OOC: Just a quick reminder people, if this goes to a war it needs to be planned out first.
OOC: There are no such thing has "needs" to be planned. Still, I'm not someone to just declare out of the blue, although it would be nice if Rotavele would damn reply to my PM.

We asked for the surrender of a government official who admitted to being a leader of the Yaza Hajin. How much more diplomatic can we get? Politely send some tea and cookies and invite Tafadzwa to dinner over coffee and beef?
Two trays of cookies would be sent to the believed locations of Tafadzwa and Al Dei (plus a third tray sent to Tafadzwa and addressed to the third mysterious Triumvirate). A hand written note included in each tray, signed by Fleet Admiral Vito Canales of the 1st Carrier Group, encouraged each Triumvirate to resign their position and position in the government if applicable, and surrender to the Grand Papau armed forces.
OOC: Al Dei and his leadership as well as Tafadzwa's was in a private classified thread. Please remove this immediately.

It seems some governments have a reading comprehension: We have specifically said we will work with the neighboring African countries before taking action. Is it just us, or are some governments so incompetent and possibly guilty of being trigger-happy to think we'll be starting a bloody conflict without having exhausted all measures?

*Announcement from Grand Papua*

Grand Papua, seeing that Tafadzwa did not surrender herself despite the supposed surrender, declares a state of war with Tafadzwa and her hideous Yaza Hajin cronies.

*Movements*

Immediately troops and tanks began landing all long the coast, while the military police who had already landed at Lagos began mass arrests of former government officials still staying in the capital. Intensive interrogration methods would be used to find the location of Tafadzwa. At the same time, the main airbases of the country near the coast were occupied to prevent the country from possibly launching strikes, while patrols from the carrier in forms of drones, fighters, electronic warfare aircraft kept the bases further inland under constant eye. The neighboring African countries, who had already given permission for arrests, were notified of Grand Papua's actions.

Enough patience had been wasted on the war criminals. It was now time to strike with the hammer of justice.

Public Announcement:

At this time, Selenarctos announces the start of a police action within the state and region of Najambia in support of the Grand Papuan counter-terrorism expeditions.

Classified:

With a declaration of action, the ships and planes of the 1st Carrier moved to full combat alert. At this readiness level, Najambia military vessels would be fired upon and sunk or destroyed upon contact unless they satisfactorily surrendered to allied military forces first. Belligerent vessels within Najambian waters or civilian vessels registered to Najambia would be given an opportunity to turn around before being fired upon if they did not comply.

Satellite resources in low earth orbit were maneuvered to provide increased coverage over West Africa and analysis groups in Manila would use the information available to search for anti-aircraft and anti-missile emplacements, as well begin to monitor for movements by government officials. Relevant information would automatically be forwarded to the SS Manila and the Grand Papuan military.

Finally, the 1st Carrier Group would move position to just within the 200nm off the coast Najambia and hold position there. Timed with the landing of Papuan troops, the Polo-class escort destroyers would launch a barrage of 80 supersonic cruise missiles at airbases within Najambia if hostile fighters were launched and two squadrons of F-35 Strike Fighters (24 fighters) loaded for multi-role missions against air and ground targets would rally with Papuan counterparts to cover and support the landing troops.

*Announcement from the Royal Kingdom of Manticore*

"Grand Papua and Selenarctos forces are hereby ordered to cease military operations against Najambia immediatly. The Najambia problem shall be solved by African nations not by outsiders. All forces must stop military operations immediatly or we will have to use military force".

Manticore is not in any position to order Grand Papua around, especially since we are only making arrests of war criminals under the original surrender of Najambia. We shall leave once Tafadzwa and other Yaza Hajin leaders are apprehended.

OOC: BTW, iKrolm, just how did your forces come all the way to Africa that fast? Shouldn't they be considered on-route?

"We repeat. Stand down all your military operations immediatly. This is an African issue and shall be dealt as one".

At airfields across the Kingdom of Manticore strike aircraft were being prepared for take off. Ground crews rushed to fuel and arm the waiting F-15E strike fighters with air to surface Harpoon missiles as well as the F-16 multi-role fighters though these were being outfitted for air to air combat. All the pilots were being given mission details and many were nervous as this would be the first time they were to engage in actual combat with another nation.

It was never a purely African issue, as Manticore seems to hypocritically believes. Of course, perhaps it is an African issue only when it suits the interests of Manticore, like how the preceding country sold out Natal. Perhaps you should look at your own country before talking about others?

*Movements*

The EA-18Gs began to focus its mission on the Grand Papuan fleet, which had already docked at various ports of Najambia. Any attempted strikes at the ships would result in massive collateral damage, something that would only heighten Grand Papuan moral status in this conflict. Furthermore, the vast difference in technology would render most of Manticore's air force useless in the face of the superior electronic warfare which the Oceanians can bring to the airspace.

