After the collapse of the American Forum in New York, Secretary of State Kevin O'Malley would relay a diplomatic dispatch to his offices back in California to be relayed to President Farren about New Spain.

Subject: New Spain Relations

Didn't have chance to develop relations with New Spain, must make the go ahead yourself. - O'Malley

The fax would be delivered to Colin Farren where he looked pretty dismayed by the failure in New York; however, the work of politics never stopped. Farren typed a new message to New Spain officials to ask for a private meeting.

As was normal practice in New Spain officials would receive the message and pass it onto King Enrique; he would review the message and respond with a hand written message. It would be hand delivered via courier to the office of President Farren himself.

In Sacramento, the courier would deliver the letter to President Farren. Farren would write a short reply to be handed to the courier to inform King Enrique Bourbon I of his plan to accept the offer to go to Mexico City.

The presidential limo would depart from the Presidential Mansion to the airport to an awaiting Boeing 777 at the official plane for the President of California. Farren would dress in a very formal manner of a crisp black suit with a maroon tie over a white dress shirt along with a handkerchief folded in a square in his breast pocket. The relatively short flight to Mexico City was an enjoyable one as the plane touched down in Mexico City. The climate was nearly comparable; although, Mexico City was much higher up than Sacramento was. He would await the New Spainish officials that would greet him.

King Enrique would be standing on the tarmac awaiting the Californian delegation. As the large craft touched down on the run-way a giant red carpet would be uncoiled before the steps of the craft so as to give the Californians a royal reception. King Enrique would approach the delegation as they stepped down from the plane he would stand alongside a plethora of guards in ceremonial garbs lining the carpet. He would extend his hand to to President Farren. Simultaneously, a series of limousines would pull up along the tarmac prepared to take the King and his guests to the Royal palace so that talks may begin in earnest.

The first impressions were always one to stick in people's mind, and the King Enrique didn't disappoint when President Farren stepped out of the plane. It was indeed one of the most impressive welcomes he'd seen on trips abroad, he just didn't know how impressive his neighbor was though with welcomes.

"Greetings your Excellency King Enrique, a most hospitable welcome." President Farren stated as he returned his hand for the handshake. "I was hoping the American Forum would be a great starting place for our talks of developing relations; however, as I've heard it has turned into a circus. Ah well, we have much to discuss between us."

"Indeed, it fell apart at the seams amid some of the more new-born states derailing the forum." King Enrique would pause and say with some cheer. "With that said, more would be accomplished with a personal meeting then one through median couriers at a conference in New York." Enrique would lead the President to the sitting convoy of limousines and take him within one. After a short ride to the outskirts of the city the convoy would arrive at the Palace gates which was a marvel in itself. The Palace had been built on for generations and had belonged to the Bourbon family since the mid 15th century. As a result the golden glimmer of the Royal entrance would be lined with various statues of Lions, Gargoyles, Knights, and other figurines.

"This area is known as the Golden Reach. It's a courtyard my ancestors built when we first arrived to this land. Every one of these statues was built from molted Aztec & Mayan gold when we first colonized the land... Of course after a time we lost control of these lands and were forced to flee the region and as a result we brought these figures with us and much of the original Palace was looted. Once we returned centuries later we rebuilt the Courtyard to resemble it's original architecture." King Enrique would lead the President into the Palace proper and escort him into a meeting chamber fit with comfortable chairs and a plethora of modern furniture. "This is of course a modern area and expansion to the Palace at hand. But with that said... let us begin."

King Enrique would sit in a chair at one end of the long-table and await the opening statements of the Californian delegation.

"I wholly agree your Excellency, that meetings between lesser officials wouldn't lead to desired results." Farren replied, "I must admit this is fairly impressive Palace."

Farren would notice all the details of the Palace, and indeed it was very beautiful. Gold seemed to everywhere Farren thought, but indeed, it had the true showings of a monarchy. The saying, "A place fit for a king." didn't ring any truer than here in King Enrique's palace.

