It had been untold years, since the attacks that left them isolated from the world. As counter-intuitive as it may seem, it was fortunate that they had been buried several thousand metres below the surface of the Pacific Ocean. Those above them suffered an immense nuclear bombardment and whilst the mega-structure, even now one of the largest man made creations in existence, had not been destroyed, the decision to then withdraw it under the waves was a mistake. Although it was protected from further bombardment, there was... something.. out there. People became increasingly worried - no one seemed to know what was happening but suddenly they were at war with this... thing and no one was giving out any answers. People nervously joked about being at war with the mermaids and mermen. Then one day, the top half of the structure suffered some catastrophe. None of the internal communication systems went above a certain point, and attempts to physically access the levels were blocked with rubble and debris. Excavations had been attempted but always met with more debris. They were trapped, and they knew it.

Fortunately for the survivors, the lower levels had held all of the power generation and most of the life support systems. Sadly, with all good news, bad news is to follow and the dead zone had cut off most of the food production facilities. There was only enough capacity to feed 90% of the remaining population. Those in charge of food production became feudal food lords and waged a surprisingly savage war for dominance amongst each other. Those in the lowest levels, in charge of power production united as one faction and maintained a loosely neutral stance in order to ensure they would always receive food rations.

This delicate and bloody balance was the way of things for a generation eventually an ambitious young aristocrat was elected as Prime Commander of the power union. Not content with being reliant on petty and self righteous food lords to stay alive, a plan was hatched to unite the ruins.

An alliance of convenience was forged with the strongest faction and with the war plans completed, the Prime Commander ordered power cut the sectors housing the other factions. However the decades of urban warfare inside had done its fair share of damage and instead of isolating select sectors, his actions caused the power grid of all produce levels to be cut. As the large display in front of him began to fade entire levels he had inadvertently doomed almost fourteen million souls. Life support failed in these sectors and temperatures levels rapidly began to rise alongside that of CO[sup]2[/sup] and other noxious fumes. It would be days before power could be restored.

As the realisation dawned upon the Prime Commander that he had caused a far greater loss of innocent life than war and starvation combined he slowly withdrew the side-arm resting on his hip from its holster, removed the safety and inserted it into his mouth.

It was estimated that the warfare to date had [i]only[/i] cost two million lives, starvation about six million. Of the two hundred odd million original inhabitants of the mega-structure, only 60 million survived the events that buried them. Within hours there would only be a little over thirty-six million remaining. The Omniscient Empire of Naboo had seen dark days but this was darkest.

[OOC] Just to be clear I have no intention of rebuilding Naboo into anything resembling its former structure or even into the same nation. I have neither the capacity nor the desire to achieve such.

OOC: Naboo is an old nation that Shan possessed a couple years back. It was basically an artificial island, because at the time, CNRP was more relaxed and fun. Naboo was super technological though.

In some ways the Prime Commander, who's name has been stripped from all records for his actions, succeeded in his plans. With the food lords all dead, alongside countless others the sole power structure remaining was that of the Power Union. After restoring power and making the place habitable again, they faced the grim task of clearing millions of bodies. There was no time to mourn, fourteen million corpses were already putrefying in the hot, humid environment left in the wake of no life support. The smell was oppressive and overwhelming. The whole area was a biohazard field.

It was decided that the best way to clear so many bodies would be to unceremoniously dump them into the material and nutrient reclamation facilities - the waste processing plants. Although a large portion of population were pressed into service for disposing of their friends and family, it still took months, and making the area actually livable again would take just as long. Worst of all many of the crops, livestock and other produce grown there had been destroyed.

The granary had only enough stock for a year but many doubted that would be enough time to harvest again.

In the wake of the Prime Commander's suicide a cabal had formed from the underlings to maintain order. It is said that the best thing the nameless one did was appoint these twelve men who were not only kind and compassionate but fiercely talented and ingenious. They may have ruled with an iron first, but they got things done - they were exactly the kind of leadership the people needed.

It was clear that even if they could restart producing immediately, they would not have food in time. The only way to avoid extinction was to escape their underwater tomb. To do that would require create an airlock in the main wall. A risky move because the structural integrity of the wall, which had seen no maintenance since the fall decades ago, was unknown. At these depths a single fault in the wall could see a large portion of it collapse with the pressure. As the saying goes desperate times call for desperate measures and that's exactly what they were forced to resort to.

