Creation of Andorra

In co-operation with Athens, the Angevin Monarchy hereby announces the liberation of the Vassal State of Andorra. Paul Rousseau, Governor of the Pyrenees Orientele Department headquartered in Perpignan, will be appointed to the position of Duke of Andorra and will be accorded the lands of Andorra and Pyrenees Orientele under the newly formed Andorran state.

His Majesty recognized the need for Andorra to no longer be a land locked state if it were to continue to exist as a state and recognized the cultural similarity of Andorrans and the nearby lands of Pyrenees Orientele. Based on this similarity and this need, it was concluded the best future for the newly formed state would include access to the nearest sea way.. in this case, the Mediterranean. The crown was able to permit this access through this merger of state and department.

Paul Rousseau has been an exemplary governor. Responsible for the development of his department, he has overseen unprecedented infrastructure growth in the region and he has the highest approval among nearby departmental heads in the regions near Andorra. Additionally, he was born in Andorra and migrated to France in his youth; giving him reason and understanding of the peoples and populations of the realm.

As a Vassal of the Angevin Monarchy, the new state will be entitled to the protection of its Lord Monarch, King Geoffrey Plantegenet IX of house Plantegenet. In exchange, the vassal state shall commit financing and manpower to facilitate its own protection and development acting within the responsibilities of a Vassal of the Monarchy. As a child of the Athenian Federation and the Angevin Monarchy, it shall have due rights to enter the Delian League if so ratified by Duke Rosseau.

The halls of the Chateau d'Angers were prepared for the coronation and the after-party, that Rosseau was not notified of. Not that the King was required to announce that he intend on having a good time. It would be a surprise for all the guests that constituted his government. Queen Christine would also be pleased. She rarely gets out, it would be an excuse for them to have a good time.

The Morning of the Duke's crowning, the Chateau is in celebratory form. The decor from top to bottom of the ancient estate is beautiful. The summer flowers are in full bloom. The heat of the day is stifling. Banners and draperies with royal heraldry abound and flap lightly in the morning's light winds. The appointment and coronation of the Duke was set for noon. There was a flood of men in Armani suits and ladies in formal dresses, gowns, and business wear. Few ventured into the Chateau, but most took in the gardens before the full heat of the day was upon them.

The King spent his morning getting shaved and cleaned up, then into his suit. Queen Christine got into a lovely silver dress. They made their way out to the gardens to great their guests and to mingle among the governors and regents of the realms. There was one unspoken rule. This was not a day to talk about business, except for the appointment of the Andorran Duke, this was a holiday for the hard workers who had made the Angevins strong again.

As Jesse and Paul arrived at the gate on the road leading up to the Chateau, they would be identified. The security guards bowed to Paul briefly in acknowledgement saying, "Lord Rosseau," and let them pass through. Attendants would greet them at the Chateau and give them a pamphlet with a guide to the day's events and an adviser accompanied them to keep them informed as to where they needed to be and when. Rosseau was made aware his coronation was at noon and he would need to be at the door of the throne room in the Chateau at 11:30. There would be a brief speech by the King. He would be crowned. Then he would be permitted to give his own remarks. There would be an international press corps present to watch the event, but not take questions.

Geoffrey nodded. "Good to meet you Jesse." He continued, "Governor Rosseau, Sergeant Jesse, this is my dear wife Queen Christine de'Plantegenet." He introduced his beloved.

She gave a slight nod in acknowledgement, her tiara sparkling in the morning sunlight. "A pleasure." The one thing they would note of the pair is the shorter stature of the Queen. The top of her head only came to the King's chin.

"I believe now is a good time to tell you, Governor. There is an after party in your honor after your coronation as Duke and in honor of Angevin progress. I hope you prepared a speech or are good at extemporaneous speaking, because we left you a gap to say whatever you wish after the crowning." He chuckled faintly then sipped from a wine glass he held in his left hand. His right was holding hands with his beloved

The King shrugged, "I'm not even aware of what you are talking about. Anyway... it is nearly time for the ceremony to begin. You should go take your place."

Geoffrey made his way back to the throne room with Christine where they were both seated as the royal court came to order.

*Pause here.. I will resume later. I assume Paul will follow his instructions.

[b]Paul: [/b]He did look nervous but I can't tell if it was that or something else. Even if he doesn't tell us anything I know an informant who probably knows a whole lot about them. But I can probably see the real reason he is nervous. This ceremony is very important and everyone wants it to go smoothly without any problems.

