[b]ANNOUNCEMENT FROM THE DIRECTORATE OF FOREIGN AFFAIRS:[/b]

"The Republic of Noveria and Republic of Texas has entered into discussions with the Confederation of American States. In regards to this, the CAS Government has informed us that it has become incapable of maintaining orderly law and order, and as such has asked us to assume control as to restore law and order once again into its lands. Starting immediately, we will send peacekeeping forces into said regions, and the areas will be considered to be under our watchful protection, and we will work together in reasserting protection over them."

[b]ACTIONS[/b]

Approximately 30,000 troops were sent into the now-former CAS from the American Midwest Protectorate. Troops of the First Noverian Peacekeeping Task Force (NPTF), riding in IFVs and Humvees, crossed the border through several border crossings into Colorado and Utah, heading toward and occupying Denver, Colorado Springs, Grand Junction, and Salt Lake City. Likewise, transport aircrafts flew overhead over the former CAS, along with a couple squadron of interceptors to serve as guards; several hours later, Noverian troops arrived in Las Vegas, Flagstaff, Tucson, and the CAS capital, Phoenix. It took some time for Noverian military assets to reach the rest of Nevada and California, but San Francisco, Sacramento, Stockton, and Redding, as well central and northern California would come under Noverian military control.

"The Republic of Texas confirms the C.A.S. government has requested Texan protection. It is our understanding that once the territory has been stabilized the population will participate in a referendum for their future status. Should the population wish to re-assert their sovereignty Texan troops will respect their wish, likewise, should they wish to join another nation that too will be respected. Texas considers the former C.A.S. now under its protection meaning their soil is just like Texan soil any foreign actions that would be deemed an act of war in Texas will be deemed an act of war against Texas in the former C.A.S. territory."

Texas would ship a total of 20,000 troops in the first wave of deployments. San Francisco and other West Coast cities would have their airspace secured via unmanned aerial drones while Texan sailors landed ashore. As the first wave of troops landed another fifty-thousand reserve units would be activated in Texas and prepared for deployment. Two CSGs would be re-routed from the Gulf of Mexico to the West Coast while additional Texan submarines sailed ahead.

Following the establishment of protection, General Arthur Arnault, commandering the First Noverian Peacekeeping Force (NPTF), established the central headquarters of the NPTF in Salt Lake City, opening branch headquarters in Denver and Sacramento. Army troopers throughout the region began to cooperate with local authorities in maintaining law and order, and quashing crime and lawlessness. Army troopers began to take over border checkpoints alongside California and Utah's northern borders, and Colorado's northern and eastern border.

In addition, a CSG of Battlefleet South was dispatched from Alta Vancavite to ports in northern California, including San Francisco.

UFE forces had completed their extraction of sensitive technologies and weapon systems and were well on their way out before the foreign forces arrived. Remaining documents left behind that did not merit preservation were destroyed.

Several corporations such as Google, Microsoft and Yahoo, which were headquartered in the Texan portion of California, were bought by NovCorp and it's affiliated organizations for an unspecified sum. Their office branches, resources and assets thus came under NovCorp control. In a secret deal with the Texan government, NovCorp agreed to let the Texans become a major stockholders and investors in the aforementioned corporations.

Under orders by the Military Executor, transmitted by General Arnault, troops of the First Noveria Peacekeeping Force (officially renamed to the [b]Noverian Protectorate Force [NPF][/b]) currently stationed to the south of what is known to Noverian military officials as the [b]'Noxas Line'[/b] -- a demarcation line running from just above the City of San Francisco through Nevada and Utah, turning sharply southwards alongside the western Colorado border -- began withdrawing to positions north of the Line. The Noverians would turn over military control to the Texan troops.

The NPF would remain in what is informally known as the [b]'Noverian Protectorate Zone'[/b], a strip of territory comprising of Colorado, central Utah, central Nevada, and northern California. The exceptions were small groups of Army units that would guard the corporate buildings in California (the headquarters of Yahoo, Google, etc). The Texans would be informed of this through secure channels.

South of the 'Noxas Line' Texas was busy securing a mass of new territory. San Francisco, due to its natural harbors and geography favoring shipping would serve as regional headquarters for the Texan navy. Here Texas would also set its regional seat of governance until a more permanent location could be found. Las Vegas was flooded with Texas Rangers to quickly regulate and control the world's most famous gambling locale to prevent crime and fraud from running out of control. The army set up a major F.O.B. outside of Las Vegas, though with nearly fifteen hundred Rangers on the ground the army's activities were limited in scope. Unmanned aerial drones kept a constant presence above Hoover Dam and the Vegas airspace - as was happening in other large cities and important infrastructure across Texas's protectorate. Phoenix began serving as an impromptu regional headquarters for the Texan army as its position between Tucson and Las Vegas allowed for quick troop transfers in the event of major disasters. Tucson, like Las Vegas, received a major army F.O.B. due to its former status under the previous nation. Various smaller F.O.B.s of all military branches scattered the protectorate to ensure quick movements and a flexible security network.

