Airbase Survivability Program

In its early days of the nation's existence the Air Force embraced measures to ensure the survivability of base operations in the event of an attack due to the more pressing geopolitical atmosphere of the time.  Since then the nation and the Air Force grew rapidly and standards were relaxed to accommodate.  Now the Air Force operates a total of 102 major air bases (defined as having the on hand command and logistics capabilities to operate at least two squadrons of aircraft) and the Navy and Marine Corps operate another 11.  This does not include civilian airports being readily capable of supporting military aircraft if required which easily number in the dozens, if not hundreds.  As it stands, the only air bases currently classified as semi-survivable are less than a dozen on the east coast.

 

The new initiative provides funding to upgrade air bases to the current, updated survivability standards.  Standards for a hardened aircraft shelter are to be capable of withstanding a direct 2,000 lb armor piercing bomb or cruise missile hit and offer protection against nearby nuclear strikes and electro-magnetic weapons while also providing climate control features and being able to operate in an NBC environment.  Shelters are to be provided for each combat aircraft permanently assigned to a base at the bare minimum, with high risk areas receiving the best upgrades first.  An interesting development is a new design for large aircraft such as strategic bombers, tankers, and AWACs aircraft.  It is able to accommodate up to 12 large sized or 36 fighter sized aircraft and is capable of withstanding cruise and ballistic missiles with penetration warheads.  Such shelters will be constructed to provide protection for larger combat and mission critical aircraft.

 

Hardening measures also include the critical base and logistics components needed to direct, coordinate and maintain air operations such as command and control, fuel and munitions dumps, airfield and taxi-way repair, etc.  The current standards generally vary.  Airfield repair capabilities are overall excellent with base maintenance and repair personnel well trained and equipped to deal with and clear battle damage.  On the other hand most bases have large above ground fuel and munitions depots.  As such measures will be taken to appropriately disperse fuel and munitions supplies around bases in hardened underground storage facilities using materials and techniques much like the hardened aircraft shelters.  Command and control assets will be hardened with survivable command bunkers able to coordinate control of aircraft and base operations.  Other measures to be implemented include expanding the length of airfields in excess of require lengths as well as the implementation of redundant taxiway pathing and auxiliary taxiway runways. These steps will ensure that air force bases can survive heavy conventional or WMD attacks and maintain the ability to operate aircraft.

 

Alternate basing was one of the measures initially adopted by the air force for survivability.  The American Commonwealth has one of the most extensive highway and road systems in the world and the ability to use them as alternative air strips is valued.  Numerous appropriate sites are available to sustain aircraft operations and they have been surveyed and noted, providing many dozens of potential alternate bases for combat aircraft.  They will be prepared during local highway "maintenance" to be able to operate jet aircraft in order to have the sites remain secret.  If activated they can be readied in 24-48 hours for flight operations.

Project Constellation

Space based satellite assets form a critical component of the nation's war-fighting capability, ranging from navigation information, to reconnaissance and communications capabilities.  Recently these assets have degraded to the point where replacement is required to maintain these important capabilities and the Air Force's satellite program has developed these replacements.

 

GPS II

The Commonwealth's new Global Positioning System will truly be a global satellite system unlike the current GPS satellites used inherited from various nations and cobbled together.  The new system will consist of 36 new satellites in continuous orbit around the globe and will be able to provide more accurate data than the previous system.

 

SBSSS

The Space Based Space Surveillance System is a satellite network capable of monitoring other orbital objects.  Its mission is to provide continuous coverage of satellites and space debris in orbit to NASA and the Air Force Space Surveillance Network as well as being able to track ballistic missiles during their midcourse flight phase.   The SBSSS satellite has a 2.4 megapixel image sensor with backup infrared capabilities mounted on a gimbal, allowing for a wide range of movement without having to move the satellite itself.  Data can be sent directly to ground control centers or relayed through communications satellites.  The planned fleet size of 12 satellites should be able to provide enough coverage to track most, if not all, space objects in orbit at least once a day. 

 

KH-3/KH-4

The KH-3 and KH-4 surveillance satellites currently used by the Air Force are still highly capable but are nearing the end of their life spans.  As such new KH-3 and 4 satellites will be launched to replace them which feature some minor improvements and modifications to the optical and radar sensors.

 

NSS-2

The new Naval Surveillance Satellites are similar to the NSS-1s but have completely new systems.  The NSS-2 supports a SIGINT sensor suite and operate in trios to accurately triangulate signals emissions from naval vessels.  It also has a X-band surveillance radar system for target confirmation and tracking.

