PROVINCES OF THE FEDERAL REPUBLIC OF GREENLAND

Austur Greenland

Capital: Danmarkshavn
Demonym: Austurner
Population: 230,000
Economy: Services, Manufacturing

Austur Greenland is located on the northeast coast of Greenland proper and connects the Northern Frontier with Proxia, as well as being bordered by the Federal Eggman Territory to the west. Austur Greenland has the second smallest population of any province. It also has the distinction of having the least populated capital, with Danmarkshavn's population of 6,800.

Commonly referred to as the 'Bridge to Nowhere' province because it links Proxia with the sparsely populated Northern Frontier, Austur maintains a fascinating cultural dichotomy. Over 90% of the province's population resides within 50 miles of the Proxian border, which has allowed these towns and cities to incorporate the distinct Proxian culture. The remaining population live in isolated communities similar to the Northern Frontier, giving way to a sort of rugged individualistic culture in the north.

Because of the favorable tax laws in Austur Greenland, the south is a large base for manufacturing in Greenland, with many corporations maintaining factories which can then sell goods to the richer, more populous southern provinces. A large portion of Austerners also commute to work past the border into Proxia.

Osea

Capital: Strømfjord
Demonym: Osean
Population: 2,345,900
Economy: Fishing, Military

Osea is located on the west coast of Greenland proper and has a medium population. Due in large part to its enclosed geographical shape and tumultuous history, Osea is cloistered from the rest of the nation, giving rise to the perception that the province is more culturally distinct from the rest of Greenland than any other province. Oseans are extremely proud of their separate heritage and enjoy a large degree of autonomy, both formal and informal, from the federal government.

One major peculiarity is its extremely liberal environment, which many claim is bordering on communism. The provincial government is heavily involved in almost all affairs and manages all utilities and resource-driven industries such as oil drilling and forestry. In addition to Greenland’s standard universal healthcare, Osea provides a supplement which provides complete and all-encompassing coverage for every person that lives in the province. Taxes are the highest in the nation, however the province enjoys one of the highest standards of living.

Economically, Osea relies almost completely on two sectors: fishing and military spending. More fishing vessels are registered in Osea than any other province and many Oseans have been fishermen for generations. A fair amount of military bases and complexes are located in the province and a majority of Greenland’s shipyards are located in Osea, employing thousands.

The current governor of Osea is Keshav Tuumarsi, who has enjoyed over 80% approval ratings for his past seven years in office.

Norður Frontier

Capital: Articulund
Demonym: Northerner
Population: 78,000
Economy: Crafts, Government

The Norður (Northern) Frontier is the northernmost as well as least populous province of Greenland. Including the Franz Josef Land, it has a total population of about 78,000. Over 20,000 live in the capital city of Articulund, and 6,000 more live in Justiniangrad on Hooker Island.

The Northern Frontier is by far the most remote and extreme province and is considered something of an oddity to other Greenlanders. With its remoteness and lack of economic activity it would probably not be a separate province today without its historic boundaries defined back during the former Norden Kingdom. Besides Articulund, almost all Northerners live in isolated, small communities of 500-1000 people. A conservative, family-first culture has taken root with Northerners learning to work together within their communities to survive the harsh environment.

The Northern Frontier also possesses the smallest economy, relying almost completely on the government for subsidies and funding. The local communities make and sell crafts and mining firms have recently taken an interest in the province. Northerners have the lowest GDP per capita, however they are also the least materialistic people in the nation, focusing almost entirely on their communities instead of the outside world.

Thule

Capital: Ilulissat
Demonym: Thulian
Population: 1,752,400
Economy:

Kujalleq

Capital: Frederiksdal
Demonym: Kujalleqean
Population: 4,722,000
Economy:

Atlantis

Capital: Eyvindsson City
Demonym: Atlantian
Population: 5,438,000
Economy:

Atlantis is the newest province on the Greenlandic mainland, formed from the southern tip of Kujalleq. Located at the most southern point on Greenland, it's climate is more temperate, often cited as one reason for it having the largest percent increase in population in recent years. Eyvindsson City, capital of Atlantis, is one of only four cities in the nation to have a population of over one million, and is considered one of the 'Three Kings,' alongside Egedesminde and Holsteinsborg, of Greenland's economy.

