[u][b]Denver, Colorado:[/b][/u] In a referendum conducted by the Canadian Election Commission, an independent organization under the aegis of the Canadian Ministry of Internal Affairs, a considerable part of the population in the Special Military Administrative Region of Colorado (SMARC) voiced their desire to formally join the Canadian Confederation as a full-fledged province. The results of the referendum were as follows:

To become a protectorate of Canada: 21%
To retain the existing status quo: 5%
To become independent: 6%[/quote]
Midst a debate that had been ongoing for months, the Canadian Parliament voted by a small margin to formally ratify the result of the referendum, and to admit Colorado into the Confederation as the newest province. The Province of Colorado, centered in Denver, will be expected to send over a certain number of representatives to the unicameral Canadian Parliament as well to organize legislative elections for the bicameral Colorado Legislative Assembly.

The reasons behind the desires of the Coloradan population to join the Canadian Confederation has something to do with security, economic stability, and participation in their government.

For some time, the Coloradan people had been alarmed by the presence of a foreign colony right next door, and had opted to join Canada because they had viewed New Ottawa as a stabilizing - and comforting - presence in North America. The large number of troops stationed in Colorado has helped to provide a degree of comfort to the population. Next, Colorado had been an independent nation for a brief period of time under a different name, and the desire of the Coloradan people to assert their role in government found an outlet in Canada's political system, which granted each Province a considerable degree of autonomy. Finally, since the restoration of order in Colorado, the Canadian authorities had went to considerable lengths to restore the region's economy, working together with various federal government ministries, provincial government, and local interests to channel large amount of funds and capital into Colorado.

[u]New Ottawa, Capital Territory:[/u] Construction continues in the new Capital Territory as the central seat of government for the Canadian government begins to take shape. With priority given to the buildings housing the most vital organs of the new nation, including Parliament, construction of these structures is expected to be completed within the next month, with completion of the planned capital city of New Ottawa within the next year.

New Ottawa is the crown jewel of the Capital Territory, expected to house upwards of two million inhabitants, many of whom are the civil servants for the new nation. Two other cities, Foundation and New Canada, are also being built concurrently and are expected to be suburbs to the capital city and provide additional housing, services, and entertainment.

The Capital Territory itself is composed of Harrowshire Island (formerly Akimiski Island), so named for the nation which once inhabited it years ago. With Harrowshire's collapse the island was in a state of general neglect until transferred to Canada from the Ontario and Greenland governments to serve as the nation's capital. With its centralized location within the confederation and few previous inhabitants it was considered to be a more than ideal location for Canada's government. The Territory itself has a size of just over 3000 square kilometers of mostly flat and deforested terrain.

The Capital Territory's government will be led by a Governor-Mayor and will be a separate and distinct entity from the central government, responsible for the overall well-being of the Capital Territory and its inhabitants. Governed from the city of New Canada, the territorial government will have limited ruling powers however its inhabitants are represented in the Canadian Parliament and will be allowed to vote in national elections.

Alongside the construction of general infrastructure on the island, the Capital Territory government has approved a series of regional rail and subway lines to interconnect the three main population centers of the island and provide a convenient form of public transportation for its inhabitants. Dubbed the 'R', the subway in New Ottawa will be especially vital for the daily commute of the island's workers. The territorial government, in conjunction with the Ontario regional government, has also approved and started construction on a bridge to link the Capital Territory with the Ontario mainland, a distance of approximately 19 kilometers. Dubbed the 'Canadian Unity Bridge', it will serve as a vital link for trade and transportation between the capital and the various regions of the nation.

[u]New Ottawa, Capital Territory:[/u] Today marks the reformation of the Royal Canadian Mounted Police as the national and regional police force in Canada with the signing of the [i]Royal Canadian Mounted Police Act of 2012[/i]. With a history dating back to its inception in 1920, the RCMP has been reorganized following the creation of the new Canadian state. The RCMP is tasked with enforcing all federal laws in addition to serving as the regional police force in the Northwest Region, Yukon, Capital Territory, and Ontario and select cities. Additional duties include drug trafficking and organized crime prevention as well as counter-terrorism and border patrol.

The RCMP is managed under the oversight of the Ministry of Security and headed by Commissioner Douglas Sterncroft. The RCMP is divided into five distinct branches: Federal, Northwest Region, Yukon, Capital Territory, and Ontario. The Federal branch is responsible for the federal mandate of the RCMP and operates throughout the Nation, with a large presence in the government center in New Ottawa. The other branches are responsible for law enforcement and security in that specific region, with the exception of Greenland and New Portugal, who maintain separate police forces at the regional level.

The role of the RCMP is varied and highly dependent based on the situation and location of services. For example, the RCMP stations in isolated communities in the Northwest Region and Yukon would be tasked primarily with border security, search and rescue, and prevention of illegal hunting and fishing, while RCMP in populated urban centers would be responsible for more traditional law enforcement duties. While the RCMP maintains its traditional image of red uniform and hat wearing constables, it has adapted to the 21st century and is a highly advanced police force capable of crime prevention and enforcement by land, air, and sea. The RCMP maintains a proud history of worksing alongside the Canadian Coast Guard and other law enforcement agencies.

[u][b]New Ottawa, Capital Territory:[/b][/u] In response to growing public interest in the circumstances surrounding the decision of the Canadian federal government to grant the provinces of Dacota (North and South Dakota combined), Iowa, Nebraska, and Minnesota independence as the Kuklos Confederacy, the Canadian Ministry of Foreign Affairs unveiled the [b]d'Alberquerque Doctrine[/b], formerly known as the [i]Norton Doctrine[/i] and loosely based on the New Englander [i]Kennedy Doctrine[/i]. The Doctrine goes as follows:

Any nation formed out of a land or territory, or part of a land or territory, once belonging to the Confederation of Arctic Nations and Dependent Areas, henceforth known as Canada, shall be placed to the fullest extent under the provisions of the d'Alberquerque Doctrine.

