[b]Military:[/b] Today, the first official police force and infantry troops of the nation have been formed. The Grand Chancellor called for 20,000 volunteers to form the first ground forces and 5,000 additional volunteers to work as police. This first organization of national troops and police has been put together to remove the need for Vaulian peacekeepers in Cyrantia.

Many of these volunteers have had previous experience in the military and law enforcement, and only three thousand of the infantry and two hundred of the police are in need of formal training, which is being carried out immediately. The training is being overseen by the newly appointed High Chancellor of Defense, Mikhail Zherdev.

The specifics of the military's armaments are being kept secret from public knowledge, but when asked about the primary weapons of the military, Zherdev commented "It's extremely likely the weapon of choice will be a Kalashnikov-designed rifle." He refers to Mikhail Kalashnikov, a famed Russian-Soviet arms designer, most known for the designs of the AK-47, the AKM, and the AK-74. All three are highly effective rifles in use worldwide, and this reporter is in no position to speculate which will be chosen.

[b]Government:[/b] In other news, the High Chancellors which make up the Cabinet have been decided today. Including the Grand Chancellor of the State, the Cabinet is now filled with 7 members.

Grand Chancellor, we have finished collecting data on the 25,000 men and women who volunteered for service. It's been determined that the ones with firearms training are most proficient in the use of the AK-74 assault rifle and Makarov PM sidearm. The ones with no prior firearms training are primarily being taught how to use these weapons, and it is my personal recommendation that these be our most widely distributed armaments.

Thus, I have organized this basic format: four regiments of approximately five thousand strong, armed with AK-74 rifles, Makarov PM pistols, and combat knives. Of course you understand that this is only our most basic and beginning military force, organized to help keep peace and eliminate the need for SR Vaule's troops remaining in the nation. Later on, when we are more established, we must gain more numbers, as well as tanks, vehicles, advanced weapons, and all the parts of a modern military.

[b]Military:[/b] The training of 3200 infantrymen and law enforcement officers concluded today with a small celebration among the trainers and trainees. For five days the volunteers endured a difficult boot camp where they were trained in the use of various large and small arms, as well as physical strength and endurance. This reporter's sincere congratulations go out to the graduates.

[b]Government[/b]: Grand Chancellor Aleksandrov and High Chancellor Garin have been noticeably absent in the affairs of the nation for the past few days, and their inactivity has finally been addressed today. In a small press conference given by High Chancellor Bazhenov to the press, it was said that the Chancellors have been away conducting the first Cyrantian diplomacy with other nations. The venue, purpose, and participants of these diplomatic talks have not been released, but the public has been observably relieved with the news.

[b]Sports:[/b] The formation of a national association football team was announced three days ago. The Cyrantian national team, nicknamed the "Ice Wolves", are (predictably) mostly composed of players from FC Xavier "Ice Wolves", the premier club team of the nation. Much to the disappointment of the population, it was also announced the team would miss the Cup of Nations due to schedule conflicts. The roster was released, shown below with starters bolded.

The team was noted for its strong defense, composed of two defenders on the right and the left, a sweeper playing center defender slightly back and a stopper playing the same position but slightly forward. Its offense is comprised of two of the strongest goal scorers in all Cyrantia, and it has two premier attacking midfielders to support them. The team plays at FC Xavier's home stadium, the Chancellor's Field, which is the nation's largest.

A widespread criticism of the team was the benching of number 39, Sergei Ilyin. Ilyin and his brother Pavel (who wears number 38) form the "Iron Center" of FC Xavier's defense. Replacing him at stopper is PFC Police Force's Alexei Dmitriyev, who has gathered a large fan base among police officers and their families. He wears number 23.

Another criticism of the team's formation was the starting of number 42, Petro Sadovsky. Sadovsky, the former left midfielder of FC Xavier, was expelled from the team two years ago. He had made negative comments towards the coach in regard to his signing of left centre midfielder Boris Chazov, who wears number 67. Since then no professional team in Cyrantia has extended an offer to sign him, and he has expressed no intent to play abroad. Despite his past history, after tryouts Sadovsky beat out number 50, Leonid Fanin, of FC Xavier - who was his replacement.

Five days is simply not long enough for competence and professionalism and the Republican Army is made up of veterans of the Commonwealth Army, the nation that existed before the USRS.

