[size="5"][u][b]A Brief History of Vaule[/b][/u][/size]

[b]Introduction[/b]

Although the Serene Republic of Vaule has a short history, its predecessor states have a long and complicated history spanning more than 280 years. The emergence of the first unified Vaulian state occurred with the signing of the Treaty of Zemlya in 1675. The treaty merged the various Vaulian feudal kingdoms into a single kingdom under the leadership of Stefan IV. Imperator Stefan quickly consolidated his control over the Vaulian Kingdom and expanded its territory to the east, earning him the nickname Stefan the Conqueror.

With the rapid eastward expansion of the Russian Empire in the early 1700s, the Kingdom of Vaule came under immense pressure to join the Russian Empire. The Imperator skillfully managed to maintain Vaulian independence through diplomatic means for several years, however the inevitable happened as the Russian Empire continued its eastward march. Poorly equipped Vaulian forces were no match for the Russian Army, which quickly overwhelmed them.

[b]Russian Revolution and onwards[/b]

Despite periodic rebellions, Vaule remained under the control of the Russian Empire for the next 200 years. Significant Russification occurred, however most Vaulians managed to hold onto some aspects of their cultural identity. Most notably, the Vaulian people managed to preserve the Vaulian language which was not recognized by the Russian Empire. In 1917, the Russian Revolution led to a sudden weakening of the Russian Empire’s ability to enforce control over far flung regions of the empire, including Vaule. Sensing an opportunity, a group of eight Vaulian intellectuals unilaterally declared Vaulian independence.

The declaration led several military units that were dominated by ethnic Vaulians to mutiny in support of the newly declared Vaulian Republic. These troops led an assault against the main Russian military garrison in Vaule and quickly overwhelmed the soldiers stationed there. After a period of two months of fierce fighting, the Vaulian Republic controlled only 15% of the territory of Vaule and was rapidly running out of military supplies.

The creation of the Vaulian Republic also caused a massive schism in Vaulian society between those who insisted that the fight for independence was necessary and inevitable, and those who believed that Vaulian independence could not be sustained without Russian approval. Historians argue that this schism, as well as divisions between the members of the Vaulian government, led ultimately to the failure of the Vaulian Republic. Seeing the situation as the opportune moment to strike, the Bolsheviks and their Vaulian allies reasserted control of the region and removed the government of the self-declared Vaulian Republic. In a move which would have consequences for several decades into the future, the Bolsheviks received military support from the Buryatians (then called Outer Mongolians) in crushing the Vaulian Republic. This created a deep resentment between the ethnic Vaulians and Buryatians in the region.

[b]The Soviet Union & Independence[/b]

With the creation of the Union of Soviet Socialist Republics (USSR), Vaule became an autonomous Socialist Republic called the ‘Vaulian Soviet Socialist Republic (VSSR), a status it would retain until 1985. Although under the Constitution of the Soviet Union, the VSSR would have substantial autonomy, including the power to leave the USSR, in practice the region was directly governed by the Soviet Politburo.

In 1985, the nation of Vaule again decided to seek independence. Against the backdrop of Glasnost and Perestroika, Vaule began gradual steps towards unilateral independence. These steps included obtaining the full support of the Vaulian Orthodox Church and the creation of a parallel military command structure, the Vaule Resistance Army (VRA). Despite the extensive preparations, the VRA lacked experienced military commanders and faced several major setbacks even before fighting began. Despite the setbacks, the VRA made a unilateral declaration of independence in February 1985. The declaration would spark two years of bloody conflict in which tens of thousands were killed and more than two million people were displaced.

By March 1987, Soviet troops had managed to reassert control over 2/3 of Vaulian territory and to deal a crippling blow to the VRA. The VRA struggled to regroup and could no longer mount a conventional military campaign against the Soviet military. By June 1987, the VRA could only maintain a low level insurgency against the Soviet troops occupying the region. In July, the Soviet Union declared victory over the VRA and installed a new pro-Soviet government led by Mikhail Khudorozkina.

