Andorra Revolution

Damion could not believe what was going on. The Andorran people were rising up against the French Communist regime so they could make Andorra independant again, and they wanted him as their new leader. They had gotten used to him taking over when Paul was away on his diplomatic trips and since he was nowhere to be found they wanted someone they could trust to lead them. To him Hitler’s were the worst but Stalin’s were just as bad, and he could not let another one rise up and enslave the French and Andorran people.
To: Anyone that will listen
From: Damion, New Leader of Andorra

War is coming to Andorra and France. Although I can hardly believe it myself another Stalin seems to be rising up in what is now Communist France. Although she says she is doing this for the people we know that is a lie. She will enslave the people and force them to do her bidding and sooner or later she will unleash her armies upon Europe just as Napoleon did almost 200 years ago. I do not want to see France destroyed but we cannot let another Stalin or Napoleon rise up to conquer Europe either.

We have over 50,000 strong right now and the number continues to rise but unless we get more support we will not be able to stop her and make Andorra free once again. We will need all the troops and supplies we can get if we are to be able to stop her from rising up and destroying Europe. If you don’t wish to send us anything than I understand but please, anything you provide will help. It will help us against this new oppressor and help keep Europe in a stable position.
The United Federation of the East condemns separatism and offers diplomatic support to France. Further we've seen on stalinism in France's communism. Stalin was but one marxist and a deeply flawed one at that. This would be the equivalent of holding modern day Lutheran priests responsible for the Spanish Inquisition.

The United Socialist Republic of Siberia utterly condemns this act of treason against the Sovereignty of France. If Andorra wants Independance, then achieve it through Democracy. France, one of our dearest allies, has our fully support in whatever course of action is taken against these Rebels, should this violent Independant movement continues away from a peaceful process.

Damion knew what he had to do. Just because she said No once before does not mean she will say no this time, especially since they are actually more of a threat now should she say no again.
To: Simone Valentin
From: Damion, Leader of the Free People of Andorra

They say that actions speak louder than words but that is not always the case. There are second chances for a reason and I believe it is fair that everyone should be able to get them. So before we decide to start shooting each other maybe we should sit down together and talk about our differences so we can find a solution that is good for all the people and not just our own. The people of Andorra wish to have their independence and their right to freedom but you refused to give them that. Now is the time for second chances, to stop a war before it starts. So will you sit down with me so we may discuss what is to happen or will you sit on your red chair and watch the blood flow?
"Comrade Chairwoman! Comrade Chairwoman!" The echoes of a lieutenant's voice and footsteps ran through the Palais de l'Élysée. Throwing open the doors of the Salon D'Ore, the meeting of the highest members of the Revolutionary Party looked at the out of breath soldier and sneered. Simone pushed herself out of her chair and looked at the lieutenant, her gaze turning him to stone.

"What is it Comrade? What is the meaning of this disturbance?"

"Andorra, Comrade Chairwoman. They've raised their flag of independence, they've rebelled against the state."

The room went silent as the elderly faces turned up towards Simone as she stood as still as glass, her face reddening in anger. With shaking hands the lieutenant handed over Daimon's first note and as her eyes ran through its contents, her hands crumbled it into a ball and it dropped to the floor. Simone walked out of the room in a storming rage, the only words leaving her mouth, "Rally the army, take no prisoners."

---

General Joseph-Marie Cadet paced the Committee Room of the Hotel de Ville in Toulouse. The rumors had proven true, Andorra was not going to go as quietly as the Angevin Monarchists had, they would attempt to put up a fight. However, given that they could only raise a limited number of troops, Simone had given Cadet very precise orders. He was to take command of three divisions of the Revolutionary Army, twenty-thousand men each, along with a number of armor detachments and limited air support. The Central Committee was planing other political moves and Andorra to them was little more than a bug that needed to be crushed. If Cadet couldn't accomplish his task with sixty-thousand soldiers, Simone had made it very clear, he might as well die in battle, otherwise, "the Seine can carry your corpse out to the Atlantic." They were orders and fairly good ones, he had every intention of following them.

