Suvah is pondering having his security force drawn and quartered for allowing his office to be turned into the Grand Central station of foreign leadership when he hears the knock on his door. The discussion regarding New Cambodian Universities having reached an agreement for establishment of a generous scholarship fund for Gubarcan Singh's people and the hiring of several of his Punjabi scholars to teach Punjabi and Punjabi history at the Foreign Language University of Siem Riep.

He motions to Friday to set up more chairs and tiredly invites the Empress and her Duke to take a seat as two more glasses of Vicadalian Vine are poured. Once they are seated Suvah says, "Thank you for joining us we just concluded an Educational Agreement between my nation and Gudarcarn Singh's nation. Welcome to New Cambodia."

ooc:

10 million dongs set aside for scholarships for Punjabi Students plus 1 million for salaries, benefits, and housing expenses for 5 Punjabi lecturers for the University.

The Empress takes the offered wine, and her polite smile threatens to become a smirk as the Duke hastens to taste the wine first, and then lets off a sigh of relief. She then turns back to the Prime Minister, sipping her own glass. "Thank you, Mr. Suvah. I came here wishing to meet you and your staff, in the hopes of coming to a trade agreement with your nation, as well as to get a feel for your people first hand, rather than send my Trade Minister."

"I find strong friendships between nations tend to represent strong friendships between leaders. Trade is of great interest to our nation, but before we dwell upon business, might I request that you allow my staff to offer your flock of pilots and crew refreshment and use of one of our hotels to rest after their trip?" Suvah asks politely.

Regardless of the Empress's response her forces will notice upon landing that bathrooms, waiting rooms, and other facilities for their comfort are immediately made available to them. Further, the owner of the Airport Inn, a luxury hotel for Phenom Penh International is put on notice to expect guests.

"That would be agreeable. They deserve the rest, and my escorts need to return to ship to refuel, as it is. Additionally, Palace Security pitched a fit when I informed them of my plans - so, if I might make a request, that you allow my security people to sweep the hotel, as well?" Mara asks politely.

OOC: She did not, in fact, bring the entire 1st Guards Division with her. Just a platoon of Palace Security, and the odd dozen staffers. Plus the pilots of the Ospreys (which are just decoys, and (mostly) empty).

"They are more than welcome to take what measures they need to ensure your stay is a secure one. We can make local police available to your team to act as go translators if needed," Suvah replies as he motions to his overworked and underpaid mental case/assistant Friday to pass the word regarding the hotel and the Empress's wishes for her security measures.

"That would be most kind of you, and I thank you for it." Mara says, resting back into her chair. Duke Bethel leans forward, wineglass in hand.

"Mr. Prime Minister, if I might ask a question? This is related to our intent of initiating trade, if only obliquely. How are your relations with the United Federation to the north?"

"We've recently come to an understanding with the Federation regarding medical technology development and other matters of law enforcement concern. I'd guess that our relationship with the Federation is one of good friends and respectful neighbors. They did well by the Khmer people during the time they were responsible for New Cambodia. Most Khmer have a favorable opinion of the Federation citizens on a personal level," Suvah replies and finishes by saying, "We certainly have no reason to dislike the Federation, they've done nothing to us worth disliking them over."

The Duke of Bethel nods."By and large, that is the way the people of the Imperium feel towards the Federation, as well, because of the good care the Federation's magistrates took of us when we were a protectorate of theirs. The reason I ask is because though we desire trade, I don't wish to stick my hand into any hornets' nests that I do not have to."

He takes another sip of his wine, enjoying the drink, and then continues."Now, on to business. The Imperium has access to a rather large supply of oil and other fuels, as well as military hardware, but we've come up lacking in foodstuffs, as most of our arable land is frozen for roughly a quarter to a half of the year. We would like to trade our oil for your food, in short. How does this sound?"

"I find this to be of interest, though to be honest our infrastructure is being geared more towards local development of community groups to minimize our need for oil. To do this we are going to spread our population and reduce the need to travel by have a well distributed network of vital necessities. We are willing to trade for it, but I can't promise the need for it will remain as high as it is now. However, forest products and minerals would be useful to New Cambodia. Perhaps you have some of these resources as well?" Suvah asks.

The Duke nods."Oh, we certainly do, at that. Logging is one of the greater industries in our country - it's just that most nations, I would assume, would have wanted the oil, thus why I mentioned it. We can certainly provide you with forest products, but I would have to ask the Minister of the Interior what our mineral supplies and such look like at the moment. However, I do believe we can accommodate you on both accounts." he says.

The Duke nods once more."Then I do believe we can trade. Empress?" he asks, looking to Mara. "Thoughts?"

