Karlskrona AB has processed your order, and are beginning the procurement process of your ships, given they are standardized hulls that Karlskrona builds on a regular basis and is tooled for, the time for construction is greatly reduced versus vessels constructed for usually unique military hulls. That being said, Karlskrona AB has projected that the build times for this full order to be completed, will be a year and a half, given the number of vessels requested. The ships will be outfitted, and be ready in batches of five every six months, if you would like for the vessels to be completed in a certain order, Karlskrona AB is prepared to do so.

On the matter of accepting a berth in Port of Gothenberg, current leasing fees for a berth at this bustling seaport are currently running at 175 Million SEK or about $25 Million annually at this time.

Many citizens are still living in government-funded shelters, with many residences and businesses destroyed or damaged. The government has said that at least forty percent of the population are currently in shelters, and will remain so, "for at least the next three months". The insurgency campaign that started as the Federation of Arctic Regions government collapsed was continued in force against Swedish forces, which accrued one hundred and twenty six casualties over the past month, including the loss of a number of vehicles and as many as ten aircraft, mostly transports and helicopters.

While the citizens of Svalbard continue to remain realistic about their futures, many have said that Swedish intervention, in the long term, will be a good thing, and most were indifferent over the annexation and incorporation of Svalbard into the People's Union of Sweden. "Personally, the last government collapsed, if anything, you've restored order and there is no more gunfire, and I don't have to fear for my life or my family's life outside of normal everyday hazards. Who else can I thank but Sweden for stepping in so quickly?" stated one father of four, from Longyearbyen. Longyearbyen saw some of the most heaviest of fighting, and much of the city was destroyed in the insurgency, Swedish forces quickly restored order and began using the city as a base of operations to move against insurgents who moved into the extensive wilds and tundra of Svalbard.

"The People's Defense Force still has to clear some outlying islands, and conduct further operations, but most of the archipelago is safe, we are here to stay, and we will make sure that our new brother and sister citizens feel safe again," stated one of the battalion commanders from a Guards Airborne Brigade.

Svalbard was also a hot topic in the High Commissariat today, as well as the economic market, when a hearing to allow for a new oil and natural gas drilling license to be issued for Swedish Oil and Petroleum Company, also known as SOPCO. There were tensions at the meeting yesterday when the Commissar of Internal Affairs, Dannika Mannerheim, questioned SOPCO representatives heavily on the conduct of their business in Sweden. SOPCO was accused of intentionally selling crude oil prices during the winter months at "exorbitant" amounts of money, and the Nyquist government fined the company for ethics violations. SOPCO received a new chief executive officer, and has since been trying to improve with a marketing campaign and a pledge to provide lower income families with fuel oil at discount prices during cold months.

Some economic analysts say that Mannerheim's heavy questioning of the firms representatives were two-sided, they were to remind them that the government was still watching them, and that the government was not going to let the company have any slack, which was a skeleton in the closet of the Ericsson government, when the oil procurement community was not as heavily regulated. Whatever the case, after a short deliberation today, SOPCO was granted exploratory drilling rights for oil and natural gas in Sweden's EEZ around Svalbard, and it is hitting the ground running. The exploratory drilling ship [i]Norwegian Scout[/i] was already in Svalbard about a week ago, and it has been plying the waters since. SOPCO has said that it will begin to start the exploration of these regions within the next twenty-four hours.

The High Commissariat, while keeping any misgivings it has about SOPCO quiet, has said it is "anxious" and "excited" to know about the composition of possible oil or natural gas resources in the region.[/quote]

The government reformation also will see another further name change to the People's Union of Sweden, which will now only be known as the "Union of Sweden". Further changes have also been spelled out in the reformation, including the dropping of the use of Commissariat and Commissar, and instead will use Commission and Commissioner. The government is due to vote on a new flag design to eliminate the red star and its associated logo from the center of the Swedish flag, until the new flag design is approved, the government acknowledged that the nation's old flag will be flown outside Tre Kronor and all other government facilities.

