"As in any nation-state, the Cajun Federation, in its' quest to protect the people of the nation, the ideals of the nation, and ultimately the sovereignty of the nation, hereby inaugurates the Cajun Armed Forces (CAF). The official branches of the Cajun Federation Armed Forces shall be as follows;

These three distinct branches all serve the general purpose of defending the nation's people, their interests, and the sovereignty of the nation at large. To this do they swear an oath to uphold that purpose of being an Armed Forces made up for the people, by the people, in defense of the people. In keeping with the tradition of the militia of old, the National Congress also inaugurates the Cajun Federation Land Forces' National Guard, who shall act as reservists for the regular forces, maintain domestic order in times of dire need, and assist in times of national emergency, catastrophe or disaster.

The Cajun Federation shall seek in the following months to standardize its military equipment, prepare its military for its role in the country and the world at large. We look to our leaders in all branches to see to this task with all the care and devotion that we are sure that our soldiers, sailors, and airmen will show when they step forth to defend their nation and its interests at home and abroad."

[b][size="6"]Formation of the Cajun Federation Land Forces Command[/size][/b][/center]

In the interests of the organization of the modern military, the National Congress approves of the creation of the Cajun Federation Land Forces Command, to direct the ground forces of the Federation for the purposes of offensive and defensive conflict, in the interests of the Cajun Federation and the people she serves. As such, the Cajun Federation Land Forces Command shall ensure that the ground forces of the Federation are properly equipped and supplied for their mission to serve this nation, and will direct these forces in both times of peace and conflict.

As with all the Cajun Armed Forces, the Land Forces Command answers to the Ruling Prince, and him only. Their sworn duty is to uphold and defend the constitution of the nation and its people, in both domestic and foreign roles. Further, the National Congress, with the approval of His Royal Highness, has appropriated the funding for the creation and reconstitution of the following units;

These units will be properly appropriated with available arms, vehicles, and rotary aircraft, and will be the first regular service units that shall be fielded by our Armed Forces. Further units will be created as time allots, but these units will, for now, form the backbone of our regular ground forces. Further organization will [i]surely[/i] be required, but these units will serve the purposes for the defense of the Federation for the time being.

In related development, the Cajun Federation Air Force will continue to fly its current fleet of F-16E/F "Falcon" Multirole Fighters, F-15E "Strike Eagle" Fighters, F-111 "Aardvark" Tactical Strike Aircraft, B-52 "Stratofortress" Strategic Bombers, along with the numerous support aircraft that the air force currently employs. Although we are currently looking for replacements for these aircraft as soon as they become available. Both domestic and foreign aircraft replacement contracts will be accepted, although foreign companies will be asked to expect to allow for some assembly processes take place domestically in partnership with the Federation's own aerospace industry, to boost economic development. We look forward to hearing from foreign defense contractors on possible replacements for current combat aircraft, and hope they work closely with our own aerospace industry.

The Cajun Federation Navy's Operation Command or 'NOC' is also expected to release its report of requirements to a closed-door session of the National Congress' Armed Services Advisory Board tomorrow. This list of requirements will preclude the procurement process, which is expected to pump billions into the shipbuilding industry, and possibly create up to a quarter of a million new jobs in related industries. Shipbuilding along the Gulf Coast has a rich history, and we would do well to work with companies who know what the requirements are for operating in an unique environment that the Gulf and the internal waters of this nation entail. This shipbuilding venture will also boost our ailing economy in a time of unemployment, there are quite a few maritime specialists in our nation, and we look forward to putting them to work as soon as we can.

[b]Classified - Delta Aerospace to the Office of the Ruling Prince[/b]

"We have finished the latest in our series of planned designs for the newest fighter that will grace the ranks of the CFAF. These aircraft will fulfill the requirements of many of the requested mission platforms. We expect this design to be a feasible one, of course with avionics, weapons, and some modifications, for the foreseeable future. As per request by the Federation government, we have dubbed this new aerial platform the X-22 'Raptor' family. These aircraft represent a pinnacle in excellence for our design and production team, and we are excited to work with the CFAF on this project.

Included in these designs are designs for the XF-44 'Raptor II' Prototype Platform, which may be developed shortly after the first XF-22s are put into production. Development of the stabilizer-less aircraft is still in its infantile stages. We believe this prototype may actually offer a stealthier design the the current XF-22, whilst being able to carry more armament, and it could be used in a future combat scenario, especially as a long-range interceptor that could work in conjunction with the XF-22."

[b]Classified Transmission - Federation Defense Ministry to Ingalls Shipbuilding[/b]

As [i]the[/i] largest shipbuilding within the Federation, we would like Ingalls Shipbuilding to fulfill the following contract within the coming nine to fourteen months in their various shipyards throughout the Gulf Coast at Pascagoula, Biloxi, Gulfport, and Eden Isle. Using the knowledge garnered from years of shipbuilding for the Gulf Coast, we know that Ingalls will certainly be the best choice for this job, as we all know of the challenges of navigating the unique environment that the Gulf of Mexico presents.

We hope to see the following ship classes reporting for duty within the coming months, and look forward to Ingalls putting its workforce back into full swing.

