When an aid transaction is accepted with the reason being "3 million for 100 tech," "3m for 100t," "3m/100t," or similar numerical references to the money and technology passing between hands, it is to be viewed as a signed contractual document. Therefore, failure to pay the technology purchased is a violation of this contract. [b]It is not an issue that is sovereign in nature[/b], since it is an exchange between two individual nations. Of course, nations do at times fall late on their bill payments and eventually expire, in which case we cannot chase such repayments beyond the grave. But if a nation is intentionally breaching the contract by accepting the aid and not honoring the contract, all methods will be used to be sure that the contractual agreement is paid. If any other alliances feel this is the nature in which a tech deal is agreed upon, feel free to join DoomHouse in signing this document.
