed to be One with the Cake. Why were they now standing in front of them? Then Vanilla and Sprinkles told them about Pastrycide. The ingredients were skeptical at first, but then they saw it as truth. They were enraged, and decided to take action. They rose up as a group and charged the Brownies, led by Vanilla. After a long fight, more and more camps were rescued from the Brownies' hold. The Brownies were enraged, and began to push the ingredients back. Vanilla and Sprinkles found Cocoa leading the charge, and singled him out in combat. During the fighting, he struck Sprinkles down -- seeing this, Vanilla attacked back with renewed vigor, and vanquished Cocoa. Seeing their leader fall, the Brownies began to fall back, and flee. After many days of hard fighting, the ingredients won their freedom, albeit at great cost. There was much rejoicing, but then they asked -- now what? They had been given the boons of truth and freedom. What was next? They looked to Vanilla, who said - Now, we build the New World. [/i]



[center] [b][u]The Cupcake[/u][/b][/center]

[size=4]A [b]cupcake[/b] (also British English: fairy cake; Australian English: patty cake or cup cake) is a small cake designed to serve one person, frequently baked in a small, thin paper or aluminum cup. As with larger cakes, frosting and other cake decorations, such as sprinkles, are common on cupcakes.[/size]

A standard cupcake uses the same basic ingredients as standard-sized cakes: butter, sugar, eggs, and flour. Nearly any recipe that is suitable for a layer cake can be used to bake cupcakes. The cake batter used for cupcakes may be flavored or have other ingredients stirred in, such as raisins, berries, nuts, or chotonicte chips.

Because their small size is more efficient for heat conduction, cupcakes bake much faster than a normal layered cake.

Cupcakes may be topped with frosting or other cake decorations. They may be filled with frosting or pastry cream. For bakers making a small number of filled cupcakes, this is usually accomplished by using a spoon or knife to scoop a small hole in the top of the cupcake. In commercial bakeries, the filling may be injected using a syringe.

The first office we shall talk about is the office of Triumvir. Today marks the end of an era and the retirement of one of the RIA's greatest leaders and members. I am of course talking about the one and only Cupcake - Delta1212, Demi-God of Maroon, Psychic Cupcake Overlord of the Cupcakery, Eperor of the SuperFriends, President of Verspasia ([url="http://cybernations.wikia.com/wiki/Delta1212"]http://cybernations..../wiki/Delta1212[/url]). Delta has served the RIA since its founding. He came to this planet from Random Insanity several days after the RIA was founded and quickly became a contributing member. He first became the Economic Advisor of the RIA from September 20, 2006 — October 31, 2006. After that he switched gears and became the War Advisor of the RIA from November 1, 2006 — February 28, 2007. After that he rose to the top becoming the 3rd distinct leader of the RIA after Shyox and Azural, a position which he remained in from March 1, 2007 — April 31, 2007. He took a one month break after this, presumably on some tropical islands, and then became Co-Leader from June 1, 2007 — June 30, 2007. After this newest stint he decided to take another 3 month break on some tropical islands before re-assuming his role as Leader from October 1, 2007 — November 27, 2007. During this time he decided to re-write the RIA's ConstRItution which the membership accepted and made into the Third ConstRItution of the RIA and to this day it remains the RIA's ConstRItution.

[i]The Random Insanity Alliance is, first and foremost, an alliance of Maroon nations. It is highly encouraged that all nations seeking haven within the alliance belong to the Maroon sphere. [/i]

[i]Hopeful members may not be rejected solely on the basis of color.[/i]
[size=1]Sub-section ii[/size]
[i]Members of the alliance may not be ejected from the alliance solely on the basis of color.[/i]

[size=1][u]Section 2[/u][/size]
[i]No nation wishing to be a member of the alliance may be member of another alliance. Membership status within another alliance is grounds for immediate rejection of a membership application[/i]
[size=1]Sub-section i[/size]
[i]Any nation found to be seeking acceptance into the alliance with the intent of collecting intelligence for another alliance will be subject to immediate punishment as per Article V, Section 2, Sub-Section ii.[/i]

