The Federal Republic of Greenland, known as Greenland, is the world's largest island, one of its largest island nations, and is the second largest ice cap. Vikings colonized Greenland in the 10th century, and the Danish did the same in the 18th century. Initially integrated into Denmark, Greenland came under varying regimes, including but not limited to Forever Battlefield, New Mambosa, Saboria/Canada, Proxian Empire, Norden Kingdom, Eggman Empire, Groenlandia, and Northern Republic before becoming the current Federal Republic. Greenland is one of the major powers in North America, if not the world, and has a wide variety of complex and differing traditions and cultures. Physiographically a part of North America, Greenland not only controls the island it derives its name from, but also Florida and Nova Scotia.

Under the Guidance of Him, our one and only God, we hereby declare the formal existance of a glorious Republic harbored on this planet. We, the People of the Federal Republic of Greenland, agree to form an unbreakable bond for guidance and direction of the great Nation in order to promote and secure the inalienable rights and liberties of Humankind.

[b][size="3"]Article I. Sovereignty:[/size][/b]

The Federal Republic of Greenland is a sovereign nation endowed with inalienable rights to its land holdings, waters, airspace, citizens, natural resources, and whatever is applicable. No nation shall infringe such sovereignty.

1. All lands, waters, and airspaces within the national boundaries of the Federal Republic of Greenland is originally owned by the Nation. The Federal Government shall have the sole right to grant, and withdraw, the lease of ownership to designated entities under specific circumstances.

2. All natural resources within the national boundaries of the Federal Republic of Greenland are the sole property of the Nation. Any private exploitation of such resources may be allowed through concessions sanctioned by the Federal Government. The Federal Government shall regulate, to a meaningful extent, the exploitation of natural resources.

3. The Federal Government shall have the sole right to impose reasonable limits upon private property for public interest and national security reasons.

[b][size="3"]Article II. Government Structure:[/size][/b]

The Federal Government of the Federal Republic of Greenland shall be divided into Legislative, Executive, and Judicial branches to ensure the Government remains on track on its intended purpose.

[u]A. Legislature:[/u]

The Senatus of the Federal Republic of Greenland shall be the legislature, to comprise of Senators elected to represent the People.

1. Senatus:

The Senatus shall comprise of no more than 100 Senators, allotted amongst the administrative divisions on a proportional basis relative to population. Each Senator shall serve no more than seven years and may be re-elected no more than four times. Each Senator must be at least twenty-five years of age and be a citizen of Greenland. The Consul-General shall preside over the Senatus.

[u]B. Executive:[/u]

The Executive Branch shall comprise of the President, Consul-General, the Cabinet, and related government organizations.

1. President:

The President of the Federal Republic of Greenland shall be tasked with sustaining and preserving the Federal Republic against all threats, internal and external, and in upholding the Constitution. To run for Office, he or she must be at least thirty-five years of age and be a lawful citizen of Greenland. Each term lasts five years.

2. Ajuntment-Prefectures and the Cabinet:

Adjuntment-Prefectures shall consist of one or several Government Ministries, of which shall comprise the Presidential Cabinet. Each Adjuntment-Prefecture shall be headed by a Chief Praefect, who shall provide advice to the President on matters of their specific jurisdictions and who shall serve as an coordinating body between the President and related government agencies, bureaus, and organizations.

A Chief Praefect shall have no power to appoint or dismiss any Ministers under his or her jurisdiction, though he or she does have the power to make recommendations to the President regarding as such. In turn, the President shall have the power to appoint or dismiss any Chief Praefect with the confirmation from the Senatus, on the same basis as the Cabinet. A Chief Praefect shall report to the President and the Senatus.

The Ajuntment-Prefectures shall consist of the following, along with the Cabinet:

a. Ajuntment-Prefecture of Defense:
- Ministry of War
- Ministry of Security

b. Ajuntment-Prefecture of Foreign Affairs:
- Ministry of Foreign Affairs
- Ministry of Disaster Aid and Relief
- Ministry of Public Relations

c. Ajuntment-Prefecture of the Homeland:

[u]C. Judiciary:[/u]

The Judicial branch shall comprise of the High Court of Greenland, which shall be tasked with interpreting the Law and Constitution.

