With the successful launch of Loki-1 and Loki-2, the National Space Reconnaissance Command, in conjunction with the Greenlandic National Space Agency, has issued a detailed report and plan for the satellite intelligence system to be developed and operated by Greenland.

[b]LOKI-class Reconnaissance Satellite [/b]


Class Designation: High Resolution Electro-Optical Imagery (IMINT)
Orbit: Low Earth Orbit (580 km)

The Loki-class provides unrivaled image-taking abilities for its operator and acts as a technologically superior “eyes in the sky.” The main purpose of this satellite is to provide extremely high-detailed resolution pictures of objects of interest on the Earth’s surface. Loki has a maximum resolution of 10cm, which is currently the highest resolution known to exist for an imagery satellite, meaning it can clearly make out objects smaller than a foot long. The satellite has a modified-CCD digital telescope for visible spectrum and uses other scopes for near-infrared and infrared spectrum which allows imaging to be taken depending on the immediate needs of the operator. This also allows the satellite to image in sub-optimal weather conditions. Pictures can also be taken with Ultra-Bright Light (UBL) flash, allowing imaging during night. Encrypted transmission to ground stations allows for real time footage to be taken, however transmission to military communications relay satellites is also possible to allow for redundancy reception measures.

Because of the Loki’s specific mission it maintains a high velocity low Earth orbit. Though the Loki is equipped with multiple re-alignment thrusters the force from Earth’s gravity necessitates replacement of each Loki satellite approximately every 5-6 years. The skin of this satellite, like all the other satellites which comprise the NSRC, is reinforced with carbon nanotubes and nanotechnology plating to both better protect the satellite from space debris as well as provide limited shielding from focused energy anti-satellite weaponry.

[b]MARATHON-class Communications Satellite [/b]


Class Designation: Secure Military Communications and Transmissions
Orbit: Low Earth Orbit (1,200 km)

A constellation of five Marathon-class Satellites form the secure communications backbone of the NSRC and Greenlandic military. With world-wide coverage, messages can be securely streamed from any point on Earth to another with almost no delay. The Marathon Communications Network (MCN) acts as a hub not just between surface-based receiver stations but the other intelligence and measurement satellites currently in orbit.

Due to the MCN’s extremely vital nature, various countermeasures are in place to prevent unwanted intrusions by foreign satellites and militaries. Frequencies are constantly changed to pseudo-random alternate frequencies to prevent sustained jamming, in addition to being heavily encrypted. However, should hostile elements somehow manage to gain access they would be sorely disappointed. The reception and transmission of signals by Marathon satellites are designed in an open-close gate system whereby instantaneous signaling is confined to the target/receiver. As such a breach would only breach at most one other satellite or ground station (which are also operated on a closed intranet, preventing further damage). The MCN is designed to purge any invasion in nanoseconds, while allowing Vanguard and military assets to locate and destroy the source of corruption.

[b]BLIZZARD-class Detection Satellite[/b]


Class Designation: Missile Launch Detection and Transmission
Orbit: Geosynchronous Earth Orbit

Each Blizzard-class satellite is in geosynchronous earth orbit and can “watch” one hemisphere. Two Blizzard satellites are thus maintained to provide complete coverage of the Earth’s surface. Their main objective is to immediately detect, transmit, and classify the launch of any missile on the planet. With a series of finely tuned instruments the satellites use infrared and seismographic readings to detect when, most commonly a ballistic missile, has been launched by comparing the data to that associated with a typical orbital launch.

Through both the MCN and ground stations the data can be quickly transmitted and analyzed to determine the exact situation at hand. Though supercomputers on the ground are more quickly able to sift through the data, Blizzard-class satellites are able to model the missile’s trajectory when given enough input data values. When not overridden by a signal from the ground, this information is also transmitted and passed on. It should be noted that ballistic missile launches are not the only launches detected as anything with a heat signature would be easily recognized, including space shuttle launches.

Orbit: Medium Earth Orbit (23,200 km)

The Maxwell satellites consist of a twenty-eight satellite constellation to create a high-precision global navigation satellite system. Each satellite contains two rubidium frequency standards and two passive hydrogen masers which allow accurate time measurement of the frequency from receiver to the target responder. This allows the system to pinpoint the exact location anywhere on earth, with precision in the range of one-half centimeter for military service. All military signals are heavily encrypted and can operate during times of conflict.

