A long, long time ago, in a galaxy far, far away, a plan was formulated. A pod was launched from a top-secret facility with the plan inside. Contained in that pod was a new breed of beings, the result of an experiment that, although it hadn’t gone as planned, still resulted in something with a practical application. You see, the government on a planet in the galaxy, the planet the pod was launched from, wished to expand their influence, and what better way to do it than to ship out representatives to another planet and have them rise to power?
As stated, these events took place a long, long time ago. Only now, after an eternity of travel, has the pod landed. And from that pod emerge what was expected to be a new species, only to find that there were others like them. There were some minor differences between the foreign species and the indigenous one, but nothing too severe that they couldn’t get along. They found that these indigenous species were divided into tribes, and they stuck with some of these tribes for a while. They eventually decided that, although they enjoyed staying with these tribes, their true calling was to make a tribe of their own. And so they went back to the pod and looked around for supplies with which to accomplish their task. They found a package that contained instructions on exactly how to set up the structure of a tribe, and used this as a guideline for their tribal leadership.
Ladies and gentlemen, the adventure has started. A new alliance has been formed on Planet Bob, called Axis in the hopes that it will one day be powerful enough to serve as an axis that Bob will revolve around. Our journey begins here, and we depart on it fully expecting both good and bad times, and that it will be an uphill battle. And we look at this challenge, and we say “challenge accepted.” And in time, we will sit back and say “challenge completed.”

Article I-Acceptance
A nation wishing admission to Axis must meet the following criteria:
1:The applicant must not be in any offensive wars
2:The applicant must not be in Peace Mode
3:The applicant must be on Purple team unless exemplified by the Minister of Domestic Affairs
4:The applicant must be willing to go through an interview by a member of the government.
5:The applicant must not have any grievances with any other alliance larger than 30 members.
Applicants who are being raided will make all attempts to make peace with their attackers. If peace is refused the Axis government will ask the raider to cease. If the attacker does not cease then the target will have to suffer through the remainder of the war, Axis will however, give aid to the Prospect which may or may not include money, technology, or military support.

Article II-Government
The government of Axis will be as follows with height referring to power:
Prime Minister
Chancellor
Minister of War, Minister of Foreign Affairs, Minister of Commerce, Minister of Internal Affairs, Minister of Communications and Imagery
Members
Article 2a-The Prime Minister
The Prime Minister holds the right to alter anything in the alliance as he sees fit, he holds supreme power in Axis and decisions may only be upturned by the Chancellor and at least two Ministers/Ministers. He also may not be voted out of office or forced to resign without an 80% vote from the entire alliance.
Article 2b-The Chancellor
The Chancellor is second-in-command of Axis and appoints all Ministers/Ministers. The Prime Minister may not interfere with the Chancellors decision in this respect. The Chancellor will also take a Ministers responsibilities if they leave (temporarily or permenantly) until a replacement can be found.
Article 2c-Ministers/Ministers
Any Minister has the final say on any decisions falling under his/her jurisdiction. Their decision can only be upturned by the Prime Minister, the Chancellor, or by a 100% vote between the other ministers. All Ministers/Ministers must give a 24 hour notice before leaving Axis, or appoint a replacement immedietly. This replacement will have a 7 day trial period in which he may be replaced, if he performs well he may keep the position. All Ministers/Ministers must be appointed by the Chancellor, or the Prime Minister in the Chancellor's absence.
Minister of War
-This position requires the holder to be the leader of the Task Forces for every strength range. He/she is also responisble for doing reports on possible enemies and current enemies. He/she will recieve requests for reinforcements during a time of war and manage them accordingly. He/she will ensure the readiness of all members for war at any time. He/she will determine the DEFCON level of the alliance.
Minister of Foriegn Affairs
-This position requires the holder to maintain cordial conditions with every alliance possible. He/she will also open embassies at any other alliances off site forums if asked, or will ask him/herself for permission. Also, this Minister will appoint apprentices as he/she sees fit to share work, get coffee, or type reports on various diplomatic standings with other alliances.
Minister of Commerce
-This position requires the holder to conduct tech deals and build up the smaller nations of Axis. He will appoint certain nations as banks to provide free monetary aid to any deserving nation within Axis. He/she will ensure overall economic growth for the alliance.
Minister of Internal Affairs
- This position requires the holder to recruit as many nations as possible to Axis. He/she will use any means required to add to the population of Axis. He/she will seek to improve trades within the alliance and is the only person in the alliance who may exempt a member from being on Purple team. This Minister will also appoint apprentices to recruit with/for him/her.
Minister of Communication and Imagery
-This position requires the holder to send mass messages to all members of Axis regarding war, trades, tech deals, or any other announcement. He will also be responsible for creating images regarding Axis such as battle flags, symbols, and other things regarding aesthetics.

Article III-Members
Members of Axis will go through two stages. Prospect and Member
A Prospect is any nation that is under 5,000NS, has been a member for less than 7 days, or has not shown his/her worth.
A member is the backbone of Axis, the members have the right to vote in some matters regarding policy within the alliance. All members must:
Be respectful to one another
Defend eachother verbally, militarily, or in any other way conveniently possible.
Respect all government decisions and settle grievances regarding policy in private with the appropriate Minister.
Be prepared to defend Axis at all times.
Respect all people with different views and beliefs or lack thereof, until they cease to show the same respect.

Article IV-Raid Policy
Members of Axis are not allowed to raid other nations.

Article V-Treaties
All treaties must be signed by the Chancellor, Prime Minister, the Minister of War, and the Minister of Foriegn Affairs, although the signatures of all government members is preferred. Treaties will be followed and honored no matter what difficulty it causes Axis. Treaties not honored by the other side will be cancelled upon the agreement of the Axis government.

Article VI-Ghosting
Any nation ghosting on the Axis AA will be asked to either apply or switch off the AA. If neither is accomplished in 24 hours the violator will be punished with ZI, 1/2 Infra, or 1/4 Infra depending on their disposition toward the Member or Minister which asked them to cease. A ghost may pay an Axis Member or Minister to remain a ghost in tech, money, or soldiers. This must be authorized by the Chancellor or Prime Minister. Ghosts of Axis which have paid for membership will not recieve broadcasts, but are under Axis protection from raids, but not from previous greivances with other alliances larger than 10 members. Ghosts may be exempted from paying if ghosting Axis to fight for it in a war. Ghosts may not declare war on another nation unless Axis is at war, and then only a nation in the alliance Axis is fighting.

Article VII-Internal Policy
Expulsion-all expulsions are final. These may only be served for intentional, detrimental actions against Axis.
Censorship-Axis members DO NOT have freedom of speech outside of designated zones (swearing is fine). No Members of Axis will say anything that portrays Axis in a poor manner, or spread information that is private or sensitive at all, even to other Members outside of designated zones. The main point: maintain operational security.
PZI and EZI-Axis does endorse the use of ZI as a form of punishment to enemies. But this will NOT be used against any Member (former or current) of Axis, Exodus, Nebula X, or TORN. Axis's form of ZI will have the victim reduced to zero infrastructure until the end of war between the two alliances. Any person who raids an Axis Member will pay reparations double to damage done or be reduced to 1/2 infrastructure. Failure to pay reparations or allow punishment of the culprit will result in war.
PZI and EZI are not to be used against any nation for this ruins the experience of the game for the victim, we do not wish that on any player of Cybernations and so it will not be used at all.
Outsiders of Axis may buy the right to vote in any vote that includes the Members, these prices will remain undisclosed and will only be permitted with the Prime Minister or Chancellors approval.

That's only for issues that members can vote on, not high gov stuff :P