No repayment is required. Instructors will be sent to Cyrantia to the respective bases and installations. Costs less on travel flying in one hundred experts than flying out over three thousand recruits.

[b]Government:[/b] High Chancellor of Education Konstantin Antonov gave a speech today outlining his hopes for the educational systems of Cyrantia. The current Cyrantian literacy rate of slightly under 94 percent was the first situation addressed. He expressed his gladness that the rate was above 9 out of every 10 citizens, but troubled that it wasn't higher. "To truly educate our citizens," he said, "they must be literate. Without the ability to read, we will never be a country of intelligence."

High Chancellor Antonov's main action was introducing a standard of universal literacy of students who attend school regularly by age 8. He also stated that children who did not attend school regularly would soon, as the Cabinet has been working on a new law mandating school attendance. He said it should be introduced in the next few days.

The High Chancellor also spoke about his thoughts of troubled students. "We will assign specially trained teachers to aid children with difficulties or minor illnesses such as dyslexia and Asberger's and will work hard to help them succeed." He had a quite different view on children who had advanced mental illnesses.

"We will not hold the same standard with children who suffer from severe mental illness. While it pains us, our government views educating those with no hope to a minimum level rather than educating the hopeful to a maximum level is a waste of time and money." The High Chancellor expressed his priority to educate gifted, normal, and slightly troubled children to the fullest, and not educate the severely ill very much.

[b]Sports:[/b] The Ice Wolves, Cyrantia's national association football team, has started its training. Many thousands of spectators have taken advantage of the open practices having no admission charge, and have crowded the stands of the Chancellor's Field to watch. Ivan Azarov, the team's captain and starting goalkeeper, was a particular standout. Of 167 practice penalty kicks shot at him, only 54 were successful. He blocked 60 of 167, giving him a success rate of 36 percent. Of the shots, 32 percent missed the goal, and 68 percent were on target.

[b]Military:[/b] A police officer died for the first time in Xavier today. The perpetrator was an immigrant of unknown (but suspected American) origins, Douglas Mills. He attempted to rob a bank in the capital's business sector with a legally purchased and licensed Uzi. The bank's distress button was activated and police officers arrived shortly. Mills was unwilling to give himself up, and fired out the door and windows of the bank. One of his bullets struck Officer Ihor Galkin in the head, causing instant death for the 26-year-old policeman. The police officers deployed tear gas on the robber and stormed the bank, shooting him to death. Upon investigation, it was found Mills had lived in the Cyrantian area for at least two years and had only recently fallen on hard times after being laid off from his job. Also worthy of note was that famed Cyrantian footballer and police officer Alexei Dmitriyev was one of the officers who handled the situation.

[b]Government:[/b] High Chancellors Leonid Vitsin and Maksim Bazhenov (of Transportation and Internal Affairs, respectively) have jointly announced their intention to expand the sea fare of Cyrantia's main coastal city, Port Lombard. The city is one of the finest natural seaports in the region, located at the center of the nation's furthest inland coast. Though Cyrantia's military naval strength is minimal, the two Chancellors have expressed interest for some time in increasing trade and commerce through shipping in the port. Vitsin and Bazhenov have pledged funds to begin construction on improved docks, removal of any hazards to large vessels in the harbor, and purchasing of equipment to handle large shipping.

[b]Military/Government:[/b] High Chancellor of Defense Mikhail Zherdev and 15,000 soldiers went through the streets of Xavier today in an impromptu parade. Zherdev, who is the acting Grand Chancellor of the State while the real one is away, has been noticed to tout the military of Cyrantia more and more. While he has not openly expressed any intention of usurping or causing other mischief, the population is visibly anxious. Many fear a revolution or a grasp for power by Zherdev.

Only 4 of the 7 cabinet members are currently in the country, with the Grand Chancellor and two High Chancellors away discussing relations with neighboring nations. The three other High Chancellors besides Zherdev are Leonid Vitsin (Transportation), Konstantin Antonov (Education) and Andrey Kalinin (Health). They are arguably the more insignificant half of the cabinet, and are not expected to resist Zherdev strongly should he commence hostilities. This has left the nation in a general state of worry, and they wait, hour by hour, for either side to express control.