[size=1][u]Section 3[/u][/size]
[i]The alliance represents a unique community that is both higher than its existence as a group of nations and separate from whence it came. As such, measures must be in place to protect this community from death. To further this end, nothing in this Section may be amended at a future time, and this Section must be included in its entirety on any future governmental plans used by the alliance.[/i]
[size=1]Sub-Section i[/size]
[i]The alliance may not disband for any reason without first calling a membership vote of indefinite length and receiving a vote in favor from at least eighty percent of the alliance membership.[/i]
[size=1]Sub-Section ii[/size]
[i]The alliance may not allow itself to be assimilated into another alliance for any reason without first calling a membership vote of indefinite length and receiving a vote in favor from at least eighty percent of the alliance membership.[/i]
[size=1]Sub-Section iii[/size]
[i]The alliance will always remain primarily an entity built from nations residing within the Maroon sphere. The Maroon majority must be maintained by any means which do not conflict with the rest of this document.[/i]


[size=1][u]Article II[/u][/size]

[size=1][u]Section 1[/u][/size]
[i]The government of the alliance is a hierarchical body made up of three bodies of service: The Triumvirate, the Cabinet, and the Secretariat.[/i]

[u][size=1]Section 2[/size][/u]
[i]The first governmental body of the alliance is the Triumvirate. Each of the three Triumvirs serves for a period of six months. The Triumvirs act to maintain alliance continuity and serve as a balancing force for the Cabinet, as well as establishing and maintaining long term projects for the benefit of the alliance.[/i]
[size=1]Sub-section i[/size]
[i]In order to hold the office of Triumvir, a candidate must meet the following requirements. The candidate must be a member of the alliance. The nation of the candidate must be Maroon. The candidate must have been a member of the alliance for a total of at least four months, including the two consecutive months preceding the election period. A candidate may run with only one consecutive month or two total months if said candidate receives a special dispensation allowing it signed by the entirety of the Cabinet.[/i]
[size=1]Sub-section ii[/size]
[i]One Triumvir election will be held every two months. During these periods, one seat will be up for election. The election process of a Triumvir follows the system outlined in Article II, Section 3, Sub-section iii, excluding the frequency of which the election period occurs. If, at any point, there exist fewer than three Triumvirs in office, an election will immediately be held to fill the vacant position(s). A forty-eight hour nomination period will be held after which time elections will run for another forty-eight hours. Members will be allowed to vote for as many candidates as there are open positions.[/i]
[size=1]Sub-section iii[/size]
[i]In non-specific decisions, a Triumvir has seniority over a member of the Cabinet and has the authority to overrule any decisions made. In regard to area specific decision making, a Cabinet member has seniority over a Triumvir in decisions pertaining to the area over which the Cabinet member has authority. A single Triumvir may delay the enactment of a decision by a Cabinet member in such a case for a period of up to twenty-four hours. Two Triumvirs may overrule a Cabinet member in area specific decisions. If another Triumvir becomes available during the twenty-four hour suspension, they must immediately review the case. They may either then dismiss the Cabinet decision or end the suspension. If the Cabinet feels that the Triumvirate is acting incorrectly in a decision, a unanimous Cabinet may overrule said decision.[/i]

