Classified Response:

The PRA would be willing to help produce this aircraft, but would like to see it modified to use some form of AAMs, such as the Python-5, and be adaptable to other armaments, along with the AGMs already listed in the armaments.

We would like to bring the recent spate of rioting in Manticore. The Principality has unilaterally began a transaction of food and other supplies at extremely deflated prices with the Manticore government as an immediate relief effort, but of course more most be done.

Perhaps the Principality could head an AUP initiative to the riot stricken Manticore? It also seems to be in need of additional security forces to help quell the infighting.

[b]Firebase Andy[/b]

The base is now 75 percent complete. Living quarters, water purification, power production, air defense systems, a security zone, and several runways with hangars and revetments are close to completion. The full time Legion presence has been fully deployed with a floating reserve of a full armored division ready and waiting at the docks for deployment.

[b]Tribal Autonomy Zone[/b]

"Notice to fellow members of the African Unity Pact. There has been no real word from this area for quite some time. Therefore to ensure that the place is free from outside exploitation and social tampering a small force of Legionnaires has been put in place to watch over it. Medical services and supplies will be made available through this task force which Legion has named, "Task Force Watchmen". This is an action done within the confines of the African Unity Pact and while all members of the Pact are free to assist, it is suggested that the smallest possible footprint on the ground be placed in order to not tamper with the social evolution of the groups within the zone.


ooc: I'm going to hold onto Sand's lands for about a month. If he doesn't come back we'll wrap them into Skarzul or whatnot. Please don't flood the area with men. I'm trying to keep the smallest possible force in the area to not mess with his storyline if he wanders back.


[b]Bosaso AUP Base[/b]

Bosaso AUP Base is near 50 percent completion. Extensive work is needed in finishing the runways needed for the larger proposed Aeonic transports. Likewise, a purpose built harbor will be needed for fleet units that will be positioned there as part of the AUP presence.

[b]Firebase Bosaso[/b]

Is now 75 percent complete, it currently houses a brigade of Legionnaires who have been formed into the 901st Brigade. The 901st consists of engineers, logistics experts, technicians, and other personnel needed to keep the base running at full trim.

[b]Special Report of Levantia[/b]

Legion efforts are ongoing to bring relief supplies directly to the Levantian people. There are fears that the significant population of Vicadilians brought into Levantia will cause a long term destabilizing effect on the region. Tentative planning is being made to return these citizens to Lunar Republic control should it be deemed necessary for local stability. It is a shame that these refugees are being shuffled around like cattle, but unfortunately for them they should have considered the ramifications of relocating to a nation such as Levantia wher the signs of Levantia being unstable are and were there for the entire world to see.

It is felt that returning these refugees to the Lunar Republic's control is in the best interest as the Lunar Republic has proven to be the most stable element in keeping the overly aggressive and opportunistic Vicidalian regimes under some semblance of control. Turning them over the existing regime in North America seems a poor choice given they so freely allowed their own citizens to depart to the shores of Levantia in the first place despite the earlier mentioned signs of instability and danger.


As of now nearly the entire Legion Naval Fleet is present and accounted for off the Coast of Levantia and will stay there until otherwise directed.

[b]Fire Base Opie[/b]

Is now 100 percent complete. There is housing, basing, and supplies for the deployment of nearly 100,000 men for a duration of 30 days. A heavy armored division is afloat on Legion RORO ships and are currently being prepared for operations in Levantia should it be considered needed.


[b]Canadian War[/b]

Legion losses from the initial onslaught of fighting consisted of nearly 32 percent of the Legion's Air Arm. Other losses from counter-attacks were heavy but these too have since been replaced. These losses have been made good. All Legion assets have been withdrawn from the area of operations and further operations are being left for local governments at this time as Legion has no further interest in pursuing a war against Canada.

Legion Force as of now are fully pulled out of the AUP Protectorate that neighbors Atlantis and will not be playing a major role in the garrisoning of this area. Legion forces are already highly active in Aremor, West Africa, and Levantia. Legion feels that it is taking a disproportionate role in safeguarding the security of Africa and will be drawing down it's forces in response to internal demands that fellow African nations begin doing their part to secure the continent.


[b]West African Protectorate Report[/b]

All is quiet at this time. Nearly all former Vicadilian supporters have either returned to their former lives or been removed from being a threat via various means. Educational programs to provide West Africa with a stable middle class of highly qualified technicians to support an advanced infrastructure are bearing a considerable amount of fruit. Nearly all local companies involving cellular services, medical services, and other modern services are fully locally staffed.

What is more pleasing is the growing administration of the West African Protectorate. Legion Administrators have been reduced from a fully active role to a supporting advisory role. Local elections are being encouraged for the development of municipal governments and a Legion Special Forces Group is hard at work training a full Division of native troops to serve as the future seed of the area's military. Advanced officer training and other technical training is taking place at various Legion Military Academies.

Work is being done to create the very same infrastructure for the training of military, police, and emergency services personnel within the Protectorate. However, the training of the instructors will prove to be a time consuming project, but it will be done.

[b]Formal Notice[/b]

There is a future vote on the National Ballot that calls for Legion's removal from the AUP. How that vote proceeds will determine the future of Legion's participation. Consider this fair notice by Legion's government that there is a possibility that Legion will be withdrawing from the Treaty out of respect for the results of a national ballot.