San Jose, Oakland and San Francisco served as a triangle of military activity with supplies, intelligence and operational activity all flowing inward into the protectorate. Military engineers followed behind their fighting comrades to survey the former nation's infrastructure in order to recommend maintenance or building operations. Following reports from the Republic of Noveria in regards to Google, Microsoft and Yahoo - Texas bought a forty percent stake in the new companies and requested that Noverian soldiers be replaced by military police as Texan troops ensured security in the surrounding countryside. Military information officers began setting up meetings in all major cities and counties across the protectorate zone to meet with local elected officials to determine wants and needs as the stability effort increased in operational size. A time table to elections would be established following review by the J.O.C.A. in Houston. Virtus International, the private military corporation currently building the Warden System in Texas was hired to expand the system into the protectorate areas around the San Francisco Bay Area. Following the results of local elections, the government would then decide if new Warden Systems needed to be added, or demolition of the Bay Area's system was necessary.

On the home front, fifty-thousand reserve units began the long process of being transported to the new protectorate. Already, it was a determined that one of Texas's C.S.G.s was not necessary and therefore remained in the Gulf of Mexico. Texas's [i]Gringo[/i] led CSG continued on into San Francisco's bay. There, the [i]Gringo's[/i] commanding officer, Admiral James Palmetto would take over Naval operations in San Francisco. This would be the Republic's first chance to expand their usage of unmanned-aerial units, especially on the [i]Gringo[/i]. Major officers from all branches of the armed forces would be on hand in the protectorate zone to survey and document the expanded usage of unmanned technology. Though nearly one hundred thousand Texans would be on the ground in the Texan protectorate zone, security on the home-front remained just as high as ever, if not more, as Texan regulars increased deployment training and reserve units were put on notice for possible activation.

Across the 'Noverian Protectorate Zone', local governments were reestablished in a way that was standard in Noveria's protectorates. In cities such as Salt Lake City, Sacramento, Reno, Carson City, and Denver, interim City Councils were formed in anticipation of transition from military to civilian control. As the number of troops steadily increased to fifty thousand, old CAS military bases and installations throughout Noverian California, Nevada, Utah, and Colorado, came under control of the NPF, where they are currently being refitted for operation. Several new F.O.B.s were established, though: one was set up near Seattle, one near Reno, another near Salt Lake City, and one to the south of Denver. Their branches would quickly criss-cross across the NPZ for to ensure quick movements and to put in place a secure and flexible security network.

When the Noverian government received Texas's request to replace its troops with military police, it agreed to do so if the ships of the CSG of Battlefleet that had docked at San Francisco were allowed to remain there for the time being, until the Army Corps of Engineers had completed its work. If Texas agreed, then Noverian troops would be withdrawn in gradual succession, to be replaced by heavily-armed military police at the same rate.

While the NPF was doing its work, the Noverian Government proceeded to set the basis of civilian administration in the protectorate. Sacramento thus was designated the administrative center of Noverian California, Carson City for Noverian Nevada, Salt Lake City for Noverian Utah, and Denver for Noverian Colorado. An overall authority was to be established over time, in the form of a Corporation similiar to these in the Yukon and American West protectorates.

Within the protectorate, Noverian corporations moved in, as required by a law (dating back from Vinilandese times) mandating them to "commit socially." NovCorp, for one, after acquiring Google, Yahoo, and Microsoft, proceeded to take over all media outlets, their assets, stocks, and resources throughout the NPZ. NovCorp's rapidly growing media empire was massively expanded as its operations not only encompassed mainland Noveria, but its tentacles were deeply penetrating all its protectorates, including its newest ones. Other corporations did the same to their corresponding counterparts.

A group of high-ranking businessmen dressed up in smart suits were walking through a deserted corridorway in what appeared to be an abandoned detention camp near Salt Lake City, Utah. They were escorted by Elanus Risk Control Services troopers armed with heavy X-M8 and XCR-1 assault rifles.

"Accordng to my files, this is Camp Determination." One of the businessman answered, prompting another to perk up his eyebrows in piped interest.

"Camp Determination? This sounds familiar...where have I heard this before?" The voice of Javier Rodriguez mused aloud.

"Camp Determination used to be a maximum-security security prison that housed the former Tahoe Republic's worst criminals. According to these files we have discovered, every state in Tahoe had to send all their worst prison inmates to Camp Determination. Executions were pretty common there."

"Oh yes...! I remember now. It was purported to be very difficult for prisoners to escape." Rodriguez stated.