[b]The Turnaround[/b]

Although Khudorozkina was a communist strongman, the Soviet Union underestimated his desire for political power. While the Politburo believed that he would maintain Soviet control of Vaule, they did not understand that he would never be content being the regional party leader of a single Soviet Republic. Believing that the Soviet Union was rapidly becoming unstable, Khudorozkina saw himself as the right person to lead an independent Vaulian state. Buoyed by this desire for power, Khudorozkina began organizing clandestine arms transfers to the VRA.

In 1989, a rearmed and reorganized VRA led a massive uprising against Soviet rule. Unlike previous uprisings, there was massive civil support, as well as a carefully planned military strategy. The most significant boost for the VRA’s campaign was the defection of General Mikhail Zhukov who became the VRA’s military commander.

With the sheer determination of the VRA, and the overconfidence of the Soviet military forces, the VRA managed to fight the Soviets to a stalemate in 1990. As the casualties mounted on the Soviet side, the government began to reconsider their military offensive and their objectives in the region. At this stage, with the political will of the Soviet government faltering significantly, General Zhukov gained a critical military victory in the Battle of Ulla-Ude, which decisively turned the tide against the Soviet forces.

By December 1990, the VRA managed to repel Soviet forces from just over 2/3 of Vaulian territory. Faced with the prospect of another defeat on the scale of their disastrous war in Afghanistan, the Soviet government ordered the withdrawal of their forces from Vaule. At this point, the Soviet Union recognized Vaulian independence de facto, however made no official statement of recognition.

[b]Independence Era[/b]

As soon as Vaulian independence was recognized, Mikhail Khudorozkina quickly shed his Communist affiliations and sought to portray himself as an independent leader. In the first national elections held in Vaule, Khudorozkina was swept to power with overwhelming electoral support. Three months later, however, Khudorozkina declared himself President-for-life and halted steps towards further democratization of the country. He gradually consolidated his control over the various branches of government until he reduced the Legislature and Judiciary to mere mouthpieces of the Presidency.

On the international scene, Vaule became increasingly isolated as even nations who recognized Vaulian Independence began to distance themselves from the Khudorozkina regime and its increasing authoritarianism. The longer Mikhail Khudorozkina remained in office, the more isolated and detached from global affairs the nation became. With international attention elsewhere, Khudorozkina began a massive purge of both the clergy and the government of any individuals who were thought to be less than absolutely loyal to the regime.

In June 1991, Khudorozkina initiated his most dangerous plan so far. In an attempt to promote Vaule’s ailing industry, President Khudorozkina signed a decree beginning the ‘Vaulian Self Sufficiency Initiative’. The initiative immediately banned all imports of food and grain, in favor of local production. Almost overnight Vaulian agriculture was ordered to raise production output by 426% in order to meet demand.

The rapid change in agricultural policy, just months before one of the harshest Siberian winters on record, created a disaster on a massive scale. Imports remained banned while local food production was completely unable to keep up with demand, let alone retain food stores for the winter. Despite being informed of the situation, and repeatedly warned of the looming catastrophe, President Khudorozkina insisted that the program would continue unabated. As a consequence of the initiative, at least 312,000 Vaulians starved to death in the winter of 1991 alone.

In the face of this disaster, Khudorozkina refused to change course and denounced the mounting death toll as nothing more than propaganda. Faced with mounting pressure as true death toll became apparent, Khudorozkina became more paranoid and suspicious of those around him. By February 1992, at least 9 government officials were executed for treason on Khudorozkina’s orders.

[b]The Zhukov Democratic Revolution[/b]

In May 1992, the situation deteriorated after an angry member of the Presidential staff decided to leak several letters and decrees signed by President Khudorozkina. These decrees included authorizing a massive campaign to cover up the casualties of the initiative. In one letter sent to the former Defense Minister, the President stated that the mounting casualties were “an unfortunate side effect in the reshaping of society” and sought to justify the initiative by suggesting that “no revolutionary leader ever completed his revolution without bloodying his hands a bit”.

The documents unleashed a torrent of public anger and anti-Khudorozkina sentiment. Fearing that the Parliament might attempt to move against him, President Khudorozkina dissolved the Parliament and proclaimed Martial Law in June 1992. Dispensing with even the pretense of democracy, President Khudorozkina ordered the deployment of the Army and Secret Police to crack down on dissents in an attempt to hold onto power. With the extensive use of arbitrary arrests and detention, Khudorozkina managed to remain firmly in power until 2006.