In some ways, Atlantis is one of the most moderate provinces in the nation, displaying neither the socialist tendencies of Osea or the capitalist tendencies of Tenerife. It's considered a bellwether in national elections and has a competitive mixture of libertarians and democrats.

Proxia

Capital: Egedesminde
Demonym: Proxian
Population: 11,668,000
Economy:

The province of Proxia is located on the Eastern seaboard of Greenland, neighboring Auster Greenland, Suður Greenland, and Thule. Although having a medium area, it is the most populous province in the republic, and the only state with a population exceeding ten million people. Its capital city Egedesminde has a population of over 1.5 million people, making it the second largest city in the nation. Egedesminde is one of the 'Three Kings' with Eyvindsson City and Holsteinsborg, and is the main population and economic hub for middle and northern Greenland.

Proxia has perhaps the most diverse economy in Greenland, including commerce, services, manufacturing, and tourism. Surprising, it's also the agricultural heartland of Greenland and is nicknamed Greenland's bread basket. Hydroponics towers are a common sight and farms with dozens of these towers are not uncommon. Though not much livestock is raised in Greenland, over ninety percent of cattle is raised in Proxia.

The name Proxia is derived from a nation of the same name which existed long ago and the people retain some cultural quirks from the 'old nation' as some nostalgically refer to it as. Proxian Greenlandic is notorious for being difficult to understand and is considered a language of its own by some. For this reason children are taught Modern Greenlandic in schools in addition to speaking Proxian at home and in the community.

Suður Greenland

Capital: Holsteinsborg
Demonym: Southerner
Population: 7,798,000
Economy:

Tenerife

Capital: Santa Cruz de Tenerife
Demonym: Tinerfeño
Population: 1,232,000
Economy: Tourism, Commerce, Services

Tenerife is the only province not located on Greenland proper, and is instead located on an island in the Canary Islands of the same name. Officially named the Free Association of Tenerife due to its previous role in the Free Association, the province has a medium size population which contributes to the ethnic and cultural diversity of the Greenland federal republic. Spanish and Greenlandic are the two official languages and all official government and legal documents must be provided in both languages.

Perhaps most unique about the island is its economy, which is by and far the most unregulated and laissez-faire economic system in Greenland and possibly the world. The headquarters of numerous Greenland and multinational corporations are located on this capitalist paradise, and it has a disproportionately high number of millionaires and billionaires. Santa Cruz de Tenerife is one of the financial centers of Greenland and the province as a whole provides a crucial link for Greenland in the Atlantic.

Besides commerce, Tenerife is a popular vacation destination for Greenlanders and the tourism sector thrives on the island. Many Greenlanders say Tenerife is a place they "love to visit, but would hate to live" due to it having the largest income disparities in the republic. However, the island is regarded as a bastion and firm supporter of the Free Enterprise Corporation, a Greenland political party aimed specifically at promoting pure capitalist ideals.

SECRET

With the loss of communication from Transvaal recently, the Free Association and then Greenland had been keeping a closer eye on the territory that had once been part of this nation. There was a good chance the government had fallen into anarchy like so many governments before, and Greenland had always been keen to secure its possessions in the South Atlantic to ensure they were sovereign and allowed to rule themselves, instead of becoming colonies and bases for far away foreign powers.

With confirmation that the government had indeed lost contact, the Greenland government quickly leaped into action. Security forces on the island of St. Tome were loaded into transport planes and immediately dispatched to the former Transvaal islands in the Atlantic including Asuncion and Tristan de Cunha. A small group of unarmed reconnaissance craft were dispatched to the farther away islands of South George and the South Sandwich Islands. They were deployed as quickly as possible to both provide aid for the peoples on the islands and ensure the islands remained free of unwanted influence. When they arrived on the islands these paratroopers would perform these duties admirably and would secure the largest population centers of the island as their primary objective. They were ordered not to fire unless fired upon but were told to stand their ground if confronted.

SOSUS Repairs: 10%
GRNB Tenerife: 5%
GRNB Saunders: 0%

With permission from Quebec, repairs to the dormant SOSUS between Greenland and Quebec are now underway. Referred to as SOSUS Labrador, or simply SOSUSLAB, the line has not been operational since the fall of Disparu and the former FRG, putting it in a state of disrepair. Three cable-layer vessels and two oceanographic vessels are currently examining each segment of the cable and replacing any sections deemed damaged. GRMS Qaqortoq is currently being renovated so that when the SOSUS is fixed the monitoring station will be able to resume normal duties.