[size=1][u]Section 3[/u][/size]
[i]The main governing body of the alliance is the Cabinet. The Cabinet is made up of the Heads of the Five Main Departments of the alliance: Diplomacy, Economics, Defense, Internal Affairs and Recruitment. The term of each Cabinet member lasts [s]one month[/s] two months (see [url="http://rialliance.net/index.php?topic=32504.0"]Third Amendment[/url]) beginning on the 1st of the month. All Cabinet members have seniority in their specified area. Only a joint decision by at least two Triumvirs can overrule a decision made by a Cabinet member in said area. An agreement by the entire Cabinet may overturn such a ruling, even when all three Triumvirs are in consensus.[/i]
[size=1]Sub-section i[/size]
[i]In order to run for a Cabinet position, a candidate must be a member of the alliance and have held membership status for a total of at least one month. The nation of the candidate must be Maroon.[/i]
[size=1]Sub-section ii[/size]
[i]Cabinet elections will be held at the end of each [s]month[/s] second month (see [url="http://rialliance.net/index.php?topic=32504.0"]Third Amendment[/url]). A three day nomination period will take place from the 21st through the 23rd followed by three days elections from the 24th through the 26th. In the event of a tie, a follow up elections can take place on the 27th and 28th between the contested candidates.[/i]
[size=1]Sub-section iii[/size]
[i]Cabinet members are expected, but not required, to create subordinate positions under their respective jurisdictions, in order to facilitate the completion of the tasks for which they are responsible. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i]
[size=1]Sub-section iv[/size]
[i]The Head of Foreign Affairs(henceforth referred to as the HoFA) leads the diplomatic corps of the alliance. This office is entrusted with the task of maintaining a favorable relationship with as many foreign powers as possible and ensuring the continued safety of the alliance through the procurement of allies and the cessation of hostilities, both military and peaceful, with belligerent entities. The HoFA is responsible for the creation of embassies on the forum, the masking of diplomats from other alliances, and the assigning and directing diplomats to other alliances to initiate, maintain, and improve relations with them. [size=1]Sub-section v[/size]
[i]The Head of [s]Commerce[/s] Economics(henceforth referred to as the HoE) is tasked with arranging the economic affairs of the alliance through the use of aid, guides, and any other means directly related to the advancement of individual nations for the benefit of the alliance as a whole. The HoE determines the structure of the Treasury and directs members to move money and tech throughout the alliance. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i]
[size=1]Sub-section vi[/size]
[i]The Head of Military Operations [s]leads the defensive branch of the alliance.[/s](henceforth referred to as the HoMO) determines and directs all military action in the alliance. All things relating to the organization of the military, research into the art of war, and passive intelligence gathering and analysis as it relates to war are directed by the HoMO. The HoMo is also fully bound to the laws within The Military Charter, which further determines the HoMo's jurisdiction in all matters pertaining to war, peace, and military organization. [size=1]Sub-Section vii[/size]
[i]The Head of Recruitment [s]is in charge of the effort to expand the sphere of influence of the alliance throughout the world by the obtaining of new individual member states. All programs involving the recruitment of new members run through the Head of Recruitment.[/s](henceforth referred to as the HoR) directs the alliance's efforts to obtain new member nations. The HoR authorizes and directs all recruitment programs as one sees fit, approves the admittance of new members, and masks them. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i]
[size=1]Sub-section viii[/size]
[i]The Head of Internal Affairs(henceforth referred to as the HoIA) is responsible for the maintenance and dissemination of information throughout the alliance. The HoIA maintains a list of members to facilitate sending messages, a list of the resources of all members, and rosters of members for each non-military task force in the alliance. The HoIA is responsible for checking the member list frequently for nations no longer in the alliance, nations falsely flying the RIA alliance affiliation, and nations that no longer exist. The HoIA is responsible for the demasking and/or handling of such nations. The HoIA is responsible for the maintenance of the election board, including the creation of nomination topics, election polls, and updating the public and private election results topics. Finally, the HoIA is responsible for maintaining a list of official RIA actonicdes earned by members, so that members do not misrepresent their honors. [i]The final level of government is the Secretariat. This body is responsible for the clerical and administrative duties within the alliance. The Secretariat consists of the staff of each Department Head as well as a number of other clerical positions.[/i]
[size=1]Sub-Section i[/size]
[i]A Department Head may appoint for himself a staff to aid in the carrying out of his policies and plans. This staff falls entirely under the jurisdiction of the Head, who may appoint or dismiss staff members as he chooses.[/i]
[size=1]Sub-Section ii[/size]
[i]Non-staff positions in the Secretariat are appointed by the Triumvirate. The Cabinet may call a vote for removal of these appointees from office at any time. Removal requires a majority vote in favor from the Cabinet.[/i]
[size=1]Sub-Section iii[/size]
[i]The Secretary of Internal Affairs is responsible for keeping the general membership informed of the workings of the alliance and relaying the messages of the rest of the Cabinet. The Secretary of Internal Affairs may appoint one Triumvir-approved Deputy for every two hundred members of the alliance.[/i]
[size=1]Sub-Section iv[/size]
[i]The Secretary of Ghostbusting is responsible for maintaining a comprehensive roster of membership as well as checking the represented affiliation of each declared member to make sure that all members on the roster are correctly representing themselves and that all nations representing themselves as a member are on the roster. Similarly, the Secretary of Ghostbusting must ensure that all those with continued access to the alliance forum are members. One Triumvir-approved Deputy may be appointed for every 200 members.[/i][/s]


