President Malenkov Sergeievich Alexandrei was sat in his office drinking a cup of coffee and smoking a cigar when his aid, Govorov Kapustin came in and took a seat by the window overlooking Logashkino, the new capital. The celebrations had been going all through the night and were still going hard outside the Presidential Palace. The Serene Republic of Vaule had voted in favour of granting the massive area of land Independance under his rule, his request had come after months of touring the provinces and organising ballots and referendums for the people, which was made even harder due to the largly nomadic nature of the Cossack populations outside of the cities. In the time it took for the ballots to take place, Govorov had been securing contracts for the military and national infrastructure. BAE systems and GDI, long standing companies from the Falklands and the United Kingdom had shown alot of interest and were already busy establishing factories.

"Govorov, when is the Senate next convening?" asked Malenkov, taking a long pull on the cigar as he finished. Gororov was a mean who was immaculate, he always dressed smart, his beard carefully trimmed every three days at exactly twelve noon at his local salon. Incredibly efficient and organised, Govorov pulled out the planner he kept on him at all times. Michael watched the eyes of the old man skim over the pages and pages of handwritten dates, times and appoitments.

"Mr President the Senate is next convening early next month to discuss forming the Republican Navy and to vote on the construction of a transsiberian series of rail and road networks dedicated to military traffic." he responded smartly looking up towards Michael.

"Govorov, for the last time, call me Malenkov, you practically raised me after my Father died. By the way, how to do you think the Senate will vote for the Navy and Military networks?" said Malenkov, taking another pull on the cigar.

"Im still getting used to it Malenkov, besides, Mr President sounds much more grand, especially considering our background as Cossacks, you have prooven that anybody can do anything. The Senate? well it could go either way, but Im pretty sure it will be a majority vote of yes for both proposals. Do you want me to release the statement to the press? I think its time everyone else knew about our Independance Mr President"said Govorov with a sly wink. Malenkov looked up in brief irritation before smiling and starting to laugh.

"Lets get it done. It seems the Chancellery of Cyrantia has already declared their Independance aswell, before I forget, I want you to dispatch ambassadors to Vaule and Cyrantia to open dialogue. Send Dyalov to Vaule first, and then we will get Dolohov to deal with the Cyrantians."

We wish only to have positive relations with the international community and will strive to achieve this goal.

Our vast natural resources will be used to modernise the USRS, to better the lifestyle of the people, they will be used to promote trade and economical cooperation. The Siberian people, a rich and diverse people with roots to many backgrounds will be the driving force behind the this nations development and progression. Our capital city, Logashkino is open to any and all who wish to establish an embassy in our new embassy district of the city.

After the statement is announced, a single Vaulian government aircraft carrying the Deputy Prime Minister lands in Logashinko. Upon his arrival, the Deputy Prime Minister would first meet with the head of the B-FOR peacekeeping mission, before heading to a meeting with the Siberian government.

The Deputy Prime Minister would be escorted by two Republican Guards to the Presidents office. After being offered a seat and a drink he would kept kept waiting only a matter of seconds before Malenkov bustled into the room.

As my government has recognized the independence of your nation, the next logical step is to agree to a timetable for the withdrawal of our peacekeeping forces from your territory. Also we wish to coordinate the withdrawal of our military forces from the Korean front as well. As you are no doubt aware President Malenkov, we deployed thousands of peacekeepers who remain deployed throughout your territory. While we would like to withdraw them as quickly as possible, we would not do so unless Siberian forces are ready to mobilize and to take their places. If your government is able to rapidly mobilize forces, I could estimate a full withdrawal of all B-FOR peacekeepers in 20 days.

Another matter of some importance is the necessity to withdraw some sensitive military equipment which is in what is now your territory. Siberian cooperation in doing this would be greatly appreciated.

Thirdly, we wish to discuss the promotion of trade and economic ties between our two nations. My government is willing to provide significant financial assistance to help your nation improve its infrastructure and equip its armed forces, if you so desire. I have also been asked to discuss the signing of an air transit agreement which would allow Vaulian military aircraft, subject to conditionalities of course, to traverse Siberian air space through an agreed upon air corridor that would simplify military transport between the Vaulian mainland and our exclave.

Finally, I propose a discussion of the Zhukov doctrine, its implementations and how it would affect your nation. "Well Mr Kerbev, the Siberian Army is in need of small arms for 607,000 men at arms. Other military hardware is already ordered and being provided personal protection and battlespace interfacing by BAE systems and Siberian Heavy Industries. It's estimated that the Peoples Armed Forces of Siberia will be fully operational with modern, capable weaponry by the years end. But until them we must make do with stockpiled soviet era hardware. I will also ensure the Senate and military don't interfere with Vaulian operations removing sensitive gear. As for an air corridor that can be arranged, personally we owe everything to your Government so it would be poor of me to refuse your request.

I am also terribly sorry, but could you remind me of the doctrine? I can't think of it's details at the minute" he thought for a second before continuing.

"No it's not coming to me, and what details to you have in regards economic cooperation?"

The Deputy Prime Minister nodded and made a few quick notes before replying:

[i]“That is understandable, Mr. President. I know that the use of old stockpiled equipment is not quite ideal, but it is a start. I regret that my government is not able to provide advanced weaponry to equip the Siberian Armed Forces. If you wish, we are prepared to provide a one time grant of B$2.8 billion to cover administrative costs involved with arming Siberian Forces, as well as for the procurement of weapon systems.

