In our opinion, these doctrines are simply a way for other nations to stick their noses farther out from their home states then they should. In our opinions, doctrines like Pax Americana and the Harland Haiku could be doctrines that help both states incorporate larger portions of the American continents into their nations when they have the chance to do so.

A doctrine is only legal to the country who issues it, validity from outside states is a much more murky issue. Further, if the Empire of Pravus Ingruo inhibits any naval or air traffic in international airspace or waters by force of arms, we shall consider it a declaration of war against the Federation. We suggest you withdraw any naval and air forces so they do not cause any unnecessary confrontations, our quarrel is not with you. Any inhibition of our ships by forcing a boarding will be considered an act of piracy on the high seas and will be defended against. You are overstepping your [i]own[/i] bounds by closing international sea or air routes that do not incorporate your own territory."

Instead of receiving the order of withdrawal, the soldiers of the newly christened 'Task Force Sugarcane' would solidify their positions near Havana's airport, and the others at Guantanamo.

The forces that had landed near Trinidad and Santa Clara would be detailed to begin cross-country marches to meet with these units. These marches would begin at night, as the troops would filter into the backways and forested hills of Cuba. The two battalions split into platoon-sized elements, and spread out, taking different routes through the steamy jungles of the island, avoiding contact with the populace as much as possible and remaining static during the day. They would march with radio silence, and only a platoon of soldiers from each battalion had stayed behind at both airports to maintain a partial deception, and had dug into the areas surrounding the airport.

As for Guantamano and Havana, they had been reinforced earlier in the operation with two battalions each of the 179th Airborne Brigade, an elite Tier-2 Special Operation Force, Havana had also been reinforced with a company of 'Group 62', the Federation's Tier-1 Special Operation Force, which had immediately moved off base at night into the city. The 409th Military Police Regiment had landed at Guantamano, and the 411th had landed at Havana, the two units set up check points and the 411th had secured Havana's port and inner city, along with the second regiment of the 16th Airborne Brigade. The troops of Task Force Sugarcane had been ordered to dig in and did so with impunity, moving away from the airports and setting up perimeters nearby.

The 409th and 411th Military Police Regiments had been given limited light armor support, with Light Assault Vehicles in various configurations and M1114 Tactical Transports with up-armored frames, and provided mobile patrols of these perimeters, keeping a number of their vehicles under cover during the day and night. A company of M1A2 TUSK Main Battle Tanks had also been appropriated for each regiment, and were being shepherded carefully, and kept out of sight. Command and control facilities were dispersed, as were mobile radar units, anti-aircraft weaponry, as well as indirect support weapons such as mortars and light 105mm howitzers, and camouflaged from airborne detection and were kept away from the public eye as much as possible. Only the dispersal of forces were left up to the ground forces commanders, who answered to the on-site commander, Major General Pierre Le Preste, a tall and lanky man who had a fiery temper to match his red hair. Le Preste, a man of Franco-Spanish heritage, had earned the nickname "Spice" for the impunity he had shown ensuring that the troops were adhering to the strictest of disciplines during these tense times on Cuba.

Le Preste had also dispersed the 2nd Marine Brigade near Havana, outside the Guanabacoa district, the Marines' task would be to secure Le Preste's northeast flank, and would make sorties to gather up the dispersed paratroopers from the platoons that had left Trinidad. The Marines had a large amount of support weaponry, as well as the balance of the Task Forces' vehicles, making their forces the most ideal for these quick nighttime sorties into the countryside. The Marines, like their land force counterparts, had quickly dispersed their combat forces in a manner that helped defend against air strikes or from their elimination with ease. The Marines, many of them from the Louisiana Bayou region had superior knowledge from hunting in the swamps and salt marshes to know their best chance was camouflage, which they employed all over their positions, building 'spider hole' positions and dispersing mortar and anti-aircraft weaponry in a wide fashion.

In the skies above Cuba, and leading across the Gulf of Mexico, the Federation had deployed the 4th and 7th Fighter Groups of F-22 Air Dominance Fighters to support the "Deuces High" of the 2nd Fighter Group, the "Black Sheep" and "Death Jesters" were backed up by a fleet of JSTARS and AWACS aircraft, as well as air-to-air refuellers. These aircraft were also supported by E-18 "Growler" and EC-130H Electronic Warfare/Attack Aircraft that flew electronic warfare missions, jamming radars of any unfriendly aircraft in the area. P-3D "Orion" also flew patrol missions in support of the now-empty transport fleet that was now returning from Cuba, dropping sonar buoys to track any ships or sub-surface craft that may pose a threat to the mostly-undefended transport ships. Supporting the P-3Ds would be Rafale M fighters of the carrier air groups, whose seaborne mounts were still under construction, but were still useful nonetheless. They would carry a mixture of anti-shipping and air-to-air weaponry to help with this escort mission. They were backed up by F-22s of squadrons flying from the 15th Fighter Group, known as the "Death Rattlers", these units would fly airborne overwatch of the ships and maintained both far and near escort to the ships.

