Option 2: Refuse to acknowledge that your people need help. Population happiness -3. ^ Which of the two does the least damage? Option 1 would be the better choice. Option 1: -5 to citizen income Option 2: ~-6 to citizen income -5 < ~-6, therefore option 1.
