With a final agreement reached on the former Pacifican territories, the people of the newly declared state of New Munster had a long road to self sufficiency. They would rely greatly on foreign aid for many months to come, to simply have the money to pay workers. The upside to this situation however, was that there was so much work to be done that unemployment was a non-issue. Less than 0.5% of the capable work force was not employed to some degree, and in these difficult times, they would not receive any assistance. Agriculture, Construction, and Heavy Industry were the main focus for the moment. Ensuring a constant supply of food was paramount, and that meant that road and rail links needed to be solidified, and that in turn required raw and processed materiel.

Defence was also a hot topic. There was a distinct lack of an organised military, and that would be essential for maintaining the peace. One of many requests put towards the Oceanic Union would be for assistance in training soldiers up to a reasonable standard, from where they could take over themselves. It was a blessing that most of the infrastructure was already in place for the rebuild effort, but it had simply been run into the ground through years of neglect. That would be righted soon with any luck.

Selenarctos offers to send advisers to assist in the development of the New Munster armed forces. Additionally if desired, a small contingent of Oceanic Union peacekeepers can remain in New Munster until the native military has been sufficiently developed.

New Munster would certainly appreciate any assistance Selenarctos can provide in the training of our armed forces. As for OU peacekeepers, perhaps a staggered withdrawal as more local troops complete training would be a suitable way to proceed.

The past few weeks had seen a solidification of the Council's power base. One Councillor would be permanently based in each Nelson, Greymouth, Blenheim, Dunedin, and Invercargill, and the remaining three would be based in Christchurch. No official capital had been selected yet, and the council would gather once a week at an undisclosed, secure location. Road and rail repairs had progressed with remarkable speed, with estimates placing nearly 65% of the primary network at operational quality, and approximately 20% at high quality. Production and sales of consumer goods had skyrocketed, with the artificial injection of currency having a profound effect on the general mood of the populace, who were now upbeat, hard working, and looking towards a bright and profitable future.

A phased withdrawal can be arranged; we will have our military coordinate with your own to arrange the details. Additionally, Colonels Linneo Loya, Hyeon Valladares and Egberto Yong have been placed at your disposal. All three hold positions in training or logistics planning in the Selenarctos Army and are well qualified to preform as adviser.