While the Holy American Empire did possess a strong technological advantage over the Cajun Federation, many of their fighters, while they were high-flying and possessed more advanced avionics, proved to be less stealthy then many of the Cajun designs, especially the F-22's main air superiority variant. The multiple AWACS and AESA radars in the air, as well as forward-deployed low-frequency radars with improved signal clutter-removal interfaces helped detect their approach. While they could certainly fly higher then the F-22s, they would have to come down to engage them, and their larger airframes made them a liability, especially at close range, at lower-altitudes, which caused the CFAF to fly lower then normal.

The CFAF, with all its aircraft in the air, was well appraised of the approach of the Holy American Empire's fleet, which was shadowed at long range by unarmed P-3D "Orion" Patrol Aircraft. Rafale M aircraft of the [i]Beausoleil[/i] Carrier Air Group would be tasked with carrying anti-shipping missiles, and would begin flying patrol missions with F-22 escorts of the 15th Fighter Group. The aircraft would hug the northwestern coastline of Cuba, and be able to provide a quick solution to any woes that the Holy American Empire's fleet might present. Supporting this already massive Combat Air Patrol or "CAP", was the entire Cajun Federation Air Force, including B-1Rs of the 1st and 2nd Bomber Groups, which could carry large amounts of long-range air-to-air missiles in a "missile truck" format.

Off the southern coast, the B-1Rs, flying from the Federation would also begin other operations, including fighter-escorted naval mine dropping, which began deploying hundreds of naval mines across the southern coast of Cuba overnight. The aircraft were well protected by fighters from the 13th Fighter Group, which flew close escort. Some of the B-1Rs were also deployed in air-to-air format, so that they could support defensive efforts.

Instead of having to scramble fighters, a rotation of the 1st, 10th, and 13th Fighter Groups would maintain airborne status over the Cajun Federation tri-state airspace, ready to provide almost immediate support in any adverse situation. The 3rd Fighter Group would maintain a rotating presence in the air with FB-22 Stealth Tactical Strike aircraft, ready to provide support to ground forces in Cuba. Also in its first combat patrol status, the XF-44 "Super Raptor", a MANTA aircraft, had begun its first deployment with a squadron assigned to the 1st Fighter Group, flying only at night and alone, the lone first squadron of XF-44s were a large upgrade to the F-22, providing more room for weapons and fuel, extending range, maneuverability, while also improving stealth without any vertical stabilizers.

These new aircraft aircraft would also play high escort for the nighttime operation to fly the first regiment of the 4th Airborne Brigade into Havana, which would begin soon after the HAE's ultimatum was issued. The regiment would be flown in by C-17 Globemaster III Strategic Transports, as well as MC-130 Commando aircraft, which were equipped to paradrop the airborne infantry if needed, in case of a strike on Havana's airport. If the first wave was successful, the remaining two regiments of the brigade would be brought in during the second airlift, the entire operation supported by the 1st Fighter Wing as well as the Combat Air Patrol over Cuba.

The Cajun Federation's Air Defense and Command facilities also had quietly moved to a higher ALERTCON or "Alert Condition", which increased compartmentalization of each force, which relied on internal networks to conduct their business. While the civilian electrical grid, if a cyber attack was initiated, might be damaged, the defense grid was much more independent, and most had back up systems and their own electrical grids, especially radar stations as well as the most important command and control facilities. Even if these command and control features were effected by cyber attacks, Task Force Sugarcane and the Air Force could be managed from JSTARS and AWACS aircraft, which were not effected by these cyber attacks. Air control to military air facilities could be handed over to these aircraft, as well as E-2D aircraft in case their control facilities were taken down through cyber attack.

On top of these preparations, the Cajun Federations' nuclear deterrent was also put on alert, their command launch facilities were completely compartmentalized from the rest of the military and shared a hardline communication network with the highest commanders and the Prince of Acadia and the President's office. Information on the nuclear deterrent of the Cajun Federation was spotty, as all locations for launch sites were camouflaged as well as their locations not on the official grids of the command maps of the Cajun Armed Forces. The Federation maintained a strict non-strike-first policy with such weapons, and would only apply conventional weaponry unless fired upon by such weaponry.

