Le Royaume de la Lumière, or "the Realm of Light" in English, is an absolute monarchy situated on the west of the Indochinese peninsula, nestled between the nations of Ceylon, Cochin and the United Federation of the East. Its people are predominately refugees of the former Omniscient Empire, who escaped to these unclaimed lands and colonised it as thier new homeland.A large minority of native people also inhabit these lands, although after the original nation collapsed mass emigration left the local population a mere fraction of its former self and in poor living conditions. The capitol of Lumière is Nouveau Naboo, large coastal and metropolitan city straddling the banks of the Revan River up to its its end. The city, constructed entirely in the past few years, is a modern wonder, if eclectic wonder, modelled after the futuristic cities of Hong Kong and the historic and graceful cities of Europe, such as Budapest. As the heart of the nation both in spirit and in economics, it is home to approximately 18 million inhabitants. The government of Naboo is at present a an Absolute Monarchy although a transition to constitutionalism is expected soon. A large building in the governing district under construction is rumoured to be the future Parliament house although no details of the future constitutions contents are known at this time.

Due to the nation's wide ethnic diversity, it is a strongly multicultural society that celebrates tolerance and diversity within itself. There is a strong belief in individual freedoms and human rights despite having an autocratic government. Notably freedom of press and free speech are widely guaranteed and practiced, with even royalty freely criticised. Although lèse majesté is still illegal it is largely restricted to outright treason or defamation with a maximum sentence of Life in prison. The criminal system within the nation is based more upon rehabilitation than punishment with what many nations would consider light sentencing for most crimes except for the most serious cases. Organised crime, particularly regarding drug distribution or human traficking is handled particularly harshly. Prostitution and drug use themselves are not necessarily illegal but are government regulated.

With the nation's strong socialist policies, a strong social service is in place providing all citizens with a baseline salary worth approximately 50% of the poverty line, with further payments for eligible citizens such as the disabled, unemployed, immigrants, students and others. Although there is no universal healthcare system in place yet, there is a strong desire to have one in place when economically feasible. At present there is a large subsidy for medicines and many basic treatments available however.

The skyscraper laden economic and residential heart of the nation sat between the port and quay downstream and the governing district upstream, with some mountains to the north. A sprawling heavy and light industrial complex spread outwards around the city upto the the mountain ranges north and south that follow the river.

It was home to the new Government and all of its subsidiary organisations as well as being a highly diverse metropolitan city.

All three secondary cities, were also complete. Lux Aeterna, the city of learning and home of the National University, 'Université nationale de Naboo', and national research institute, 'La Société Scientifique Royale' and its laboratories. It was also the city many technology orientated companies established their operations due to the abundance of talent, including La Société Nationale d'Industrie Aérospatiale (space program). home to 15 million souls.

Arsénia, is a much smaller city than the others, boasting only 8 million people, but it is home of the entertainment industry and of the rich and famous.


Toulon-sur-mer, the third largest city within the nation, boasting 10 million people is an industrial powerhouse. Situated on the coast it has massive shipyards and many sprawling heavy industrial complexes. For convenience sake, La Société Nationale d'Industrie Aérospatiale had also established a large presence here. It was also home to a large fishing industry.


Several tertiary cities had been completed but many were still undergoing construction. The only three to be completed thus far were named 'Jia', 'Mogoopolis' and 'Leclerc' after those who had assisted the nation in need the most. It was as much a diplomatic move as it was a show of appreciation.

Jia was home to a developing industrial military complex and it was rumoured that the national university and space agency had established a top secret joint research project in the area for returning the Naboo people to a nuclear power. With all the knowledge of Naboo still available, it was not expected to take long. However it was also rumoured that this base would be used to develop advanced new weapons and technologies for the nation.

A national military command centre was also located within the city.

Leclerc would be the home of the nation's future space port. It had a developing heavy industry and academic presence.

Mogopolis was home to the first completed set of Ceylon's vertical farms. It produces 30% of the nation's food and for some reason produced especially high quality herbs and spices.

A fourth city due to be opened in two weeks would be named Lavo, and would be located in the agricultural heartland, near Mogopolis and several other cities. It would be home to 5 million people and would be home to many orchids and farms planted in the rich, volcanic soil. All fruits, nuts and food products that could be grown in vertical farms would grow here. Between the meats, fruits and other products it would produce up to 40% of the nation's required foods with the remainder made up.