1. High Court of Greenland:

The High Court shall comprise of ten Justices and one Supreme Justice, who must be at least fifty years of age and be a citizen of Greenland. The Justices shall be appointed by the President with confirmation of the Senatus, while the Supreme Justice shall be appointed by the Senatus with a four-fifths majority vote.

2. Lower Courts:

The Lower Courts shall comprise of Federal Courts, of which one shall be located in each administrative region, and of Federal Appeals Courts, of which one shall be located in each administrative region.

[b][size="3"]Article III. Laws by the Governing:[/size][/b]

[u]A. Bills:[/u]

The Senatus may propose and submit Bills to the President if said Bill has the support of two-thirds of the Senatus. The President, upon receiving said Bill, may sign it into law or veto it. A four-fifths majority vote is required in the Senatus to override the veto. Lastly, the said Bill must comply with the Constitution and be deemed such by the High Court or it shall be invalidated.

a. Any Bill involving taxation must receive a two-thirds+1 majority vote in the Senatus and a four-fifths+1 majority vote to override a veto.

[u]B. Appointments:[/u]

a. The President shall appoint Ministers to head each Ministry, with a two-thirds majority vote of approval in the Senatus.
b. The Minister of Justice shall appoint all Federal judges with the approval of the President and confirmed with a two-thirds majority vote of approval in the Senatus.
c. The Minister of Foreign Affairs shall appoint Ambassadors, with approval of the President.

[u]C. Elections:[/u]

a. Election Day is held every five years on the day of April 12th, and new appointments shall officially assume office on the day of May 12th.
b. The President may not spend more than $2 million, and Senators may not spend more than $500,000 on election campaigns. This article shall be adjusted for inflation every five years.
c. The People shall have the power to vote for President and Senators. Only votes by Senators shall count toward the election of the President.

[b][size="3"]Article IV. Armed Forces:[/size][/b]

The Federal Republic of Greenland shall maintain a standing army headed by the Ministry of Internal Affairs in peacetime and by the Ministry of War in wartime.

1. The President is the Supreme Commander-in-Chief of the Greenlandic Armed Forces.

2. Declaration of wars must be ratified by a two-thirds majority in the Senatus.

3. The Senatus may declare a "state of war" with a two-thirds majority vote.

a. The President shall receive additional powers, including the ability to limit some rights outlined in Article VI.
b. A "state of war" shall last no more than six months, and the Senatus must vote with a two-thirds majority to extend for another six months.

4. All eligible men must serve seven years, and all eligible women must serve three years in the military or reserve forces.

5. Men in the age range of 20-49 and women in the age range of 20-39 shall be eligible for draft in times of war.

[b][size="3"]Article V. Crimes and Justice:[/size][/b]

1. Capital Punishment is a legal form of punishment in the Federal Republic of Greenland. All prisoners convicted with the death penalty have the right to a hearing with a Judge, a hearing with a Jury, and two appeals before swift and humane execution.

a. Organs, if in healthy condition, must be donated.

2. The only crimes capable of receiving the death penalty are high treason, war crimes, crimes against humanity, first-degree premeditated murder and $%&@.

[b][size="3"]Article VI. Right of Humankind:[/size][/b]

All lawful citizens and non-citizens of the Federal Republic of Greenland shall be endowed with specific inalienable rights and liberties that cannot be infringed upon.

[u]A. Citizenship:[/u]

A lawful citizen is guaranteed rights, privileges, and responsibilities as outlined in the Constitution and interpreted by Government.

1. Anyone born in Greenland, its land territories, waters, airspace, or its foreign bases is automatically granted Greenlandic citizenship.

2. Anyone with two parents, both who have Greenlandic citizenship, can request to be a Greenlandic citizen if desired.

3. Anyone who has lived in Greenland for over five years and passes a Citizenship exam and is knowledgeable in one of the official languages can request citizenship to the Federal Republic of Greenland.