OOC: The cause is to get Jesse something else to do besides military training exercises back in Noveria. IF someone sends an assasin to take him out (I'm not going to create an assasin myself). Whether he succeeds or not Jesse's next mission will be to find and kill all those responsible, and no one will stop him from trying.

The court fell silent as Paul Rosseau's arrival was announced. On the walls draperies with the royal banner swayed next to banners with the Andorran banner which were slightly lowered. The crowd fell silent from their casual conversations as Paul was escorted by Usher's into the Throne Room. Escorted down a red carpet, Paul was brought to standing just short of the King. Geoffrey rose.

"In a world where the rise and fall of states is common, it is not frequent that a governor of any state may picks his neighbors or be aside a government of which they show any fondness. Andorra and its people are different however, for we Angevins. In our long history.. our families have intermarried, our peoples have striven together against common challenges. Today, in concert with our parents, Athens.. I hereby liberate our brothers, sisters, and friends in Andorra."

"I award Governance of this state to a man I have long trusted to govern southern France, who has allowed it to thrive and been responsible for robust growth in Pyrenees Orientele. Indeed, he shall even retain those lands which he has hard sought to develop for the good of the people of Andorra.. and the Angevins who still reside there and whom I am entrusting him to continue to protect. In doing this, making Andorra a stronger and more robust state than simply being a sole municipality."

Geoffrey's gaze fell upon Rosseau. Paul knew at this point he should kneel.

"Paul Rosseau, do you hereby swear loyalty to me and your people? That you will act in concert with me to defend both the Angevin Kingdom and Andorra? That you will commit the resources of Andorra to our mutual defense including the sum as prescribed for vassals in our laws and the manpower therewith? That you accept the role of, Vassal of the Angevin Crown, between our nations?"

The attendant with the Duke's crown came to Geoffrey's side. It was held upon a pillow of royal purple. He lifted the crown carefully and then turned sideways to gently rest it upon Paul's head.

"By your declaration of loyalty and acceptance of title, I hereby crown thee Duke Paul Rosseau of Andorra. You may rise and address our people." The king stepped back and settled into his throne.. allowing the Duke his chance to say his first words as a ruler of his people.

People of the world. Andorra may be small but our hearts are large. Their culture, their traditions are all their own. I have lived down there with them for as long as I can remember. Andorra is home to folk dances like the contrapàs and marratxa so you can say they love music just like I do.

The history of Andorra dates back to the days of Charlemagne when the first Andorran’s help him defend southern France against the armies of the Moors. Charlemagne rewarded them by giving them their own country. Their recent history might have been a bit dark but that shall change. I have run Pyrénées-Orientales for a while now and it is currently the best region in all of Angevin besides the Capital of course. I shall do the same with Andorra and with me as Duke it will become the most beautiful countries in all of Southern Europe.

[b]Paul: [/b]This is not that different from what I have been doing in the past, but now I have the freedom to do more things than I could before.

[b]Jesse: [/b]Andorra is still protected by Angevin and since you are now in the Delian League I suggest not making a big military yet. A few well trained infantry regiments plus maybe a mechanized or armor divison should be good enough to defend your territory from any attackers. After your speech I called my superiors and they gave me the OK to go after the people who did the attack on Vancouver but I still do not have a lead on where to begin searching for them.

[b]Paul: [/b]There is an informat back in Andorra that may help us. His name is Adrian. I'm sure he will know something about those rogue submarines and what ties them to each other.

[b]Damion: [/b]I have been hearing reports from unanimous sources that say they are planning something again. From what they also say it seems these terrorists are not out of nukes yet. They may do more attacks if we do not stop them.

[b]Jesse: [/b]Then I guess we better stop them. After the party we will head back to Andorra and talk to that informant.

[b]Paul: [/b]Actually it is you that needs to talk with him. I can give you weapons and ammo if you don't have any but everything else from here on you will have to do with Delta Squad.

[b]Damion: [/b]What about me? It was my family that they killed along with millions of others. I should be with you during this mission.

[b]Jesse: [/b]If you can listen to every one of my orders and do not resist following them at all then I welcome you back to Delta Squad. You may be my brother but we both know that you had trouble doing the right things in the past. So if I sense any hesitation, give me one reason to think you might turn on us and you won't have to worry about your revenge anymore because I will execute you then and there. Got it?

The party was long and lasted well into the night. There was dancing and revelry to be held by all in attendance from newly formed Andorra and the Angevin realm alike. As the sun set the party dwindled as heads of governments and regions departed for their homes.. wary that another busy week was ahead of them. They were, however, energized and refreshed from the reprieve from labor granted.