Making all of this possible so quickly was the early heavy investment into a national mass transit system. Heavy rail had been laid down across the nation and joined all of the cities and city projects enabling resources to be where it needed when it was needed. A large, nationwide maglev passenger rail was also under construction but due to its considerable expense it had only connected the capitol and secondary cities. Finally to complment the road system the UFE had been building within the nation, a national highway was under construction that would link all of the major cities and the many small pre-existing towns as well as the border crossings with UFE and Ceylon. The new cities each had a large, international airport and military airbase built into them as designed. Fibre optic internet had also been deployed massively throughout the nation direct to each home. For the time being this was limited to new cities built since arriving but eventually it would be rolled out to even pre-existing rural villages. A secondary private national intranet with inbuilt hardware encryption was laid alongside the internet cabling but physically separate which was primarily used for national VOIP telephony, secure commercial communications and special government websites for the nation only. When browsing the internet at home use was seemless between the two. Highspeed wireless internet technologies were deployed heavily as well within the new mobile network. Thousands of towers were erected providing at least some coverage nationwide.

Whilst all these wonders of modern life were being built into the new cities, there remained quite a few smaller cities, towns and villages with populations of 500,000 to 10,000 or even less which were not built with these capabilities. However to improve assimilation and general living conditions, a concerted effort was made to improve these cities as well.

In smaller remote areas sewers were built in places without them, airstrips (often dirt) and medical centres helped a lot. Although fibreoptic would have to wait, wireless mobile data and telephony provided internet and communication of varying quality to even the most remote locations. Committes of local representitives were creted from each town and provided with a budget to oversee local improvement initiatives for the greatest local benefit. Strict anti-corruption measures were in place however.


The nation had a long way to go but it was rapidly become a very nice place to live.

Le Royaume de la Lumiere is a peaceful nation with ties to many nations of the world. It maintains embassies in all nations who willingly accept them and welcomes foreign nations to establish an embassy or consulate within the Realm. In particular le Royaume de la Lumière enjoys friendly relations with the many nations that assisted in providing humanitarian aid when needed, such as Rebel Army, the Corporate Republic of Ceylon and the United Federation of the east. As the nation continues to establish itself as a middle power it increasingly looks outward and is expanding its relations with foreign nations. At present it enjoys treaties with each of its neighbours, benefiting from trade with the three super-powers it is nestled between. It is also a major signatory of the regional alliance, the East Asian Pact.

A better world through technology is a belief shared by all signatories of this document. In spirit of this belief signatory parties agree to assist eachother, where appropriate in the development and advancement of technologies, at their individual discretion. A public forum for technology is to be established to enable the free sharing and development of ideas between the peoples of both nations.

Article V - On Separation

Should a signatory feel that it is necessary to cancel this pact, they are required to notify the other signatory through private channels at least 72 hours before the cancellation is enforced.

Although the text of the Assistance and Cooperation pact remains secret it is known to include infrastructure support, including two fusion plants, largescale deployment of renewable energy sources and roads. It is also believed to include technological assistance and an agreement regarding the free use of the Burmese Canal.

1. Trade
The undersigned nations agree to remove restrictions on trade where ever possible. However noting that it is important to maintain a national industrial base, and that to do so some protection may be required, signatories are entitled to tariffs on no more than 15% of goods at their discretion.

Recognising the potential for the unwanted spread of diseases and illicit goods through the increased trade, that may cause significant damage to agriculture, industry, intellectual property and general health, both nations agree to adhere to strict quarantine and customs standards to prevent such damage.

2. Copyright
Noting that both nations have a wealth of intellectual properties and a long history of innovation, participants of this treaty hereby recognise and respect the respective trademarks, copyrights, patents and other intellectual property laws and regulations of each nation.

3. Security
Understanding that criminals and terrorists sometimes operate across international borders, the undersigned parties agree to cooperate on criminal and anti-terror investigations where appropriate. Additionally, agree to extradite captured individuals who have committed serious offences in the other's nation where they will be tried fairly. Extradited citizens may not receive a death penalty in either nation, however this does not apply to nationals of non-signatories who may be captured.

Both signatories agree to cooperate in investigating, monitoring, policing and preventing extremism and terrorism in both nations. Individuals charged with terrorism may be held for up to 12 months, on consent of the citizen's government, without trial.

4. Assistance
Recognising the natural and man-made forces sometimes at play within the region, both parties agree to assist each other in the event of a national disaster, be it natural or otherwise to the best of their abilities, within reason. Assistance may take the form of monetary, subsistence (food, water), material (clothing, shelter, etc.), disaster workers and specialists, aid volunteers or even military assistance, as appropriate.