By stating that you intend to keep troops in what is essentially HAE territory, regardless of which way negiotations - if they even start - go, you expose the hypocrisy of your actions. Where you rail against nations with doctrines that have done nothing but ensure peace and stability in North America, and complain about them using their doctrines as a way to "exercise control wherever they want for whatever reason they find sufficient", you are effectively doing exactly that: possessing land, irregardless of them under the protection of other nations, whenever you want for whatever reason you find sufficient. Through such, you have effectively created a situation where conflict is now all but inevitable, where lives are now at stake if the Federation does not stand down and withdraw from Cuba.

Given the current situation, the Cajun Federation, with its blatent disregard for the sovereignty of its neighbors, most especially its own ally, has become a serious threat in the Americas that must be assessed and contended with. With that said, we strongly urge the Federation to withdraw its forces from Cuba, and allow the Holy American Empire to assume control over their own lands."

In no way, shape, or form did we label any doctrine as causing instability. We have weighed our own national interest against the doctrine of another nation and believe that we have a more important interest in Cuba then the HAE does. Sometimes a nation must prioritize and put value upon a referent object, in this case, that object is Cuba, and the security of Cuba is now our primary interest.

You may think that we have a ridiculous position, but we believe it is in our own interest, differing perceptions, differing values. We bid the Holy Ursalian Empire a good day."

"Just how is your nation's interest in Cuba more important than that of the HAE, considering that Cuba had been a part of the HAE for far longer than your nation had been in existence? You may believe that your aggressive actions in Cuba are related to your national interest, but in fact, they are not. So to put it this way, your actions in Cuba ensures that your "primary interest" in Cuba, as well national interests, would be threatened, to say the least.

To avoid potential conflict, and your nation from going down a potentially-destructive path, we once again urge you to withdraw your forces from Cuba and apologize to the Holy American Empire.

The Republic of Texas echos what their friends to the north have said and warns the Cajun Federation that if they fail to withdraw their troops the Republic reserves the right to join with the Empire of Pravus Ingruo in blockading further movement.

With the continued insistence of the Cajun Federation to press towards war in Cuba, the Empire made the following statement.

UFE forces in Hawaii and Fort Beihai were ordered reinforced and placed on heightened condition as a contingency against other powers in North America using this as an excuse to move.

The attempt to block Athenian ships moving between the Federation and her allies came as a surprise however Imperial Command would quickly implement a contingency plan. 100 ASBMs in storage from the demilitarization of France were moved to Grand Bahama, another 100 from the same storage facility to San Bias. The Atlantic Fleet would increase patrols as combat air patrols of 3 F-99 squadrons were placed above Grand Bahama, air groups in San Bias would do the same. At all times the ships with the capability to used their anti-satellite lasers to blind satellites that went over their location. Elements of the fleet would also escort civilian ships supplying the Cajun Federation and New Spain. At all times weapons would be armed and aimed for PI ships and bases. The First Army would be restationed to Portugal and prepared for deployment to the Americas when needed.

The 20,000 soldiers in Grand Bahama were ordered to dig in and be prepared for any kind of attack from Pravus Ingruo.

We encourage all parties to desist in further escalating the situation and to attend the neutral negotiation space offered by the UFE. Additionally, although unaffected ourselves, we take issue with the unnecessary blockade of the region to uninvolved parties.

You have illegally closed your Exclusive Economic Zone to international shipping. An EEZ only entitles you to rights pertaining to exclusive exploitation of the region economically but is otherwise considered [b]international waters[/b] - certainly it does not entitle you to a blockade of the region. We have no issues with you closing your [i]territorial waters[/i], as you are fully entitled to.



OOC: Closing an EEZ outside of your territorial waters is tantamount to sanctioned piracy. If your territorial waters match the entirety of what you have labeled your EEZ (which would be stupid and kind of defeat the point of even mentioning the EEZ) then I hope it has been previously documented, preferably uncontested, outside of conflict. If on the other hand it is either previously undocumented, or your territorial waters do not extend that far you are in fact making quite unreasonable demands.

I personally have no problems with people claiming whatever territorial waters they want but it shouldn't be done during the middle of a conflict. Unless you have previously declared the boundaries of your waters then assuming the international standard of 12 nautical miles has been standard within CNRP and is quite reasonable in most cases.