From what his intelligence had reported, the Andorrans had not yet rallied large amount of troops, but that could change, especially if they were civilian fighters. He did not want to move, with limited supply and support, without caution.

Instead the following orders were sent out to Paris for relay of the entire French Command structure:

Firstly, that if Andorra has any potential to survive, they must be able to bring supplies into the country. Thus their ports Perpignan and other coastal regions are to be immediately blockaded by the French fleet. No ships under any circumstance will be allowed to dock in the south of France, this will result in immediate war with the Commune.

Secondly, three divisions of twenty thousand men each will move south and occupy the village of Foix moving towards Carcasonne and then after air and armor support arrive from the north, move into Perpignan and end the Andorran Rebellion. Instead of spreading out men, to give the Andorrans a possible advantage at any one time, the French would move as one force into a small territory and crush any insurgency that would be presented.

In addition, a small expeditionary force led by Prefect Clarisse Villejoin will move into the Pyrenees and eliminate all possible Andorran resistance, thus occupying the village of Andorra-la-Vella.

No shots are to be fired, unless first fired upon.

As to the personal response to Damion's letter he received a laconic response.

France's military mobilizes. Andorra's former allies in the west section of France swiftly condemns the revolution given they were granted regional autonomy from one of their greatest leaders. It is seen as a slap in the face to everything that had been accomplished to achieve unity and freedom. A very large force starts moving towards the Andorran Border.

Once again the nations of the world condemn a small oppressed nation because of its master, how unfortunate. Those who wish to see communism spread seek to gain another victory by disallowing a nation unhappy with its presumably undemocratic rulers to even attempt to gain independence. They claim the diplomatic table ought to be the forum of revolution but ignore the stubbornness so common among leaders of vassals. They say such a rebellion is treasonous and wrong but forget what it is like to be a nation led by another, especially one whose doctrines the vassal disagrees with. The rampant ignorance and condemnation in situations such as these is always startling. The Chancellery of Cyrantia cannot stand by and watch a slaughter.

Pardon my impolite opening, but I cannot address formalities in a correspondence this urgent. I implore you to show leniency to the Andorrans and to be reasonable in this situation. You are allied to our closest treaty partner, the United Socialist Republic of Siberia, and clearly you can be reasonable and good decision-makers. I beg you to use these skills and to not massacre these rebels, as you appear to desire to do. My nation desires to pursue further diplomacy with yours, but we cannot and will not condone or ignore mass slaughter. For the sake of diplomacy, image, and decency, be good to these Andorran men and women. The Chancellery of Cyrantia will openly take in any rebels you capture or expel, they are welcome in our nation.

Mrs Simone,

The Provisional Government of the Republic of Peru has been watching recent events in France unfold, with great concern. From one socialist state to another, we implore you to consider a diplomatic alternative to this complicated situation. Do not stain the prestige of the socialist ideology with the blood of the Andorran people. We cannot have the proletariat associate our system with that of Stalinist Russia through your country's actions. You must show that our ideology is not only strong and right, but understanding to the needs of other people who think differently from us.

Please handle this situation with care and wisdom. You don't want to create martyrs for the Andorran people. Show them the good side of socialism. Break their ignorant view through reason and logic.

Yours Sincerely,
Ambassador Ollanta Humala

[i]Gentlemen,

I appreciate you bringing your concerns about the state of Andorra and the Commune's handling of the situation. Unfortunately, you do not know the entire story at hand and unfortunately the Revolutionary Government did not start the fires of this war. After our Revolution, the country, bravely and willingly embraced Revolutionary Socialism. The election polls, which are enclosed in this letter for your observation shows that the majority of France accepted this will. What is occurring now is a bit of buyers-remorse for the old Monarchist families in Andorra. Tell me, gentlemen, would you trust a nation whose leaders simply abandon themselves and flee the nation? Duke Paul is no where to be found, he abandoned his people, the Commune will defend them.

