[b]Classified - CAF High Command to the Defense Ministry[/b]

"Under the auspices of the Defense Infrastructure Modernization Bill, the Cajun Armed Forces is pleased to note that a number of projects associated with the 'DIM' Bill are nearing completion. In this initial report, we will go over improvements to initial strike survivability for the air force and its associated infrastructure. This includes improvements to existing military and civilian air facilities, as well as new additions to both civilian and military or just the latter's facilities.

To improve survivability of existing airbases and the planes they service, a number of key improvements have been made. Hangers at all major air force and naval air stations have been completely overhauled, with subterranean plane storage and maintenance facilities built over the last year. Most major hangers (those able to hold at least four fighter aircraft), have been given these improvements, with large elevators that deploy aircraft to subterranean facilities. These elevators take up one side of a hanger floorspace, and can deploy a blast shield as they descend into the subterranean vault. These elevators can complete their seventy foot descent in two and a half minutes, and deploy their large blast shield over the open elevator shaft within ninety seconds, allowing the elevator to still be moving downwards but completely protected from all but the most massive ordinance penetration or nuclear blast.

Once underground, these subterranean vaults are completely sealed from NRBC attack, with a forced air system as well as access to clean water storage and reprocessing systems. In all cases, these vaults include passageways for both men and aircraft which allows for aircraft to be put back on the surface, even if the hanger they were descended from was damaged beyond use. Other elevator systems deploy to camouflaged access points for aircraft on other parts around an air base. This essentially allows for most if not all aircraft at an air base to survive a large concerted attack from all but the most heaviest conventional weaponry known to man.

The underground vaults include living spaces for both air crew and maintenance staff, as well as multiple workshops for maintenance and re-armament, as well as aviation fuel bunkers and weapons storage facilities. Vaults can be compartmentalized from one another, in case of penetration of one vault, with the use of massive blast doors. Side passages allow for personnel to move from one vault to another if such an event does occur.

Runways at both military and civilian airports (under the guise of the Municipal Transportation Improvement Act), have been improved with better materials, allowing runways to survive light attacks and still maintain their operational status. Runway cratering is one of the easiest ways to ground an air force, use of improved building materials with reinforced frames allows for runways to survive at least some initial blows. Civilian airports have also been given this upgrade to allow for the Cajun Federation Air Force to disperse to municipal fields should military air bases come under sustained attack and are damaged for the duration of a conflict. Mobile maintenance, refueling, and re-armament crews are deployed by the Cajun Federation National Guard to allow for conversion of municipal air ports into actual military air facilities in only a matter of a few hours. These crews also include command and control, as well as mobile radar systems and air defense vehicles to turn the smallest municipal airport into a bustling military complex.

Air defenses for all air force bases have also improved, with the introduction of fixed "LandRAM" Close-in Gun-Missile Systems also known as "CIG-UMS", which deploy a 25mm automatic cannon as well as a Block IV rolling airframe missile launcher. These pop-up fixed emplacements feature internal ammunition storage allowing for sustained engagement periods, and all have completely clear three-hundred and sixty degree firing radius. Also featured in the defense of air fields, besides mobile surface-to-air missile launching units, are the T-Box Cold-Launch Missile System, known to many in the Cajun Federation Air Force as "Mr. T". More information on this system will be provided in the next briefing memo on the improved air defense network."

"With the approval of the Defense Ministry, the Cajun Federation Air Force is hereby moving forward with plans to upgrade existing F-22 (and their derivatives), as well as F-44 airframes with new advanced avionics systems, as well as sensor systems. This will include giving non-ground attack F-22 aircraft with a completely rebuilt nose section, that includes an entire new sensor suite.

The new sensor suite in the upgraded nose of what will become the F-22/-44 'B' model will include General Aviation's new AN/APG-81 AESA Radar Section. Also included in this new suite is GA's Electro-optical target system or "EOTS", which gives all F-22/-44 'B' models ground attack capabilities without sacrificing its stealthy lines for targeting pods. Included in this upgrade will be a large amount of new sensor processing systems mounted in the airframe itself for additional passive sensors for missile warning, as well as an improved durable RAM coating with a new epoxy that requires less maintenance and more weather resistant.

