"I fully understand, admittedly I am kind of thankful for some protection."

As he saw Price upon entering the office he nodded in respect.

"Well as you probably know my government has pretty much declared neutrality on the Irish matter. However in recent elections it became clear people favored recognition of your movement. At this point my government is reaady to arrange formal recognition of Northern Ireland, in addition we feel we can provide certain military support to handle the rogue elements in the resistance movements." Viktor outlined.

"It is just Ireland, Magistrate. I believe this will be beneficial to the both of us. What type of military support would be sent to Ireland to assist with the rogues?"

Private

David looked out of the window of his office. Robert stepped in, "Mr. President?" David looked back, "Come in Robert." Robert stepped inside. The sun was setting and it was the best time of day to be in the Round Room. It was either the work of the masons who might may have purposely designed this to happen or it was by luck. Vice President Robert would always come in during the sun set and relax in one of the nice chairs while he and David would discuss things of interest or just have an excuse to sleep. As the sun reached the horizon the orange light came into the room. It was bright and shocking, but it was dim and brought silence and peace to the room. It would make you sleepy if you were in that situation.

David sat behind his desk and put his feet up on it, leaning back in the leather chair. "If this movement" David said as Robert sat down and quickly closed his eyes, "has the best intentions for Ireland at heart and are sure they can run themselves, then I see no reason why not to let them then." Robert silently yawned and slowly nodded, "If it is best for Ireland, then it is best for us." Robert quickly fell asleep while David day dreamed with his eyes shut.
David had decided that he would not try to split Ireland and the people, but instead would give them another chance to see if they could thrive.

Later that day a diplomat was sent to Belfast with a treaty in hand.

Private Between USI and Ireland

Price looked over the treaty.

"There are some problems with this treaty. One, we won't require your protection. Two, the military base will not be viable at this time, especially if it is considered the territory of USI. Your recent rhetoric towards the movement will not make it possible. In the future, it is possible USI may have a base, and in the future we can discuss the terms of a base. Your troops and the Kingdom of Cochin troops will still have to leave the Island."

The diplomat looked a little confused, expecting a smile. "This is not a unconditional surrender, may I mind you good sir. This is a compromise for both sides. I ask you to make the corrections and I will send a copy to the President to look over and will give you word afterwords, however both of us are going to have to compromise if you want this to work."

"My apologies, Ireland it is. Well while your militia is large they also have the inherent issues of a militia. The High Guard has a special operations division called Razors. They are the most elite forces in Athens and most likely Europe. With your permission these Razors will begin operations at secret to track down and neutralize rogue elements. Optionally they can also be used to train militia forces in modern combat and tactics"

Berlin hears of the news. What a dissapointment. These people were deranged enough to go along with the Athenians.

"Of course it isn't an unconditional surrender, it isn't even a surrender. I do intend to negotiate the articles of the treaty here. Below is the set of articles we seek to be the Treaty.

Treaty Between Ireland and The United States of The Islands

I. The United States of The Islands shall hand control of Southern Ireland over to the Independence Movement led by Price

II. The United States of The Islands will recognize the Independence Movement led by Price as the legitimate government of Ireland

III. All 50,000 military forces of the United States and those of The Kingdom of Cochin will withdraw from Ireland.

IV. Both parties agree to recognize the legitimacy of the other.

V. At a later date, discussions will occur regarding a military base in Ireland.
"This would be useful to stamp out the ILA. They nearly ruined our movement with the stunt they pulled. How soon will they be able to be deployed to key areas around Ireland?"

The Third Marine Division and the lead brigades of the Royal Carnatic Regiment deployed to Ireland would start returning to Camp Barra as soon as they receive word from United States of the Islands. The 4 plane JM4 air patrol from GSF202 would be the last Cochin unit to leave Irish territory and skies.

OOC: KM this is a private meeting, only Athens and Voodoo's movement know.

IC:

"Consider them already on their way"

---

From bases throughout the Federation 20 Erebos would be stationed in Belfast while 320 Razors joined in later on by transports from the HNS Athena. The bulk of 250 Razors were mostly intended to give the Irish militia a crashcourse in modern military doctrine and combat. 70 Razors however divided in 7 teams had entirely different objectives. These were employed by the High Guard for counter-terrorism operations and black ops in general. The Irish would notice that at no point did they remove their helmet, only when absolutely sure no one other than fellow Razors were in the room. These Razors divided over the nation would cooperate with the militia to seek and destroy the ILA.

