The amount of forces in the occupied zone would be doubled to 500,000 soldiers, 5,000 tanks and 10,000 FCP vehicles however for now the forces at the border would remain the same while the forces set up base throughout the occupied zone. F-70s in an unmanned configuration and the new U-1B configured for ground support were added to the force in the air near the border.

While the Commonwealth of Africa is in the state of decline, the PRA must note that the Legion is not in the position to set unilateral terms for those involved, and has not discussed this matter with the PRA.

"The reparations and the final terms between the Commonwealth, West Africa, and the People's Republic have yet to be decided. Once a representative can be elected from the ranks off the Commonwealth you all can sit down and hammer out the specifics of a long term peace agreement.

Legion will not accept loss of territory as part of this agreement. Neither will either the West African Republic or the Commonwealth have restrictions placed on their ability to defend themselves or their allies. How much it is going to cost them for their wanton war of aggression and how large of a monitored DMZ is entirely up for you three to negotiate."

After intense negotiations and extensive browbeating the more or less rough draft of the peace agreement is as follows:
1) The Commonwealth and the West African Republic will each pay 1 billion dongs in reparations to the People's Republic of Africa.
2) The Commonwealth and the West African Republic will both pull back all heavy forces and aircraft from their border for the distance of 25 miles.

3)The Commonwealth and the West African Republic will both oversee the personal security of their citizens within the DMZ using Police Forces armed with light arms. There will be no tanks, artillery, and no vehicles heavier than an armored ambulance, tracked. Armored Vehicles under the weight of 20 tonnes are allowed provided they are armed only with a single 12.76 caliber weapon and below. Mortars under the caliber of 61 mm are allowed to provide illumination support and close fire support.

Anti-Tank Guided Munitions of any type are forbidden in the DMZ.

Shoulder fired short range air to air missiles for border security are allowed.

4) Legion will assume an Operational stance and patrol the DMZ for the next two years and at that time all parties will reconvene for a follow on summit to determine future arrangements for the DMZ, which at that time will either be continued by the three parties involved or a different outside party and not Legion.

5) All operational expenses for Legion's deployment will be shouldered by the West African Republic, the Commonwealth of Africa, and the People's Republic of Africa to the tune of 100 Million Dongs per year. These funds will provide for a Legion Light Armored Group of 20,000 men.

6) Bases will be provided equally for this group by all three parties.

Legion Joint Territory

The persons handed over by the government of the Commonwealth are put in the brig until a trial can be organized.

The four Legion armored divisions are pulled out less four mechanized infantry regiments which are deployed along the border between the PRA and the Commonwealth and West Africa. The four Regiments are reformed into the Legion Central African Division and are equipped with an integral Air Transport Group and Air Strike Group for additional security.

16 bases for the division are planned for the division's deployment and requisitions of food and fuel are evenly distributed between the three governments involved.

Three Armored Divisions are immediately stood down in the Joint territory and put on standby for transport home, the first being the ever suffering 3rd Division. In Port Sudan the new RoRo Transports are put to sea carrying a new mechanized infantry regiment to replace the one lost by the West African Division that will be remaining in the Joint Territory.

The West African military units that were currently in the agreed Joint Territory immediately pulled back further south to the southern border of the DMZ. However the 2nd Mountain Division would remain behind to patrol the southern areas. The division was deployed due to the fact its ACMAT 4x4 Personnel Trucks and High Mobility Multipurpose Wheeled Vehicles would be most suitable for the patrols it would undertake.

The southern border of the DMZ would be lightly manned with checkpoints allowing access in and out for civilian vehicles. There would be observation posts watching over them to make sure that no soldiers or vehicles that were not in the designated force stray into the zone.

Joint Security Zone Deployment Bases 1 through 16

Legion Engineers attached to the Legion Airborne Regiment and Legion Special Operations Groups already in place along the borders begin selecting sites for the patrol bases required to house and utilize an over-strength Mechanized Infantry Division. For the most part they simply move into empty Commonwealth and West African buildings, throw up extra security, and begin performing inventories to generate lists for the Legion's Quartermaster Corp.

The Central African Division's 91st through 94th Mechanized Infantry Regiments and Support Battalions begin filtering into their bases within hours of them being selected. The full task of properly embedding themselves along the border will take a bit longer, but the rough infrastructure is already in place.

Legion Warrior APCs, Legion AXE Patrol Vehicles, and Legion Sandcats begin a schedule of random and erratic patrols along the entire Joint Security Zone to keep an eye on all three parties whilst providing everyone with intelligence collected by these patrols in a communal intelligence stream that is fed directly into all three nation's regional command centers.

Legion UAVs are put into the sky along side with Legion M-500 Defender Helicopters, which are purposely brought to the area for this mission as they are inexpensive but highly versatile airframes that have a number of specific applications. Backing them up are an entire wing of UH-60 Blackhawks with attached squadrons of Attack Helicopters for close fire support.
