There is no physical cap on infra, but at a certain point the bills it incurs will outweigh the money it generates. Tech has no physical or practical cap. I think it would be acceptable if there was a cap on land, to that of the amount of available surface area on the actual earth. The cap would increase to include the moon, and then mars.