The methods of the Irish Liberation Army have been vindicated in repelling the foreign invaders! Foreign governments ignored the self-proclaimed governments of Ireland and their peaceful protests until our campaign started. Running scared, they turned to the previously sidelined peaceful government to resolve the crisis.

That new government owes its survival to us. It wasn't crushed by the invaders only because the ILA made it clear that foreign rule would be bloody. In the future they will pretend that nonviolence won the battle for independence, and that mythology, like the one in India, will serve to unite the nation. But should Ireland find itself threatened with foreign occupation again, the fear of a new Irish Liberation Army will hold them back.

You're welcome Ireland.

OOC: strange that you would think I'd continue my independence movement after Ireland gained its independence.

## Top Secret Diplomatic Wire ##

To: President David of USI
From: King Geoffrey IX

Subject: Ireland and recent events.

Body:

Greetings David,

I've noticed you've experienced a small set back in restoring Ireland to what you feel would be its ideal state. Sometimes it's just not in the cards and the people want something different. The Isle of Mann is not exactly the greatest source of resources for development to serve as a launching point for a broader, larger government.

I'm contacting you because I see you surrounded by those with whom you've recently had conflict. I feel this puts your independence at risk. I want to offer you the opportunity to be a vassal. Many think of vassaldom as a form of state-based servitude, but that couldn't be more wrong. It is a form of interdependence where the vassals and the organizing monarch must rely upon each other interdependently for the sake of the group. The weak stand together in hard times. I normally do not offer this to stronger states or more diplomatically unstable states, but at the very least your government has demonstrated you are diplomatically competent and not willing to blindly put your people at risk. The Sovereign over vassals is responsible for their care in terms of security and that of his or her own domain. In that, I am as much as a servant of my vassals as they are to me. If you wish to become my Vassal, the island of Mann would become part of my patrimony. You would be considered the Executive Duke of Mann and so would the representative leaders in your governments, Representative Dukes and Duchesses of your domain. Together we would be much stronger, and as part of my patrimony you would also be protected by the same treaties and alliance affiliations that protect my domains. As a member of the Delian League, that's not a small amount of influence. Additionally, we could possibly get you into the Delian League as a member with my support and the support of the Andorran Duke.

I realize that this is not an easy decision for you or your government. It feels like you're giving up some sovereignty, and you are to a degree. Every time you sign a treaty or establish another relationship you give up some control over your own destiny to foreign powers. The key is to make the ones that will help you and your people survive in the safest and strongest position that you can. Sometimes sacrificing a little sovereignty in one area, gains more in others. In this case, the strength to defend your home and your political ties could be greatly enhanced.

The offer stands open until such time as I feel you are strong enough to keep your potential enemies at a distance upon your own, at which time I will notify you again privately that the offer has been withdrawn.

With due concern and well wishes for you and yours,
Geoffrey Plantegenet IX
King of the Angevins

"The Cajun Federation pledges to dispatch two more twelve-ship convoys to Cork bearing fuel, foodstuffs, and medical supplies. We will also continue our humanitarian mission to the new Irish government with the Heavy Construction Engineers of the 225th Engineer Brigade, along with the CFNS Mercy providing medical aid offshore. These missions will be continued for the rest of the month, or until the Irish Government deems it fit that they return home.

The CFNS Mercy will remain offshore and out of territorial waters, but will operate unarmed medevac helicopters and offshore medical launches so that it may ferry patients to the ship. If any other humanitarian efforts are needed, we ask that they are brought forward to us as soon as possible or feasible."

Private Reply

I am very sorry for the inconvenience however I was advised that a court case would immediately be brought up that this would be a unconstitutional act in which could actually get me impeached. I am very sorry but this deal is not possible if I lose the position of President or have to sacrifice any of my military.

I do look forward to future democracy though my friend.

David Anthony O'Reilly

More soldiers continued to move out of Ireland. With 20,000 having left, only 30,000 more were to go.

They were exactly on schedule and the air force would do exactly as they promised - that is to leave last to make sure the troops weren't harmed from the air while they returned home.