With every day precious, they decided on a location that was most likely, as far as the engineers could tell, sound and begin restructuring the area behind it. A great airlock was created, large enough to bring supplies in, or to evacuate. No expense was spared and no other task had higher priority. It was a gambit, one that required people out there who would help them. However for all they knew the world had ended when they were buried. A nuclear war, unlike any seen before had raged on as it went under the waves. If they were the last of humanity, the actions they were about to undertake would have been incredibly irresponsible, however this never occurred to any of them. Not only that, but it also relied on people out there willing to help them - people who had not blown themselves into the stone ages and still had the technology to reach them.

Eventually the task was completed, all that remained was to carefully blast hole in the reinforced walls several kilometres thick. No explosive device they had would be capable of the required power or precision. Fortunately there ruins still had one fusion reactor in working condition. They would divert its entire power output for the task of removing the final barrier.

When the island was in its prime, it required many fusion plants in order to power its many facilities. However with the much reduced power needs of the ruins, the geothermal plants that were originally used to power the fusion plants provided all of the energy that could be needed. However without access to the industrial complex on higher levels, wear and tear slowly took its toll.

It took weeks for the re-purposed sea-cooled gigawatt mining lasers to penetrate the walls and when it did, millions of tonnes of seawater flooded into the chasm destroying the lasers. The instantaneous loss of power load caused vital distribution systems of the fusion plant to overload putting it out of action. It was an expected outcome despite attempts to prevent it, but it signalled the beginning of the final stage.

Possessing little capacity to actually build vessels capable of taking full advantage of the new airlock, they ejected several torpedoes that would rise to the surface - each pulling a communications tether behind them. These torpedoes mostly sent out a public broadcast declaring a humanitarian crisis and requesting assistance (See attached document). Several of them however had been equipped with a military grade low detection communication system. They were the height of technology when in active use, however how their security stood up to time was unknown, and would not matter.

The first thing these attempted to do was re-establish communication with the satellite network the empire had once had. Only two responded, a weather sat which seemed surprisingly functional and a military satellite that was low on power and only responded sporadically. The second act they performed, and arguably the more important one, was to transmit a heavily encrypted and signed copy of the same message to all of the known former allied communication channels.Whether or not the message could be decrypted by others was irrelevant, after all it was the same message, however forging the digital signature was theoretically impossible and should prove the authenticity of the situation.

With only several months left, they were reliant on the outside world to save them. A new project was started to begin constructing escape capsules in mass, however without the advanced production lines they would be like to have enough to save 1% of the people remaining if the outside world did not help.

All they could do is prepare and try to watch for assistance coming with their derelict satellite.

A convoy left Colombo Harbour, en route for the location of where Naboo once stood. It was filled with all sorts of humanitarian goods and, because satellites showed no structure above the waves, was escorted by several submarines. Military ones, as well as two transport submarines, used to silently ferry goods between Bengal and the Island.
They would arrive within less than a week. Now, after arrival, another message was sent to the Naboo remnant.

Strategic command was embroiled in war, when a transmission came in... It was coded... could it be? The officer had a confirmed allied code but he could not believe what it was. [i]Ferrous Pacific?[/i]

"SIR!" he said rushing to Ding. "Sir you better take a look at this!" he said.

Ding nearly fell out of his chair. Naboo? After all this time. They hadn't dared dream. "Get me the Emperor!" Ding ordered.

In the bunker outside of Qingyuan, Jia had been awakened. After decades their lost allies in Naboo had contacted the UFE and were requesting aid. Jia was astounded. He had been but a boy when he had seen his mentor meet with the other leaders of Ferrous Pacific in that Atlantis of the Pacific. Now they were asking for help.

"Mobilize the fifth coast search and rescue taskforce out of Guam send back a transmission:

My name is August Imperator Jia, of the United Federation of the East, successor state to the United Francoist Empire. We are dispatching vessels to your location for aid. Our nation is the sole surviving former Ferrous Pacific member but we shall inform our allies in Greater Pacific also nearby to send aid to you.

Welcome back to the world."

The relief felt by all those in the room was audible in the uniform sigh.
The first reply had come to their help message, supposedly from the successor state to one of the nations strongest historical allies, the UFE. They were sending help.

Just as the cabal was about to share the knowledge with the public, a second message came in. This time from the daughter of Leclerc, an old friend and business partner of the empire - they too were offering aid. Ofcourse they had yet to confirm whether or not these shipments would be sufficient, but it did not deminish the joy in the air. Although work on the escape capsules was still the order of the day, much of the public instead chose to celebreate and throw parties at the news.