Foreign and political analysts were, to say the least, a little stunned by Nyquist's new political venture, which they believe is an effort by the government to promote the nation as a unitary political edifice, rather than one that has swung far left, and promote Sweden's image abroad. Indeed; many leftist circles of thought in Sweden have acknowledged that the government, despite its apparent leftist tendencies, was willing to accept former Falkenberg Order members of parliament back into the government as Municipal representatives in the Swedish General Commissariat. Many political analysts agree that the move was part of Nyquist's possible obsession with the elimination of Swedish partisan politics, which resulted in the death of his brother at the hands of right-wing militant gunmen, and led to the current affairs of state in Sweden.

In other positive economic news for the nation, which was already causing a hype on the stock market for investors, was the "promising" first returns of data from SOPCO, which has been actively engaging in petroleum exploration in the Northern Norwegian Sea around the Svalbard archipelago. SOPCO's stock increased exponentially with the release of the new data, and many energy analysts are saying that predictions are proving to be true. Although it is too early to say how much in the way of oil or gas reserves may be in the region, SOPCO believes the amount to be "substantial". These are basic blueprints, so the ship maybe lengthened to accommodate our requests. The ships must be able break 5 ft of ice at 3 knots continuously or up to 8 ft of ice via ramming at -50°C conditions.

Propulsion will be provided with diesel-electric engine with auxiliary generators. One of the ships will have a spacious interior to perform various laboratory work while the other will mainly function as a following logistics/storage ship.

Currently, the Karlskrona AB Home Division can be put to work on these vessels, as the yard there has a limited capacity to build surface vessels and is usually contracted for submarines. We expect this order to take nine months to complete, given the specialization that is required to construct these vessels. This specialization taken into account, the larger icebreaker you presented, will cost around the range of 2.45 Billion SEK, and the smaller will cost around 1.05 Billion SEK (OOC: $350 Million and $150 Million respectively).

We are willing to finance a long-term financial plan to fund these vessels in installments over five years, with the first down-payment counting for the first yearly payment.

The country is working on foreign investment for the new Gothenburg port extension, which is expected to directly and indirectly support as many as eight thousand new jobs for Sweden's second city. The economic affairs staff at the Stockholm School of Economics have made a forecast that Sweden's economy, at earliest indicators, despite the civil conflict, grew as much as five percent this year, and estimates are pegged at being even higher next year.[/quote]

The former monarch was apparently very interested in the entire process during her visit to Smiling Hill Farms about twenty miles west of the suburbs of Stockholm. The farm is roughly five acres, but grows a variety of agricultural products year round utilizing greenhouses, as well as supplying products from small livestock. The farming community is self-sustained by five individuals, who work part-time locally for the government, while rotating responsibilities on the farm.

"I was rather astounded by the amount of output these hard working individuals have, its amazing how such a small community can have enough food to sell locally. Their techniques are rudimentary, yet common sense, it has a quality all its own, and its all organic!" said Caroline, after having a luncheon with the group of farmers. "It is regrettable that our industries have been getting most of our attention, when agricultural, one of the earliest of humankind's practices, has been shuffled to the back of our focus."

Caroline noted that she was going to work with the Commission of Domestic Commerce, which has been working on trying to reinvigorate the agricultural economy in Sweden, and try to put together a government subsidization for farmers or a tax break. Local farmers, rather then commercial farmers, would be more effected by these impacts, in a move that was aimed more at family farms that have managed to hold on to their land. The Speaker also encouraged ordinary suburban Swedes to make an effort to plant gardens and grow their own food, which could save on food prices, as well as support local farmers who provide seeds for these gardens.