GRNB Tenerife is a new naval base complex being constructed on the island of Tenerife. This base will be fairly large and will be capable of maintaining a fleet should one be built in the future for Greenland's Navy. A much smaller base is being constructed on Saunders Island which will be more of an outpost than anything. It will be able to dock and refuel one to two vessels at a time. Due to its remote location, progress on the construction of this base will be fairly slow.

With the fiasco in the Southern Atlantic now over, tension in the region began to subside and normal operations would be brought back online. Greenland announced the newly formed Southern Atlantic Commonwealth, a political association of the Greenlandic South Sandwich Islands (GSSI) as well as Ascension Island, with the backing of popular referendum. The Commonwealth had the status of a federal territory in the Republic, similar to that of the Federal Eggman Territory.

Due to the sparse amount of citizens which lived on Ascension, they would for the most part be given self-autonomous rule in their day-to-day activities, with the Republic responsible for matters of defense and foreign affairs. Georgetown would be maintained as the chief center of administration and capital of the island, containing nearly the entire island's population of 900 civilians. Construction would begin on GRMB Ascension, which would mainly be a continuation of the airfield which already existed on the island. The Wideawake airstrip would be reconstructed along with facilities for the base and barracks for the men. A military port able to dock military craft would also be constructed in the military base, allowing it to service and refuel both aircraft and naval vessels which visited the island.

The situation on GSSI was different due to the fact there were no prior inhabitants of the island chain. GRNB Saunders continued to be constructed, though progress went slowly due to its remoteness and terrain. A small airstrip would be constructed alongside the naval military base which was starting to take shape. A radar station would also be built, though the primary radar for Greenland in the region would be located on South Georgia island. Montagu Island would be the site of settlement by Greenland citizens who were given an offer to start a new life on this island. Because the weather and terrain resembled some of the more remote regions of Greenland, a few were willing to take the financial incentives and carve a new life out for themselves and their families. In total, over 500 people agreed to live on Montagu and construction began on the development of a small city on the island, located next to the most hospitable natural port. The city, capital and administration center for the GSSI, was named Far Side of the World, expressing a common sentiment by the people who were to live there. On Bristol Island, a small partition of land was reserved for Sri Lanka for a radar station. The rest of the islands were to be made a wildlife reserve.

Happy Valley Military Complex, Federal Eggman Territory

More than a year after the fall of the Eggman Empire, the last chemical and biological weapons from the defunct regime had been located and safely incinerated. The Eggman Empire had been notorious for their NBC weapons of mass destruction and indeed more than a dozen discreet locations had been rediscovered the past year in the Federal Eggman Territory. Hazardous Containment and Disposal units, part of the obscure Chemical and Biological Warfare Division (CBWD) of the Ministry of War, had spent countless hours removing these lethal liabilities and had done a job well done. The public was informed of the completed mission, which resonated with sound approval across the nation.

What the public, and indeed anybody outside a few select generals and scientists, did not know was that samples of each destroyed chemical and biological agent remained and was carefully documented and analyzed by CBWD scientists. The samples would be frozen and secured, with multiple redudant precautions to ensure against their unauthorized release. While many of the old Eggman military complexes were dismantled or simply forgotten about, one was actually being brought back online. The Happy Valley Military Complex was hidden deep underground and well away from population centers, making it an ideal location for CBWD operations. Director of the CBWD Klaus Nikolesson. The site was refitted to once again accommodate day-to-day operations. Once this was completed, Klaus authorized Experiment 150 to proceed.

The Department of Strategic Defense has authorized the research and development of a series of new missiles for Greenland, including ASBMs, kinetic weapons, anti-satellite missiles, and standard ballistic missiles. Information about the designs will be sent to the High Command, which will take months if not years.

The Ministry of the Interior announced a new nationwide energy policy to be enacted starting later this year. The policy sets guidelines to sever all dependence on fossil fuels, provide enough power for Greenland's energy needs, and do so in an environmentally sustainable way. Inside the Ministry of the Interior, the Department of Energy predicts the new policy will take five years to fully implement, and is already taking the first steps needed to achieve these goals.

