Keep it in non-proliferation, when you get hit by or declare war, switch and quick build them, use them all and switch it back? Do people do that? [/quote] I suppose you could manipulate using the government setting. The problem is, it doesn't really make much sense to do so. The only benefit to doing so is the income Uranium would provide in non-proliferation. If a nation is large enough to be able to buy nukes, the income becomes secondary to having nukes when you need them. As noted above you can only buy one nuke a day (2 if you have the Weapons Research Complex), so it would take quite a while to restock; not something you want to be doing while at war. Really, if you need to pinch pennies this tight; you need to rethink spending $100 million to buy the Manhattan Project in the first place. What you suggest just isn't practical.
