A copy of the document is shown below. [quote][u][b][center][size="6"]Constitution of the Federation of Columbia[/size][/center][/b][/u] [size="5"][center]MMXI[/center][/size] [size="3"][b][u]Preamble[/u][/b][/size] In accordance with the Federation of Columbia's founding principles, we, the Council of Mayors, do write this Constitution of the people in order to promote common peace, prosperity, and security. [size="3"][b][u]Article I: Definition[/u][/b][/size] The Federation of Columbia is a federation of the five ruling, independent cities and the castella. These are defined in the following list. 1. The Castella are new, political boundaries. They number 47. A map of the new Castella is available at [url="http://imageshack.us/photo/my-images/24/castellamap.png/"]columbiagov.fc[/url]. 2. The Five Independent cities are, in rank of importance, Columbia City(formerly Columbia), Kansas City, St. Louis, Springfield, and Independence. (Marked blue on the linked map) 3. The Capital of the Federation of Columbia is Columbia City. (marked red on the linked map) [size="3"][b][u]Article 2: Systems of Government [/u][/b][/size] [u][size="2"]Subsection 1: Federal Government[/size][/u] The federal government of the Federation of Columbia shall be divided into four branches: Executive, Legislative, Judical, and the Independent Council. [u]Executive[/u] The executive office of the Federation of Columbia shall consist of the offices of the head of state, the head of state himself. The official title of the head of state is Archon Castellan of the Federation (of Columbia). The offices of the head of state includes the Department of Defense, the Department of Domestic Affairs, and the Department of Foreign Affairs. The powers of the Archon Castellan are the ability to deploy the armed forces as he chooses, veto power over any law, and the ability to appoint people to the various offices in the Executive branch. All actions taken by the Archon Castellan must be verified by a majority in the Independent Council. [u]Legislative[/u] The legislative branch of the government of the Federation of Columbia is the House of Castellans. It is formed by the 47 Castellans that rule over each Castellum. This body creates and passes laws for the Federation of Columbia. These laws then move on to the desk of the Archon Castellan and the Independent Council to be signed into law. [u]Judicial[/u] The head of the Judicial branch of the Federation of Columbia's government is the Lord Justiciar of the Federation. The Lord Justiciar appoints High Justiciars, of which there are 4, to the High Court. The purpose of the High Court is to interpret the laws passed by the House of Castellans, and to rule on cases of law that the lower courts cannot. The High Justiciars serve as a High Justiciar for life once appointed. The only cases where the Lord Justiciar may appoint High Justiciars is in the event of death or in the even to resignation. [u]The Independent Council[/u] The Independent Council is comprised of the High Castellans of the Independent Cities, and the Regent Castellan of Columbia City. The job of the Independent Council is to approve many government actions, specifically, to ratify laws passed by the House of Castellans. If the Independent Council vetos the law, but the Archon Castellan ratifies it, it becomes law. The Independent Council is also tasked with the powers of declaring war, setting the budget for the government, and checking the power of the other government branches. It is also tasked with ensuring that no Castellan is corrupt, or treating the populace of his Castellum unfairly. [u][b][size="2"]Subsection 2: Local Government[/size][/b][/u] [u]Castella[/u] Local governing of each Castellum is hadled by that Castellum's Castellan. The people of each Castellum elects their Castellan. Aside from elections and the term limit, each Castellan is free to rule his Castellum in any way he pleases, but is accountable to the Independent Council. [u]The Independent Cities[/u] The Independent Cities are ruled by their High Castellan, but the appointment of an Intendant Castellan is allowed to handle local affairs while the High Castellan sits on the Independent Council. The High Castellans are expected to rule fairly over their city, and as such are accountable to the Archon Castellan. [u]Columbia City[/u] Columbia City is directly ruled by the Archon Castellan. He is required to appoint a Regent Castellan to represent him on the Independent Council. The Regent Castellan is also responsible for the direct ruling of Columbia City, but must get approval from the Archon Castellan for major issues. The Archon Castellan is directly tasked with matters of state. [size="2"][b][u]Subsection 3: Term Limits[/u][/b][/size] Archon Castellan: 2 terms, with each term being 5 years. High Castellan: 4 terms, with each term being 5 years. Castellan: 2 terms, with each term being 5 years. High Justiciar: 8 terms, with each term being 5 years. [size="2"][u][b]Subsection 4: Elections[/b][/u][/size] Elections for all electable positions of the government (Archon Castellan, High Castellan, Castellan and Lord Justiciar) are to be held every 5 years. The Archon Castellan is elected by the residents of Columbia City. Their choice must then be approved of by the House of Castellans and the Independent Council. The High Castellans are elected by the populace of their respective city. The people's choice must then be approved of by the House of Castellans. Each Castellan is elected by their respective Castellum. The Lord Justiciar is elected through a majority of votes from the entire nation; a simple popular election. The approval process is only necessary if the Archon Castellan, High Castellan, or Castellan is not incumbent. [u][b][size="3"]Article 3: Rights of the People[/size][/b][/u] 1. The people are given the Freedom of Speech. 2. The people are given the Freedom of the Press. 3. The people are given the Freedom of Religion. 4. The people have the right to a fair trial by their peers. 5. The people have the right of Habeas Corpus. 6. The people have the right to bear arms. 7. The people have the right to peaceably assemble. 8. The people have the right of Internet access at all times. All other, unmentioned rights are to b decided on a case-by-case basis within the courts. [size="3"][b][u]Article 4: Amending the Constitution[/u][/b][/size] Should the Constitution need to be amended, the House of Castellans may draft such an amendment and vote on it. It will then be sent to be ratified by the people of each Castellum and Independent City. First, though, a breakdown of the political parties of the Federation: Green Party- Far Left party, built around extreme environmentalism. (Green on Map) Republican Party- Far Right party, wants to turn the Federation into a pseudo-Republic ruled by a "President"(dictator) with absolute power. (Red on Map) Federation Party- Center Right party, wants to give more power to the Castellans and less to the High Castellans and the Archon Castellan. (Gray on Map) Populist Party- Center Left party, wants the opposite of the Federalists, as well as more liberal freedoms to the public. (Blue on Map) Independence Party- Only tenant is granting each Castellum independence and dissolving the Federation. (Yellow on Map) Unity Party- Right party, wants to create larger Castella ruled from the Independent Cities. (Pink on Map) Christian Party- Extreme Right, wants to transform the Federation into a theocracy based on Christianity. (Purple on Map) Below is a map of which party hold each Castellum and Independent City. These plans include a new center for the House of Castellans and the Independent Council, a new residence for the Archon Castellan himself, a new building for the High Court and related offices, and new buildings for FDF Command and all governmental departments. The buildings are expected to be ready by next year.