Perhaps the most technologically advanced and revolutionary aspect highlighted in the policy are construction and operation of bioenergy plants. When asked why nuclear energy was not included in Greenland's energy policy, Minister Edvard Hesfinjarsson commented that "while we haven't completely ruled out nuclear power in the future, Greenland is more than capable of producing energy that is clean and produces no toxic waste. As a nation that lives primarily on a glacier, it is our duty to act as good stewards and set an example to the rest of the world on healthy ways to power our modern society. Industrial bioenergy plants provide one way of doing so."

A standard industrial bioenergy plant has three main components: a Reactor Stage, Recycle Stage, and Filter Stage. Each reactor is filled with microorganisms, which are either one of two strains of genetically engineered bacteria. CHOMP1 is used in electrical bioenergy (E-BE) plants while CHOMP2 is used in fuel conversion bioenergy (F-BE) plants. These organisms break down organic compounds and waste and convert them into either gases such as H2O and C02 or ethanol, depending on the strain of bacteria. In an E-BE, after the waste has been broken down into gases the steam is used to power turbines which produce electricity. The gases then move into the recycle stage. Here they are screened through genetically modified algae which serves two purpose. First, the algae use light to break down 85% of the CO2, converting it into oxygen gas. Secondly, the algae use the CO2 and sunlight as food to double in mass ever three hours. Using automated processes, the extra algae is removed and fed into the reactor stage as organic waste, allowing the plant to essentially use the carbon dioxide gas as a second energy source. Finally, the unused flue gas (consisting of water, oxygen, inert nitrogen, and small amounts of carbon dioxide) is fed into the filter stage. The gas is filtered numerous times through a multitude of powerful microorganisms modified to break down carbon dioxide and other harmful gases that may have entered the system. By the time the flue gas is released into the air, over 99.95% of CO2 and essentially 100% of other harmful gases have been completely removed. While a small amount of CO2 is still released, the amount is essentially negligible and provides an environmentally friendly alternative to both conventional coal plants as well as fission power. Each plant is completely safe, provides about 250MW of energy per reactor, and is extremely cost-effective, needing only small amounts of nutrients for the organisms as well as the organic waste fuel. Six plants of twenty reactors each are planned for construction, in addition to two plants of fifteen reactors for fuel conversion production.

Construction of the bioenergy plants are to begin immediately and will supply approximately 71% of Greenland's energy needs. Geothermal stations, primarily in the northern provinces of Nordur Frontier and Austur Greenland will provide another 22% of energy. Extensive searches of suitable spots have so far identified six suitable station locations. Finally, solar energy will provide 4% and tidal energy will make up the final three percent.

The National Space Reconnaissance Command (NSRC) has been established inside the Department of Strategic Defense in the Ministry of War. The NSRC is tasked with researching, developing, and maintaining Greenland's intelligence satellite network. Although a new launch pad is being constructed on Sao Tome, the NRSC has begun launching spy satellites on the launch pad in Proxia that had previously been used by the Northern Republic. Satellites Loki-1 through Loki-10 would be launched in the next sixth months and would be imagery satellites in LEO orbits.

Greenland has announced that it has bought the Franz Josef Lands (FJL), excluding Graham Bell Island, from the United Kingdom for an undisclosed sum of money. The total transition time is expected to be one year, in which time the United Kingdom will withdraw all assets and Greenland will assume full control and sovereignty over the lands.

The Ministry of the Homeland has already released extensive documents explaining in detail the procedure of how the FJL will be incorporated into Greenland. The islands will officially be part of the Northern Frontier province, currently the least populous province in the nation. They will maintain a level of autonomy within the province and a small settlement program will take place. Approximately 10,000 people are expected to inhabit the islands, many of which will be the scientists and supporting staff for an array of scientific and military installations on the island.

The capital of this archipelago will be Justiniangrad, a small Arctic metropolis of about 6,000 on Hooker Island. The city, which is currently being constructed, will have the majority of modern conveniences including TV, radio, and internet access. A 2,000 meter paved runway services the city and the local government has indicated its willingness to discuss with Slavorussia the possibility of weekly flights between it and Justiniangrad, in addition to flights to Greenland.