[b]Government:[/b] With the return of the influential and respected High Chancellor Maksim Bazhenov, the possibility of a revolt by High Chancellor Mikhail Zherdev has been effectively put down. Zherdev also released a public statement today, officially stating his intent to remain loyal to the Grand Chancellor.

"Fellow Cyrantians, I know it has recently been a concern that I would present some sort of revolt to take over the nation myself. I assure you, I have no such intention. My impromptu military parade was fueled by the celebration of the completion of training abroad for some of our recruits. I have no plans to attack us, and will continue my duty as High Chancellor of Defense."

[b]Military:[/b] A large complex, under construction for several months approximately 20 miles southeast of Xavier, has been completed and officially announced today. The complex is a military base, officially constructed to house troops. The complex is big enough to comfortably house a garrison of several thousand, and indeed approximately 3500 troops have already been stationed there. The name is officially Cyrantian Military Establishment 1, but civilians have been calling it Fort Xavier.

[center][b]Classified[/b][/center]

The Chancellery of Cyrantia's military has expanded greatly. 90,000 further troops have been recruited and are presently being armed and readied. The DEFCON level of Cyrantia has been brought from 5 to 3, and the armed forces of the nation now number 110,000. These troops have been organized into the First, Second, Third, and Fourth Infantry divisions. These divisions number about 60,000 in total ground strength.

Factories in Cyrantia's main industrial city, Enkando, which previously had been unused but maintained by the government, have been brought into use. They are now producing Russian-designed T-90 main battle tanks. The usage of the factories has brought many formerly unemployed workers into temporary jobs. The factories have thus far produced approximately 2500 tanks, but the goal is 12,000. This will designate a further 36,000 ground forces into tank service, and they will be organized into four tank regiments. Currently the 36,000 men are being instructed on tank usage and procedures by experts.

[b]Military:[/b] Many of the 42,300 troops left unassigned in the organization of the Cyrantian military have today been assigned. They shall be reserved for an air force or navy pursuit in the future. In the event of a ground emergency, they may also be called to infantry duty. In essence, 10,000 men are going be trained for all three combat areas. The training is likely to take place at Cyrantian Military Establishment 001 (also known as Fort Xavier.)

[b]Government:[/b] In an international press release, the Grand Chancellor of the State announced two new Cyrantian diplomatic agreements. One is a purely economic agreement signed with our southern neighbors, the Khaganate of Marscurian Siberia. The other is an optional defense and intelligence pact with an economic agreement, signed with our northern neighbors, the United Socialist Republic of Siberia. Undoubtedly, these newly signed agreements will strengthen Cyrantia further, and it is hoped they prosper.

The High Chancellor of Defense, Mikhail Zherdev, has ordered the strengthening of the Cyrantian border with the newly formed "Magadan Oblast". The Oblast has reportedly been aggressive towards the United Socialist Republic of Siberia, and though our border with it is small, the High Chancellor advises raised defenses. Thus the border, the smallest we have with any nation, shall be patrolled by the Third Infantry Division and Second Tank Regiment. This dedicates 15,000 men and 350 tanks to the small area, making it possibly the most heavily guarded section of land in all Cyrantia.

[b]Introduction:[/b] We of the publishing team of the Cyrantian Tribune wish to publicly apologize for our lateness in the latest issue. We do not wish to deprive the Cyrantia people of their goings-on, we wish to inform them. We have no relevant excuses or rationalizations, so we ask that our readers forgive us. It is our hope that this issue shall be one of note.

[b]International Affairs:[/b] Cyrantian international relations have been busy as ever, as we become involved with military and economic affairs of the world. Most recently, the Cyrantian government has announced a new treaty as well as an amendment to an existing one. After extensive talks with the United Socialist Republic of Siberia, the treaty with them has been upgraded to a Mutual Defense Pact. An open-border policy with the nation has also been acknowledged, in addition to our government's public approval of their nuclear program.

The Cyrantian government has also confirmed a long-standing rumor. The Chancellery of Cyrantia does indeed now hold an economic treaty with the Magadan Oblast. This decision came after heavy deliberation and discussion about possible threats or treaty conflicts, but ultimately a purely economic agreement was settled. The treaty holds many similarities with the already existing one with the Khaganate of Marscurian Siberia.