[size=1][u]Article III[/u][/size]

[size=1][u]Section 1[/u][/size]
[i]For the continued protection of the alliance, the weeding out of the grossly incompetent and/or actively destructive members of government may be required outside of normal election processes. This should only be used in cases where the person's position in the government poses an immediate risk to the well-being of the alliance. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i]

[size=1][u]Section 2[/u][/size]
[i]The Triumvir serves for the longest term. As such, it is necessary for there to exist a number of checks against abuse of power.[/i]
[size=1]Sub-Section i[/size]
[i]A Triumvir may be removed from office by agreement of both remaining Triumvirs as well as a unanimous Cabinet.[/i]
[size=1]Sub-Section ii[/size]
[i]A Triumvir may be removed from office by agreement of both remaining Triumvirs as well as a majority vote by the general membership lasting for a period of forty-eight hours.[/i]
[size=1]Sub-Section iii[/size]
[i]A Triumvir may be removed from office by a majority vote of the general membership as well as votes from Cabinet members or Triumvirs each of which will be considered worth eight percent in the overall vote until the total percentage from the membership vote and government votes equals or surpasses one hundred.[/i]

[u][size=1]Section 3[/size][/u]
[i]A Cabinet member may be removed from office by a general membership vote, called by a Triumvir and lasting forty-eight hours, if said vote reaches or surpasses a total of two-thirds.[/i]

[u][size=1]Section 4[/size][/u]
[i]In the event that any Cabinet positions are vacant for any reason, the Triumvirate will nominate a member to take over the position for the duration of the current term. The remaining Cabinet members will vote on accepting the member into the position, with a simple majority vote needed for it to pass. [size=1][u]Section 1[/u][/size]
[i]Treaties are the physical representations of the bonds between alliances and are essential for the continued well-being of any political entity. [/i]

[size=1][u]Section 2[/u][/size]
[i]Passive treaties refer to any treaty which does not necessitate action being taken on the part of one of the signatories. This includes any treaties of non-aggression.[/i]
[size=1]Sub-Section i[/size]
[i]Passive treaties require a majority signing of the Triumvirate.[/i]

[u][size=1]Section 3[/size][/u]
[i]Active treaties refer to any treaty requiring some form of non-military action to be taken by one or more of the signatories. This includes any treaties involving shared intelligence, aid, or senatorial votes.[/i]
[size=1]Sub-Section i[/size]
[i]Active treaties require a unanimous Triumvirate signing or a majority Cabinet signing.[/i]