This rebellion is the last attempt of Monarchist Power in France and as I have said, I condemn civil war. Thus, Andorra will be pacified. You are both welcome to take in dissidents who flee the nation. I will not pursue them if they seek asylum.

Sincerely,

Simone Valentin

Simone, we will indeed take in your dissidents, but I feel they will not be leaving as soon as I had initially thought. You have left me no clear choice in this matter. I demand you make steps to end hostilities with the Andorrans, whether it be meeting them in diplomatic negotiations, withdrawing any forces, or immediately granting them independence. If you refuse, I fear the troops of the Chancellery of Cyrantia will mobilize to defend Andorra. I'd rather such warfare not happen, so again, I implore you to be decent and allow the Andorrans their wishes. If not, face your fate, whatever it may be.

We implore the French not to perpetuate the low view some have that Socialism is the same as it was in the USSR so many decades ago.

Answering with diplomacy goes a long way rather than threatening with war. Give the people their choice, if they want independence why not consider it? Is a piece of land the size of Andorra really such a great loss when it would lead to Socialism being seen in a better light?

Any movement that attempts the division of the state through secession without agreement is not to be tolerated. Furthermore, such a reactionary trickery must be crushed at all costs. Grand Papua supports the Commune of France in crushing this rebellion.

Esteemed Chancellor,

The Republic of Peru supports your stand against Commune of France. But I'm afraid the matter of Andorran independence is a lost cause. Even if both our nations made a stand on Andorran soil, we would ultimately be swept from the continent of Europe.

Having said that, I suggest to you that we jointly send a small military task force to Andorra. The purpose of this task force is to make a honorable 24 hour stand against the French Commune, with Andorran independence forces. Once we have completed such an action the honor of the Andorran people will be maintained, and our forces will withdraw from Andorra with asylum seekers wanting to flee from the oppression of the French Commune.

Please, let me know what you think?

A battalion of 1000 Peruvian veterans, of the Holy American Empire, are being mobilized and readied for action. Simultaneously 14 C-130 military transport planes, received from Guyana, are being fueled and readied to make a flight across the Atlantic to Andorra. Once there, they shall land and refuel outside the city of Andorra la Vella and return home. Ten of the twelve C-130's are to be used for transporting the 1000 Peruvian veterans, while the other four are to be used to transport asylum seekers back to Peru.

Gentlemen of Cyrantia,

We call ourselves the Ancien Ligue, a League to defend the old values and the old order. We see the French Commune as the thing she is: An oppressive dictatorship, imposed on the righteous people of France and Andorra. La France is our homeland, we love it, but if the mother turns abusive, it is better to get independent and away from the monstrosity. As it is rather hard for us to make an estimate of the situation in the lands that joined this uprising, we offer our help in capital and even volunteers, should Andorra know a way to bring them to battle.

We also address Cyrantia here, as it seems that Cyrantia may help out in this conflict, so you may know a way to overcome the Blockade.

The Andorra separatists have already threatened war and have attempted to gather support for their war. They claim oppression, with no evidence. They claim France will destroy Europe, yet again with no evidence. Why should anyone support a group willing to use violence as the first action of secession? How can a vote be deemed fair, if they could simply threaten voters as they have already threatened the nation of France?

"Although we are disappointed with the approach taken by France to deal with this secessionist force, might we also note that no real attempt of merit was made by these Andorran individuals to try to negotiate political freedoms with France. On that note, we can only urge both parties to try to negotiate some sort of agreement, we also discourage other nations that would seek to widen this conflict and only cause more bloodshed, to refrain from being involved beyond a scope of verbal and diplomatic support."

Firstly, we of the Chancellery of Cyrantia appreciate your support. It may be true that Andorran independence is impossible, but we must do what we can. It may indeed be unwise to send a full fighting force to Andorra in the interest of self-preservation, but I will not take such a course of action. Indeed a full-sized Cyrantian expeditionary force will be mobilized for invasion if events do not change the situation. If the 1000 Peruvian soldiers will join us, we'd be honored to have them in our ranks.