"Well, your Excellency. I would like to be begin on talking about Southwestern California. My administration is aware of the history of the region and we ourselves remember our parents talk about the era of the Tahoe Republic encompassing most of the Western North America. We are proud of that history in today's California and most of us in the government desire the return of that era. I digress though, we are more moderate in our ways than from the historic nature of Tahoe. Enough with the history lesson though, we know Southeastern California was part of Tahoe at one point, with Los Angeles and to San Diego. I wish that maybe it is possible to reunite California once again through peaceful means.

It maybe too much to say at this point, as I understand our relations are relevantly new. California, regardless of that matter, to develop relations with our neighbors. We see New Spain as a stabilizing force in the Americas, and as a start to our relations would be to put forth a treaty of economic cooperation and non-aggression." Farren mentioned.

It is true that Tahoe once ruled wide stretches of land that encompassed Spanish controlled southern California. But such as it was it seemed a bit much to hand over such a wide expanse of land to California at a first meeting. Nonetheless Enrique continued to listen to the request and was delighted that even President Farren recognized how far of a stretch the request would be. Enrique however was more then pleased that they shared a similar thought in regards to furthering their economic ties. As both nations had numerous interstates connected with one another that was a source of much income for both nations.

Enrique would nod and reply. "I am not exactly very keen on handing over the south of California over to you at this junction. That isn't to say it's entirely out of the question in the future but rather just not at this moment. As you yourself noted, we haven't had very much communication between our states and if I might be so truthful; I'm not yet sure what to consider California. A regional friend or foe... it remains to be seen. I am however more then certain that an economic pact and treaty of non-aggression is a great first step towards formalizing relations between our countries. As time goes on and our nations become further acquainted with one another we may return to the issue of Southern California." Enrique would comment. "If I may ask, what is your opinion of the American-Nationalist sentiment that was so very prevalent at the American Forum. My representative Ignacio de Soto reported it seemed to be very strong with the states present... I wish to know if California is counted among those sharing these views?"

"Indeed your Excellency, our request is much to ask in our initial meeting. I suggest we select a non-partisan group of people from both of our nations to gauge sediment of a united California in the interim. Then in a year's and half time, we should meet again to discuss the results. (OOC: month and a half, IRL) I should inform you we have close ties with Tianxia, which is also a close ally with your nation. The development of California and Tianxia ties does spawn from the historic ties to this region through Tahoe. My administration has jump-started that relationship and currently have defensive contracts with them to upgrade our fighters. I would say, we're closer to being friends then we both think." Farren told King Enrique.

"Indeed, it was rash to have these lofty expectations at the American Forum, the proposal is straight-forward and simple to help develop our relationship towards the future. I'm sure you've have transcripts from the Forum your Excellency, so I'm not to going to lie about what my Secretary of State Kevin O'Malley said. The American-Nationalist sentiment was indeed strong in the Forum, so much so that the Louisiana Federation took the words into action. I'm not directly against American-Nationalism, but using war to promote this view in our opinion is foolhardy, and we seek to diplomatically address this issue.

My assessment of the Kuklos Confederacy in ending American colonialism with economic unity would only strengthen the position of Tianxia and Athens holdings in North America. I think taking care of the hostility within the newer nations promoting American-Nationalism would be nations like yourself, Canada or Pravus Inguro to address these concerns diplomatically if possible to reduce the foreign footprint. This is just my opinion, as an action, California's options are non-existant. Honestly, we're just against the large swaths of holdings in North America, just like foreign bases and such. They can spread their influence through any of nations here, I don't oppose that, it allows those under their control in the various holdings here perhaps better to determine their freedom. As far as I know, they probably enjoy the governance, safety and benefits from those nations. I understand your nation and Pravus Ingruo are allies to both Athens and Tianxia, as we are as well with Tianxia. However, California is more concerned about promoting regional security through development of relations and globally, expand trade to foreign nations outside of the Americas.

Our limitations is that our view is regional, although that view is really a Hemispheric view as I define region. We simply don't have the desire or will to have a big scheme of global partnerships at the moment.

A good minority of California's population have negative views on foreign colonialism here in North America, I don't see anything wrong with that, it's been a historic thing since a version of America for Americans like doctrine issued by Tahoe many years ago. It has has always been a part with the populace of California. It's not going to stop us with interacting with Tianxia or Athens, it's an important realization for many Californians. I hope this clarifies California's position on this manner and is still positive to you, your Excellency." Farren explained.