The Maxwell Navigations System (MNS) also offers personal, commercial, and distress services. Personal access is free, unencrypted and accurate to a half-meter while commercial access provides higher precision for a free. Both of these services can be disrupted and turned off during war and other times of conflict. The MNS also assists in search and rescue operations and can automatically transfix onto distress signals and pinpoint their location. It can also transmit messages to the person in distress that their message has been received and help is being sent.

During war access will be restricted to Greenlandic military use. Additionally, information can be relayed to allied governments and if requested or deemed necessary allied militaries can be granted access to the MNS as well.

[b]HUDSON-class Oceanographic Satellite[/b]

Class: Oceanographic Measurement and Analysis
Orbit: Low Earth Orbit (1,300km)

Currently two Hudson-class satellites are in low earth orbit and provide a combined 95% coverage of the Earth’s surface. Although 1,300km away from the planet, the satellite is able to detect miniscule changes and provide extremely accurate readings on Earth’s oceans and seas. Temperature, sea level, salinity, chlorophyll concentration, and atmospheric water vapor content are some of the data able to be measured by Hudson. Using these surface calculations, 3D renderings and underwater maps are able to be modeled with relatively high accuracy.

The oceanographic satellites are owned by the National Office of Oceanography and managed by the Greenlandic Space Agency. Though not explicitly operated by the NSRC or military, all data is streamed to both designated receiving surface stations as well as the Marathon secure communications satellites. This information can not only be used for logistical and transportation issues on the high seas but can also be used to determine the location of enemy surface ships. Hudson satellites, in conjunction with the MNS, can quickly determine the position of surface fleets which Loki IMINT satellites are then able to image and transmit.

With news of the collapse of the Commonwealth of Canada, Greenland immediately prepared part of the Homeland Guard to secure the lands north of Labrador. Newfoundland, Labrador, and St. Pierre and Miquelon were under the Harland Haiku and Greenland forces would steer well clear of those areas noting the previous Nova Scotia incident between Canada and Pravus Ingruo.

20,000 Republican Marines were immediately sent to the secure the Arctic islands north of the previously mentioned lands. The first wave would be airlifted to secure the few towns and settlements that were in the North, as many of the islands remained uninhabited. Ellesmere Island, being the closest and most historically connected to Greenland, would receive a further garrison of 10,000 men to secure the island as well as maintain basic law and utilities.

Meanwhile, the Greenlandic Ministry of War would be in close contact with Blue Heaven, the Republique du Quebec, as well as the other Confederation of Arctic Nation members. The members, especially Blue Heaven due to its proximity as neighbor to a large portion of the islands, would be encourage to contribute men to the preliminary wave of peacekeepers being sent into the region.

"Given that the Commonwealth of Canada had once been an Ingruoian protectorate before it was formed in the first place, we urge Greenland to withdraw it's forces from what is essentially an Ingruoian protectorate, no matter how small any part of it may be, as to avoid a rupturing (or straining) of relations with the Empire of Pravus Ingruo and the American Treaty Organization as a whole."

Loki-3,4,5 and Maxwell-1 have been successfully launched from the refurbished space pad in Proxia, Greenland proper. With the new pad currently being constructed in Tenerife, satellites will be able to be launched at a much quicker pace with more reliability, boosting the continued safety and security of Greenland's intelligence. The Greenlandic High Command in conjunction with the Greenlandic National Space Agency has also begin drawing preliminary plans for a launch loop in the Atlantic. Once authorizations has been granted, Greenland hopes to work alongside regional allies, including Athens and Novak, to construct and maintain what would be the third such engineering feat in the world.

[u]Republican Homeland Guard - 105,000[/u]

Often referred to as the Guard, the R.H.G. has an unrivaled level of tradition and professionalism throughout its ranks. Tasked with preserving the sovereignty of the state, the Guard acts as a solid, unified line of defense against any aggressor on Greenlandic soil. The majority of these men are comfortable with the hostile Arctic environment enjoyed by most of the nation and are specifically trained and adept at dealing with the inhospitable weather and terrain.

[u]Northern Command Group - 350,000[/u]

The Northern Command Group is the largest arm of Greenland's Armed Forces. Tasked with securing Greenland and her allies' interests in the Arctic and north Atlantic, it is divided into seven separate corps of 50,000 men each.

[u]Atlantic Command Group - 20,000[/u]

The Atlantic Command Group is stationed in the Equatorial Atlantic Province and is tasked with securing Greenland's interests in the southern Atlantic as well as surrounding regions. The Group is divided into two divisions of men, one in Tenerife and the other in Sao Tome and Principe. These men are trained for amphibious landings as well as more tropical weather.