The new 'B' Models will also include upgraded avionics, with a entirely revamped operating and processing system which is intended to give the pilot much more situational awareness, as well as command and control capabilities that previous models did not provide. The new processing system will feature an application, known as the SITREP XL, which ties all sensor activity into one main program which is presented to the pilot in an organized, efficient, and timely manner. This allows the pilot, which will now have the benefit of the previously unused Helmet-Mounted Display System, unparalleled data. The new AN/APG-81 AESA radar also allows all 'B' models to engage in electronic warfare missions, while also giving another benefit over the AN/APG-77, in that it can provide unparalleled forward-looking mapping of terrain, ground target management and tracking, as well as ultra-high bandwidth communications.

All of these upgrades, along with subtle tweaks to the aircraft's overall appearance will give the new 'B' models a sufficient edge over older models, in terms of avionics as well as sensors and their processing systems. This comes at no cost to the aircraft's stealth, while providing the CFAF with some of the most cutting edge avionics equipment available to us on the market."

"As a second installment for the memo on the new developments made under the [b]DIM Bill[/b], we shall review developments made to aerial defenses for the Cajun Federation, which includes protection for both urban centers, as well as military installations. This does not include early warning systems, which will be covered in a third memo which will be forthcoming. This memo will strictly cover aerial defenses, including Air-Defense Artillery, Surface-to-Air Missiles, anti-missile systems, along with other aerial defenses.

The centerpiece of the Cajun Federation fixed aerial defense surface-to-air missile systems is the T-Box Cold Launch Missile System, also known as the 'Mr. T' by many personnel. Instead of an above-ground launch system, the entire T-Box system is an underground missile launch system. The unique features of the 'T-Box' is the way in which missiles are reloaded into the launcher; using ammunition hoppers, arranged in a 'T', each leg of the 'T' has a different-ranged missile inside of it. Each hopper contains fifty missiles, loaded into the ammunition hopper like rounds in a machinegun belt, which are loaded into the cold-launch system launcher after determining engagement range by the local air defense network. Hoppers are loaded to two-deep, which allow them prolonged engagement times against large amounts of inbound aircraft.

The T-Box is controlled by local compartmentalized air defense networks, which are connected via one another using a system similar to that employed on the newest models of the F-22 and F-44 fighters, known as the SITREP XL. This ground variant, known as the FLAKCOM XL, uses sensors to collect data from all nearby friendly forces, using ultra-high bandwidth frequency communications. This data is then fed into all area aerial defensive networks, and all of the systems then work in concert with one another to destroy inbound targets, targeting individual aircraft with sustained barrages of surface-to-air missiles, and, once close enough, air defense artillery. The FLAKCOM XL works in concert with early warning systems, which will be discussed in [b]MEMO THREE[/b].

T-Box systems are dispersed widely around civilian population centers and military installations, and given a wide birth and isolated from public tampering. To reload T-Box systems, Air Force personnel, employing specially-designed high-powered trucks, which lift the old 'missile belt' frame out, and replace it with a new one. Reloading with these trucks takes about twenty minutes for two hoppers of the same-range missiles. During wartime, reloading crews are escorted by two LAV-25 Air Defense/Anti-Missile Vehicles, to help deter attacks if they occur. If the T-Box is damaged in an attack which damages the missile launch apparatus, the opening/closing launch door is blown off by a small shaped C4 charge.

To protect installations, air-defense missile sites, civilian centers, and strategic missile launch sites from missile attack, the Cajun Federation Air Force employs the LandRAM pop-up Close-In Gun and Missile System or "CIG-UMS" for short. These turrets employ 25mm automatic cannons as well as Block IV Rolling Airframe Missiles to destroy inbound missiles and ground attack missiles. The LandRAM system is soon to be augmented by laser defense turrets to assist in this endeavor as well, and are still under development, once complete, these solid-state laser weapons will be able to engage inbound missiles at ranges as far as forty or more miles. Tied in with the FLAKCOM XL processing system, these turrets work in concert with other air defense weaponry to also engage aircraft if needed. These turrets are stored, when not in use, at two stories depth, underneath blast door, the system when not deployed retaining an inconspicuous appearance akin to a large water main. All of these turrets are given wide three-hundred and sixty degree field of fire, and are well stocked with thousands of rounds of ammunition, and as many as one hundred and fifty rolling airframe missiles.