Thus, the following treaties are now in effect for the Chancellery of Cyrantia:
Mutual Defense/Intelligence/Economic Pact with the USRS.
Economic Agreements with Marscurian Siberia and the Magadan Oblast.

[b]Military:[/b] The Cyrantian Army has built its second fort, officially named the Cyrantian Military Establishment 002. The Establishment, which is located in the nation's northwest, is very much unlike its predecessor. It has been built to be a direct neighbor of the small but important town of Twinfield. It serves as a crossroads of sorts, as it is tied by roads to two of Cyrantia's three treaty partners as well as many large Cyrantian cities. Many goods travel to and from the city every day, and the decision has been made to protect it further. The second establishment, which is smaller than the first, has a garrison of 2300 men.

Border patrols with the Magadan Oblast have now been reduced to normal levels after a long period of high security. Reasons for the change have not been fully disclosed, but is believed to be a request by at least one of Cyrantia's treaty partners.

[b]Government[/b]: The citizens of Cyrantia are relieved and happy with their entire Cabinet present for the first time in quite a while. Members of the Cabinet are often away for diplomatic or internal reasons, and it has been long since the 7 men have been fully together. With the return of Maksim Bazhenov to Xavier, all of the ruling members are in the capital. The citizens' spirits have taken a noticeable upturn with the increased security of the government's presence.

[b]Today's News:[/b] Today, for the first time in the history of the Chancellery of Cyrantia, the nation has expanded in size. An agreement was reached with the United Federation of the East to allow the expansion. The agreement paid an unspecified amount to the UFE in exchange for the top half of their former region of "Transamur".

The territory, which directly borders Cyrantia, has strong ties to the nation already, and the UFE was open to entertain offers to purchase it. Apparently our offer was satisfactory, and with the signing of the document we have been handed control. Peacekeeping troops have been deployed to the region, but with the announcement of the change of leadership and the removal of UFE men, there has been no resistance.

After the security of the region is assured, the entire Cabinet of Cyrantia will travel to the new territory to parade and welcome the citizens to our nation. It is hoped the population will be accepting of their new leaders.

[b]Government:[/b] The return of High Chancellor of Foreign Affairs Dmitry Garin has brought good and shocking news to the nation. It has been nationally announced that a treaty has been signed with Austria, a European monarchy. The intent to discuss relations with yet another country was known throughout Cyrantia, but it was not told which country would be the other attendee. It was assumed to be a local nation, not one of Europe. The news is shocking to most of the Cyrantian general population, who know that we have not associated with the Europeans in our existence. However, more informed citizens know that the territory of Ehestadt is in close proximity, which is under UFE-Austrian joint control, and the Empress of Austria is wed to the Imperator of the UFE. With close ties to Asia, the Austrians were a predictable nation to approach for relations.

High Chancellor Garin's return also marked the beginning of the travels of the Cabinet of Cyrantia through the former northern Transamur. The government was well-received, with thousands of cheering citizens waiting for the cabinet to parade through the streets. After a trip of a few hours' time, taking the men through the central area of Transamur, they stopped at a preset stage to make speeches. Mainly they pledged to not violate the freedoms and cultural customs of the United Federation of the East, though government policies would be changed because we are not a socialist nation. It was also promised that wealth would soon be restored to the region. The first change to the region was the renaming of the province to East Cyrantia.

To kick off the restoration of wealth, a myriad of announcements were made concerning the region. Several large Cyrantian corporations will be opening business branches in East Cyrantia. Surveyors will be sent to observe the region's natural resources and possible profitable exports. Institutions of higher education will be built to allow for the development of skilled workers. Architects and building companies will be brought to investigate the possibilities of cities, forts, and harbors in the region. In the meantime while these changes are being made, citizens are to continue with their daily routines.

[b]Government:[/b] The Cabinet, though having just finished its tour of East Cyrantia, is already busying itself once more. Both the Grand Chancellor and High Chancellor Garin are out of the nation. High Chancellor Zherdev has been negotiating an undisclosed military purchase with an unnamed seller. As always, the rest of the Cabinet has control and will take care of any issues presently arising during these absences.