The young ruler shrugs."This is your purview, Christian. I'm in favor."

The Duke turns back to the Prime Minister, and holds his hand out to shake."Then I do believe we have an agreement."

"Very well, I'll notify my Minister of Internal Affairs and put him on notice for the issuing of purchase orders for food goods for export. Is there a particular protocol your nation uses to for the screening of food products to prevent foreign pests and diseases from contaminating local supplies? We tend to use UV lamps and such prior to shipping to prevent such occurrences from happening," Suvah states.

"As far as I know, we have a few additional protocols that we go through, but happen purely on our end of the exchange. When we receive them, we will safeguard them further on our own. I will speak to the Minister of the Interior and the Minister of trade when I get back with our people, and have them begin finding freight ships with sufficient capacity to make any trips worth while. I doubt it will be difficult." the Duke replies, and both he and the Empress stand."Thank you for the wine, and your hospitality. I hope that our nations may grow into a profitable friendship."

Meanwhile, the tour had went on. Nothing important had happened, Boumphi had won 32 times, Josephine 31 times, though Josephine just moved her Queen, protected by a keep next to the king. Then she knocked on the table two times, a new code, developed by the two of them, with the meaning 'checkmate'. Chess had become boring, that was a feeling they shared, but noone knew anything better to do in the car. All the important buildings were already passed and neither of them had much interest in the endless number of rice paddies in the rural area they crossed.

Then, one of the greatest tragedies of the young state unfolded. Looking for a new game, the young Comtesse had found somhing way more interesting. The mini-bar. Despite warnings from Boumphi, Josephine opened a bottle of liquor and poured in a glass to 'taste' it. A few glasses later the content had wandered from the bottle into Josephine, who was even more lively as normal and tried to convince Boumphi that it was way more fun to drink the funny juice than to sit still, waiting to arrive somewhere. Josephine had forgotten her destination.

Edit: Typo.

Much later after a long tour of the ruins of Angkor Wat the world leaders are returned to their hotels with an open invitation to call upon him privately should they need to discuss other business. Suvah staggers into his personal residence and only then does he asks himself, "I wonder what happened to young Josephine de Comte?" His hand reaches towards the telephone by his bed when he decides to bother with it in the morning.

"They are 11, 12 years old? How much trouble could they be in?" he asks no one in particular as he rolls into bed for some sleep.

"'ELLO?", it sounded in an ear-shredding volume out of the phone.

"'Ere's the Comtesse d'Margrite. Shuwaa ther? I recquest that you help us out here. Gaaaaah, why's it so wet down there. Get it out. Mon Dieu, what the hell are you slacking off?"

In the background a splashing sound was to hear, suddenly interrupted by a 'Bleurgh' and Cambodian swearing by a deep manly voice.

"We're here and we're waiting. I really hope you're moar helpful than that other imbecile. Thought he didn't need to help, just because he doeshn't know who I was..."

Suvah bolts upright in his bed when he finally realizes what is happening and who it is happening with. He very carefully asks, "Ms. De Comte, would you put the driver on the phone please? I might be able to help you if I can speak to him." After he says this he waits and can't but help think to himself, 'What the hell, this is Cambodia, not Bangkok....'

"Tah Draiva, you say? Do we have a Mr. or Mme. Draiva here? Sounds like from the middle east though, so I d... The hell are you doing, that's my phone"

"But I'm the driver."

"As if. You said you were called Bunlei. Now go back and get it out."

The man in the background could be heard swearing...

"Oh shut up. No Draiva's ere, methinks. Or is it you Boumphi? Two fingers...a no. Can't be helped."

"Arghhh"

"What is it now? Why are you...hey, it's not time to sleep! Get the water out. A snake, what snake? I don't care. And if a Bear would bite you, go and get...hey are you listening? The hell, you...That guy just went to sleep. Anyway, we need help."

Suvah quietly slides his cellphone out of his pocket and sends a text message to his Minister of Internal Affairs while he listens to Ms. De Comte rambling on incoherently.

The text conversation goes as follows:

"Location on foreign guest Ms. Josephine De Comte?"

"Checking, why?"

"She's on the phone with me now drunk as a skunk.."

"Isn't she 11?"

"yes... :( "

"I have the Dignitary Escort on the other line, he says he has her in sight now... something about them losing her car for a few hours.."

"Escort her to her hotel, send Boumphi back to her father's house, arrange for Ms. De Comte to have breakfast near the mortar range before she departs, that should teach her something about drinking and hang overs.."

"Boss.. that's evil.."

With that finished he finally manages to interject with young Josephine and he says, "Ms. De Comte, there should be some help there shortly. Please go with them and stop by my office tomorrow before you depart the country."