The other man, John Rosado, nodded. "Being located in an extremely remote valley does have its benefits, given that the camp was located hundreds of miles from the Tahoe border, especially after Tahoe had annexed Montana, Wyoming, and Colorado."

"Regions of which we control now." Rodriguez said, chuckling. The others grinned and chuckled too.

"But, if we are to put this facility back into operation once again, we need to take into account that Camp Determination may not be as effective in isolating prisoners as it had been in the past." A third voice, a young man named Nate Turner spoke up next to Rodriguez and Rosado.

The others remained silent as they nodded their heads in agreement with Turner's assessment. Camp Determination, due to its proximity to Salt Lake City, was located a mere 30 miles away from the border with the Austrian Commonwealth protectorate. Camp Determination was not as deep or secure as it had been in the Tahoe Republic, where the nearest border was over 400 miles away.

The group stopped as Rodriguez peered into one of the rooms, which was ransacked ever since the fateful mass escape that had occurred several years before. A moment of silence prevailed before Rodriguez broke the silence.

"Well...we must not let the facts obscure us from what we set out to do. Perhaps we can't reopen this old facility, but we certainly can copy the designs according to the blueprints and files we have discovered, and build prisons modelled after Camp Determination in somewhere more remote, like Nevada or Utah."

There was a murmur of agreements. Building a new prison was certainly more cheaper and effective than putting an old and abandoned building back into commission.

"Well, I guess we're done...for now." Turner spoke up. "Lets inform our superiors at NDC of our findings."

NDC stood for the Noverian Defense Corporation.

[b]NovCorp News: Sacramento, California:[/b] It has been reported that NovCorp has taken operational and administrative control of Raidio Teilifis Tahoe, which used to be the former Tahoe Republic's major media network. Raidio Teilifis Tahoe, which had continued to be in operation despite Tahoe's collapse because of generous financial support from ex-Tahoan citizens, controls a considerable television, news, and radio networks across the 'Noverian Protectorate Zone.' Under NovCorp management and sponsorship, Raidio Teilifis Tahoe is expected to broaden its scope and audience across the Noverian protectorate and mainland Noveria, with new RTT stations being opened (and reopened) in Vancouver, Salt Lake City, Sacramento, and Reno.

Following evaluation of the region's primary infrastructure, the Army Corps of Engineers in conjunction with civilian contractors have determined multiple upgrades to major infrastructure in the Texan protectorate region. Estimated cost is roughly 3.5 billion Texan Dollars which is well below the 5.5 billion put aside in preparation. Transportation upgrades will take the majority of the fund, though smaller projects such as damns and waterway expansions will be undertaken as needed. Specific upgrades in San Francisco's Bay Area region will not be calculated out of the 3.5 billion but rather out of a special Corps of Engineering fund for specific national security projects. Alcatraz Island, once a premier prison facility in the early nineteen hundreds has been approved by Oscar Vanderbilt, Minister of Prisons, as a vital location in need of refurbishing. Once more, Alcatraz Island will serve as North America's premier security prison facility. The island's former facilities will be demolished in the coming weeks in order to clear the island in preparation of construction. As the facility is off of the mainland - the Corps of Engineers would take a secondary stance to the Texan Navy which will supervise the entire construction process to ensure prices remain stable. Admiral Palmetto, speaking at a press conference outside of Naval Headquarters San Francisco (N.H.S.F.) said that local elections will be pushed forward as the stability in the region exceeded previous estimations.

The Noverian Defense Corporation's ambition to establish correctional systems (eupherisms for prison detention camps) modeled after Camp Determination was rivalled only by the Directorate of Corrections. Under the direction of its new head, Richard "Jaws" Kiel, resources, labor, and supplies were channeled into the Jefferson and Tahoe protectorates in large quantities to construct prisons and penitentiaries.

Kiel, with his metal fangs, bulging muscles, and towering stature, was not the type of person one would say no to. Heaven help the person who did that. And Kiel, unknown to all but the highest echelon of the Noverian government, was a Mafioso, who used to be an enforcer for Nadrink Mafia boss, Don Vito Corleone. No wonder the President approved Prime Minister Bianchi's proposal to appoint him head of corrections.

With the participation of the Tahoe and Jefferson Protectorate Corporations, Army Corp of Engineers, and other related government agencies, the plan to establishing something of a "prison colony" began to take shape -- figuratively and literally. Under direction of local advisors and supervisors, construction workers and engineers of the Army Corp of Engineers proceeded to lay out the foundations of five prison camps modeled directly after Camp Determination. Two of the prison camps were to be built in the Wyoming region of the Jefferson Protectorate, while three of the camps were to be built in the Tahoe Protectorate; two were to be built in Nevada and one in Utah.

Noveria's 'Australia' was well under construction.