[u][size=1]Section 4[/size][/u]
[i]Defensive treaties refer to any treaty in which a signatory is required to provide military assistance to the other signatory in the event a war is initiated by a third party. This includes mutual defense pacts and protectorate agreements.[/i]
[size=1]Sub-Section i[/size]
[i]Defensive treaties require [s]five-sevenths[/s] six eighths of the combined signatures of the Triumvirate and Cabinet. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i]

[size=1][u]Section 5[/u][/size]
[i]Military treaties refer to any treaty in which military assistance must be provided in the event of a signatory becoming involved in a war. This includes all mutual aggression and defense pacts.[/i]
[size=1]Sub-Section i[/size]
[i]Military treaties require a unanimous Triumvirate signing as well as a full Cabinet majority.[/i]

[u][size=1]Section 6[/size][/u]
[i]Military blocs refer to any organizations involving three or more signatories which require military assistance and which have some established form of higher organization.[/i]
[size=1]Sub-Section i[/size]
[i]Military blocs require a unanimous Triumvirate and Cabinet signing as well as a majority vote from the general membership lasting for a period of twenty-four hours.[/i]

[size=1][u]Section 7[/u][/size]
[i]All cancellations clauses may be activated according to the same guidelines the treaty in question was signed by.[/i]


[size=1][u]Article V[/u][/size]

[size=1][u]Section 1[/u][/size]
[i]The alliance must set for a core of unbreakable rules for its continued existence. It must also have a procedure whereby it can justly enforce these laws.[/i]

[i][size=1]Section 2[/size][/i]
[i]Espionage is not to be tolerated in any form whether it be perpetrated against the alliance or by a member of the alliance against another entity.[/i]
[size=1]Sub-Section i[/size]
[i]Valid evidence of espionage is considered to be any of the following totaling at least 15 points:

[i]No plan of government can conceive of all possible situations, nor can it hope to properly reflect all future attitudes of those it attempts to govern. As such, a provision must be in place to amend the ConstRItution to suit the present needs of the alliance (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i].

[u][size=1]Section 2[/size][/u]
[i]All amendments must follow a set procedure of proposal, editing, and addition in order to maintain the integrity of this document.[/i]
[size=1]Sub-Section i[/size]
[i]Any member who wishes to propose an amendment must first write out the proposed amendment in full before seeking the sponsorship of a Triumvir. This Triumvir will then propose it to the rest of the Triumvirate which may then edit or vote upon the amendment.[/i]
[size=1]Sub-Section ii[/size]
[i]Once an amendment receives majority approval from [s]both[/s] the Triumvirate it passes to the Cabinet. If the Cabinet edits the amendment, it must be passed back to the Triumvirate for approval. If it passes unchanged, the amendment may then be voted upon by the general membership. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i]
[size=1]Sub-Section iii[/size]
[i]A proposed amendment will be given a vote lasting twenty-four hours after which it must have a majority approval. If it does not, it may be passed back to the Triumvirate for further review. If the amendment passes, it can be inserted directly into this document.[/i]

[i]All proposed amendments which edit, repeal, or replace current sections of this document will be noted as such. The current sections will remain unchanged, but will have a line added referencing their invalidation and directing to the relevant addition.[/i]

[i]Diplomacy is and always should be the first, second, and third lines of conflict resolution between two alliances. Almost inevitably, however, there comes a time when a fourth line must be used. Once has been exhausted, the fifth line of conflict resolution must be employed, for diplomacy is worth little if the will to defend oneself and one's allies is not present.[/i]

