Zhao guzzled down some of the Maotai, and cleared his throat.

"that seems acceptable Mr. Kou, other than Yanjmma and a few radicals the People's Republic want very little conflict. I think Parliament will accept that, considering many of them have no wish to engage in a conflict at any time currently."

Zhao got up from his seat, "I won't waste anymore of your time, I need to return home and bring my old friend into court. Hopefully I'll make it back in time for the horse race and maybe get some rest"

Zhao bowed in respect towards Kou, "thank you for meeting with the Republic"

With Kou's permission, Zhao would leave. The plane would head back to Mongolia where Yanjmma would be taken into custody by the Parliamentary Guard and straight to court for attempting to undermine the authority of Parliament.

Following continued antagonisms (OOC: see morning dawn thread) the United Federation of the East had had enough of the childishness. Per orders from the high command, 80, 000 UFE troops were ordered to the border of Mongolia, supplemented by 900 armor, 500 IFVs, 200 SP-ARTs, 200 MLRS, and 150 SRBM Launchers. This was supplemented by the presence of 80 helicopter gunships.

Orders were given to execute a major training exercise for troops, simulating a rapid invasion, with live fire authorized for the exercise. In the skies the PR Mongols would have no method of tracking the UFE air force as it engaged in maneuvers and conducting precision strikes on surplus T-80 tanks the UFE had brought up from the same suppliers which had given armor to the Mongolian Guards.

At the same time it was announced that all ships moving through the Sea of Japan or Yellow Sea with route to Mongolia were now to be impounded and all dual use and military technology would be cut off regardless of final ship port destination as it would require traveling through UFE waters to get there.

Transmissions were sent to several friends and allies inviting them to participate in the exercise as well.

Wide spread aerial photography from high altitude flights and satellite photography indicated the extent of a scorched earth policy including against civilians. Such a reaction was highly astonishing as the UFE was not even invading but merely conducting training exercises on the border.

Over the 24 hours since the initial pull back was ordered, UFE units including S-1 space planes for low orbital recon were used to track the progression of the Scorched Earth tactic.

Such a tactic was astounding. The 500, 000 soldiers of the Western Army Group were ordered mobilized, with the 95, 000 troops concentrated against the PRM taken to the highest level of readiness.

At night on the second day, the order came.

The air campaign opened with UFE simultaneous electronic and cyber attacks against the entire Mongolian Air Defense Grid. Six F-1 Stealth Fighter Squadrons were ordered into the air over Mongolia, flying at Mach 1.4 Super cruise to minimize their detection chance and maintaining radio silent. The Units were ordered to rapidly take position over the entire country before unleashing a simultaneous directed energy and cyber jamming attack at Mongolian radars using a combination of HPM and radar weapons along with tailored data streams.

This was rapidly followed up by the squadron operating near Ulan Bator engaging the F/A-18-E/F base, using their call home subroutines. 30 NGTAM were used to hit the base from 200 kilometers giving the weapons a chance to maximize their speed using full burning scram jets, thus creating the maximum damage via kinetic energy.

With enemy long range air defenses being suppressed, two squadrons of Tu-160 Sinos were ordered to move to attack the defenses around Ulan Bator. In each flight, two Tu-160 Sinos were equipped with AA version NGTAM to destroy any incoming Mig-23s which the Sinos would pick up on their radars far before the 23s could hope to, especially flying without Mongolian ground radar.

The Sinos would then unleash their hell packages. Each of the none Air to Air configured units would first unleash 20 external AG-NGTAM. MPUAVs flying with the formation would act as a large net for ground synthetic aperture radar, allowing UFE combat command to track literally the entire mechanized part of the Mongolian Army as it redeployed. The 440 total AG-NGTAMs would move at high speed to engage an decimate the armor forces of the Mongolian force, with each weapon capable of impacting and destroying the target it would hit and releasing a shockwave which could destroy the surrounding ones as well. Then the UFE unleashed the payloads inside the Tu-160 Sinos. The much larger cruise missiles were equipped with scatter bomblets. Each of these missiles would be deployed against infantry, tactical air defense and artillery formation. In total 264 of these would be launched, each capable of destroying a company size unit.

The PLA on the border advanced with rapid speed. Armor and mechanized forces lead by EOD and NBC companies made a rapid charge East. Using SAR and ground penetrating coverage provided by the SATCOM and UAV ISR, UFE troops would have a leg up on the enemy. Ambush would be near impossible. Active multi frequency jamming and DEW would be used to defeat mines and IEDs. Four F-2 squadrons would provide air dominance encase the enemy attempted to deploy its gunships (not that they'd do well anyway).

Rapid response fire units would advance behind the mechanized and armor escorted by other parts of the mechanized and light infantry. Fire fighting helicopters from Qinghai would be rushed to the area to begin fire fighting efforts using emergency stores.

