I don't recommend trying to use Gold as a wildcard, so those would be your best choices. Exact answer to your question? Lumber: Good. Needed for Construction, Asphalt, Beer, etc. Gold: Bad. It's actually a pretty easy circle to set up (coming from much experience, sadly), as long as you get nations with appropriate resource pairs (i.e., you don't want to be left trying to find an iron/marble trade to fill that last slot, because it's not going to happen). The TC I mention will get you +$10, +13.4% population, +10.5 happiness, a 33.2% reduction in infra cost, and a 17.2% reduction in infra bills, plus the benefits of whatever wildcard you choose as your twelfth resource.