 

MILSTAR-3

The next generation of MILSTAR communications satellites, the MILSTAR-3 boasts improved communications capabilities and capacity, being able to relay communications not just from earth but from other satellites orbiting earth with a clear line of site to the satellite. 

 

EWSS-2

With the purpose of providing early warning of ballistic missile launches, the EWSS-2 offers improved capabilities over its predecessor and is able to provide early warning for IRBMs and TBMs as well as normal ICBMs.

Ambassador: Since both our governments are secular capitalist in nature, we are hoping the American Commonwealth sees it in it's interest to provide aid to another capitalist government in it's hemisphere that has come under siege by radical terrorists.

Our government would be glad to work out some future payment plan, once the situation and economy re-stabilizes. We estimate anywhere between three months to a year, but are confident that it will indeed rebound and stabilize.

With the petering out of hostilities, Commonwealth troops would be dispatched to Mexico and Central America due to the fall of Tikal.  As per standard procedure, vital infratructure and military facilities would be secured.  Military equipment, weapons and munitions would be removed and sent back to the Commonwealth.  Aid and supplies would be provided to areas in need of it while special teams would begin the process of assisting the local populations with forming their own governments.

In the aftermath of the Canadian Conflict, the Armed Forces of the American Commonwealth has ordered a thorough review of its performance in the war, issues that appeared, and recommendations to improve its capabilities.  In the meantime deployments of Commonwealth troops around the continent were ongoing.  Troop strength along the border with the Laurentienne Union were drawn down to 200,000 in order to provide an ease to post war tensions and fears of excessive border military activity.  Another 200,000 were stationed in Canada in the west but were mostly spread out maintaining order and providing aid and assistance in the protectorate.  Some 400,000 troops were maintaining order in Mexico while the, roughly, remaining 200,000 troops would revert to peacetime duties at their various bases around the country.

Military Infrastructure Assessment

 

Canada

The American Commonwealth Armed Forces are the primary force responsible for the defense of the Canadian Protectorate along with providing policing forces and assistance to the civilian administration of the Protectorate.  In order to support these operations and simplify logistics the establishment of over 30 permanent Joint Bases throughout the Canadian protectorate.  As most of these bases are already hubs for activity in the regions the establishment of permanent facilities doesn't have to start up from scratch.  While the base layouts will vary depending on variables like mission needs and terrain, at minimum they will be able to host a brigade of troops and the airbase facilities to host at least a full wing of combat aircraft along with support aircraft, with additional surge capabilities.  Several will also host minor naval and coast guard facilities.  Road infrastructure will be expanded to service these bases with a more effective logistics network.

 

In addition to this an northern early warning line will be established with numerous autonomous long range, early warning radar sites operating and feeding data to the National Air Defense Command.  Using the old North Warning System, the radar network will be expanded in scope and depth to allow full and redundant coverage of the entire protectorate area and the arctic in accordance to standards of the NADC.  In addition to this the network will have the ability to track ballistic missiles at long range.

 

Mexico

The same basing measures will take place in the American Commonwealth Mexico/Central American Protectorate, with the establishment of over 30 Joint Bases, either new or using existing facilities.  At the same time though several areas have opted to join the Commonwealth as territories, including the islands of Cozumel, Coiba and the archipelagos of Islas Marias and San Andres.  These areas will have permanent major military facilities established.

Command Restructuring

As per recommendations from several studies and working groups the over arching command structure of the American Commonwealth military has been completely reorganized from separate commands for the different branches in given areas of operation to integrated Unified Combatant Commands with responsibilities over their respective geographical areas.

 

CENTCOM

The American Commonwealth Central Command encompasses the entirety of the Commonwealth proper and is directly responsible for the defense of the majority of the nation.  Due to the primacy of its mission it has the majority of ground and air based combat assets available to it of all the Combatant Commands but these forces are also able to rapidly reinforce the other commands when needed.

 

NORTHCOM

The American Commonwealth Northern Command is responsible for military activities in the Canadian Protectorate, Greenland, the Arctic and North Atlantic.  Considered the most important command after CENTCOM, the Northern Command has a large proportion of the military's naval assets and a large amount of air and ground forces. 

 

SOUTHCOM

The American Commonwealth Southern Command is responsible for military activities in the Caribbean, Mexico, Central America, South America, and the South Atlantic. 

 

PACCOM

The American Commonwealth Pacific Command is responsible for military activities in the Pacific Ocean.  It is one of the smaller commands due to the lower priority currently placed on the Pacific area of operations.