For air defense artillery, military installations, civilian centers, air-defense missile sites, and other sites, the Cajun Federation Air Force and Ground Forces employ the M552 quadruple-barreled 40mm automatic air-defense cannon emplacement. These emplacements, like other air defense emplacements, are disguised inconspicuously into the landscape when not deployed. The emplacement is fed by four 40mm magazine hoppers arranged in an 'X' around the gun emplacement. The gun, logically, is where the four points of the 'X', meet, and the hoppers provide it with enough ammunition to sustain long periods of fire. Hardwired into the air defense network through the FLAKCOM XL processing system, the 40mm presets its own shell fuses using an onboard computer that uses information garnered from the FLAKCOM XL processor. Each barrel can be used to attack a different altitude, allowing the gun to engage multiple enemies at differing altitudes. While it has been realized that air-defense artillery is being phased out of usefulness, these turrets provide extra teeth to the Cajun Federation's aerial defenses.

"With both regional and global conflicts abroad requiring the use of precision and small-scale unit operations in both blue and littoral water environments, Ingalls Electric Boats Division has completed, per request by the Defense Ministry, two modified [i]Spurdog[/i]-class Submarines specially designed to work with naval commandos and special forces units. "Bollinger Shipyards would like to report the completion of portions of the Defense Ministry's order of four [i]Cyclone[/i]-class Patrol Vessels, named [i]Cyclone[/i], [i]Typhoon[/i], [i]Hurricane[/i], and [i]Chinook[/i]. Also reported as completed is half (twenty-five units) of the Riverine Patrol Vessel and twelve units of the Riverine Assault Vessel. These vessels will greatly enhance littoral and inshore water operations for the entire military, and will be delivered to Lakeside Littoral Warfare Center."

For the defense of a nation that presents these challenges, it is essential to have proper brown-water naval elements that are properly trained. The Naval Commando Brigade's Order of Battle, will therefore follow along the lines of the proceeding structure."

"In this third memo in describing the Defense Infrastructure Modernization Bill, we will discuss early warning systems that are being employed or will be employed to help detect incoming aircraft to the Cajun Federation's borders. This also includes information on mobile anti-air defenses as well.

Tied into the sensor processing system FLAKCOM XL, the ground based early warning systems for the Cajun Federation involve a wide array of radar systems to detect incoming airborne targets, including missiles and aircraft. Tied into a hardwired system, all early warning systems that are not mobile are widely dispersed at key locations around the nation. These include AESA radar systems placed in inconspicuous locations on architecture such as civilian and military buildings. These radar systems, scanning on a number of active frequencies, make them hard to detect and destroy. These types of AESA radars are both mounted on mobile trailer/vehicle platforms, as well as these fixed locations.

Also employed in early warning systems are low frequency radars, to help aid in the detection of stealth aircraft, which have been shown to have susceptibility to being detected by such systems. These radars are deployed both on mobile and fixed positions, and like all other radars, usually one radar is actually active out of three in the area, to allow for systems to survive an initial strike. While these low frequency radars, known as LFR/AS 101, will not provide a lock on against stealth aircraft, they will help interception aircraft to vector in on stealth aircraft and eliminate the threat.

Supplementing low-frequency radars are thermographic cameras utilizing quantum-well infrared photodetectors, which can process large amounts of high-resolution pictures and help track inbound threats. These cameras help fight jamming equipment, as electronic warfare aircraft cannot distort the cameras. These cameras help provide friendly forces with data on the location of possible inbound stealth aircraft, and help with interception of these threats. All of this data being processed by the FLAKCOM XL, can be sent to all air defense mechanisms across the nation, allowing them to work in concert to eliminate threats.

For tracking of inbound missile threats, AESA radars can be utilized to help track inbound missile threats, along with the Cajun Federation's PAWS or 'Phased Array Warning System'. This warning system tracks strategic and cruise missiles and helps coordinate a defense against them.

All air defense networks are hardwired together to prevent cyber attacks from the open internet, and to maintain compartmentalization, regional networks can be further broken down into their own command segments if the main aerial defense network hubs are damaged or destroyed. The air defense network also uses encrypted high-frequency radio waves to communicate between aerial airborne warning posts and ground forces, as well as secure uplinks to communications satellites in orbit. This allows for smooth and coordinated communications while repulsing airborne threats to the Federation.