It took five hours for the dodgy surveillance satellite to confirm the contents of the message. In what was once the exclusion zone there was indeed a fleet, a convoy. With the decripit state of it, it was impossible to identify the nationality of it but given the circumstances there was no choice but to trust it regardless.

The aide nodded. Orders went out for one of the transport submarines to descend, following the sonic beacon carefully, its active sonar aiding in avoiding obstacles.
Having to go beyond test depth, they found the airlock. Being a dedicated transport, there were several docking airlocks along the sub's hull. One of them would be useful to dock.
This, however, required incredibly careful maneuvering, forcing the captain to take his time. Almost 20 minutes passed before the connection was made.
One of the sailors went and knocked on the airlock with a crowbar. Hard and loud.

For good measure, the captain of the sub ordered a sonar ping. That would be heard.

"Well, we've several. We can bring their supplies down as well. Our subs do have cranes for this."
"True. I'll notify you if they open contact."
"Thank you."

THUNK. THUNK. THUNK.

The crowbar impacted upon the cold steel of the airlock and reverberated down the corridor.
"I'm coming dammit" cursed the guard under his breath. He'd drawn the short straw. If these people really were here with treacherous intent, it is likely he would be the first to go. The only consolation he could offer himself was that perhaps they would offer him some food. Rations were tight and many were hungry more often than not now. As it turns out, it's not that luck was against him, it's just that luck can be sadistic at times. As soon as he approached the airlock for some god forsaken reason the submarine let out a sonar ping. If the crowbar had seemed loud, the sonic ping resonating down the hallway was like a sonic boom in his head.

Feeling deafened, hungry and now too miserable to care if he would get shot first he slowly opened the the hulking door manually. Behind the door he encountered a grouchy looking officer in dress uniform flanked by several armed men. Guards he supposed. Attempting to must as much politeness and civility as he could given the circumstance, he welcome the guests to the island and lead them into a meeting room where five men stood waiting. Each man looked older and more tired than the last, except for one comparatively sprightly young gentlemen at the end who merely seemed could use a strong coffee, or perhaps a stiff drink.

"Welcome to our ruined land" the senior exclaimed. Waving at the first four he went on "The four of us here are representatives of the current ruling body". Curiously they declined to introduce the final man who remained silent in the background before asking everyone to sit.

A pretty young women entered the room and served an odd drink that seemed to glow yellow and looked a bit like an engine coolant.

"That libation is a speciality of Naboo. Or at least it was, as we recently lost our last place to produce it" The man in the corner finally spoke, his strong French accent showing through.
"What in heavens is it and why does it glow?!" the guest asked a little worriedly.
"It is nuclear waste" he nonchalantly replied.
"Well it certainly looks like it, but seriously, what is it?"
"You see, our fusion reactors produced a particular fluid waste that can be distilled into an alcoholic beverage. I assure you it was discovered by accident. It packs quite a punch but it tastes divine." he continued "we call it simply 'fuse' in honour of its origins - I assure you it's quite safe."
"Quite safe? You do see it glowing correct, yes?"
"Of course."
"It's glowing nuclear waste and you're telling me it's safe.
"It's not radioactive. It merely fluoresces to universal background microwaves." The man explained and then took a sip. The others joined in but by the end of the otherwise productive meeting, the guest's drink was largely untouched.

Arrangements had been made for Ceylon to unload and the silent man, who's name had still somehow been neglected would travel back to the surface as an ambassador of the people.

With all cargo unloaded and the airlock closed tight once more, the transport submarine ascended, carrying but the silent man on board. It was not long until the surface was breached, the things that had happened below the surface recounted to the captain of the fleet.
This tale, in turn, was transmitted to the CEOs of Ceylon, who simply ordered the other transport submarine to deliver its cargo while the first would replenish its holds with what the cargo ships had brought with them. While cranes were busy putting various goods, humanitarian mostly, into the sub's holds, the French was given the opportunity to go onto the main ship of the fleet, a Sukanya Destroyer.
From there, he would be able to contact practically anyone in the world, broadcast messages, basically whatever he wanted, via Ceylon's satellite network.

UFE Ground Effect vehicles moved across the sea at a rapid clip. Six Boeing Pelican ULTRAs equipped with mini subs would be the first of the large UFE aid flotilla to arrive at the area. Four larger supply ships would move at a much slower clip but be equipped with fleets of utility submersibles that could form an underwater aid bridge.