Amendments may be made to this Constitution with a two-thirds majority vote in the Senatus, two-thirds citizen approval, two-thirds Provincial government approval and approval by the President and Consul-General in order to take effect. Amendments can be applied to any part of this Constitution; however the original wording of Article VI may not be altered or deleted.[/quote]

A request for an Embassy in Greenland must be approved by the Minister of Foreign Affairs. Once approved, foreign nation(s) must agree to all terms outlined in Article Three. Upon signature, foreign nation(s) shall be given a choice of whatever Embassy building in Embassy Row they wish to reside in.

[b]Section A - Embassy Staff[/b]
Foreign nation(s) can send only one Ambassador to their Embassy, and Embassy personnel may never exceed fifty persons at one time, including the Ambassador, diplomats, aides, assistants, security, and his/her family. Otherwise, they shall be guaranteed safe passage out of Greenland. Foreign nationals not under diplomatic immunity may be prosecuted to the fullest extent of Greenlandic law.

Foreign nations establishing an Embassy in Greenland has the right to send over up to three vehicles and one helicopter. All vehicles must be registered with the Ministry of Foreign Affairs prior to establishing Embassies.

[size="3"][b]Sovereignty policy:[/b][/size]
Greenland reserves the right to protect, promote, and further its national interests at the regional and international level. It reserves the right to intervene, within reason, in any situation in the Americas where human rights and respect for life are threatened; this includes dealing with oppressive and dictatorial regimes.

[size="3"][b]Security policy:[/b][/size]
Greenland reserves the right to search any civilian and military vessels passing through or into and within its territorial waters and EEZ, any vehicles or other modes of land transportation passing through and within its land territories and protected areas, and any aircraft passing through and within its airspace for any reason at any time, especially when there are reasonable concern regarding suspicious or illegal activities taking place within Greenland and its jurisdictions. Any illegal or otherwise intentionally-harmful cargo found through such security search procedures will be seized.

All persons entering Greenland must present a valid ePassport or proper equivalent documentation to customs officials at border and coastal checkpoints. These possessing a valid ePassport without a work permit will be issued a visa valid for 60 days. These entering Greenland for a specified period of time must leave by the departure date (which must be declared to the issuing customs officer) will not be issued a second visa for 30 days after the departure date. Intentional failure to leave the country or entering illegally is a federal offense, and violators will be subject to appropriate disciplinary action.

[size="3"][b]Maritime policy:[/b][/size]
Foreign civilian and commerce vessels require a specialized permit from the Ministry of Foreign Affairs to pass through Greenlandic territorial waters, which extends to twelve nautical miles from the coast (unless stated otherwise, no permit is required for civilian and commerce passage through the EEZ, which extends to two hundred nautical miles from the coast). A permit is required from the Department of Maritime Affairs in the Ministry of Land and Resource Management for fishing and mining rights within the EEZ. Non-allied foreign military vessels are required to receive express permission from the War Ministry to cross Greenlandic waters and EEZ through designated paths (the same goes for territorial and protected lands and airspace). They are required to petition the War Ministry for a special permit for passage and docking purposes, and provide a timetable; any dockings are to be for refueling and maintenance purposes. Allied military vessels are exempt from the permit requirements, though they are required to inform the War Ministry beforehand to cross Greenlandic territory, airspace, and waters, and to dock in Greenlandic ports. This is to avoid misunderstandings and potential conflict.

[size="3"][b]EEZ policy:[/b][/size]
The official boundaries of the EEZ encompasses all waters adjacent to Greenland proper, Florida, and Nova Scotia extending 200nm from the Greenlandic coast or where they interact with another EEZ. The Greenlandic EEZ encompasses the Greenland Sea, the Eyvindsson Sea, Labrador Sea, Davis Strait, Baffin Bay, part of the Arctic Ocean (including the Lomonosov Ridge), and part of the Gulf of Mexico, especially the Tampa Bay and the Florida Straits. The EEZ, if unofficially, also encompasses Greenland's CANADIAN protectorate, especially Ellesmere Island and the greater Queen Elizabeth Islands, and the New York protectorate. The Hudson Bay, save for the waters surrounding Ontario and its islands, and the Northwestern Passages are considered to be part of the Greenlandic EEZ.