Six airborne brigade combat teams were mobilized for jumps against Ulan Bator itself. The units took off as soon as given the clear by the airforce. Ahead of them two F-3 squadrons made precision strikes against Ulan Bator Airport and the units positions around it using NGTAMs to hit headquarters units while large bomblet carrying munitions to attack troop formations. Eight stealth E/AWAC Skyhawk UAVs would be brought over the city to jam enemy radio frequencies and monitor their communications.

With the F-1s continuing to play air defense suppression two combat brigade teams would jump on the airport. Each totalling 3000 men, the troops activated the Xenias armor's active camouflage, rendering them near invisible in the night time operation. Their opponents however would be very visible in their heads up display, as they unleashed precision fire to mow through them on their advance to take perimeter of the airport. A special air traffic control battalion would rapidly give clearance for several anti-glare RAM coated Armored C-130s (transports not gunships) to land and unload MCS, M-13XX series armored vehicles, and NLOS-C units. A total of 2 armored cavalry companies and 1 artillery company would be on the ground.

The remaining four brigade combat teams were jumped on the outskirts of the city, using their active camouflage systems on their Xenias armor to rapidly move into small teams and engage in ambushes against the Republican Guard units and provide targeting information to air force units.

OOC: Um...Triyun, if I read this correctly, I think this is only a plan. He's only stating what his nation will do when its invaded, not that his troops are actually applying the scorched-earth policy.

OOC: That order does not seem to be conditional upon invasion, but rather that order seems to be given in response to the UFEs training exercises and then outlining the plan. Asked other people if they read it the same to be sure, said they did.

OOC: I also have to agree with JEDCJT and Sargun. There are too many conditionals in the post for it to be an actually implemented policy. The most important part would be "[b]if the front is too hot. Estimated casualties[/b]". This basically means that casualties are estimated to be high if the front is overwhelming for the Mongolians. With no actual action by the UFE on Mongolia, defense plan 'Dead Fall' would still be pending. Unless Triyun wipes his own invasion, he's basically [b]causing[/b] his own original casus belli, thereby being the pure aggressor.

This post wouldn't count as meddling in East Asian affairs, would it?

The problem with this line of thought is that only the 'if' actually creates conditionality. The use of future tense does not, in fact create a conditional statement.

Indeed you have managed to pick out the only conditional sentence here and it doesn't state anything at all about whether or not the war is active - merely the vague notion of "the front being too hot". Unfortunately his imprecision allows this sentence to be wildly up to interpretation and it could be equally valid to assume that the front was considered too hot from the training exercises as it would be if the front were mere kilometres away from the capitol. In fact it doesn't even suggest which front we are discussing and have to make the (reasonable) assumption that he is referring to the border.

As for the second statement "Estimated casualties are high and burned earth policy will be implemented, troops are to destroy anything and everything from civilan property to just grass growing on the ground.", there is nothing conditional about this statement, there is no protasis or apodosis. Neither is there anything linking this to the protasis of the previous sentence. Worst of all it mixes tenses in the one sentence to make it even more confusing. The correct interpretation is for it to be a standalone sentence therefore.

This would suggest that current, existing casualties are estimated to be high, and presumably as a result of this, a scorched earth policy will be initiated. This is followed by orders to the troops to do just that. This is all reinforced by the first sentence of his statement which is ordering troops to initiate "operation deadfall" setting up the following statements as an explanation of what that entails. In such circumstances, Triyun's post would be an accurate reply.


I believe that triyun's reading was correct - and certainly how I read it at first - however, although an incorrect reading of the statement, I find it highly likely that greywall's intent was what Sargun etc were arguing. It is far more logical than what he actually wrote. So the question should really become "does greywall get a chance to clraify his statement or is this unfair and he should be more careful in the future?".


For reference, this is one [i]example[/i] of how the statement [i]could have and probably should have been written[/i ]in order for it to be conditional upon an actual invasion. I have bolded the especially important part. All misspellings are Greywalls and not my own.

With the heightened tensions in Mongolia yet again, the Vaulian government would recall its Ambassador to the People's Republic of Mongolia for consultations. The Mongolian Ambassador to Vaule would be called sent a private diplomatic message from the Vaulian government, before being ordered to leave the country:

3.Im not going to have time to RP this right now, something has come up and I need to work the next 7 days and possibly more pending if Walmart doesn't get anyone to replace the co-worker we just lost.

If someone posts in a classified conversation their forces are going up a defcon level Greywall, it tends to be that people assume they are going to upgrade their defcon status. I did not RP knowing the conversation I RPed using aerial and spatial intelligence to see the burns created by the burning.


Secondly, as clearly seen I was not the only one who read you striking first, your english may suck but if you post something that says one thing and someone acts on the thing you said even if you did not mean it you cannot fault them for not being psychic. I would say the general unprovoked hostility against a nation over 20x your IG NS and with huge global and regional diplomatic connections is not a very rational move, so its impossible to know how rational your actions are.

