The Ibizan Republic

It was a day well worth remembering in Ibiza and Formentera. The local government, which was in charge of both islands, had voted in favour of petitioning the government of the Athenian Federation to grant Ibiza and Formentera independence as the Ibizan Republic. The following message was prepared to the leader of the Athenian Federation.
To The Esteemed Leader of The Athenian Federation,

We, the people of Ibiza and Formentera, have come to a decision. After long deliberations it was decided that we should ask you to grant us our independence as a sovereign nation. The vote was taken today and was won with a majority of 76%. As a result of more than three quarters voting in favour, I hope you can see that this is in the interest of the majority of our people.

Whilst the thought of leaving the Athenian Federation is indeed a sombre one, we feel it is our time to go forward into the world as our own people with our own identity and nationality, as Ibizans and Formenterans. We cannot, however, thank you enough for keeping our islands safe, supplied and well governed. We owe you a great debt for everything you have done for us in the past and for that we intend to offer you our unequivocal allegiance in times of need for your nation. Should you need support of any form, it will come from us. I can promise you that. We would like to further solidify our friendship with treaties in the future once we have established ourselves.
s
We intend to form a republic, The Ibizan Republic to be precise, governed by democracy from a senate of elected officials, the highest ranking of which shall be known as the Supreme Chancellor. We shall have a free society which is tolerant of all. Elections will take place once every four years, with no limit on how many terms a party may have in office. Any and all parties will be eligible once registered with the government.

Should you find this acceptable for a modern society looking for independence, we would urge you to grant our request. We look forward to your response.

Sincerely,

Juan Carlos, Governor of Ibiza and Formentera
The news of the vote would not be made public until the Athenian Federation had decided upon the request made by the Governor, Juan Carlos, who would assume the position of Interim Supreme Chancellor until the first election could be held. The Athenian's decision would also be made public at the same time allowing the world to know what the result of the petition was.

Ever since the fall of New Cadia political experts in the Athenian Federation had wondered how long it would take for another independence movement to rise in these territories. The petition was quite quickly processed by the Assembly of the People and Council, after all the land requested wasn't too big and not even that fully integrated yet. With permission from parliament the final decision was up to the Western Emperor.
Governor Carlos,

I wish to thank you for your peaceful petition and the secrecy maintained around the request. Upon consultation with parliament and my personal staff I have decided to grant Ibiza and Formentera full sovereignty from the Athenian Federation with the exception of the provisions as in the Pax Atheniensium which regulates what happens to the land if anarchy were to appear.

I also wish to inform you of your eligibility to join the Delian League, an organization uniting former Athenian territories and protectorates in economic, military and cultural cooperation.