OOC: This isn't RL. This is CNRP. It's been said in the past that people can set their own territorial waters, and people have. In fact, it was months and months ago, back when the old USA was still around and I was the Republic of York, that I extended my territorial waters to... 30, 36 nautical miles from my coast I believe? It was soon after Houston was attacked with a nuclear weapon by the Green Flag. Mael made the exact same move and I followed suit. That was never contested, and would have logically carried over from the Republic of York to the Empire of York to the Empire of Pravus Ingruo.

With that in mind, my EEZ from Florida out towards Cuba is 45 miles at it's narrowest point. My territorial waters extend 36 of those 45 miles. Simply pushing my ships out to cover another 9 miles is really not that much of a stretch.

IC: We consider our EEZ to be ours. We own that area, and we are free to do with it as we please. If we decide to close it off to nations who are acting in a hostile manner, we can choose to do so. Especially in an area as small as the Strait of Florida, we have our own national interests to protect. Given the hostile nature of the Cajun Federation and the Athenian Federation, we have chosen to close the Strait of Florida. This is not unheard of. The Holy American Empire has closed the Strait of Magellan in the past to prevent hostile forces from passing through there. There is precedent for closing one's waters, including one's EEZ.

The Republic of Texas will join with the Empire of Pravus Ingruo and close off its economic exclusion zone to the Cajun Federation and Federation allies. Any incursion into our economic exclusion zone by the Federation or her allies will be seen as an act of war. The Republic of Texas once more calls upon the Cajun Federation to pull out of Cuba.

OOC: As I mentioned, I have no qualms with people claiming whatever territorial waters they want. Hell if you recall I used to declare mine as something like 500km and was heavily militarised. I just don't like people doing it on the spot which is what this seemed to be. If you insist however on maintaining your blockade over the relatively small EEZ beyond, which seems utterly unnecessary, you are effectively declaring you will shoot and/or board at ships in international waters who have not aggressed you. The fact that there are prior examples of people closing off their EEZs only means people in the past have previously stated that they will shoot at people in international waters.

It is our position that both in your case and in prior cases that such blockades of international waters are illegal and effectively an act of war at worst or an act of piracy at best against. All shipping from every nation has every right to pass through non-territorial EEZ waters and firing upon such foreign shipping is an act of war. We see no sense to your confusing aggression against parties that had been previously uninvolved. As you have already seen not only does it forces their hands, abut it seriously calls into question your stated goals.

Your insistence of trampling over both the dictionary and international standards has raised serious concerns about your nation in entirely neutral nations such as my own.

With the declaration of the closure of the Empire of Pravus Ingruo's Exclusive Economic Zone, the Federation's main air route would skirt the sides of the EEZ then along the northern coast of Cuba from a much more westerly direction. Three large container ships, which had been in the process of loading for much of the week, were dispatched from Biloxi, Mississippi, towards Havana. The ships were carrying humanitarian aid for Cuban citizens exclusively, the crews had been not armed, and were ready for international forces to stop them during their journey. The cargoes of the ships were well documented, and they did not bear the Ensign of the Cajun Federation Navy. The three ships would be escorted to the edge of the Cajun Federation's EEZ in the Gulf of Mexico, but from there on out, they would be on their own. They would be easily identifiable as civilian ships and carried no active tracking radar, only navigation and surface radar, and, unlike other Cajun Federation ships, did not broadcast on encrypted channels, using open radio to maintain their positions.

The newest ships of the Cajun Federation's Navy also left their multiple home ports along the Gulf Coast, some had been kept in reserve, but the main squadron was centered around an arsenal ship, the CFS [i]Louis XV[/i]. Supporting the [i]Louis XV[/i] was the Amphibious Assault Ship [i]Fortitude[/i], which had seen its task changed from conducting amphibious assaults to providing anti-submarine warfare support with almost three dozen helicopters. Forming around the two larger ships were the destroyers [i]P.G.T. Beauregard[/i] and [i]Z. York[/i], with the frigates [i]Lake Charles[/i] and [i]Vicksburg[/i] also in support. Three littoral combat ships, the [i]Swift[/i], [i]Decisive[/i], and [i]Interceptor[/i] formed an outer ring around the squadron. Under the surface, the stealthy attack boats [i]Tigershark[/i] and [i]Barracuda[/i] plied as scouts close to the squadron. The ships would be supported by the joint support ship [i]Arkansas[/i], which sailed in close formation with the [i]Louis XV[/i].