Mobile air defenses are part of regional air defense networks, which are allotted a certain number of independent air defense companies depending on their location in the country, and nearby civilian, military, or industrial assets. These mobile air defenses utilize a number of mobile surface-to-air missile launching vehicles, including vehicles like the S-400 Mobile Surface-to-Air Missile Launch system, S-500 Mobile Surface-to-Air Missile Launch system, which have been indigenously built and modified to fire a number of different missile types. For shorter range assets, the companies utilize platforms like the Hummer Avenger and LAV-AD (Air Defense) platform. All independent companies are allotted a number of LAV-AD platforms primarily for not engaging aircraft, but for engaging inbound missiles. Armed with a 25mm automatic Gatling cannon, the LAV-AD is built for anti-missile defense. The platform can carry both FIM-92 Stinger short-range air defense missiles in a reloadable missile pod, or a RIM-116 Rolling Airframe Missile pod. The RIM-116 pod has room for as many as eight missiles, while the FIM-92 Stinger pods can carry six of the short-range missiles, the advantage of the RIM-116 is that it can engage both aircraft, helicopters, and missiles.

Along with this formidable array of weaponry, the Federation also utilizes mobile air defense artillery such as an indigenous-made copy of the 9K22 Tunguska, renamed the M922 Gun-Missile air defense system. This weapon system can engage both land and air targets with its autocannons, but these are seen more of as a last-ditch use against aircraft, while its short-range surface-to-air missiles are its primary defense against aircraft. All of these weapon systems are connected via a command system based on the FLAKCOM XL, called the FLAKCOM XLM, the 'M', standing for 'Mobile'. This command system inventories all weaponry in an independent air-defense company, and assigns targets based on range, type of aircraft, and the like, using high-frequency encrypted radio waves to communicate amongst the various vehicles in the company.

"Western Coalition Limited has begun the development of the XM1A3, which could be redesignated as the M5, to replace the M1A2 Abrams Main Battle Tank. The tank will feature a rocket pod never-before-seen on the M1 series of tanks, as well as a fully remote-controlled secondary weaponry suite. The tank will feature a 120mm ETC Cannon, instead of a 140mm Smoothbore Cannon, and will be able to use a number of different anti-tank, anti-personnel, as well as guided munition rounds.

Also included in this crucial upgrade is a large amount of situational awareness sensors and countermeasures which will equip the XM1A3's crew with a superior amount of information about the situation around the vehicle. Countermeasures include urban survival kits with add-on armor slats and kits, which are perfect for defense against point-detonated rocket and missile systems. The tank can also deploy standard smoke countermeasures as well as remotely help artillery and air support identify targets through the Cajun Federation's secure satellite uplink system."

"Western Coalition Limited has begun the requested development of a new combat armor and individual combat system for the Cajun Armed Forces', under the project name of [i]Rougarou[/i]. The expected development period will take at least six months to a year, and will provide the individual Cajun soldier with a strong combat armor, an integrated secure communications link, as well as the new FRAMEWORK GXL team integration system, providing them with an unparalleled situational awareness of their battlefield surroundings.

The new combat armor, known as WOLFHIDE, will feature a strong kevlar bi-weave material, that covers the vital areas of a soldier, including shin and thigh guards, as well as forearm guards.

While not all details are available for release yet, as the development teams work out kinks in the software programming and integration algorithms, we can confidently say that this is a product that will revolutionize protection and situational awareness for the Cajun soldiers who have the opportunity to receive it."

"With war now declared across the Atlantic in Africa, the CFN's Atlantic Squadron, comprising the [i]Doiron[/i] carrier battlegroup, has been ordered to maintain a stance of [b]ALERT CONDITION FOUR[/b]. The [i]Doiron[/i] battlegroup has been ordered to redeploy from its usual North Atlantic Patrol to the Central Atlantic to protect Cajun Federation shipping and provide escort for any vessels that may require assistance.