Tanzania Federation forces are deployed to take over from Legion forces. The 4th Infantry Division, 9th Infantry Division and the 8th "Rwanda" Republican Guard Division stream into the protectorate to take security control.

Also deploying would be three Support Squadrons which would handle logistics.

Corrinne Teguse would address several issues today, as part of a larger agenda for furthering African security and brotherhood between its states, as well as social and economic co-operation across the continent.

First and foremost, the Principality would forward a motion to investigate the Imperium of Imazighen. It has been some time since word was heard from the North African state, and Teguse would be clear in addressing the council that it was the AUP's responsibility to ensure the safety of the North African people and stability of the Imazighen government. Should such a motion be accepted by other members, the Principality would pledge two divisions worth of security to administer humanitarian and administrative duties until the North Africans could rally together and either recreate the Imperial government or engage in talks for forming a new, sovereign entity.

Second on the agenda, the Principality would announce its intentions to throw its weight behind the Tanzanian initiative to pursue an AUP military research program in order to improve African proficiency and ensure operational success against any potential threat to African peace and stability. The combined Levantian/Atlantic/PRA project for a new fighter programme would also be given the Principality's blessings and a pledge of the best and brightest MILitary Aviation Complex (MILAC), Nascent Military Industries (NMI) and National Defense Industries Incorporated (NDII) would have to offer in terms of state-level military technology expertise.

Thirdly, the Principality would formally thank the Legionnaire government for being the driving and deciding factor that helped create the AUP itself. The African Legion has acted immensely for the benefit of the continent as a whole, moving disproportionate amounts of men, materiel and willpower when compared to other AUP signatories. Should the Legion choose to remain within the AUP, it would be a no-brainer that it would be welcomed with open arms. The Principality would pledge itself towards a program of emulating the Legion's unprecedented level of self-sacrifice and hard work.

In a final, similar vein, the Principality would announce its plans to further the offensive against the Canadian colonies in the Atlantic, restoring African rule to what is decidedly under the African sphere of influence. With a renewed vigor the AUP will move to secure Africa's future.

King Mandella would also like to applaud Legion of its hard work done for the continent. he also shares Aeon's concern with the Canadian islands off the coast of Africa, and will be willing to send soldiers and machinery to help capture the islands as well.

As for the fighter, King Mandella has noticed that since the specs had been sent to the various leaders, there hasn't been much criticism and improvement as he had hoped. King Mandella would like the various nations of Africa to come together and build a uniform air force fighter and bomber to protect many interests. Should Africa go to war together, having different types of fighters would prove more of a liability than helpful to the more advanced air forces.

The PRA can confirm that the Imperium of Imazighen has slipped into a state of anarchy. The PRA will be sending in troops to quell the situation and declare the territory a protectorate of the AUP. We would appreciate additional assistance from fellow AUP members in this process.

In response to Legion's concerns, the Tanzania Federation will make a commitment to draw down the strength of its forces in the Protectorate neighbouring Atlantis from the Thirty Six Thousand strong force currently there to a force of four thousand over the next few weeks as the security situation is stable enough.

The reason we give for such a large deployment is a troop surge to show the citizens that we take their security seriously, with plans to maintain a main base in the city of Bangui and do regular patrols as normal. This plan we will be implementing immediately with the withdrawal of the biggest and quicker to move unit, the 8th "Rwanda" Republican Guard Division beginning now.

"Indeed, Legion would be wise to raise this topic. Rest assured, the scale of these deployments were chosen merely due to the sheer scale of some of these fallen nations. For example, the Imperial Imazighen has substantial civilian and military infrastructure, as well as a larger surface area. AUP forces are being sent for rudimentary analysis of all civilian amenities to ensure their working conditions - there is just so much to check, is all. After all census and maintenance assessments have been made, it would be an imperative for our forces to draw down, until protectorate governments are re-established, or new governments are formed anew."

"Very well, I'm sure I speak for all of us when I say that so long as the Principality is a member of the AUP, it will push for all current and future AUP protectorates to remain protectorates unless there are extreme circumstances involved. Would that help allay your concerns along with a sizeable draw down of Aeon forces from the Sud Italian protectorate and the establishment of a COMbined FORces command base in their stead?"

The PRA has made no prior acknowledgements or promises of drawbacks of troops in AUP regions, mainly due to the fact that we have not been informed, nor have we seen it as an issue. While we have not seen it as an issue in the past, the PRA would be more than willing to commit to a large troop drawn down in AUP protectorate regions in order to promote African self-rule. While we are willing to comply to your requests, we would have preferred for this issue to have been actually voiced to us before any accusations were stated. The PRA will begin drawing down troop levels from the regions immediately.

We in the Royal Kingdom of Manticore feel that the number of soldiers being sent to Sao Tome and Principe are a little excessive, we only have a small number of soldiers on the ground and already they seem to have proven to be enough to maintain security. Unlike most cases of government collapse the islands have not fallen into anarchy and with a small number of soldiers stationed on the islands they and the local security forces should be able to look after the people until they form their own government.

Surely Manticore has no issue with this? Other pact signatories would have much to lose if those weapons were loosed upon the region."

"It is highly doubtful that any terrorist group would be able to steal or subvert such weapons with the island's security forces in charge of them. However, if you and the other AUP members do indeed feel threatened by these weapons then I suggest that we all work on dismantling and removing these weapons from the islands. After all their war with us is over and they will no longer require such defenses."