 

EXCOM

The American Commonwealth Expeditionary Command is responsible for military operations beyond those of the existing Commands.  Due to the fact that the Commonwealth lacks bases or military facilities outside of the other Commands, the Expeditionary Command is responsible for contingency planning and operations in the rest of the world.

Redeployment

With the expansion of American Commonwealth air and naval power and the general improvement of the overlying command structure, a shift in unit deployments has been made.

 

The North Atlantic, one of the primary areas of operation, will see an increase in assets that have been forward deployed.  At any given time there will be up to five carrier battle groups on station.  Forces on Greenland will be increased with the addition of four full fighter wings, a light infantry division, a marine expeditionary force, an armored brigade, and numerous support and miscellaneous assets.  Naval units deployed to Greenland will consist of two submarine squadrons, a destroyer squadron, numerous corvette and fast attack missile boat squadrons and an amphibious ready group. 

 

Due to the Commonwealth's ability to project major land based air power in the region, the previous carrier battle group stationed in the Caribbean was transferred to the North Atlantic.  Cuba will see the addition of four fighter wings, a marine expeditionary force, an airborne division and a mechanized infantry division.  Naval assets to be based in Cuba will consist of two submarine squadrons, and numerous corvette and fast attack missile boat squadrons and an amphibious ready group. 

 

Forces deployed to the Pacific on the West Coast will remain at a single carrier battle group and a marine expeditionary force along with the normal deployment of army and air force units.  Forces deployed to the South Atlantic on a permanent basis have been eliminated, with the previously deployed carrier battle group on station in the North Atlantic instead. 

 

Deployments of ground troops will remain static in Canada and the Arctic with no additional ground units being deployed as the current amount has been deemed sufficient.  It will see an increase of some six fighter wings along with tanker and AWACs assets to support the Northern Early Warning Line.

To: The Department of State of the American Commonwealth

From: Hannah H. Hazelwood

 

To whomever it concerns,

 

After we handed over Mme. Arnault-Delareux a few months ago, we have not yet heard anything from her since. In the name of Her Majesty the Queen and in my function as Inspector general of the Armed Forces, I was tasked with the duty to contact you, so as to request a visit with Mme. Arnault-Delareux, so as to make sure she is afforded humane treatment and still well. As Mme. Arnault-Delareux is still a subject of the Faraway crown, mistreatment of her person would have severe repercussions for our foreign relations.

 

Additionally, we would ask the Commonwealth to stop holding Mme. Arnault-Delareux without proper trial and conviction, as such unlawful detention of a Faraway subject is causing great strain for our foreign relations. It would be great if the american Commonwealth not curtail the rights afforded to Mme. Arnault-Delareux' person by the Bill of Rights that the Commonwealth so cherished, lest it wants to further the frustration of Faraway authoritarianism with the young democracy.

Diplomatic Response

Ms Delareux is currently being held in a separate maximum security wing of the American Commonwealth Disciplinary Barracks at Fort Leavenworth along with the rest of the detainees from Faraway.  Rest assured they are being treated well, their accomodations may be a bit sparse but they do not lack for basic necessities or dignity.  While communications by prisoners in such facilities is usually severely restricted we are amenable to a representative from Faraway to come by and visit the Faraway detainees.  Tribunal dates for the prisoners have been scheduled, some are currently ongoing, and Ms Delareux's trial will be the last to take place as she was the last to be turned over to our custody and processed.  The Faraway Foreign Ministry will be notified as to the results of the proceedings but may send an observer if it wishes.

Naval Expansion and Development Program

In line with its ship construction program, the Commonwealth Navy has commissioned the first of some twenty new submarines of new and improved design to meet the needs of its submarine force for the projected future.

 

Naval Development Projects

 

Virginia class SSN

The current five Virginia class nuclear attack submarines are being retired and replaced by new Block V Virginias with the Virginia Payload Module.  Improved sonar arrays and systems upgrades will be accompanied by the replacement of the individual VLS cruise missile tubes with two large modular multipurpose vertical multi-purpose tubes, able to carry anything from an SLBM, UAV/UUV, or up to seven cruise missiles, or any other weapon compatible with the Mk 41.  An extra midsection addition to the submarine will add four more tubes, providing the new Virginia class submarines with enhanced strike capabilities.  The five new submarines replacing the originals will be supplemented by another five new boats to further expand the submarine force.