With the establishment of the state complete and constitution officially ratified, Greenland has just concluded its first national elections to determine the first government for the federal republic. Voting took place over a two day period, and while not compulsory, over 80% of eligible voters cast a ballot due to e-voting as well as a high profile campaign reminding the public to play a part in Greenland's historic first elections.

Analysts where relatively unsurprised with how the results played out. As expected, the Libertarian Front had a magnificent showing, gaining almost half of the seats in the Senatus, Greenland's legislative body. The Libertarian Front is a voting bloc composed of many different groups, from Libertarians to the Moralist Front to more liberal Conservatives and has widespread recognition and approval across Greenland for its mainly centrist political viewpoints as well.

The Liberal Democrats captured slightly less than a quarter of the seats followed by the Social Democrats with slightly over 17%. Together, the two parties hold around 300 seats and 40% of the Senatus and are often referred to as the Democratic Bloc. These parties also have widespread approval, with Osea, Thule, and Kujalleq considered the strongholds of these parties. Liberal Democrats are center-left while the Social Democrats are left-leaning. Both have somewhat similar social policies as the Libertarian Front, but their economic viewpoints are notably different.

The smallest party to grab seats was the Laissez-Faire Economists Party, which holds just under one-twentieth of the Senatus. Concentrated almost exclusively in Tenerife with some support in wealthy suburbias, the L.F.E.P. or Economists as they are known advocate for almost complete deregulation of the market. Also of interest, the party advocates no social policies and are instead focused solely on economic affairs, allowing each individual senator to vote on non-economic issues as he wishes. Finally, over 48 independents were elected to the Senatus. The economics and social views of the independents vary across the political spectrum and they will often work alongside the party that mostly closely represents their interests, if there is one.

Seats % Party Name

356 47.5% Libertarian Front
178 23.7% Liberal Democrats
133 17.7% Social Democrats
036 04.8% Laissez Faire Economists
047 06.3% Independents

Total Seats: 750

Before the election Alejandro Californian had stepped down as provisional President of Greenland, instead running for the Senatus under the Libertarian Front. Once the results were certified by the elections review panel, the Libertarian Front nominated Californian as the Consul-General of the Senatus, which was then approved by over half of the newly elected Senatus. As Consul-General, Californian is essentially the equivalent to the Prime Minister. However, the Consul-General has noticeably less power than other heads of government, focusing mainly on leading the Senatus and passing legislation.

Kristjan Eyvindsson, former senior ambassador to the Confederation of Arctic Nations, has been elected as the 1st Lord Protector of the Republic, informally still referred to as President of Greenland. This comes as little surprise to most, and with over 70% of the votes, Eyvindsson held favor with a majority of voters. He, and the other candidates, started the precedent of the President not holding membership in any one political party in the Senatus. Though he is considered to be somewhat aligned with the Libertarian Front, Eyvindsson is a moderate who has the capacity to lead a highly diverse Greenland - from the socialists of Osea to the hyper-capitalists of Tenerife to the traditional peoples of the Northern Frontier.

As we are allies with both parties here, and would hate to see a conflict among them over such a space that as of now may belong to nature, we would like to help out here. We recommend that FAR should claim ownership of said island. As of looking on the map, we can understand any-other nation claiming the island as being 'too-close-for-comfort'. Tho, since said island did look like it wasn't under any one nations' control (other than by nature) we wonder if the two nations would be willing to share the island for research purposes.

We find the hostile attitude of the Federation of Arctic Region alarming and unnecessary. Though the island is almost 150 miles from your coast as opposed to the 'few miles' you falsely claimed, Greenland has no desire to 'settle' or maintain a military presence on the island. We will maintain the island as a wildlife preserve to be used for research purposes and as a sign of good will we invite the nations of the Confederation of Arctic Nations to help administer the island.

The Federation of Arctic Nations is seen to be a destabilizing force based on their actions regarding these events and will not be permitted access to the island at this time. Any intrusion of Federation of Arctic Nations personnel or military forces will be seen as a violation of the sovereignty of Greenland and treated as such. Should the Federation of Arctic Nations decide to be less hostile in the future we are willing to reconsider this position.

As long as the whole world is allowed to access Bear Island without restrictions, and no military is placed on Bear Island then we have no issue with it being under Greenland control.