5. Cultural exchange
Aware of the rich cultural history both nations have to offer, this treaty establishes a foundation for cultural exchange with the goal of enriching each through sharing. This exchange will establish a means for the sharing of language, history, culture, art and music between the two nations. Recognising the geographic proximity and physical borders, this treaty establishes a specific visa for nationals of both nations to enter, study, and work abroad in each others nation for up to two years with minimal restrictions.

6. Regional Stability and Defence.
The participants of this treaty recognise the importance of regional stability and the role each nation plays in it. As a result all parties agree to cooperate as appropriate in maintaining the peace of the region, to curb unwanted outside influences, and to encourage the development and prosperity of the region. Finally, signatories may, with the other's consent, assist in defending the sovereignty of both nations, or assist in in offensive actions that protect the region. Such military assistance is not an obligation of the treaty and may be upheld at each signatory's discretion. It is however encouraged.

A. An attack on one signatory is considered an attack on all signatories. B. Should one signatory choose to undertake military action of a non-defensive nature, it may call upon the other signatories of this treaty to assist. It must do so 48 hours in advance, unless an action is to pre-empt near term offensive action. Signatories are not required to but highly encouraged to assist in military operations when requested. C. Confidential information provided by joint security operations, must be kept confidential amongst each signatory.

[b]Article V.[/b] Protectorates

A. This treaty may be invoked to secure protectorates within the East Asian Region, particularly if one signatory falls into anarchy. B. All signatories shall consult with all other signatories in allowing non-East Asian nations to take areas of East Asia as a protectorate.

[b]Article VI.[/b] New Membership, Revisions, and Cancellations

A. This treaty is foremost considered an alliance and secondarily a regional unity treaty. As such it is selective in its membership. B. Any nation with territory in East Asia may apply for membership in this treaty, but admittance is not guaranteed. C. Membership must be granted by unanimity of the present signatories who vote within 36 hours of membership being requested, a signatory may chance its vote at any time within the 36 hours. D. All revisions to the treaty must be done by unanimous consent of all signatories who vote within 72 hours. E. Any signatory may cancel participation in this treaty at any time with 72 hours private notice, however, it is expected that these former signatories keep information which they obtained as a signatory confidential.

Due to the world becoming more tense and little time to develop their own equipment, the military forces are almost entirely equipped with foreign weapons and equipment and were purchased at great expense. Armed with the amongst the finest military hardware available and heavily trained the military is a formidable force that some argue goes well beyond what is necessary.

Sitting at just over half a million men in active duty (520,952 men), le Royaume de la Lumière is a heavily militarised nation with advanced modern warfare capabilities. Outfitted almost entirely from equipment by manufactored by the Corporate Republic of Ceylon they are capable of effectively engaging any modern opponent.

[color="#000099"][font="Times New Roman"][size="5"]La Marine Royale du Royaume de la Lumière[/size][/font][/color]
le Royaume de la Lumière maintains a large modern blue water navy of primarily UFE design. The large navy provides considerable power projection capabilities with six Carrier Battle Groups and a large submarine force. In total this comes to fory-eight surface warships and twenty-four submarines.

Each CVBG is made up of two Dragon Attack Submarines, a Qing II frigate, a Jade Emperor Guided Missile Destroyer, a Qin Shi Huang Guided Missile Cruiser, a Xia Guided missile Fast Battleship and an Imperial II Grand Carrier or Prince Gong Carrier. Currently the fleet maintains four CVBGs based around Imperial II Grand Carriers and two CVBGs based around Prince Gong Carriers. This configuration provides significant defensive capabilities against attack from below, upon or above the sea and brings considerable firepower to bear upon any targets it may deign offensive.

To supplement the power projection of the carrier battle groups, six dragon attack submarines operating semi-independently patrol national and international waters in the Pacific and Indian Oceans provide interdiction and interception capabilities, whilst six advanced Franco class SSBN submarines enhance strategic second strike capability and nuclear deterrence.

Additionally a sizeable escort fleet exists for supporting naval invasions, transports and landings or for use in general naval patrol.

Primarily tasked with defending the skies of the realm rather than force projection, 100 squadrons of Vector Air Supremacy fighters with modernised avionics would be the main focus of the air forces. Another 5 squadrons of strategic bombers would be suplied by the UFE. An order of 20 combat drone squadrons would provide CAS and interdiction capabilities.

The realm emerged from the ruins of a once very advanced civilisation. As a result they have inherited the knowledge of all of this technology but are at present unable to make use of most of it.