"You know what, once you have the garden laid out, it'll only require a few minutes of care each day, normally, in the long term, its a worthy investment for those Swedes looking to save money on produce at local markets," said Caroline, who appeared to have given a lot of thought to the idea after speaking with the sustainable farmers at Smiling Hill.[/quote]

The Swedish government, in conjunction with the Kiruna Test Range, reported after a series of small seismic events were registered by the Swedish Geological Survey, that the seismic activity was due to a third test of Sweden's nuclear weapons. Residents of Kiruna, Sweden, had reported increased military activity in the region, with large convoys of vehicles being brought into the national testing site for a good number of weeks. The last time these events occurred, the first two nuclear tests of Sweden's nuclear arsenal were undertaken successfully as part of the [i]Northwind[/i] project.

Foreign affairs experts at Gothenburg University, as well as military analysts with the Swedish Broadcasting Corporation's News Affiliates say that the test appeared to be standard procedure. "Given the lack of strained relations recently, or the need for Sweden to posture herself in the region, I don't see how these tests would be aimed to send a message. Sweden has only had two nuclear tests in the past, and sometimes, you just need to test your biggest ace card to make sure its still up to snuff," said one analysts on an SBC talk show.

The government's official report on the testing was that the yield of the weaponry was "significantly higher" than any of the other tests, and used a clean fusion detonation process, a signature of Sweden's nuclear program. Although scientists and the government have refused comment on how "clean" the blast was, the government said it was "just as clean a shot" as the tests undertaken during the [i]Northwind[/i] testing phase of Sweden's nuclear program. The official reported yield of the test was rated at 2.3 Megatons, which was double the last test shot undertaken during [i]Northwind[/i], which was rated around 1.1 Megatons. Military analysts have hypothesized that the testing was possibly part of a research and development effort to redesign the warheads of Sweden's nuclear force, but there has been no official word from the government on such theories.[/quote]

Experts at SOPCO have theorized that the Svalbard Offshore Oil Field, south of Svalbard, and north of Bear Island currently contains close to 7 Billion Barrels of crude oil in a relatively wide swath that stretches around the archipelago's east and west sides and to its south. Further exploration is needed to confirm these numbers, but the experts are ninety-nine percent sure at least four billion barrels in recoverable reserves have been located. The amount of natural gas also in the region is also unknown, and SOPCO is working on further analysis and drilling to determine these numbers.

SOPCO has said that it plans to begin production on these fields soon, and that drilling in the fragile Norwegian Sea will be undertaken, but under strict guidelines that are going to be overseen by the Swedish Government. SOPCO has repeatedly assured environmental activists that its record is "clean", and that the Swedish government is going to oversee safety and environmental procedures are kept while production begins and ramps up. Karlskrona AB has stated that it has already sold SOPCO a number of specially-designed rigs that will allow the production of oil to continue all year round. The rigs utilize wide stabilization floats and cavities, while keeping ice away from the structure by pumping excess heated water, which is brought into the rig by pumping systems. Karlskrona AB is also working on constructing new oil tankers with reinforced icebreaking hulls, which would allow for year-round transit into these waters without the danger of hull fracture.

Environmentalists have criticized the government for the allowing of new domestic oil reserves to be tapped, but the Nyquist government has held firm on its decision to tap these resources. But on the other hand, Nyquist has been aspiring to eliminate wasteful energy practices throughout his tenure, including allowing for energy tax credits to be deducted from corporations who show dedicated commitment to reduced energy consumption. The government has also spearheaded an effort to have Volvo and Saab building greener, fuel efficient vehicles, which the companies have begun producing with some good results. Hybrid cars as well as electric cars have all been very popular since their introduction, especially electrics, which were introduced a little over a year and a half ago by Volvo. Even the newer engines for some of Sweden's jet fighter aircraft have seen improvements to engine technology, almost exclusively to help improve fuel consumption.