[size="3"][b]Aerial policy:[/b][/size]
Greenland has complete and unfettered sovereignty over the airspace within the boundaries of its EEZ (which encompasses land territories, territorial waters, and of course, EEZ), as dictated by the Constitution. It generally has an open-air policy, where any civilian and commercial plane may fly through Greenlandic airspace as long they file a flight plan with appropriate authorities in advance for all flights exceeding a certain distance and/or crossing Greenlandic air borders, or if required by regulations. Allied and non-allied military planes with prior authorization from the War Ministry, landing within or passing through Greenlandic airspace, must file a flight plan with the Department of the Air Force in advance.

[size="3"][b]WMD Policy:[/b][/size]
Greenland reserves the sole right to maintain and develop nuclear weapons for the purposes of strategic deterrance. It has the sole right to a First Strike, which shall include tactical and strategic warheads, and to modify its WMD (Weapons of Mass Destruction) Policy. Full nuclear retaliation will be authorized in the event of a WMD attack on Greenland, and Greenland shall have the right to deploy and utilize its nuclear stockpile against invading hostile forces in times of war. A First Strike must be approved by the President, Chief Praefect of War, Minister of War, and the Senatus before it is launched, and must target enemy military bases, installations, and forces. In the event these appropriate government agencies are incapicitated, command of Greenland's nuclear forces are to be placed under the control of the National Strategic Weapons Council (NSWC), an emergency fallback network part of Greenland's secret Continuity of Government and Government Operations Plan (COGAGOP). In the event of a WMD attack (nuclear, chemical, or biological) on Greenland, a state of total war shall exist between Greenland and the aggressor.

It utilizes lasers and missiles to achieve its purpose – that is, to intercept nuclear weapons long before they reach Greenland itself.

Despite so, Arnuld excelled in school, achieving top grades - especially in chemical and biotechnology - and he went on to graduate from the Kristjan Eyvindsson Royal University, where he met his wife, Samantha. After working at the Tyler Moeller Institute of Technology (MIT), Arnuld entered politics, where he won a seat in the Canadian Parliament. When CANADA collapsed, and Alejandro disappeared, Arnuld quickly took action, seizing the reins of power and placing Greenland on the road to recovery and prosperity, something which he greatly succeeded. He is the current President of Greenland.

He served in the foreign affairs division in various governments, from Groenlandia to Atlantis. When Greenland reformed itself following the collapse of CANADA, Harold was appointed Foreign Minister by Arnuld, where he quickly progressed upward, attaining the current position of Chief Praefect of Foreign Affairs.

Born in Osea, Jordmur Angelsgard graduated from the Osean National University with a degree in Administration. He served in the Groenlandian military for some time, becoming a general before resigning in murky circumstances. He worked as a factory manager before he become an administrator in the Osean provincial government, a position he held through the Atlantian, Northern Republican, and CANADIAN governments. He offered to rejoin the Army during the CANADIAN war, but was turned down, and following CANADA's implosion, he became the Consul-General in the new Greenlandic government, a position he currently holds.

The 'star' of the Californian family, Alejandro was the older brother to Arnuld and Emily. He attended Höfuðborgarsvæðinukrokurfjordur University, where he graduated a year early, and he would go on to lead a consistently successful life in politics as a Senator and then as the leader of Greenland's predecessors. He disappeared prior to CANADA's formation, and he remains missing to the present day. He is a fairly popular figure in Greenlandic society, even although a few monuments had been dedicated to him as compared to Eyvindsson.

Considered one of Greenland's greatest presidents, Kristjan Eyvindsson was one of the country's founding fathers. He helped to reshape Greenland the way it is today, laying down the frameworks of the nation that would become the Federal Republic of Greenland. Over a very long career, he led the nations of the Norden Kingdom, Groenlandia, Atlantis, the Northern Republic, the first FRG, and then CANADA, where he served as Lord-Protector alongside Salvador d'Alberquerque. He disappeared without a trace during the collapse of CANADA and is currently missing. Several attempts of locating them by the new Greenlandic government has been fruitless so far. He is widely beloved in Greenland, so much that many places, streets, and even a city (which is the current national capital) has been named after him, and several statues of him had been erected all over Greenland.