The [i]Doiron[/i] battlegroup is to be reinforced with the CFS [i]Persistant[/i], which will also include both a destroyer, a frigate, the Joint Support Ship [i]Arkansas[/i], as well as two fast underway replenishment vessels, along with the attack submarines [i]Megladon[/i] and [i]Thresher[/i], as well as the joint services submarine [i]Humpback[/i]. "The Cajun National Congress, with the approval of the Honorable Governors of the States of Louisiana and Arkansas, hereby mobilize elements of the [b]SEVENTH[/b], [b]EIGHTH[/b], and [b]NINTH[/b] National Guard Divisions, for the defense of the Texas-Louisiana and Texas-Arkansas borders. These troops will help temporarily reinforce the civilian border guard in patrol duties and protect the rear echelons of the advancing forces.

Along with the First and Sixth Divisions, which will be deployed via fast prepositioning vessels of the Cajun Federation Navy Auxiliary, the Cajun Federation will appropriate the Ninth Division, which will be the lead unit of the II Corps, which will also be redeployed to Cuba. Along with the Ninth Division, the Corps will be made up of the 31st and 32nd Airborne Infantry Brigades, Republican Lifeguards Regiment, 20th Armored Brigade, and the First Regiment of the 75th Ranger Brigade. Joint Special Operations Command is to hereby order the creation of Joint Special Services Task Group [i]Caribbean[/i], which will consist of the Second Regiment of the 75th Rangers, as well as the Second Regiment of the 179th Airborne Brigade. Also included in this task group will be Second Battalion/Group 62, the First Naval Commando Regiment, as well as C Company/257th Air Force Rescue Group. This task group will be relocated to the Cajun Federations' Joint Services Base Guantanamo.

The Cajun Air Force is ordered to maintain an increased combat air patrol, as well as begin long-range patrol flights into the Central Atlantic using P-3D Orion Maritime Patrol Aircraft, as well as EC-130 Electronic Warfare Aircraft. An AWACS Patrol is to be established on the approaches to the Caribbean, which will be ordered to drop random sonobouys in international waters, all of this being done outside the waters/airspace of the Holy American Empire.

Furthermore, the Cajun Federation Navy is ordered to sea. "With the successful opening of the Sanderson Hills Test Range, the 225th Engineer Brigade is tasked with the building of a new air facility to be able to handle all aircraft now in use by the Cajun Federation. Also to be built are weapon storage facilities as well as living quarters, command and control facilities, and laboratories. These facilities, including the airfield, will be accessible from National Route 90, and will be built north of the town of Dryden.

Marine Corps Depot, Matagorda Bay, will be home to the newly-created 1st Marine Expeditionary Force, which will comprise the 1st, 5th, and 6th Brigades.

The Marine Corps Depot will be part of Matagorda Bay Naval Base, which will be given berths for large fleet vessels, as well as family housing, repair facilities, weapons storage, naval aviation facilities, and other critical facilities needed for naval ports. There will be enough guaranteed on-base housing to house all families of sailors and Marines stationed at Matagorda Bay. The Marine Corps Depot will feature amphibious landing training facilities and ranges. This new facility is designed specifically to relieve the pressure of overuse and overcrowding at Lake Pontchatrain Amphibious/Riverine Force Depot."

The submarines CFS [i]Orca[/i], CFS [i]Spurdog[/i], and CFS [i]Sculpin[/i] were hereby ordered, along with the Afloat Staging Base CFS [i]Ranch[/i], and frigate [i]Fort Smith[/i], to the Pacific Ocean. Officially, these vessels were dispatched in order to perform a two month long endurance test, and were to be on station in the Pacific for this duration of time, before returning to the Cajun Federation.

Unofficially, the CFS [i]Orca[/i] would be carrying Group 62's Section 17, and the [i]Orca[/i]'s crew would be made up of the submarine's covert operations rotation crew. The [i]Orca[/i] would be equipped with underwater ROVs as well as submersible insertion vehicles and standard covert maritime insertion equipment. On board the CFS [i]Ranch[/i], Holds Three and Four would to be completely sealed off from normal everyday access, and a team from Fort Razorback, the home of the Cajun Armed Force's Special Project Division, as well as a DIS and CIA-vetted covert team from Little Rock Laboratories, along with their equipment, would be loaded on board under the cover of darkness, a day before departure. The teams would be segregated from normal crew members, which already were normally only assigned to oversee the operation of the ship itself, and were relegated to their own living spaces, away from military activities.

Operations ongoing on the [i]Ranch[/i] were not the business of these auxiliary crewmen and women, so the presence of plain clothes, and apparently harmless security personnel milling about outside Holds Three and Four would not be questioned.