"Natal was not sold out as so many nations seem to believe Natal is under Manticore jurisdiction. Now we will give Grand Papua forces one last time to halt military operations, be aware we are asking only for you to halt military operations not to withdraw. If you wish to apprehend these war criminals then you can do so only after we have hunted them down and captured them. The choice is yours Grand Papua stand down or face war".

With the planes ready and the pilots briefed the first wave of aircraft taxied out onto the runways where they sat waiting for permission to launch from command. The first wave was made up of thirty F-15E fighters and twenty F-16 fighters, the second wave consisting of fifty F-16 fighters would be ready to taxi to position on the runways as soon as the second wave was launched, meanwhile the other waves would be in various states of preparation inside the hangers of the airbases.

We don't consider the sophism of hypocrites. Please do not force us to make widows.

*Movements*

With E-2Cs ready to track any attacks that might come from Manticore through the GUlf of Guinea or over Haven, the EA-18Gs prepared their jamming suites. powerful enough to shut down enemy fighters, especially those that are 20 years behind like Manticore's. The basic planned strategy was to crash any airborne objects coming from Manticore, and should those survive the initial electric warfare tactics, they would have been affected enough to not detect the air-to-air missiles which would be launched by the Grand Papuan fighters. This was not a battle: It was to be a simple massacre, if Manticore was foolish enough to send their young to their deaths.

No reply would be sent in response to Grand Papua as they had already made their intentions clear.

Across the Royal Kingdom of Manticore the aircraft of the first wave took to the air, leaving their airfields they would group up into smaller wings of three F-15E fighters and in the case of the F-16's into wings of four. These wings would all fly out to the coast of Manticore where they would all gather together and then as one large force head out into the ocean in the direction of Najambia. However, they wouldn't head on a straight north course instead they would curve out and around so they could approach Najambia from the west, even travelling at full thrust there would still be some time before they encountered the Grand Papua electronic warefare effects.

On the tarmac back at the Manticore airfields the second wave of F-16's would begin to taxi onto the runways as quickly as possible and by the time the first wave had reached the coast they were already beginning to take off whilst the third wave made up of only F-15Es would begin to taxi out of the hangers.

OOC: I posted the movements in my news thread: http://forums.cybernations.net/index.php?showtopic=65408&view=findpost&p=2891394
IC:

Public Broadcast:

Selenarctos asks that Manticore stand down and join us, rather attack us. We are not here to annex Najambia or enslave the African People, we are here on a counter-terrorism mission to remove the leadership of the Yaza Hajin: a group wanted by and/or on the terrorist watch lists of many nations.

We are more than willing to work together with African nations to combat the Yaza Hajin, as Grand Papua has already said on at least one occasion. However as no African nation has stepped forward to lead the effort, Grand Papua has taken charge and in that we support them. If you wish to put end the latest incarnation of the Yaza Hajin, then by all means we are willing to accept your assistance but firing on our forces would be a poor way to start.

Please note that entering the combat radius of our 1st Carrier Group will be considered an act of aggression and responded to as such.

Classified:

With incoming fighters form Manticore detected on radar, the F-35 Strike Fighters over Najambia would fall back and join up with an additional squadron of F-35 Strike Fighters armed for air-to-air combat. These fighters would provide cover for allied naval units if the Manticore fighters maintained a flight path over the sea, or meet them over Najambia if they headed to land.

OOC note: My factbook is wrong right now-- there are 4 squadrons of F-35s aboard the SS Manila plus 1 squadron of Predator C UAVs, not the 10 squadrons listed (I think that was supposed to be divided between two carriers? Not sure what I was doing when I wrote it...)

"To save lives we shall once again offer both Selenarctos and Grand Papua the chance to cease military operations. The Royal Kingdom is not asking for your forces to withdraw instead we just demand that both nations cease military operations at this time. We intend to send in our own observers and ground teams and we can not accept possible interference from forces outside of the African theater. Please stand down your forces until we have our own deployed in Najambia, if we require your help we shall ask for it".

Lagos, Najambia

Stettin looked over the various transmission records that were left behind, which included the false flag operation to make it as if the Najambia government had been cracking down on the Yaza Hajin. Finally she got what she was looking for: The order from Tafadzwa herself saying she was headed for a certain camp......

*Transmissions to Selenactos and Manticore*

This is Triest Stettin, commander of the Grand Papuan Expeditionary Task Force. We have reliable information that Tafadzwa is most likely in Gombe. I believe that since it is in the interests of all of us to capture her, we should form a joint force for operations. I shall order my men to limit themselves into the port cities where they have landed until our respective countries can fully deploy their forces into Najambia for coordinated actions.

"Command to all wings, break off and return to base. I repeat break off and return to base". Upon hearing this order the entire first wave and those aircraft of the second wave that had taken off turned around and headed back for their respective airfields. Many pilots breathed a sigh of relief at not having to go into combat though a fair few were angry at having been called off without even sighting the Grand Papua forces.