Regarding the withdrawal of Vaulian Peacekeepers, would your government prefer a phased withdrawal over a two month period, or would a more rapid withdrawal be the preferred option?

Thank you, Mr. President for your cooperation. It is greatly appreciated. The provision of an air corridor would be invaluable in allowing us to transport our forces to and from our exclave with minimal difficulty. As is customary, any aircraft which would use this air corridor would be required to file a flight plan with your government prior to approaching your airspace. As for the military equipment that we wish to remove, while I can not specify exactly what kind of equipment that it is, I can assure you that it will be withdrawn in the shortest time possible, and will only cause a minimal disruption in traffic flow. At the earliest, we could have the equipment removed by tomorrow morning.

Well, the Zhukov Doctrine is a detailed policy governing the relationship which exists between the Serene Republic of Vaule and the nations which are formed from territories held previously by Vaulian peacekeepers. The doctrine has no effect upon the sovereignty or the day to day operations of these countries, far from it. The doctrine only covers what will occur if the government of one of these countries collapses, is destroyed or is otherwise unable to maintain control over their territory. In such situations, my government (acting under the doctrine) would make several attempts to contact the government in question and to ascertain the full nature of the situation. If it is found that the government has collapsed, or is unable to administer their territory, then my government is mandated to reintroduce Vaulian peacekeepers into the territory in order to restore law and order and to prevent more hostile nations from taking advantage of the situation and seeking to invade a country that would not be able to defend itself.

At this stage, it is my duty to make your government fully aware of this policy, and to ask if you would have any objections to the policy. I know it must seem rather off-putting for me to be discussing this doctrine shortly after the joyous occasion of your nation’s independence, but I feel that it is best to discuss these matters sooner rather than later.”

"Phased withdrawal would be the best solution I think, and a grant would be mug welcomed. Whilst the Global Defence Initiative arms company are seeking contracts to provide small arms to the army, I feel that I will end up looking further afield for weapons. As to the Zhukov doctrine, that is a standard doctrine as I am more than happy to agree with it, I would put my own in place.

I have my own question however, would Vaule object to signing a trade agreement with us? We both have vast natural resource reserves and it could benefit us both if these were used to their fullest potential."

“Understood. We will begin plans for a phased withdrawal immediately. To ensure that our governments keep in close communication during the withdrawal, we will appoint Col. Alexei Morgunov to serve as liaison between the B-FOR peacekeepers and the Siberian government. If at any time you have any concerns, or feel the need to request additional information regarding the withdrawal, then feel free to contact Col. Morgunov directly.

As for the withdrawal, we estimate that 10,000 peacekeepers will be withdrawn during phase one, 5,000 during phase two and the remaining 5,000 will be completely withdrawn during phase three. The first phase of the withdrawal will begin in the next few hours and be concluded in 5 days. The second phase will take 10 days to complete, and the final phase will be completed in 5 days. We feel that this timetable allows the Siberian Security forces to deploy rapidly while not compromising security. While, as you have said, it will take time to completely arm and deploy the Siberian military, we will first withdraw from low risk areas which would not usually require a significant military presence. If this timetable meets with your approval, Mr. President we can proceed.

Thank you for your cooperation regarding the Zhukov Doctrine, we shall make an announcement regarding it shortly.

Regarding a trade agreement, my government would be willing to undertake steps to encourage increased trade between our two nations by cutting taxes on goods imported from the USRS and offering Preferential Trade Status (PTS). We would be willing to cut import duties by 54% in all areas except for timber trade. If you are in agreement, perhaps we can draft the text of an agreement now?”

After a few minutes of drafting the text of an agreement, the Deputy Prime Minister presented the draft text for the Siberian President's approval:

The government of the Serene Republic of Vaule shall withdraw all B-FOR peacekeepers from the territory of the USRS as follows:

-10,000 peacekeepers & their equipment withdrawn in 5 days
-5,000 peacekeepers & their equipment withdrawn in 10 days
-5,000 peacekeepers withdrawn in 5 days

[b]Article 2: Economic Clause[/b]
The government of the Serene Republic of Vaule shall commit to a 54% reduction on import duties and tariffs on goods imported from the USRS, with the exception of timber products.

The Serene Republic of Vaule shall give the USRS as a Preferential Trade Status (PTS) in order to encourage increased trade and economic cooperation.

[b]Article 3: Military funding grant[/b]
The government of the Serene Republic of Vaule shall provide a one time grant of B$2.8 billion to be used for the development of the Siberian military.

[b]Article 4: Zhukov Doctrine[/b]
The government of the USRS agrees that the territory of the USRS shall be covered under the Zhukov Doctrine. The doctrine shall only be activated in situations where the government of the USRS has collapsed, been destroyed or has been otherwise rendered unable to govern the territory.

[b]Article 5: Air Corridor[/b]
To facilitate easy civilian and military transport to and from the Vaulian exclave of Yuktobania, the government of the USRS agrees to the provision of a single air corridor which may be accessed by both military and civilian aircraft travelling to and from the exclave.

The government of the Serene Republic shall commit to ensuring that the USRS and its respective Aviation agencies are sent a detailed flight plan for their approval prior to any military or civilian aircraft entering the air corridor.