[b]Article Two:[/b]
In any case a nation placed under the Doctrine lose control of the land or territory, or part of a land or territory, under its control, for any reason, that nation shall automatically be placed under Canadian protectorate status once again, to be implemented to the fullest extent by the Canadian Government.

[b]Article Three:[/b]
The reasons for the collapse or inability of that nation to assert control and sovereignity over its land or territory shall include but not be limited to: war, anarchy, or natural disaster.

[b]Article Four:[/b]
The d'Alberquerque Doctrine shall not be implemented to nations already covered under another nation's Doctrine of a similiar nature.[/quote]

Short, sweet, and to the point, the d'Alberquerque Doctrine will serve as a legal basis for Canada to preserve peace and order in North America when it comes to nations formed out of its territories or protectorates. According to a spokesperson of the the Office of the Deputy Foreign Minister, the Doctrine will "ensure that Canada will be able to exert a decisive role in ensuring the stability and prosperity of lands once belonging to the Canadian Confederation", and especially to prevent the possibility of anarchy and disorder that would happen whenever unwanted foreign forces tried to interfere in the said areas." So, what happens if another nation tried to take advantage of any instability or anarchy in a nation covered under the Doctrine to take it over? "We kick them out, simple as that." The spokesperson replied.

What the spokesperson did not mention was that the Doctrine would serve to preserve and even promote Canadian interests within North America, especially when it comes to cultivating the image of Canada as a stable, prosperous nation. Especially when the Doctrine-covered nation acquired territories...

[b][u]Regina, Rio Grande do Leste:[/u][/b] After years of on-and-off negiotiations regarding the construction of a railway line running from Winnipa to Regina, it had been announced that the provincial governments of Rio Grande do Leste and Lago das Pradarias had finally reached a groundbreaking agreement on the matter.

According to Lago das Pradarias Governor Philip Selinger, speaking in Winnipa, the planned route of the proposed railway as originally proposed would remain generally the same, albeit with local modifications to comply with local interests and concerns.

As per the agreement, named the RioLag Agreement, Rio Grande do Leste and Lago das Pradarias will assume equal responsibility in providing labor, capital, and funding for the project at the provincial and local level, as well the debts that would be incurred during that period of time. At the same time, the federal government will have a certain degree of involvement in the project: the Canadian Ministry of Commerce and Labor will provide start-up funding (up to $50 million and possibly more), while the Army Corps of Engineers has agreed to provide a certain amount of engineers, specialists, and supervisors. Various individual companies have volunteered to participate in the project.

The proposed railway system will link up Rio Grande do Leste together with Lago das Pradarias. It would run from the Rio Grande capital of Regina to Winnipa through the cities of Brandon and Elkhorn. The stops alongside the railway would go as follows:

The successful conclusion of the longrunning negiotiations between Lago das Pradarias and Rio Grande do Leste had opened up new possibilities, including the construction of a new railway line between Saskatoon and Regina, between Winnipa and Novoporto (including the city of Eyvindsson once it is completed), and between Flin Flon to Novoporto through Thompson.

In a plebiscite whose results surprised many analysts, Sao Tome and Principe has officially voted to join Greenland as a province. Technically, the vote enables the Sao Tome and Principe government to ask the Greenlandic Region of Canada to begin the process of granting statehood to the current territory.

With a turnout of just over seventy percent of eligible voters, approximately 78% voted to become a state, with just fewer than 20% voting to remain a territory. This surprised many because the number of people wanting statehood had been hovering around fifty percent in the weeks leading up to the election. Experts indicate that the recent Rugen Incident weighed heavily on the minds of voters, who seemed to show apprehension at similar situation in their homeland. Though no nations appear to have the aggression shown by Germany, many of the voters felt that becoming a state solidified Sao Tome and Principe as an integral part of Greenland and Canada.

With a population just over 120,000, Sao Tome and Principe will be the second smallest province in the Greenland Region of Canada, and will be the only province besides Tenerife to not be located on the American mainland or Greenland proper. Officials have indicated plans to copy many of the laws and policies of Tenerife, noting that Tenerife is one of the most prosperous provinces in terms of GDP per capita.

Effective immediately, the Ministry of Defense has called for the closing of the Chemical and Biological Warfare Division. With oversight from the Ministry of Health and Ministry of Science and Technology, all existing stores of chemical and biological weapons are to be safely incinerated and disposed of, in pursuance with Canada’s commitment to a chemical and biological weapons-free world.

Additionally, the Department of Chemical and Biological Safety and Response has been formed in the Ministry of Technology and Science, under the ultimate direction and oversight of Minister Stella Eriksdotir. The CBSR is tasked with ensuring that Canada has an immediate and effective response in the face of chemical and biological weapons. Additionally, the Bureau of Biosafety Enforcement has been created in the Ministry of Health. The BBE has the authority to monitor all biological research and experimentation in order to ensure the safety and security of the nation, and ensure that national funding is not being used for the creation of offensive biological and chemical weaponry.

In its act placing Canada on DEFCON 2, the Ministry of Defense sanctioned the deployment of Battlefleet North, headquartered in the city of Novoporto, to the Greenlandic Region as part of standard rotation duties. The Battlefleet, comprising of aircraft carriers, cruisers, destroyers, battlecruisers, and submarines, would sail through the Hudson Bay for Eyvindsson City in the province of Atlantis, Holsteinsborg in the province of Suour Greenland, the Greenlandic regional capital of Höfuðborgarsvæðinukrokurfjordur, and Egedesminde in the province of Proxia. Upon arrival, the ships would dock in the aforementioned cities for the time being.
