Domingo the Honored
Upon receiving the message, the Grand Chancellor of the State authorized High Chancellor of Internal Affairs Maksim Bazhenov to discuss with the Magadan Oblast. He believed Bazhenov was qualified, after all, he alone had negotiated and signed Cyrantia's important treaty with the United Socialist Republic of Siberia. He did not fear sending Bazhenov to the Oblast, but did offer cautionary advice. "Be careful, Maksim. I trust this government has benevolent intentions, but its citizens have recently been aggressive towards neighboring nations with armaments of fair strength, such as mortars. Keep a team of guards with you at all times and attempt to travel incognito, so you won't be targeted. There's a reason we strengthened our border with them." After the small talk, Bazhenov departed Cyrantia in a civilian-looking government car, bound for the Magadan Oblast. The car, though white and plain in appearance, was bulletproofed and had tinted windows to avoid any unwanted attention. Riding along with him were five men of the team usually reserved as the personal guard of the Grand Chancellor of the State. Bazhenov was not scared of the nation he was going to enter, but he wasn't taking any risks. To: Andrey Aksim From: Sergei Aleksandrov, Grand Chancellor of the State We of the Chancellery of Cyrantia are pleased to see another one of our neighbors inviting us for diplomatic discussions. We are more than willing to send a representative to your nation. High Chancellor of Internal Affairs Maksim Bazhenov shall be taking a car to your country. Despite his title, he is experienced in foreign affairs and has negotiated a previous treaty of ours. We believe he is more than satisfactory and hope you will welcome him with open arms. Domingo the Honored
Bazhenov arrived at the border of the Magadan Oblast after a ride of a few hours. At the border they found another car waiting for them, and the six men entered the vehicle, evidently for the Oblast's government building. After a short ride, they arrived, and waited for someone to show them to the venue.
supercheese
Andrey Axsim approached them. "Greetings, I hope you had a good trip?" He looked at the 6 men infront of him and put his hand out to shake the representatives hand. "Follow me please." He said leading the way into the building. He lead them to a conference room. Outside the large double doors stood two guards. " If it is alright with you your security can wait here until this meeting is over." ... They take there seats. "First I would like to thank you for coming. Do you need anything?... Im sure you know why I invited you here, but before we begin talks about diplomatic relations I'm interested in learning a bit about your country. What is your nation like?" Domingo the Honored
"Hello, Chancellor Aksim. Our trip was uneventful, thankfully." Bazhenov and the guardsmen followed the Chancellor to the meeting room, and at Aksim's request, Bazhenov motioned for the five others to stay behind and wait outside. The guards had been expecting this, and nodded in understanding. The High Chancellor walked into the room and took a seat at the table. "I'm fine, thank you, I'm not in need of anything. I've brought my own water." He considered Aksim's question for a moment and answered. "Our nation is a former protectorate of the Serene Republic of Vaule, like yours and the United Socialist Republic of Siberia. It is lead by the Grand Chancellor of the State, Sergei Aleksandrov, and a cabinet of six High Chancellors, of which I am one. These Chancellors have a lifetime term, but may be impeached and can resign or retire. When a new Chancellor is needed, he is democratically elected." He uncapped the bottle of water he held and took a sip. There was just something about a national meeting that made Maksim's throat dry, and he didn't want to stutter. "Our nation naturally has quite a bit of territory that is rural, but we also have a few assorted large cities. These cities are where our industries, corporations, and urban living areas are located. Hm, what else would you like to know?
supercheese
Andrey, after listening to Maksim talk about is country thought for a second, taking it in. "No, I believe that answers my questions on your nation. Thank you. Now, I am hoping to achieve from this meeting a understanding of each other has well has diplomatic friendship both economically and military, so please feel free to say or ask anything. Next I would like to try to clear up a few things that I'm sure has come to your attention. I would like to assure you that our nation is not a violent or aggressive one has recent events may have made us appear, and we want nothing than to maintain peace in east asia." He paused waiting to see if Maksim had anything to add.
Domingo the Honored
"Don't worry, the Grand Chancellor and I have discussed it previously. We believe that your intentions are benevolent, but we do fear aggressive civilians with access to armaments such as mortars." Maksim took another small drink from his water bottle. "Would you inform me about your nation? We have only a very limited understanding of the Magadan Oblast. Most of what we have heard has stemmed from the cross-border attacks on the United Socialist Republic of Siberia."
supercheese
Andrey was tempted to say something about the investigations held, but decided against it. Best to leave the past in the past. "Of course, we are a democratic nation, our government is made by two branches the chancellors of defense, finance, internal affairs, and foreign affairs, has well has a senate which is made up of a hundred seats with part vote percentage directly affecting the number of seats of each party. Elections are held every four years for both chancellors and senate. Like yours much of our nation is rural with major urban areas along the coastline. Our economy comes mostly off of manufacturing, fishing, and mining. Anything else I miss that you would like to know?
Domingo the Honored
"No, I believe you've explained yourself to our satisfaction. So, Chancellor Aksim, I'd like to know what exactly you'd like to achieve with us here. It's pleasant to learn about our neighbors, but surely you had intentions other than simply having us come here to chat?"
supercheese
" We would like to establish trade and military friendship with you, our neighbors. I invited you here to discuss the possibility of a free trade agreement and possibly an mdoap/nap with our neighbors. What do you think?" He said sitting back waiting for a response. Domingo the Honored
"At this point in time I can firmly say that the Chancellery of Cyrantia cannot sign a military agreement with you. I hope you don't take it personally, but after the unfortunate incident with the mortars attacking across your border with the United Socialist Republic of Siberia, it's out of the question. We have a military treaty with their nation and cannot sign one with you after that incident without first conferring with them." Bazhenov looked down just a bit and took a sip of his water. He didn't like what he was saying, but it was the truth. He looked up again and resumed. "However, we would be very much interested in signing an economic agreement. What did you have in mind for an economic treaty?"
supercheese
Again he was tempted to say something about maksims response, but again decided against it. There was no need to drag Cryantia into the issues between Magadan and the USRS. "Of course, i understand." He said a bit timidly. He took a minute to gather his thoughts and take a breath. " We were thinking a free trade agreement between our nations on all goods to and from."

Domingo the Honored
"The Grand Chancellor of the State wants to know if you care to announce this treaty or if we should. We don't have a preference either way, so it's more your choice if you care to be the announcers or not. Bazhenov leaned back in his chair after he asked his final question. He took the last swig of his water bottle and threw it away in the garbage can next to him, waiting for Aksim's response.

Domingo the Honored
Fair enough, the Chancellery of Cyrantia will announce it. Well, Chancellor Aksim, I believe this meeting is concluded. Thank you for inviting me here and for your time, may our treaty be prosperous and long-lived. My guards and I shall leave now, good day to you." Bazhenov left the room and had his guards follow him back to the black car. They boarded it and returned to the border after a short ride. At the border, they switched cars to the white Cyrantian government vehicle. In short order, they were back in Xavier, safe and sound, with a new treaty under their belt.
