[/b] Official notification to whom it may concern: Operatives from the Republic of Novus Niciae have secured popular support along the western seaboard of the North American continent and we have organized a referendum amongst the inhabitants who have declared unity with the remnant nician citizens and have established the Republic of Novus Niciae in the borders detailed below. We have also armed a Gendarmerie comprised of local people and remnant nicians. The armed forces of Novus Niciae have also been rearmed and reinforced by our new American brothers and we will be providing all the security this region requires. We have considerable funds set aside from our corporate activities to fund many social programs and infrastructure programs to improve the quality of life in this region considerably. Upon receiving the petition from the Niciae Institute, containing the signature of over a hundred thousand of signatures, the Noverian authorities spent several weeks verifying the results, through the Noverian Statistics Institute. When the petition was finally approved and accepted, the Tahoe Protectorate Corporation was formally dissolved as the process of independence began. Firstly, troopers of the Noveria Protectorate Force were ordered to be redeployed to Colorado in the Jefferson Protectorate. All construction workers, engineers and specialists of the Army Corp of Engineers received orders to leave the now-former Tahoe Protectorate. Construction work on the cities of Eureka, Salvador (Fort Bragg) and Mendocino ceased. At the same time, the Directorate of Foreign Affairs and Directorate of the Interior issued a joint statement to the world stating that they would let the areas of Noverian California, Nevada, and Utah become part of the Republic of Novus Niciae, only if NovCorp's (OOC: my media conglomerate) interests and assets would be safeguarded. In this, NovCorp will retain ownership and control of Raidio Teilifis Tahoe media network, as well as Google, Yahoo, and Microsoft resources, assets, and stocks in the region. Military police will be dispatched to RTT, Google, Yahoo, and Microsoft offices for the purpose of security and protection. Next, the region comprising the former Tahoe Protectorate shall come under the [b]Scaramanga Doctrine[/b]. Under the Doctrine, which is generally a modified Norton Doctrine, if the Republic of Novus Niciae devolve into instability or lose control for any reason, the areas of Noverian California, Noverian Nevada, and Noverian Utah shall revert back to Noverian protection, taking effect immediately. Finally, the Foreign Affairs Directorate issued a communique confering official diplomatic recognition to the Republic of Novus Niciae and welcoming it to North America and the world. The profitability and welfare of corporations in our nation is one of our highest concerns. I however request that your police be restricted to only carrying pistols, and they will not have police powers whilst in my nation, they will be issued with security guard licenses, class 1 open (the most permissive class), and for the purposes of nician law that shall be considered to be security guards. Your corporate interests will need to be informed that they will be subject to taxation at a rate of 15% of gross earnings for the next 10 years (the usual tax rate is 30%), but this can be offset by donations to registered nician charities. They are strictly tasked with guarding and defending NovCorp's properties, nothing less or more. However, the NFAP will be equipped with the XM-8 assault rifle along with the XCR-1 and Desert Eagle, but nothing more. This is strictly for defensive purposes, and is standard practice for Noverian institutions in foreign territories. As for your request regarding RTT (Raidio Teilifis Tahoe) programming in your nation, this certainly can be arranged, and RTT officials will cooperate with the Ministry of Culture for that purpose. Prime minister Johns Posted August 22, 2011 Author Report Share Posted August 22, 2011 New Niciae City: A column of APC's sped down the highway towards with Nike Niciae in the lead, she was looking for something, eventually she spotted something in the distance and radioed the column they made a right turn and headed down a side road for some time before coming to a halt near what had caught Nike's eye. Nike climbed out of the command APC in front of a small hill on the outskirts of the city and looked critically at the general area, it was good grassland with a few scattered houses and small holdings dotted irregularly throughout. She turned to a man beside her and said "What do you think of this area Agrippa? will it be a suitable site for the capitol?". The man who had a face that was wrinkled with several sunspots and scars turned and said "Yes my lady, It reminds me of the site of the old capitol, it will be most suitable. I will get the corps of engineers to begin work at once. In the mean time I suggest you locate a building to serve as a temporary capital". "Very well Agrippa, make sure the landowners of this area are paid well for this land and get to work" Nike said, Agrippa raised his hand in salute and turned to the engineers and said "All right you lot, get this site surveyed", They saluted and went to their vehicles and returned with various pieces of equipment and began mapping the area.