Prisons and penitentaries were not the only aspects the Noverian government channeled into its southern protectorates, particularly the Tahoe Protectorate. Following initial evaluations and recommendations issued by the Army Corps of Engineers, funds, resources, and workers flooded into Noverian California, where they labored around the clock to transform the tiny coastal towns of Fort Bragg (renamed Salvador), Eureka, and Mendocino into sizeable ports capable of handling commerce and trade from all around the world.

Thanks in part to the hundreds of millions (if not billions) of Noverian Liras being poured into the protectorates, the three aforementioned cities were being steadily transformed into coastal port cities. Existing harbors and wharves would be expanded in size and capability as cargo-handling equipment such as cranes and forklifts were constructed, and docks, shipyards, dockyards, and canneries would be built in place. Artificial harbors would be built up as well, to become part of the envisaged ports that Eureka, Salvador, and Mendocino were to become over time. Dredging tactics would be utilized in some cases.

In addition to harbors, the infrastructure of the three cities - as well the rest of the Tahoe Protectorate - would be massively upgraded in areas that needed urgent improvement. Roads, railways, and tunnels throughout the Tahoe Protectorate, but most particularly California, Nevada, and Utah, were to be renovated and expanded so that they would not only connect with Eureka, Salvador, and Mendocino but to the rest of other cities throughout the Tahoe Protectorate. Power stations, electronic grids, and other relevant infrastructure would be upgraded to Noverian standards as well.

The Directorate of the Navy received authorization to construct two major naval bases near Eureka and Salvador. Their names have yet to be determined, but the Navy has begun working together with the Army Corps of Engineers and other relevant government agencies in the project.

Overall, the total cost of the massive upgrading project is estimated to be in the field of approixmately $20 billion or more, according to a classified report by the Financial Directorate to the Noveria Development Corporation.

The 'Noverization' of the Jefferson and Tahoe Protectorates was well-underway when President J. Thomas Christopher placed the Tahoe Protectorate Corporation, Jefferson Protectorate Corporation, and Yukon Protectorate Corporation under the aegis of the Noveria Development Corporation, effectively making them Noverian 'provinces' in all but name. Troopers of the Noveria Protectorate Force (NPF) were steadily phased out of border checkpoints and replaced by border guards of the Noverian Border Commission (NBC); the troops would be shifted to other parts of the protectorate. Noverian laws and resolutions began to be enforced throughout the protectorates (as if they weren't); inhabitants were granted Protectorate Citizenship, which gave them a limited form of dual citizenship, where they would be considered Noverian citizens, but could only vote in certain elections like referendums and were exempt from military service. They had unlimited access into and from mainland Noveria, of course, and could apply for regular Noverian citizenship if they wished.

Progress in the Jefferson and Tahoe protectorates were, to put it frankly, rather rapid. Thanks to the pool of dedicated labor force that were channelled into Noveria's southern protectorates - especially the prodding by corporations that employed them - and the sheer flood of funds that were poured into the regions by Nadrink, the once-dilapidated infrastructure of the former CAS regime were rapidly being brought to high Noverian standards. Pot-holed roads were replaced by new, well-maintained asphalt roads; cracked pavements slowly became new ones; rundown houses and buildings were either renovated or bulldozed; abandoned electronic grids and the like were put back into operation; rusted railroad and train railways morphed into new railways, and maglev lines were even planned; old sidewalks were torn up and replaced by new ones; lawns, bushes, and plants were moved, sheared, and replanted, respectively; and so on many others. Existing suburbs were renovated and expanded, and new ones were in planning.

But of course, Noverian California received the most attention and effort from the Noverian government, and this has led to rumors and gossips in several social and political circles, within and without Noveria, that the Noverian government was planning to annex it. With every passing hour of every passing day of every passing week of every passing month, Eureka, Salvador, and Mendocino steadily resembled not tiny coastal cities, but large ports that would resemble their counterparts in Noveria and around the world. New, as well existing, roads were linked up to the three cities, and the same went for railways, tunnels, and even bridges. The docks, shipyards, dockyards, and harbors were largely in place, with more planned to be built. Away from the waterfront, plans were drawn up to construct new skyscrapers, office buildings, apartment buildings, and many other buildings in Eureka, Salvador, and Mendocino with the goal of transforming them into at least beta-level cities.

This was not all; dozens of prisons and penitentaries based off on Camp Determination were built up over the weeks and months, thanks to the relentless prodding by "Jaws" Kiel, and one or two such camps, one in Nevada and one in Wyoming, were even completed ahead of schedule and began to accomodate new occupants -- criminals rounded up in the clampdown.

The clampdown on rampant crime by Noverian troopers, corporations, and the Mafia helped to restore the peace and order that were conductive to the productive atmosphere that were prevailing in Noveria's southern protectorates. This change in atmosphere helped to steadily restore the inhabitants' confidence in government as people no longer cowered inside their houses for fear of anarchy and lawlessness, but could confidently stride on the streets again.