[b]Miscellaneous:[/b] The Cyrantian side of the Transiberian Railway has been completed today. After months of work coinciding with the labor of the workers of the United Socialist Republic of Siberia, the railway has been done. Construction was ordered after the signing of a treaty establishing its creation and purpose, which will be for both commercial ventures and for an open border policy. The railway now runs through much of the nation among many more miles throughout Siberia.

In other news, Cyrantia has laid claim to an untaken sub-antarctic island. The land, formerly named Peter I Island, was spotted by a small Cyrantian scientific vessel conducting regional studies. Though most islands in the region are either a protectorate or province of another nation, the particular island was unheld by any known nations. Though it is mainly a glacier island of ice and rock, several possible landing points were spotted. The scientists proceeded to disembark and claim it for Cyrantia, to be studied and the host of a national base.

[center][b]Cyrantian Tribune[/b][/center]

[b]Government:[/b] It has been nationally announced that the Chancellery of Cyrantia plans to extend diplomatic relations to yet another nation. Which nation has not been disclosed, but a foreign affairs spokesman said it would be "surprising to most". The citizens eagerly await new information about the state of Cyrantia's foreign affairs. With the signing of a treaty with Austria still fresh in the civilian's minds, it is widely believed the nation mentioned may even be of another continent. At this point we who are not of the government may only sit and wait.

[b]Infrastructure:[/b] The region of East Cyrantia has seen heavy work in its time as part of the nation. One of the first buildings constructed in the region was the Cyrantian Military Establishment 003, or Fort East. The establishment, built directly in the center of the region, is meant to provide a feeling of security for the civilians as well as a genuine military presence in the fairly unguarded province. It is a 3,000 troop garrison, the second largest in the country. In other military news, former United Federation of the East air force bases are now officially being maintained. The bases, which sat ignored for a period of time, are being well-kept for future use.

Two universities have been opened in East Cyrantia, as well as several economic buildings. The principal available resources have been determined to be fishing and exporting fuel. Fisheries have already existed, but have been modernized and advanced. The natural fuel supplies have been largely untapped, and systems are currently being developed to begin extraction. Corporate branches in East Cyrantia are still planned but have not yet been opened. The lack of a city with a true business sector has delayed the opening of these branches. The delay is indefinite, but certainly not permanent. When a prominent business sector of a city emerges, many corporations will begin to expand within it.

[b]Miscellaneous:[/b] The Cyrantian base in the sub-Antarctic is now under construction. With vessels containing workers and parts arriving at the host island, building has begun. It is hoped that the structure is soon completed and scientists and their equipment may be moved in to begin studies in the unique region. Accompanying the vessels were small boats containing armed police force personnel. The likelihood of a catastrophe or attack is minimal, but precautions are being taken to protect the precious materials, men, and island.

[b]Military:[/b] The Chancellery has had much military activity in the passage of time between the publication of this Tribune and the last issue. Yet another fort has been built within the nation. It is based outside Enkando, the nation's foremost industrial city, in the northeast portion of the nation. It is officially the Cyrantian Military Establishment 004, but is nicknamed Fort Enkando by the troops and civilians near it. The size of the garrison is 2000 men, making it the smallest fort in all Cyrantia by number of men.

Also in military news is the reorganization of the Armed Forces. The 5000 naval trainees have been recalled from their training back into the infantry. The last 25000 unassigned members of the military have been placed into the infantry, as well. These 30000 men will form two divisions of 15000, the Fifth and Sixth Infantry. These divisions have now been assigned into larger units, as well. The First and Second Armies have been formed, using all currently utilized land troops.

The Chancellery's military factories have recently been producing aircraft. They have been once again producing carbon copies of Soviet military units. In this case, sixty copies of the Sukhoi Su-35 fighter were made as well as Tupolev Tu-160 bombers. These have been transported to the former UFE airbases in East Cyrantia. 5000 aerial trainees, having completed their training, have been assigned to the airbases. This effectively begins the Cyrantian air force.

[b]Military:[/b] Some 18,500 troops from the United Socialist Republic of Siberia have arrived in Cyrantia. The allied forces are in the nation to train with the Cyrantian infantry. They will perform a variety of infantry exercises over the course of their stay. These exercises are designed to train the men, as well as exchange tactics and maneuvers. The Socialist Republic's troops have been warmly welcomed to the nation by the Northern Cyrantian population.