[u]Arctic Peacekeeping Force - 10,000[/u]

Greenland maintains a nominal presence of men throughout the CAN protectorate. Due to the vast size of the protectorate and desire for it to retain as much autonomy as possible, the troops are located primarily on bases near populated centers to keep order should it be required as well as provide a first line of defense from any foreign invasion. The Peacekeepers work alongside other CAN members that are contributing troops for peacekeeping efforts.

The Ministry of War is the largest ministry in the Republic and is maintained by a bureaucracy of well over half a million dedicated citizens. In order to develop and sustain such a formidable security force the Ministry of War is also the largest ministry in terms of expenditures, with a mentionable percentage of the Greenlandic budget set for research, construction, maintenance, and wages for this ministry. The Ministry is under the direct authority of the President at all times, however resolutions passed into law by the Senatus are binding and enforced.

[u]Ministerial Postion[/u]

Mr. Klaus Isolfursson is the current and first Minister of War for the Federal Republic of Greenland. Ministers of War, whom must be civilians that have not served in the military, are appointed by the President and validated by the Senatus. The Minister is informed of all developments in the ministry, oversees day-to-day operations, and reports personally to the President. During times of war the Minister of War has the authority to direct the military, with the oversight of the High Command, with the consent of the President.

[u]High Command[/u]

The High Command is the senior advisory council in the Ministry of War and is composed of five members selected by the President. The members are generally retired commanders and generals in the Greenlandic military and armed forces. With meetings in the deepest and most secure bunkers in the nation, the High Command organizes and plans many of the strategic decisions of the Ministry, especially during times of war. It briefs and advises the Minister of War, in addition to the President, and may suggest specific courses of action.

On the advice of the High Command and Minister of War, President Californian authorized Operation MAPLESYRUP to be undetaken immediately. Upon receiving confirmation of the authorization of the President, the armed forces and Ministry of War leaped into action. Their goal: secure the former lands of Ontario and Harrowshire.

The Northern Command was given the lead role in this operation. Over 50,000 men would be transported to the former lands of Ontario, tasked with immediately securing the Kenora, Rainy River, Thunder Bay, Cochrane, and Algorna districts. These districts were large and sparsely populated, allowing the divisions of men to quickly secure the major towns and cities in each of the regions.

However, an advanced vanguard was given a different task. About 10,000 men, some of which were from the C.A.N peacekeeping force, were airlifted into the more heavily populated regions of the area, such as Toronto, Ottawa, and Mississauga. Containing the bulk of the Ontario population, these metropolises would be the first to be secured by Greenlandic forces.

Finally, a small task force of 1,000 men were to be lifted to former Harrowshire, also known as Akimiski Island. The population was sparse there and the conditions there were noticeably worse than those in Ontario. The men would provide policing services, bring back local law and order, and ensure that basic utilities remained online in the region.

Ten squadrons of fighter jets would be sent in as support for Operation MAPLESYRUP to deal with any terrorist group or anarchists that became violent. They would be circling in the sky, waiting for orders from the High Command in Greenland as well as the soldier teams on the ground. They would also be used to escort what would be a steady stream of large cargo aircraft that would be landing in Ontario to distribute aid to the local populations. Airports, which were a priority for the vanguard and Northern Command units to secure, would be cordoned off so that aid could land, and where there were no airports it would be airdropped to the local towns and villages. The National Space Reconnaissance Command diverted a large percentage of Greenlandic intelligence assets in orbit to have continuous life-feed monitoring of the situation.

When reports were confirmed that Greenlandic men had secured the populous cities and their airports, a transmission from the Greenlandic government would be issued to the rest of the world. It would only be issued after these cities were secured, Greenlandic peacekeepers had built defensive positions, were currently distributing aid to the people, and 50,000 more men had been deployed to these areas and were en route.


Greenland has not received transmissions from the former nations of Ontario and Harrowshire for over four months and intelligence confirms our belief that they have fallen into disarray and anarchy over that time period. At this moment Greenlandic peacekeepers are being sent into those regions to restore services to these people, which desperately require them. For over four months they have been neglected and we will not tolerate this. The former nations of Ontario and Harrowshire are hereby considered part of the Confederation of Arctic Nations protectorate.

These regions formerly fell under the Harland Haiku and other associated doctrines. However their abandonment for the past four months indicates the Empire of Pravus Ingruo is either indifferent or ignorant of what is happening in these regions. Additionally, Pravus Ingruo is currently embroiled in a conflict in Cuba with fellow American Trade Organization members. We believe that a nation which is preoccupied elsewhere which has shown serious neglect for a region and its people is not the most able protector for the region in question. The Confederation of Arctic Nations, made up of neighboring regions in the area including the Kingdom of Manitoba and the Republique du Quebec is more suitable to the task at hand, and as such these areas will be made a C.A.N. protectorate. We welcome the opportunity to sit down and discuss with Pravus Ingruo and other involved nations the opportunities and options available here, to ensure a peaceful and prosperous Canada and North America as a whole.