At military bases across the western seaboard of manticore a number of helicopter assault troops were being prepared for combat operations inside Najambia. At the same time tanks and army forces boarded a number of hastily converted cargo vessels and once these vessels were filled to capacity they steamed out of port and headed north to Najambia to join up with the Grand Papua and Selenarctos forces there.

*Transmission to Selenactos and Grand Papua forces*

"We have recalled our aircraft and we have decided to agree to work with both Selenactos and Grand Papua forces in finding and securing the Yaza Hajin command structure. We are sending a small ground force by cargo vessels as well as a helicopter assault group as well. These forces will disembark in Najambia and will work with both of your battle groups to defeat these terrorists".

The PRA would like to deploy a force of observers into the region while your forces are still active for humanitarian purposes. We would like to request permission and protection for these observers.

Reply to Manticore:

I thank you for your willingness to come to an agreement; it would be ironic to shed each others' blood in the common cause of preventing further bloodshed. I await the arrival of your forces and will accomodate them to the best of my fleet's ability.

-Fleet Admiral Vito Canales of the 1st Carrier Group

Reply to the PRA:

I thank you for contacting the Selenarctos forces, but defer the decision to Grand Papua as the forces in Najambia able to arrange security measures are theirs.

-Fleet Admiral Vito Canales of the 1st Carrier Group

Movements:

All three F-35 squadrons would begin landing on SS Manila where two would remain and the third once refueled would resume patrols over the Najambian coast. Additionally, three Predator C UAVs were launched to provide support over Gombe and forward aerial surveillance to the Papuan forces.

Stettin looked at the request of PRA and simply stated: "Tell them to send the observers". She then stood up, took out her handgun which was in the holster along with her jacket on the desk, and went to the basement. Several gunshots could be heard as she liquidated the few Yaza Hajin prisoners, whose corpses would be disposed of immediately through cremation.

*Official Reply to PRA, with copies sent to Selenactos and Manticore*

Grand Papua has no opposition to the observers being with anti-Yaza Hajin coalition that is being formed. We do ask that all nations participating either with military force or observers send a representative to Lagos for coordination of movements.

*Movements*

Gombe was under constant surveillance, six high-altitude drones and four E-2Cs patrolled the region. Every single vehicle movement would be tracked, making sure that the terrorists had only one way of escaping: By foot. In the meantime, a special strike force of three hundred Stoßtruppen was being prepared for operations in Gombe.

Though this operation would be using airforce and army personal the Royal Kingdom of Manticore military command sent a young female Commodore to Lagos. This young woman had proven herself through military exercises but had the misfortune to show up a number of higher ranking officers with more experience than her. In their anger they had sent her to Lagos fully prepared for her to fail at her first large scale command and in front of a number of foreign nations to boot.

Arriving in Lagos by military helicopter she would first check in with the commanders of the army helicopter assault force and after a quick briefing she had them already back up and in the air. Her plan was to have one transport helicopter with a fully armed squad of men searching the countryside and urban areas for any suspicious vehicles and equipment anything that they did find would be ordered to halt and the men onboard would search and apprehend any terrorists found. A pair of attack helicopters would escort each transport helicopter ready to engage any hostiles that might fire upon the transport or soldiers.

Entering the command and control centre of the Grand Papua forces the Commodore would ask for directions to the commander in charge before going to meet that person herself. Soon she would find herself standing before Stettin and with military precision she snapped to attention and saluted the Grand Papua officer.

"Commodore Honour Harrington reporting as per Grand Papua request" she stated smartly her eyes showing no hint of the apprehension she felt or the anger that she held toards those officers that had put her in this situation. Still she would not back down from her duties and those officers would soon learn about how much of a mistake it was to make her angry.

The representative of the Selenarctos contingent arrived in a helicopter from the SS Manila. "Captain David Weber, special envoy for the 1st Carrier Group," the well groomed man introduced himself. He was of Caucasian heritage, unusual in the heavily Filipino and East Asian-immigrant Selenarctos Armed Forces, but he'd grown up in the philippine islands speaking both English and Tagalog since birth.

"The Admiral sends his regards, but will remain aboard the SS Manila. In his place, I have been granted authority to speak for the Selenarctan contingent composed of the 1st Carrier Group and elements of the 1st Mechanized Division. This joint operation has the full support of the Admiral and the President of Selenarctos, and I speak for the entire Selenarctos contingent when I say we will do everything within our ability to see it through to a successful outcome."

Stettin received the other representatives and commanders in her office.

"Thank you for coming. I hope that we can get our mission done with minimum casualties and damages.

Our sources tell us that Tafadzwa is at the city of Gombe, inland in the dry regions. With inadequate access in infrastructure, it is likely that most of our operations would need to be comprised of airborne units, mainly fighters and helicopters. We should be able to establish forward bases around the state4 of Gombe for the deployment of troops. With Gombe currenly under lockdown, it is near impossible for our targets to escape, so one mission should be sufficient to end this conflict

Are there any suggestions? I wish to hear what might be said before briefing on how we should approach this mission."