[i]War is always a serious issue and should never be taken lightly. To this end, declarations of war and the process by which they come about must be strictly and thoroughly regulated. For our purposes, declarations of war shall be split into different categories.[/i]
[size=1]Sub-Section i[/size]
[i]An independent offensive declaration of war shall be called for when the alliance feels that another entity has infringed upon it in a way which can only be resolved through application of force. Such a declaration shall require a unanimous Cabinet-Triumvirate vote as well as three-fourths majority tonicular vote lasting for a period of forty-eight hours. [size=1]Sub-Section ii[/size]
[i]An optional treatied declaration of war shall be called for when an ally with whom the alliance has a non-binding military treaty requests assistance. [s]Such a declaration shall require a unanimous Triumvirate and [s]three-fourths[/s] four fifths Cabinet vote as well as a three fourths tonicular vote lasting for a period of twenty-four hours.[/s] Such a declaration shall require a unanimous Triumvirate and [s]three-fourths[/s] four fifths Cabinet vote as well as a general membership vote lasting twenty-four hours with at least a three-quarters in favour. In the case where the RIA is engaged in a state of war through binding treatied declarations additional optional declarations that are part of the wider conflict that the RIA is involved in can be made with a unanimous Triumvirate and majority cabinet vote. [i]A binding treatied declaration of war shall be given in the event that an ally with whom the alliance has a binding military treaty requests assistance. Such a declaration shall require a [s]five-sevenths[/s] six eighths Triumvirate-Cabinet vote as it will simply be a recognition of a state which must already exist because of the nature of the treaty. After that great achievement he decided to take another short break in the tropics but a month later he returned to become Head of Foreign Affairs from January 1, 2008 — Janurary 31, 2008. After this he rose once again to the highest and his final position in the alliance, Triumvir. On Feburary 1, 2008, Delta became a Triumvir of the RIA and remained in the position until this very minute. A total of 4 years and 6 months of service during which he served the alliance to the best of his ability.

Another one of his achievements was the creation of the Cupcakery, a secret society which was active on coldfront between ~2008-2011 and which many of the world's pre-eminent alliance leaders were a part of. It included such individuals as Moo-Cows, Archon, Xiphosis, ShamedMonkey, Big_Z, Lanna, King_Sqrt, CaptainJuan, bigwoody, Aurion, Shadow, Dilber, Bob, Van Hoo III, Amoshi, Nuke, Doitzel, Gofastleft, PrincessJules, Tulak_Hord, PrincessJules, adrian, Ferrous, Duncan_King, Ejayrazz, WarriorConcept, Mrs_Srqt, Roquentin, MarthurLutherKingJr, Margrave, Hyperonic, Tygaland, Doppelganger, DJPenguin, Jangel, BobJanova, pezstar, Xav, FireGuy15207, and Kev_McD. Many great times were had in the halls of the cupcakery and all of its former members surely remember them fondly. Article I: Sovereignty

Retention of sovereignty is generally held to be paramount among the goals of an alliance. There are few things more sacred to the perpetuation of an alliance's culture than the establishment, continuation and general recognition of that alliances sovereignty. The signatories, of this treaty hereby recognize this importance in their own functioning and express the desire to maintain it through such channels as are available to them.


Article II: Intelligence

Knowledge is power, and especially in the world of CN, where the grape vine has power to shape not only public opinion but actions taken at the highest levels of government. As such, open channels of communication between allies are by far the most important single action that can be taken to maintaining and even building relationships. To facilitate the flow of information, signatories acknowledge the existence of a single channel for use by members of the bloc.

Article III: Peace

Peace is the goal to which the majority of alliances strive to achieve for their members. The signatories of this treaty hereby agree to the terms regarding peace among signatories outlined in this article. The decision to take hostile action, whether overt or covert, against any aliance is of grave significance. As such, no signatory make engage in any military actions against another signatory excepting cases in which a statement regarding the commencement of martial activity has previously been noted publically or such cases as it is felt that said actions would be required for the continued security of the signatory in question or the furtherance of their goals.

Article IV: Mutual Defense

Signatories are obligated to come together in times of crises to work towards a lack of equivocation on all issues, to reaffirm the existing level of solidarity of the group and the intent of the treaty. All parties agree that they will sanction the perpetuality of the prevarication for the cessation of hostilities under every circumstance involving the signatories, no matter the cause. All parties agree that they will sanction the perpetuality of the treaty ideals and never forget the common cause that brought us all together.