With Tristan da Cunha and Glough Island now incorporated into the Ascension and Dependencies territory, the newly formed Oceanic Defense Bureau has outlined plans for the construction and operation of a SOSUS network that spans the length of the Atlantic. Dubbed the South Atlantic SOSUS Network, or SOATSOSUS for short, the lines will run from Sao Tome through Ascension and Tristan before ending in the Greenlandic South Sandwich Islands. In conjunction with the National Office of Oceanography, five cable laying vessels have been sent to begin construction of the line, which is expected to take over a year to complete. Cargo ships will be periodically dispatched to provide the needed thousands of kilometers of cables.

Over the past few weeks Greenlandic peacekeepers had been dispatched into northern Ontario, as per the agreement with Pravus Ingruo. The situation was fairly stable, as local governments continued to operate and life for the average Ontarian was normal. A small detachment of peacekeepers were dispatched to the southern border with Pravus Ingruo. Besides standard border checkpoints there was no interference in border traffic on the Greenland side, and the military presence on the border was kept at a minimum so as to keep down tensions with Pravus Ingruo. The majority of peacekeepers were patrolling the area to make sure no hostile groups were taking advantage of the fall of the Ontario government. Once a regional government was formed the peacekeepers would be recalled to the C.A.N. protectorate sectors Greenland had agreed to maintain.

While these standard peacekeeping measures were in place, all contact was lost with the Kingdom of Manitoba. Commanders radioed in this peculiarity to the Greenlandic High Command who confirmed with the Ministry of Foreign Affairs that there was no reported government activity in Manitoba. Further, the Manitoban diplomat to the CAN has stated that he has been out of communication with his government for days, noting that he has not heard a word from them for at least a week.

As such, Greenland has ordered a portion of the peacekeepers in Ontario to enter Manitoba and secure it as a protectorate of Greenland. Attempts will be made to determine the fate of the Manitoban government, however at this point it is assumed it dissolved quickly and without notice as seems uncomfortably common around the world.

It had been a particularly trying year for the Arctic. The government of Ontario and Manitoba had fallen silent only months ago, leaving the Greenland to ensure the well being of the people in those former countries. Greenland had done so, allowing the protectorates to operate with almost complete autonomy while ensuring the people were properly heard and defended, if need be.

Over the past few days the Greenlandic High Command had been in contact with the Noverian military which was now moving into the former Republique du Quebec. Surely they had been less communicative, but Greenland would never have believed Quebec's government no longer functioned. The CAN Chairman, from Quebec, had inclination as to what had occurred either, and it seemed like an unsolvable mystery why the government had suddenly just disbanded. As Noveria continued to deploy troops into the nation, Greenland would begin sending peacekeepers into Quebec, taking care to avoid Pravus Ingruo protectorate. 20,000 peacekeepers would be dispatched in consultation with Noveria.

Finally, the fall of Quebec had caused quite an embarrassment to the Ministry of Foreign Affairs and it immediately ordered a review of all allied and neighboring nations. After careful scrutiny, and many incredulous looks, it appeared as though Blue Heaven had ceased communication as well. The information was double checked before being confirmed and with heavy sigh President Californian ordered 20,000 peacekeepers to be deployed to Blue Heaven. Noveria and the other C.A.N. nations were notified of the actions as well as the fall of Blue Heaven.

The Directorate of Defense was very well aware of the lack of communication coming to and from neighboring Blue Heaven, and the notification from the Federal Republic of Greenland confirmed this fact. At the order of Supreme Executor Thrawn, Operation WINTERPOINT was initiated. The 29th and 47th Divisions (20,000 troops) were dispatched into the now-defunct Blue Heaven to secure the country. Transported on C-130 transport aircrafts, the Noverian forces crossed into the now-former Blue Heaven, where they occupied the capital and other cities. The 32nd Assault Squadron began conducting CAP patrols over the newest CAN protectorate.

In addition to major cities, the Noverian troops began taking over Blue Heaven military bases and installations. All Blue Heaven aircrafts and technological equipment were seized. Investigations would be held as to ascertain the fate of the Blue Heaven government. The Greenlandic government and the rest of CAN partners would be constantly informed of all this through secure channels.