The fleet would escort the three container ships from the EEZ before letting it go on its own, before turning to take up a position about one hundred nautical miles south of the outlying barrier islands of Louisiana, the squadron clearly not aimed or involved in a full-scale sealift to Cuba. The ships would be supported by Rafale fighters of the [i]Le Loutre[/i] Air Group, as well as F-22 Air Dominance Fighters of the 10th Fighter Group. Also included in the 'sovereignty patrol' that the ships had essentially been tasked with, were P-3D patrol aircraft, dropping sonar buoys to alert any approach of foreign submarines. The submarines [i]Spurdog[/i] and [i]Catfish[/i] was also ordered to make a break through Cajun Federation EEZ waters to the Atlantic, skirting past the waters of the EPI's EEZ and along the northern coast of Cuba. An encrypted message would be flashed to the Athenians in Portugal, informing them of the duo's sortie, and that they would be expected for a port visit in Lisbon.

[b]Classified; Some Action Viewable via Satellite/Radar[/b]

With the Exclusive Economic Zone of the Empire of Pravus Ingruo now reopened for transit, and the EPI's declaration of neutrality, the Cajun Armed Forces resumed their direct air route to Havana and Guantanamo with hundreds of aircraft flying combat air patrol or ferrying supplies into the country. The declaration of neutrality by Pravus Ingruo, as well as the support by the Athenian Federation prompted the Cajun Federation to decide to further strengthen its combat forces in Cuba, thus two battalions of the 75th Ranger Brigade, the entirety of the 3rd Marine Brigade's three naval infantry regiments and its attendant artillery, as well as the second regiment of the 22nd Infantry Brigade, the 4th Artillery Brigade, and the 141st Field Artillery Regiment, also known as the "Washington Artillery", were dispatched to be airlifted into Cuba.

The airlift would be the largest yet, and would see the first use of the massive C-225 Heavy Strategic Airlifters, which could carry as many as four hundred troops with pallet seating configurations. Civilian airliners were also impressed by the Air Forces' Civilian Auxiliary Transport Division or "CAT", which utilized a number of venerable Boeing 747s to carry supplies and troopers. The massive airlift would take place overnight, following the already-begun transit of the 4th Airborne Brigade, with land forces already on alert and many prepositioned at air bases, the only thing that was needed was transport aircraft, which, at some points, were leaving air bases as many as one every minute at some locations.

The already airborne 1st Fighter Group was tasked with the mammoth task of protecting the now reopened direct air ferry route to Cuba, the "Aces" of the 1st would be joined by the 13th as soon as the latter was fueled and armed. Accorded to close escort tasks, the Rafale fighters of the [i]Doiron[/i] Air Group would fly tight formation with the new fleet of transports that had begun to lift airborne and leave the Cajun mainland. The entire operation was, of course, supported by a massive fleet of auxiliary aircraft, including electronic warfare aircraft, which flew in formation with the transports, intent on jamming hostile radar, communications networks, and disrupting coordination of HAE fighters with their home bases. AWACS and JSTARS aircraft assisted in the coordination of the in-flight air ferry route, ensuring that aircraft stayed in formation but also keeping aircraft from colliding with one another, as other aircraft were returning from transport missions to Cuba as well. Also included in the aircraft ferry operation would be the first flights of helicopters, mostly involving SH-60 Medium Utility Helicopters and HH-53E Heavy Assault Helicopters, which would be refueled in-flight by KC-130 Aircraft. These rotary aircraft would also be 'escorted' by A-10 Ground Attack Aircraft of the 14th Fighter Group, which began relocating a squadron of its aircraft to both Havana and Guantanamo for ground attack support capabilities.

At Bay St. Louis, the two heavy armor battalions of the 3rd Marine Brigade, a heavy armor battalion from the 15th Armored Brigade, a mixed battalion of self-propelled guns from the 1st Artillery Brigade, and two mechanized infantry battalions from the 1st Infantry Brigade had begun loading aboard two roll-on/roll-off ships, the SS [i]G.W. Cable[/i] and SS [i]Clara G. Baer[/i]. Upon the completion of loading, the two "ROROs" would depart from Bay St. Louis for Havana, they would be supported by ships from now-christened Task Force 'Crawdad', centered around the arsenal ship CFS [i]Louis XV[/i], which was relocating farther to the east to support the sealift operation. The destroyer CFS [i]C.R. Wheat[/i], frigate CFS [i]Little Rock[/i], and amphibious assault vessel (now-appropriated for ASW missions) CFS [i]Persistent[/i], would be added to the mix of ships to ensure the safe crossing of the two RORO ships to Havana.

There is no way that this could occur without interference or without me at least knowing about it. There was no RP associated with the HAE putting troops on the ground before I did, and there was no way they could have gotten there before my Combat Air Patrol was up. This ten thousand man contingent cannot just magically appear in Cuba, or it'd be just a godmod.