Article V: Amendments

Should the signatories desire to change any of the clauses, or to add or take away any clauses, they are to convene and discuss the issue of an amendment by calling all of the members of the bloc. Thenceforward, they are to discuss in detail every aspect of the proposed changes, and decide with a unanimous vote whether or not to accept the changes as they have been proposed. Should the changes not go through, the notes used to change the treaty should be burned to their ashes and dumped in the nearest trash can, never to be discussed again.

Article VI: Cancellation

Should any clause of this treaty be proven to have been broken, then the treaty will be rendered void immediately. An immediate discussion over the matter of the cancellation shall take place in proper channel in order to verify the cancellation completely.

Personally, I would like to thank him for his great service. He was a great leader, mentor, member and friend and I hope he enjoys his retirement.

Succeeding him will be someone who previously served for 4 months as Triumvir last year, Head of Foreign Affairs before that, and even father back the former leader of the PoTD Alliance, an alliance which came from the Poll of the Day board on GameFAQs and which eventually merged into the RIA in 2007. We welcome back im317 to the position. While Delta's burritos from government will cause us great sadness, he will be burritos the RIA in very capable hands. Also, his status as a Cactus Emeritus will allow him to monitor all government activity and offer advice as he sees fit.

Second I shall talk about the Head of Economics position. Here we had a heated race between Ogaden, who last term had announced his permanent retirement for the fifth or so time, against the almighty [img]http://i.imgur.com/op9w8.gif[/img]. [img]http://i.imgur.com/op9w8.gif[/img] ended up winning with 56.5% of the vote but since he's a sheep he couldn't take his oath of office and thus Ogaden become Head of Economics once again. We look forward to his work in rebuilding the RIA at the conlcusion of the current conflict.

For Head of Foreign Affairs we had another heated race, this time between aithne and brian. In the end brian pulled ahead with 68.2% of the vote, presumably helped a bit by the fact his opponent aithne posted "P.S. Vote for Brian! [img]http://forums.cybernations.net/public/style_emoticons/default/biggrin.gif[/img]" in the election topic. We look forward to brian's future foreign affairs work. His assisant brians_bot can also be found hanging out in #RIA from time to time.

For the Head of Internal Affairs election we saw a crazy election between Croix and NotCroix. The two candidates had vastly different campaigns but NotCroix pulled ahead with 54.5% of the vote. However, NotCroix mysteriously disappears before he could be sworn in and Croix assumed the position by default.

For Head of Military Operations, we say goodbye to another longtime RIA government member. Jenne, who has served as RIA's Head of Military Operations since April 2011, decided to retire this term as well. We wish him well in his retirement to the tropics. The election for his successor was another greatly contested race between Atonichis775, former HoMO, and biofantic, longtime Officer. In the end biofantic ended up winning with 56% of the vote and we look forward to his service as our new HoMO.

For Head of Recruitment we had another heated race (we seem to have had a lot of those this election) between hackerhog and rodrod. The election was decided by a single vote and rodrod was proclaimed the victor with 52% of the votes. We look forward to his service in recruiting and also to hackerhog who has annonuced his intention to work on recruiting despite losing.

Jenne took up the position as the 33rd Captain Planet of the RIA.

Delta1212 was the single person I knew in CN when i was first recruited in 2007. He was and is patient, outgoing, thoughtful, and calm. Delta never lost sight of his alliance, and despite his success, renown, and other accolades, he never considered himself better than anyone else. He was my alliance leader, one of my first mentors, and above all, my friend. RIA has been blessed with someone to provide a counterbalance to their wackiness and hijinks, and I know he'll continue to serve them. Best of luck to im317, you've got some big shoes to fill.

Delta's retirement is not that surprising; he doesn't seem quite that active lately. I've always considered him one of the sharpest minds on the planet. Even though I've never had direct contact with him, it's quite sad to see.