 

Hammerhead class SSK

The Hammerhead class submarine is the Commonwealth Navy's replacement for the Barracuda class conventional submarine.  While effective submarines, the Barracudas design is aged and their limitations necessitated they be deployed closer to shore than nuclear powered submarines due to deficiencies in range and patrol endurance.  The result being an submarine primarily relegated to littoral and offshore patrols.  The Hammerhead class seeks to rectify this by combining the effectiveness of a conventionally powered submarine with extended endurance.  At 4,000 tons displacement, over twice that of the Barracuda it succeeds, the Hammerhead is able to operate on patrol for up to 80 days from its onboard stores and fuel, almost rivaling that of a normal SSBN deployment period, with a patrol range of over 10,000 km.  The advanced Air Independent Propulsion System permits it to remain submerged for up to four weeks while producing virtually no acoustic emissions.  To enhance its stealth, the Hammerhead possesses the latest in acoustic and magnetic stealth technology with advanced anechoic coatings, machinery stealth mounts, advanced propeller design and degaussing of the entire ship to eliminate its magnetic signature.  The high strength steel hull is the same as found on the latest nuclear attack subs, permitting the Hammerhead to dive just as deep.  Weapons systems consist of traditional torpedo tubes and a shortened vertical multi-purpose tube as outfitted on the new Virginias allowing the Hammerhead an extra variety of options in payload and function.  To further enhance its capabilities and to simplify development and logsitics, the Hammerhead is equipped with the same advanced sensors and battle systems as the new Virginias.  The end result is an deadly ultra quiet disel sub with the endurance of a nuclear boat, able to operate effectively in a variety of environments ranging from the littorals to the open ocean.

With news that the Faraway government had collapsed again, Commonwealth troops would move in to secure Faraway territory.  Initial emphasis was placed on securing high value government, utility and military infrastructure.  Military facilities would be secured and their weapons and equipment stockpiles sent back to the Commonwealth for secure storage.  Special forces units would have the task of securing and detaining the upper tiers of the former Faraway government and military for debriefing.  Critical power and water infrastructure points were also secured to continue providing these services to the population while Civil administration teams would assess and work to limit the deterioration of governance and order with support from the Commonwealth military.

Defense Development Projects

 

Mobile Missile Container System (Top Secret)

The Mobile Missile Container System was developed as a clandestine measure to enhance coastal defense and strike capabilities.  Relatively cheap, the MMCS uses standardized shipping containers able to hold up to four long range cruise missiles while being able to operate and launch independently, relying on off-board sensors and targeting information.  The system is modular in nature and able to operate a variety of cruise missiles while being very mobile and generally undetectable.  In addition to being an offensive weapons, the usage of the MMCS as a defensive tool mounting a larger amount of SAMs instead of cruise missiles is also available.

 

Tethered Aerostat Surveillance System

The Tethered Aerostat Surveillance System was developed to add an additional layer of detection and target acquisition against low level aerial threats such as aircraft and cruise missiles at low cost as part of the Low Cost Cruise Missile Defense Program.  Able to remain aloft for long periods of time without needing maintenance, the TASS can detect threats over 500km away and relay the information to battlefield and air defense units for targeting.  It is also able to monitor the movement of ships and ground vehicles.

 

Miniature Air Launched Interceptor

Based on the ADM-160 MALD currently in service with the Air Force, the Miniature Air Launched Interceptor was designed as a low cost and effective solution to defeat large cruise missile attacks as part of the LCCMD Program.  While more capable models are being developed, the baseline model possesses cooperative engagement capabilities and is provided mid flight guidance to the target via data-link from the launching aircraft or off board sensors and initiates its terminal attack using an IR seeker.  The MALI is able to achieve and maintain supersonic speeds to intercept its targets and is maneuverable enough to engage most air threats other than high performance aircraft (including UAVs and helicopters).  The MALI is a much more economical counter to lower performance threats, costing less than 10% of an AIM-120 AMRAAM, while being able to mount three missiles on an aircraft hardpoint allowing for a single aircraft to engage a larger amount of threats.  Further development is ongoing to field a ground launched version and to enhance its performance at minimal cost increase.

Aviation Development Program (TOP SECRET)

The Commonwealth Air Force has put forth in its upcoming budget initial funding to determine the feasibility of developing several new aircraft.  The first is an advanced next generation bomber aircraft program that will be able to replace the B-2 and/or B-1 bombers currently in service.   Also to be considered is an advanced 5th Generation fighter to supplement and, eventually, succeed the F-22 Raptor currently in service, improving the F-35 fleet and/or development another aircraft to supplement them.  Other considerations will be to examine feasible improvements to enhance the performance of the Air Force's A-10 and F-15SE aircraft.