In March 2006, Vaulian war hero General Mikhail Zhukov emerged from retirement and ousted President Khudorozkina in a military coup. The coup was greeted enthusiastically by the population as soon as General Zhukov dissolved the Secret Police and restored democracy. The General also launched massive economic and political reforms which reshaped the Vaulian state. In September 2006, democratic elections were held which saw General Zhukov elected to the Presidency. In August 2006, President Zhukov signed a decree restoring the Vaulian monarchy, which until then had remained in exile.

President Zhukov’s tenure was marked by economic growth and a full transition from a Command to a Capitalist economy, and increased civil liberties and freedoms. President Zhukov also ended Vaule’s international isolation and established the country as a significant player on the world stage. During his term, President Zhukov also put down two rebellions. The first, by Khudorozkina supporters in Caledonia and the second by Buryatian separatists in Outer Mongolia. Shortly after these rebellions, President Zhukov was assassinated. He was posthumously awarded the title of Hero of Vaule First Class, as well as the Order of Vaulia.

[b]Vauleyo-Buryatia[/b]

In 2009, the nations of Vaule and Buryatia signed a landmark agreement, the Treaty of Union. This treaty established the Socialist Union of Vauleyo-Buryatia as a federal state and a formal union between Vaule and Buryatia. The union fell victim to nationalism and other political consequences and was soon dissolved in favor of a Commonwealth.

The Serene Republic of Vaule was formed as the successor state to the Socialist Union of Vauleyo-Buryatia.

The government of the Serene Republic is structured along the lines of a Parliamentary democracy with a strong, executive monarchy. The government consists of a Bicameral Legislature, a partially-elected civilian judiciary and an executive monarchy. At the regional level, individual cities and regions possess some amount of regional autonomy which is exercised through regional councils.

The Senate of the Serene Republic of Vaule is the upper house of the Parliament. While the Senate has authority to review most legislation passed by the Parliament, the national budget is enacted solely by the Parliament. The 100 member Senate is appointed as follows:

Under the terms of the Treaty of Zemlya (1675) and each successive constitution of Vaule (except for the VSSR period), any powers not explicitly granted to the civilian government of Vaule shall reside with the Imperator. Unlike a Constitutional Monarchy, the reigning Imperator/Imperatrix of the Serene Republic has several sweeping powers over government and administration. These powers are determined by a combination of Constitutional and Religious law, as well as established precedents.

The position of Imperator/Imperatrix is highly respected in Vaulian society and is often seen as an important pillar of stability in a country that is notorious for unstable governments and military coups d'etat. As the Imperator is thought to be the 'living personification' of the state, Vaulian law significantly prohibits any action which is deemed to be 'a direct insult to the Crown or institution thereof'.

The importance of the Office of the Imperator was outlined in a famous quotation by former President Yuri Rokossovsky:

The Army of the Serene Republic consists of a combination of professional soldiers and a small portion of conscripts. As the main ground force of the Serene Republic’s military, the Army is tasked with defending the Serene Republic and her allies from any threat, be it internal or external. The Army, like all other service branches, is divided into eight relatively autonomous military districts.

As a part of the Serene Republic’s mandatory education program, preliminary military courses are taught in all high schools. A highly trained team of coordinators, psychologists and military trainers evaluate the performance of all students and issues invitations to join the military training program to the top 10%. Those who accept the invitations are put through a rigorous 3 year training program before being permitted to join the Army. On average, only 35% of those who begin the 3 year program meet the requirements to join the Army.

The Navy of the Serene Republic consists of a combination of professional soldiers and conscripts who receive their training at the Peter the Great Naval Academy in Sygh-Varthys. The Navy is tasked with the defense of the territorial waters of the Serene Republic and her overseas territories from all threats.

The Navy is divided into two main fleets: The North Siberian fleet which is based along the north coast of the Serene Republic and the South Siberian fleet which is based along the south coast. The North Siberian fleet is headquartered in Severnaya Zemlya, while the South Siberian fleet is headquartered in the Yuktobania Autonomous Community (YAC).
