[font="Franklin Gothic Medium"]It was a hot summer night in Mexico City, the streets were sizzling in a zest of both angst and frustration. For years New Spain had held the administrative rights to the Panama Canal and had honored it's obligations to keep commerce flowing for years and years. For many this was enough as it served as a great honor to be tasked with control of such a vital waterway but even still after years many felt it was not enough to simply administrate control of the area but have no security personal to ensure it's continued safety. The surrounding country land of Panama was a wild one and much less tame then New Spain proper; with rumors of a Monarchy poised to reclaim the throne of Panama. Many in New Spain were on edge with this news... as it would mean a new administration would take a foothold in Panama and with a new government in place the already shaky agreement between the two could be threatened. With that a meeting would take place in the bellows of the Palace between King Enrique and his senior military leadership.

"The situation in Panama is on eggshells my liege."
"How so?"
"We've all heard the reports of a young man claiming the throne of Panama. We've made our own inquiries as to the validity of these claims...and they check out."
"Well then...that certainly changes things."
"You know as well as I do sir, that if a Monarchy is proclaimed there is a very high threat of violence...a civil war. It will threaten the Canal itself and more importantly our civilians on the ground tasked with running it."
"Even more so there is a risk of splinter groups to break off and attempt to seize the canal. Elements that will undoubtedly be hostile to us. It's no secret there is an air of grievance still left with the Panamanian's for rejecting their claims to the Canal."
"Hmm...what would you suggest? Annexation? That will surely be hailed to a torrent of anger from our friends in North & South America."
"That is precisely what I have in mind my liege. And while they may detest the move; it will be for the better of them all that we are there to provide a stable and secure hand in the Canal."
"...Then so be it. We shall claim the Canal for New Spain. See that it is done."[/font]

[font="Franklin Gothic Medium"]Elements of the 7th Royal Marines Battle Group would be dispatched from their bases in Costa Rica and sent to the Panama Canal to secure it via amphibious landing on the Canal itself. CVBG Americana would be dispatched and placed just north of the Canal to aid in the landing effort. Six squadrons of F-99's would fly sorties over adjacent international waters to provide oversight for the landing marines. Squadrons of AH-12 Vipers & CH-46 Sea Knight VTOL's would take off from the "Americana" and add support and transportation to the marines should they face any resistance. The Imperial military would be placed on their highest alert in case any countries attempt to contest the move by force. Overall this initial composition would number 10,000 marines, 60 AH-12 VTOL's, 30 CH-46 Sea Knights, 72 F-99's the CVBG Americana and it's assorted naval craft.

[font="Georgia"]Amid growing security concerns from lands adjacent to the Panama Canal. I hereby declare our intent to annex the Panama Canal into New Spain. As we speak thousands of Royal Marines are being sent to secure this vital water-way and insure it's continued free-flow of aquatic traffic. We are well aware many of you may find this act concerning; but we assure you that naval traffic will continue unfettered and par the normal course. We have opted to annex the canal in order to provide the necessary tools to defend it and our civilian administrators currently stationed there from incursion from any potential hostiles from the surrounding regions. We hold no intent to open up hostilities with Panama or any other nations and as such our military have been ordered not to open fire upon any Panamanian military elements in the area. This campaign will be a peaceful one and remain so unless our forces come under fire. Should our forces be fired upon we will respond in kind.[/font]

Surging rapidly to 20 Combat Air Squadrons divided between 8 F-6 Squadrons, 8 F-5 Squadrons, 2 F-3 Squadrons, and 2 B-11 Squadrons, the Tianxia Forces mobile offshore bases located off of Panama were rapidly reinforced. 8 more F-1 and F-5 mixed squadrons were available on carrier based assets. Defending them by sea was an additional deployment (never redeployed the original force I sent to blockade Timmy) of 100 Type 20 missile boats. In additional a full support force of EWACs and AWACs, ASW aircraft, A-47 attack drones, and three air borne divisions were redeployed. Two amphibious marine expeditionary groups rapidly redeployed from Hawaii as well to reinforce the action.

All forces were placed on maximum alert.

However, we would like to send a small contingent of 1,500 men with some vehicular support to help ensure neutrality of the Canal."

The Canal will remain open to any and all nations of the world and will not be subject to being closed by New Spain. It will however be expressly protected by New Spain so as to insure the continued flow of commerce through the canal. "This contingent of men and equipment is agreeable to us. Though I must stress that the supply and logistical concerns of these troops will be the concern and responsibility of the Lunar Republic alone. As we cannot maintain our own garrison's alongside yours without significant strain on our own supply lines. As it stands the facilities on the canal are nearly nonexistent in terms of housing large quantities of men and equipment and cannot support a garrison of men much larger then several thousand troops."

"We will be waiting for the inquiry. In the meantime, our troops have been sent with a small escort of a corvettes, and are due to arrive within the day. As per your permission - which we are thankful for - they will then begin setting up a base at the previously mentioned location. They have been instructed to cooperate with your government to the best of their ability as well, so long as it concerns the canal and its safety/international status."