With the conflict between the Empire of Pravus Ingruo and the United States brewing, we assure that these new fighters are now on guard for our country, ready to defend it from any threat. The F-22 family of aircraft is set to replace all fighter and tactical strike aircraft within the next thirty-six months. The initial testing of these aircraft have shown their great potential in future conflicts, and we are ecstatic to see them flying right now.

We feel that as it stands right now, the military is insufficiently organized and needs its organization to be further developed. We will await the CFLFC plan on reorganization, and look forward to seeing the plan that is developed within the fortnight."

As with the reorganization of the Army, the Cajun Federation Air Force is hereby reorganized upon similar lines into manageable air groups, which can be broken down into [b]five[/b] squadrons of aircraft a piece. Through organizational research, we feel that organizing the air force along these lines is the proper way to manage the defensive and offensive aerial assets that this country has available to it. Auxiliary Commands work on a flexible basis, assigning support aircraft where they are needed from central locations, such a flexible manner of assignment allows for the military to avoid overhead costs of maintaining separate squadrons of aircraft with their desk staff and the like.

"With most of the organization of the regular military complete, we hereby request the Cajun Federation Land Forces Command to begin reorganization of the nation's National Guard, in the interest of ensuring that it will smoothly operate in times of crisis and war.

On another note, we are hereby requesting that all service branches put forth plans for defensive structures and options to ensure that the armed forces can effectively maintain a presence on the ground, in the air, and on the sea in the event of an asymmetric, conventional, or nuclear/biological/chemical/radiological first strike against our nation. This would include the construction of defensive structures to house military ground vehicles, equipment, munitions, aircraft, ships, supplies, and other tools and requirements for the conduct of war. Further, the Armed Forces High Command also requests that these service branches also propose improvements strengthen the threads of our electronic, communications, command, control, and other systems that will help ensure that the military can still function as a cohesive fighting force should such attacks take place.

The Cajun Federation Air Force is to also put forth suggestions on an anti-air defense network improvement to help defend against airborne strikes, both from missiles and aircraft, in an effort to soften or completely hamper any such blow from occurring."

"Although all regular units in the CFLF are equipped with their own independent engineer units, the reorganization of Engineer units in the National Guard would help create new engineering units that would be large enough to undertake long-term engineering projects at home and abroad. Military Police units, as we all know, are usually in small detachments and spread evenly among regular units, the redesignation of full-scale regiments of Military Police will help the CFLF to support border patrol operations with properly-trained personnel, as well as perform constabulary tasks around the Federation and behind the lines when the the CFLF is deployed abroad. All National Guard depots around the federation will have guardsmen and women on hand to help maintain equipment, perform clerical tasks, and recruit, even when the units are stationed at home.

With the launching of the Cajun Federation's first fleet carrier, the CFS [i]Beausoleil[/i] was put to sea with the escort of the Amphibious Assault Ship, CFS [i]Waterthrush[/i], which was configured for ASW duties. Also escorting the [i]Beausoleil[/i] were the two frigates [i]Biloxi[/i] and [i]New Orleans[/i], with the destroyer [i]J. Lafitte[/i], arsenal ship [i]Philip V[/i], attack submarine [i]Thresher[/i], Littoral Combat Ship [i]Agile[/i] and Joint Support Ship [i]Vermilion[/i]. Although there was a crisis brewing nearby in Cuba, the Cajun Federation Navy had to correctly conduct exercises with carrier battle groups, if they were going to be effective in the future. That meant not only coordinating ships, but aircraft cover as well.

For Exercise COTTONMOUTH, the [i]Beausoleil[/i] and her escorts would begin their maneuvers southeast of Terrebonne Bay. The exercise would be a week long, despite the HAE's warning that the Cajun Federation only had forty-eight hours to comply with their demands. Flight deck crews would hone their landing skills with various carrier-borne aircraft, including a few of the newest acquisitions of the Naval Air Wing, the F-165 Stealth Fighter, as well as Rafale N and E-2D Hawkeye AWACS aircraft, all the while the battle group would work on coordinated air defense exercises and evasion maneuvers. Also included in the training manifest would be the honing of anti-submarine warfare skills by crews of both the surface ships and the ASW helicopters and their crews as well.

With the creation of the Federation's battlefleet, a plan to create an auxiliary command, like the Air Force's auxiliary units, needs to be into pace to provide our ships with the support vessels needed for managing the defenses of our coastal approaches in this day and age. This Briefing hereby requests that the Cajun Federation Navy is appropriated an Auxiliary force of both sailors and ships to support it in managing these tasks. To create this force, both ships and facilities will need to be constructed or refurbished in order to be truly effective in the support of the battlefleet.

Although Operation Ortsac II was still underway in Cuba, and with a potential military showdown possibly apparent with the Holy American Empire, the attack submarines [i]Spurdog[/i] and [i]Catfish[/i] had slipped through the Florida Strait and into the open waters of the Atlantic. Instead of a port visit to Lisbon, Portugal, the two submarines would ply southwards towards the South Atlantic towards a preplanned rendezvous point. Almost six hundred nautical miles southwest of the Gulf of Guinea, the two submarines would arrive in the vicinity of the recently-purchased Cajun maritime operations command ship, CFS [i]Harbinger[/i], a UFE [i]Zheng He[/i]-class Command Ship.