Honor is not an issue here; it is the safety and independence of an oppressed nation. They will be massacred without protection. No leniency will be afforded to them, they are viewed as treasonous. That much is clear. This is why I cannot simply participate in a one-day stand against them. The moment our last evacuating transport and troop carrier leaves, the Andorran people will be swiftly destroyed. It will happen unless they are able to save themselves. Do what you will, send 1000 men, 10000, it makes a difference. Your support is appreciated and I certainly do hope you fare well.

As for helping the Andorrans in their cause, it will be up to them to decided whether or not they accept it. As for our part in this, you can expect a large expeditionary force to be arriving unless circumstances either prevent it or make it so it is unnecessary. The naval blockade will likely not be broken. The ships protecting it are strong, and even if it were broken, the Mediterranean is unsafe and patrolled. Thus, it will be ignored. Aerial attacks and supply runs will be undertaken on the western coast of France. Thus, we may evade both the Mediterranean Sea and the naval blockade. It is a dangerous prospect, but our only option.

On a personal note, I will be leading the attacks should they be orchestrated. I'll be very pleased to meet my companions from Andorra and your organization on the field of battle.

From: Damion, New President of Andorra

To all of you,

I thank you all for the support you are giving. Although I am not sure if we can win the coming battle I don't think an evacuation will be possible here. The people are very content with defending their territory and most would rather die than let her take over. I do not know what will happen but if you feel that an invasion of Western France will take pressure off Andorra than by all means do it.

From the moment I heard the news of her somehow winning the elections I knew it could not be true. That something sinister was going on and not just here. When Paul disappeared the people became angry at the French government for letting something like that happen but then when Simone took over forcefully that was the final straw. They might not have liked the old Empress that much but they have heard the stories of the old USSR and even how things were in the UFE and they do not want to be a part of that. This is our territory, it belongs to the people of Andorra and we will defend it to the last man.

I have sent many messages to Simone asking to meet and negotiate about this but she refused every single one of them and then began to send in her armies. If they are not withdrawn then there will be a fight. She is the invader and we will defend our territory. One way or another this is going to end, and either Andorra will be free or we are going to die fighting.

As for the Ancien Ligue all help with be appreciated. If you know a way to bring down Simone than I am all for it but my objective right now is to win the people of Andorra their freedom, one way or another. If any of you are willing to send Jets and Tanks to help counteract theirs there are enough people here to man them. All help will be appreciated.

Thank you all.

With no movement from the Andorran Military, Cadet finally gave the green light to begin pouring down from the Pyrenees towards the city of Perpignan. Moving from Foix, it would not take longer than a day for the first battalions of vanguard troops to arrive in the city. These were mainly light infantry brigade and a small number of tanks for heavier support in case the Andorrans put up a better defense against the vanguard. If their orders were followed precisely, the vanguard regiments would occupy the countryside around Perpignan and then slowly begin to move into the city, occupying Ile-sur-Tete and Estragel before proclaiming control of the entirety of the Perpignan Region.

A fire fight had not yet broken out yet, but it was the hope of the French commanders that they would not need to use force and simply move in, arrest Damion, and declare the rebellion at an end.

The General of the French Army ordered Andorra surrounded and blockaded without a shot fired by the French military at first. A simple note was submitted to the leadership and pamphlets of basically the same material were distributed.

"France is unified. Submit your representatives to the Parliament that your voice may be heard as part of the single, united, party. It is unacceptable for her to be sundered when your leadership formally joined her so shortly ago and the land you stand on was surrendered to you by our forefathers. I do not wish to spill French Andorran blood. That said, unless you surrender, you will be reduced to a state of self-sustenance and a long term siege, one we know you cannot maintain. If ordered, we will have no choice but to move on you. Do not make this happen. You are jeopardizing all of our futures. Come back to the table my brothers and sisters. Remind your leaders, we gave you this land.. this freedom. We do not wish to take that from you to restore France and make her whole, but we will if required."

Flyovers of light aircraft that were not armed would drop pamphlets of this to the populations in the streets below attempting to assuage them to get their leaders to return to peaceful unity.
