Note that TIO lied to us about their intentions of upgrading with NPO after the war concluded. There's also a lot that diplomacy can do in between two alliances such as mend relations or at least start them. A PIAT with NPO has been talked about since even before TIO had a treaty with Pacifica? You of all people should know this.