Many economic analysts, although many disparaging the effects of tapping into the oil resources of Sweden, have said that after reviewing SOPCO's extraction plan, the domestic production of oil isn't expected to jump all that much, and the company seems to be preserving its new found gold field for the long term. Analysts say this is the more "responsible" plan of action, and have lauded what they are calling an "intelligent" decision by SOPCO.[/quote]

[b]Lulea, SWE[/b] - The Swedish Expeditionary Force (SEF) Command confirmed earlier reports last night that large numbers of Finnish civilians were killed and injured during a Slavorussian ballistic missile bombardment of Rovaniemi, during Sweden's continued campaign to assert authority over Finland. Seven ballistic missiles impacted around the Rovaniemi area, as well as in the city proper, the military confirms that the ballistic missiles were carrying fuel-air explosives. The dangerous explosive mixture is not only very explosive, but can cause significant internal injuries from inhalation of the toxic gasses and the resulting combustion from it. Hundreds of Swedish troops were reported casualties in the subsequent report, along with well over a thousand Finnish civilians.

The Swedish Aerial Services has been running a massive evacuation operation to bring injured troops and civilians back to medical facilities in Sweden for treatment, given that the local military medical evacuation facilities were overwhelmed with casualties, and the small city's hospital was extensively damaged by the attack. Finnish civilian emergency responders, or those that were left, were reported as trying to assist in the effort to evacuate casualties. Despite the horror of the attack, no statement of condemnation was leveled against the Slavorussian government by the Swedish Expeditionary Force Command, or the Nyquist government itself. The attack comes as Finnish resistance to the campaign continues to slacken and the offensive run into "appreciable" opposition.

Initial gains were not reversed, but progress has slowed down "by a small degree" by Finnish delaying actions north of Oulu, troops engaged elements of two Finnish divisions, leading to a large battle along Highway 4/Route E75. Casualties are, for the moment, not being reported by the Swedish Commission of Defense, who has said that large numbers of enemy forces were "dealt with" including large numbers of aerial opponents, as well as a task force from the Finnish Navy. Despite the slowing-down of Swedish progress, the Swedish Expeditionary Force Command remains "high optimistic" of victory in Finland, despite Slavorussian intervention in the conflict, which was "to be expected".

Military analysts have said that the effort to remain mute over casualties, as well as remain tight-lipped instead of condemning Slavorussian authorities for large numbers of civilian casualties, is tantamount to the government accepting that civilian casualties were to be expected. The SEF Command's decision to confirm the deaths of Finnish civilians did not wholeheartedly appear to be a propaganda coup, but to subtly influence the possibility that strategic weaponry not be used against Finnish civilian centers. Correspondents who arrived on scene confirmed that most Swedish troops were not even in Rovaniemi itself, and a Finnish municipal worker said that there were "less than one hundred Swedish military individuals" in Rovaniemi proper. Nevertheless, the Swedish government did not comment nor follow up the SEF's statement, but was open to requests by the Finnish government for lists of those that were confirmed civilian casualties, in a gesture of respect.[/quote]

Many citizens are still living in shelters which were provided by the government, which many citizens have called "cramped". Although many of the citizens of Svalbard are thankful for Sweden intervening in their plight, the government rebuilding process has been slow with the re-allocation of money towards the war effort in Finland. Secretary General Nyquist acknowledged the problems in Svalbard, but maintained that the government was in a conflict, and just did not have the funds needed for Svalbard "without causing significant damage to the Swedish treasury".

In place of the government, many private corporations have pledged to provide support to Svalbard, including Swedish Oil and Petrol Company, which is drilling in the oceans off Svalbard, and providing significant boosts to the economy. Many working citizens are employed by SOPCO, or are indirectly involved in the country in the Svalbard Archipelago, and lauded the private industry on taking initiative. "It is glad to see that corporations can pick up the slack that the government has to leave. I mean, its understandable that Sweden's government is strapped for cash in lieu of this war, but its great that other sectors in the nation have the heart to provide rebuilding aid for us," noted Longyearbyen Mayor, Olaf Xavier.

Other corporations that have pledged money to the rebuilding effort include Saab Aerospace, Volvo, and Ericsson, many of whom are providing goods and services for the citizens of Svalbard, instead of actual capital. Volvo is funding a project that pays for the use, maintenance, and fuel of heavy construction equipment being used to rebuild housing, for instance, while Ericsson is providing free electronic devices for shelters and citizens who make specific requests.[/quote]
