Question on the NEO regarding the new update

Just curious about the National Environment Office as it relates to the new update with coal, oil, and uranium now giving environment penalties for having them natively. Currently, the NEO is described in the information index as follows:

National Environment Office - $100,000,000 - The national environment office removes the penalties for Coal, Oil, and Uranium when a nation imports them, improves environment by 1 point, increases population +3%, and reduces infrastructure upkeep -3%. Requires 13,000 infrastructure.

My question is whether or not it now does (or should) also remove the penalties for those resources when they are a native resource.