As the large sea planes approached the Sri Lankan Force a message was sent out, "This is the UFE Coast Guard, we've received a distress signal on an old allied transmission system, please give us a SITREP." Commodore Cao of the UFE Coast Guard flotilla said.

A second transmission was sent to the Naboo, "Greetings, we have deployed preliminary forces to the area, we are prepared to begin deploying submersibles, please give us the locations of where to dock."

The message was replied to quickly,

"This is the Ceylon aid fleet for Naboo. As you, we're here for the distress signal, some ancient records apparently enabled the encryption of the signal.
We already delivered some aid. Doing so is only possible via submarine, presumably more than 500 meters below the surface. There's a sonic beacon down there, but the second of our transport subs is currently submerged, so the airlock will be occupied.
There's an ambassador from Naboo on board the destroyer [i]Jayaratne[/i], having come up after the first delivery of aid. We can relay a message to him, or, if you wish, let him speak directly with you.
That should be all."

The mood was hopeful among those unloading. They had been fed, really fed. A proper meal, not rations - because the would be working hard unloading. Saving lives.

Taking the opportunity offered to him, the ambassador aboard the Sukyana, a Cylon destroyer prepared a message with which to address the world.

Dressed in casual but sharp clothes that suited the man he sat behind the large podium in the recording room. He had chosen this attire, instead of the formal wear of the long dead Omniscient Empire because he wanted to leave that past behind. The man had plans. He checked his collar in the mirror whilst sound engineers tested their equipment and rubbed his hand through his short blond hair.
As the final checks were given the all clear, and the camera man begun to countdown, he fixed his deep blue eyes onto the lens and began to speak with a strong confidence.

My first concern however is for the people of my Realm. Although the United Federation of the East and Ceylon have swiftly and generously come to our aid, providing much humanitarian relief and food millions more will go without if I can not secure more. So I would like to humbly request that any nation who can spare some relief do so. All who assist us in our time of need will receive our gratitude and friendship.

Despite any lack of direct contact between our civilizations Procinctia offers whatever assistance we can afford.
We werenÂ’t able to decrypt NabooÂ’s open distress frequency in time to make ourselves useful earlier.
Supplies are great in the short term, but an open sky is equally important for people so long underground.
Procinctia can provide, immediately, some land - a place to get a few boots on solid ground.
WeÂ’re conveniently situated in the Bering Sea Islands, not that far from your Pacific coordinates.
The United Federation of the East can easily provide logistical support from their position in the Alaskan Peninsula from Fort Beihai.

Procinctia has recently received a number of unused Aleutian islands after the collapse of Union of Revolutionary Socialist Republics, a sort-lived country you never heard of, that could easily be resettled by Naboo refugees. Our territorial generosity comes without precondition.

You bring up a very valid point. Many people of this generation and the next, myself included until this very day, have never seen the sky except in historical documents or inhaled natural air. After immediate humanitarian concerns are addressed I will have to find a solution to allow my people to experience open skies, the sun, the moon and the stars for themselves.

An entire population of Procinctians persisted through a similar plight.
Perhaps others who subsisted without sun are suited to council.
Getting people to the surface should be an immediate humanitarian concern, even in the short term, less crowded artificial habitations are more sustainable.
Every submersible bringing down supplies could also be bringing up people.

The second and third RN carrier fleets, along with the RN's sub fleet, departed from Dalian towards the area filled with UFE and Ceylon ships, filled with supplies. Initially the subs would bring down the supplies they had, then resurface to get resupplied.

By now a UFE flotilla had arrived to include more utility submarines and a hospital ship to deal with the wounded. An Amphibious carrier was no also enroute to further aid with the refugee issue.

Although they had not all arrived yet, the promised supplies from across the world would be sufficient to avert a catastrophe. Aséne was pleased. Next a far more vexing challenge awaited. People may no longer risk dying in the streets but their home was a crippled mega-structure which had suffered nuclear bombardment, decades of neglect and a many bloody civil wars within its walls.

It would be irresponsible to leave the entire population within its walls when for all they knew the next tremor could bury them all permanently. This presented a whole new challenge. A logistical nightmare. There were still tens of millions of citizens that would require evacuation? And to where? There was little choice but to request international assistance once again. The nation's debt would be great.


Squashing his pride Aséne once again went to the transmission room. This time choosing to broadcast only to the UFE, Ceylon and Rebel Army. All nations who had freely offered assistance and where best suited to assist should they desire.