IC:

Fighting in the capital was heavy as UFE forces fought a holding action against the main elements of the Republican Guard stationed in the capital. The main invasion force came in from the West, outflanking along the border.

With suppression of enemy air defenses achieved, two more full division size airborne formations were dropped in along with a lighter amphibious forces combined arms battalion to Ulan Bator being airlifted in to the air ports now firmly in PLA hands.

Once this strength was build up, a final push to encircle the cities defenders began. Air support was used to rapidly degrade enemy artillery and armor positions which could repulse the advancing UFE infantry. The new xenias camouflage proved key in pressing the fight forward despite numerical inferiority because of the inability for most Mongolians to see the advances and maneuvers of the UFE forces which had primarily occured at night.

By Day 4, the fighting across the fronts was pretty much at an end. UFE air cavalry would be used to ferry troops to occupy large swaths of country, but the enemy army had pretty much been entirely defeated by the Federation's army. In total it was an estimated 8, 000 dead Mongolians (from the PRM), 20, 000 wounded. On the Federation's side it was estimated the losses were around 80 KIA, with 2, 000 wounded, mostly around the Ulan Bator area.

By the end of it though, the will of the UFE had been brought to bear on these upstarts.

Day 5:

The August Imperator's plane had landed in Ulan Bator. He had been quiet for the flight over, staring out the country side from his cabin window.

The vast lands of Mongolia beneath him at the moment were still in some measure on fire. UFE military and civilian wild fire forces had been hard at work trying to stop the burning, but once it got started in many cases the fastest way to end a fire unfortunately was to run out of fuels.

He sighed, it was truly a tragedy. As his plane touched down in the airport the extent of the damage to Ulan Bator was in full view. He'd seen worse, Xian and Chongqing during the war to liberate the main Chinese areas, but still.

Jia stepped off the plane breathing in the cool dry air. The smell of explosives and burning was still here. Soldiers had obviously created a very secure perimeter. As was generally expected.

"Sir?" a voice said behind him.

He turned to find Qi waiting with his car. He nodded to his chief of staff. "Yeah lets move out." Jia said.

With the country largely secure, the UFE had begun establishing formal offices within the country, and integrating it into the Imperial Khanate of Mongolia. Now the time had come at the monument to the country's founder, Genghis Khan, for Jia to deliver his speech. A new vision for East Asia and indeed the world.

But its principle roots were in the reluctance of nations including the United Federation of the East to defeat an obvious rogue nation early on. This was because I naively embraced these false values listed above. In fact it is likely that had we waited longer, a much higher price would have been paid. Still the price paid for abstract values is too high.

Time and time again, we have seen that the result of coddling rogue regimes is more destructive wars later on. Time and time again, we have see that ethnic exclusionary policies and nations based on the expansion of one ethnic identity at the cost of others are fundamentally wrong and lead to destructive wars later on.

It therefore cannot be the policy of my government or indeed any government, to permit this to ever again occur within the United Federation of the East or abroad. We stand here, where maniacs recently tried to burn the livelihoods of farmers and ranchers down, and on a place once home to the genocides of Altin Urda, to say enough! I hereby announce the following reforms both within the United Federation of the East and abroad:

1) The United Federation of the East shall be co-governed by Republican and Imperial Branches. The Republican Branch reflected through the Zeon Party and the Meritocratic Bureaucracy shall reflect the will of the people. It shall work to develop the ideals of the Zeonic Ideology and bring about a true Federation in East Asia, similar to the highest ideals of the Middle Kingdom of Old and combine this with guaranteed distribution of goods to the People. The Imperial Branches shall be under the Second Yuan Dynasty, and shall include the Judiciary, the Military, and the Imperial Family. It is these branches sacred duty to guard the Ideals of our Federation. These ideals are: Humaneness, Justice, Socialism, Equality, and Harmony. Further it is my belief that within five years, intraparty elections and a system for criticism must be developed within the Zeonic Party and the Meritocracy, and we must further develop systems for dialogue between the guardian Imperial Branches and the popular republican Branches to both protect from corruption of power and the dangers of unguided mass populism.

2) It shall henceforth, be the foreign policy of the United Federation of the East, that systematic violations to include: Genocide, Ethnic Cleansing, Apartheid-esque Policies, and any form of state sponsored displacement or disenfranchisement based on race, religion (with the exception of politically active violent sects), or ethnicity shall reflect a fundamental violation of human rights inconsistent with implicit responsibilities any single regime has to rule a sovereign state. Thus it may be that political sovereignty in these manners is no longer applicable. While we shall not make one unchangeable policy for all situations, this general principle shall be enforced with the up most decisiveness.

To those who seek to live their lives in peace and dignity. Know that the Sword of the Federation is ever present, ever ready to defend you...
