Today the Grand Chancellor of the State, Sergei Aleksandrov, came before the nation in front of the Chancellor's Building in Xavier to address his people. His first public event in quite a while was a shocking event to many Cyrantians, as he unveiled several troublesome issues that had been classified until now. He first admitted that the entire national infantry had left from the northern coast to invade the former nation of Canada. It explained why reporters and media were forbidden to be near the recently established infantry camps - there were no military personnel to be encountered there. He detailed the operation that was to be accomplished by the invading force, which was to enter Oregon at Cannon Beach, take the town, and then move on to Astoria or Portland and capture the state. The folding of Canada prevented the mission's success, because forces of the Californian Republic stormed the area and surrounded the Cyrantian army.

He released the number of casualties from the operation, which was approximately 35,000 wounded and 5,000 dead. Ships from the Californian Republic carrying both Californian and Cyrantian medical personnel were said to have returned yesterday, carrying the deceased and mildly wounded. Those more severely hurt and of sound health had to remain in foreign territory. He also announced that the newly formed Korian Migrant Fleet would be carrying the remainder of the infantry home, but that it would take time, as the fleet had yet to near Oregon. The Grand Chancellor declared the operation to be a failure, and apologized to the population for keeping it a secret from them. He explained that such a plan had to remain quiet, or it would doubtless fail, despite the fact that it did anyway.

There was good news in his speech, however, and several positive announcements were made. He mentioned the possibility of two new allies in the Californian Republic, who has approached the Chancellery for diplomacy, and the Korian Migrant Fleet. He noted that nothing is as of yet set in stone, but that there was a large chance both of the aforementioned entities would become friends to the nation. In his final unveiling, he announced the creation of a national flag. He explained that for too long Cyrantia had been without a flag or had flown only that of Tianxia. It is his belief that in times of turmoil or trouble, a rallying point is necessary to bring together a population. He ended the speech with his hope that the flag would be satisfactory and would become a positive symbol for Cyrantia. Before he left the site, the new flag was hoisted high above the Chancellor's Building. It features the Amur Tiger, which is commonly known as the Siberian Tiger, one of the nation's more prominent and fearsome creatures.

Today the Cyrantian military has been mobilized for the first time since its delivery by the Korian Migrant Fleet. The army, which lost approximately 40,000 soldiers. 35,000 men fell to injuries and 5,000 more were killed in action in Oregon. Most of those injured have spent their time home recovering and returning to the military, while the government sought replacement for those killed. Quite recently with recoveries of the wounded and new conscripts the nation's standing army has reached its ideal number of 280,000 soldiers. The army has been moved to the north-eastern portion of the country along with Cyrantia's 2,200 tanks, presumably for exercises.

Relating to the army's movements, the Cyrantian air force has also been mobilized. The hundreds of aircraft were unloaded out of their hangars and onto their airfields in former Transamur. Minor repairs were conducted on the planes needing some servicing from sitting unused, and all the craft were cleaned, fueled up, and armed. It is thought that the mobilization will somehow coincide with the exercises planned for the army, although it is as of yet unclear what the true intentions are.

In other news, the Grand Chancellor of the State announced a war memorial yesterday. A monument, to be named The Testament of the Fallen, will be a large granite statue of five soldiers storming a beach. The five soldiers signify the 5,000 dead, while their actions represent both the battle plan of the invasion of Oregon as well as the bravery of those who fell for Cyrantia on foreign soil. The names of all those killed in action will be engraved onto the large pentagonal (again signifying the five) base of the statue. It will be placed in north-western Cyrantia, where the troops first boarded their ships bound for Oregon. Due to the remote nature of the site, an exact copy will be carved and placed in the central square of Xavier, the capital. Many of the families of the dead live in the capital and thus will be able to visit the monument's twin.

Military: Today, for the first time, several very badly-kept state secrets have been publicly released by the government. The first is military in nature - the Grand Chancellor of the State acknowledged the War of Liberation in Yoitsu. He explained that the former ally of the Chancellery was unstable and ruled by ineffective and cruel rulers, and that the joint effort of its removal with Marscurian Siberia was the only option available. The territory has since been reorganized into two protected autonomous republics, with the western half, the Federal Republic of Yoitsu, being connected to Cyrantia. A portion of the troops from all four Armies have made up half of the new Republic's 100,000 man peacekeeping force.

The second state secret finally released today acknowledged the disappearance and eventual recovery of the High Chancellor of Defense, Mikhail Zherdev. While at a party in Australia held by the recently-defunct Southern Cross, he was kidnapped by pirates. The other three High Chancellors in attendance were unharmed and returned to Cyrantia on schedule. Zherdev was not treated badly, was well-dressed and fed upon rescue. The circumstances of his release were not explained, though it is widely believed the government paid a substantial ransom for him. His return to the capital, Xavier, was attended by a crowd of almost 25,000 cheering Cyrantian citizens.

Infrastructure: It was announced today that the scientific research station on the Chancellery's remote Antarctic island would instead be converted to a high-security military fortress. Differing from the nation's military bases, constructed to house soldiers and defend the Cyrantian mainland, it will be guarded by a garrison of elite bodyguards trained specifically for the defense of the Cabinet. When asked about the development of the fortress, the Grand Chancellor of the State stated that "It will function as one of the headquarters of the military's High Command." He commented that a "lack of scientific advancements or significant results" from the former science base contributed to the conversion's approval. The Grand Chancellor was also asked about a rumor spreading through the capital that the base would serve as a place for the Cyrantian leadership to flee in times of crisis as a sort of large, defended panic room, but he declined to comment.

From: Maksim Bazhenov
To: Sergei Aleksandrov

Grand Chancellor, I have received a report today from the builders sent to build our new fortress and the guards accompanying them. They have reported that they found no scientists or soldiers left in the base, which explains the loss of contact with them. They also note some significant damage internally to the facility, but no signs of blood, injury, or violence. The unexplained damage and missing personnel is certainly worrying, but there was nothing living or dangerous found inside or outside the base, or on the island. A thorough sweep of the entire place revealed nothing, and subsequently the undamaged facility was successfully dismantled, with all portions receiving damage demolished completely. The new fortress has had its hull completed already, and all the internals are projected to be online within a month.

Signed,

-M.B.