[b]Infrastructure:[/b] A base, long in construction on Cyrantia's Antarctic island, has been completed. The base is intended as a scientific research point as well as a possible refueling station or safe haven for passing ships. Its relatively remote location in dangerous waters make it a wise choice for the placement of a point of safety. The building of the base was a long and drawn-out affair; the island itself presented several problems. There are few possible landing points for building materials, and the relatively short period of time a direct landing is possible at the island kept materials off-shore for much of the year. The base's construction was stepped up in the most recent unfreezing of the pack ice surrounding the island, however, and it was completed with haste. A small garrison of Cyrantian scientists have been stationed on the island, with a military detachment a possibility in the future.

[b]Economy:[/b] A Cyrantian stock market has been formally created. Though stock trading has long been a common economic activity in the nation, it has lacked an official headquarters since the creation of the country. Stock trading is an encouraged economic practice in Cyrantia, and the government had hoped to stimulate it by founding an official stock market. The plan has ultimately worked, with a noticeable upturn in stock trading, already a profitable business, and a sizable boost to the Cyrantian economy. The project has thus far been hugely successful, and it is hoped it will continue for some time.

Despite the considerable success in stocks, in other parts of the nation the economy has been suffering. The collapses of Blue Heaven, the Magadan Oblast, Austria, and most recently, the United Socialist Republic of Siberia, have significantly reduced trading and the income that results from it. Marscurian Siberian trading is as strong as ever, but the marked downturn in imports and exports resulting from the lack of trade partners has downplayed much of the economic success from stock trading. Workers all over the nation connected to the fallen allies are being forced to search for new jobs, from international cargo carriers to former border railroad workers. It is hoped new trade partners may be found soon to bring back lost jobs and national income.

[b]Government[/b]: With the recent collapse of the USRS, the Cabinet has declared the former open-border policy with them to be null and void. The loss of the nation makes the railroad fairly useless and an open-border policy dangerous to have. The section of railroad stretching into Vaule will still retain operations, but no open-border policy exits there and it should not be treated in the same way.

The Cabinet has announced their intent to back the Grand Chancellor of the State's recent declaration of Cyrantian fealty to the Great Horde of Tianxia. They urge all citizens to understand that it is not a declaration of vassalage or ownership but instead an announcement of allegiance and dedication to the same cause. Increased relations with the nation may or may not be observed in the near future, but Cyrantian official involvement with them almost certainly will. Be it political or military will be told only by time, but all citizens are asked to understand the situation and support government decisions, as always.

[b]Military:[/b] A huge military reworking mission in Cyrantia has been publicly announced today. The plan, which has long been underway, is a two-pronged effort. It first aims to greatly expand the numbers of the Cyrantian military in a mass recruiting effort, hoping to increase the strength of the ground forces of the nation several fold. National defense has long been ignored and the carelessness of times past is being rectified this the fortifying of the army. The plan's second goal is to completely reform the army's organization as a whole. The division of units has long been in limbo and is old and outdated, and has long called for a change. It will be instituted as a part of this newest effort.

The first aim of the mission, a huge expansion of the infantry of Cyrantia, will expand the current foot army of the nation from 90,000 soldiers to approximately 280,000, more than tripling its current manpower. The men have already been acquired, trained, and armed, and are ready to serve the military as need be. Currently they are occupying a large temporary establishment of new recruits in the northernwestern coast of the country. They await orders from the Cyrantian high command, but are ready for deployment at any point. The military command also called for an expansion of the country's tanks, and ordered 700 from military factories in Enkando that produced the original 1400. This brings the total amount of tanks to 2200, also substantially increasing the strength of that portion of the nation's ground forces. The expansion phase of the plan has been completed successfully.

The second goal of the mission has also been completed. It has been announced that the Cyrantian First and Second armies are to be abolished immediately, and their forces redistributed. Four new armies, the aptly named Third, Fourth, Fifth, and Sixth, are to replace them, each holding 70,000 troops. In addition, each army will be outfitted with 550 tanks to complement the infantry. The former infantry divisions will be replaced with eight corps, two for each army. The tank regiments will be abolished and replaced by newer, better numbered and organized ones. The modern reorganization is expected to help coordination and overall strength of the military.