As the ships maneuvered close to their rendezvous points, three C-17 Globemaster III Heavy Tactical Transports would depart from Barksdale Air Force Base and, with air-to-air refueling support, fly through international airspace out into the Atlantic. KC-10 Extender Refueling Aircraft flying from friendly bases in Athenian territory, as well as from the Federation itself, would support the operation as it cross southeast into the middle of the Central Atlantic. The aircraft would arrive over this rendezvous point, and quietly begin depositing their cargo, almost two hundred and fifty parachutists of the Cajun Federation's Group 62 in a low-altitude insertion over the trio of ships which provided their location via secure uplink to the Federation's military GPS tracking satellites.

As the commandos began landing in the water, the FireScout UAVs of the [i]Harbinger[/i] would track their descent and would relay this information to a number of launches from the [i]Harbinger[/i] as well as inflatable boats from the [i]Spurdog[/i] and [i]Catfish[/i]. These small boats would then begin picking up the parachutists in a well-coordinated operation to bring them back to all three ships, the [i]Harbinger[/i] would take on one-hundred and fifty of the special operations soldiers, while the two attack submarines would cram another fifty each into their own hulls. Once the recovery operation was complete the trio of ships would get underway again, the two attack submarines diving again, all three heading deeper into the South Atlantic...

"With the recent situation and a global conflagration possibly imminent, it is the decision of the Cajun National Congress and the Office of King to effect a full mobilization of the entirety of the Cajun Armed Forces. All National Guard units are to be brought to full mobilization, and a Combat Air Patrol is to be officially established over the Cajun Federation. The Cajun Federation will, for the moment, not close air travel or travel through its land and sea borders, but it will institute much more stringent checks on inbound arrivals at airports as well as arrivals via land and sea channels.

Air defense batteries are hereby ordered to scatter into the countryside so as to provide adequate coverage for the lands of the Cajun Federation. Mobile radar units are hereby ordered to maintain 'shifts' in their operation, so as to prevent a full first anti-radiation strike from eliminating mobile radar units. Mobile thermographic camera units are also hereby ordered to begin scanning operations to assist in the detection of any possible hostile aircraft using stealth features to mask its movements over Federation skies. Air units are hereby ordered to begin dispersing their aircraft to local airports, to help protect against attempted first strikes against military airbase facilities. Maintenance and re-armament crews are ordered to take note of this dispersal and shift their activities accordingly.

The Federation's Navy will be the only service that will be required to lessen its activities in association with Operation Ortsac II, with a large amount of the fleet to be transferred to the Atlantic under the designation of 'Task Force Privateer'. Also to be included in this squadron will be the littoral combat ships [i]Vigorous[/i] and [i]Agile[/i], assisted in screening duties by the submarines [i]Thresher[/i], [i]Megalodon[/i], [i]Tigershark[/i], and [i]Barracuda[/i]. Supporting this fleet will be the Joint Support Ships [i]Mississippi[/i] and [i]Arkansas[/i], as well the amphibious assault ships [i]Fortitude[/i], [i]Persistent[/i], [i]Pelican[/i], and [i]Cormorant[/i], with the bulk of the 1st Marine Brigade embarked.

A secure transmission will be flashed to other coalition members to allow them to ascertain the current positions of the Cajun Armed Forces. The newly designated naval force would be directed to provide support to the Athenian Atlantic Fleet.

With the transfer of forces between Cuba and the mainland Federation complete, and the Cuban Special Military District still organizing itself, military engineering specialists had spread throughout the island. They were to determine how a defense of Cuba would be feasible from both air and sea, and begin siting placements for air and sea defense works. Meanwhile, the Cajun Federation's military had begun settling into their billets on Cuba, and mingling with the population as much as possible. The soldiers had received proper instruction in constabulary work and restabilization efforts, which helped them immensely in this endeavor to win over the Cuban population.

Troops kept steady patrols going through the towns of Cuba, under the auspices of the Sovereignty Patrol program, a military operation meant to enforce the Cajun Federation's sovereignty over the island. La Preste had ordered these patrols to drive slowly, obey all traffic laws, unless they were to come under attack, and the patrols were to stop in towns and villages frequently, where they would make an effort to mingle with the population. The troops would buy fruit or other food from local markets, an effort to help shore up local economies until government commerce ministry planners completed efforts for an economic stabilization package for the island.

The Cajun Federation was making an honest effort to also maintain the local political structures, handing back municipal power to the local governments after Foreign Ministry personnel had worked with their leaders. Democratic transition would soon begin, as the leadership of the Cajun Federation knew that treating the island as a military district would sooner or later come back to bite them.

The High Command of the Cajun Armed Forces has given general approval for the creation of the [b]Guards Division[/b], and has re-designated any existing Guards units as the "King's -", recognizing the ascension of Henri Broussard to the status of "King".
