Triyun
Dispatch to the Rebel Army I would like to personally invite Prime Minister Lavo to the Imperial Palace at Qingyuan to discuss the fate of the Port of Dalian. It is our belief that with China, Korea, and Manchuria once again united, the city should rejoin the rest of its homeland. We would like to achieve this in as amicable a manner as possible. Signed: Yuan Jia, August Imperator of the United Federation of the East.
Lavo
The Prime Minister would quickly depart for the Imperial Palace and after arrival and all the usual pleasantries would make a quick remark about the situation. "This invite came at a rather good time... After some recent, unofficial polls, most of those participating have voiced their desire to reunite with the rest of China and Korea. I would not at all be opposed to the region becoming part of the UFE, however we would have to conduct an official plebiscite, as per our laws on secession and independence." Triyun
"This would be fine." Jia said. "It is our desire to see the issue resolved in as amicable a manner as possible. I have grown tired of seeing the forces of reaction domination North east Asia, we need to start building a solid state that will become cohesive. One of the major problems of the past regimes in the area is that there was no great vision which envisioned a stable Asia. It was always Greater Korea, Greater Mongolia, Greater Japan, and sometimes inexplicably greater Finland. Our hope is that while Dalian is a historically chinese city and has a large Korean population now, it things of itself as a Federation City, the same way a century ago New York thought of itself as an American City as did Los Angeles rather than thinking of themselves as a New York or California City." Lavo
"In all honesty, while there is a large Korean population in the region, those of Chinese decent number a bit more than them, demographically speaking." Lavo paused for a moment. "Indeed, having a united, and truly stable, Asia has been an issue for the longest time, until now. I will arrange for an official plebiscite right away." *Cue time warp of a month or so, with a second meeting in the Imperial Palace* "Well, as expected, you'll be getting yourself another gem, August Imperator." Lavo says, with a chuckle. "We will begin our pullout from the region immediately, with garrisons leaving once their Federation counterparts arrive. We won't be dismantling the fortifications and buildings set up in the region, we will leave their future up to you."
Triyun
"The United Federation of the East is glad to see Dalian returned to the United Federation of the East. We invite regional forces you wish to keep in place to setup in Cam Ranh Bay which remains open for use by allies." Administrative Stuff Dalian would immediately be declared a municipal administrative zone within the People's Republic of China and declared the Headquarters of the Dongbei Military District.
